ONE HUNDRED AND FIRST ANNUAL REPORT


Report of the Selectmen and Overseers of Public Welfare


Your Selectmen tender herewith their report for the year 1936 with particular reference to those admin- istrative activities which have fallen directly under their supervision.


During the past year we have been faced with increasing difficulties under the W. P. A. due princi- pally to the fact that the quota of men for Randolph has been gradually reduced from 220 men, which it was a year ago, to 127 men at the present time. In spite of this fact numerous improvements have been made to schools and school grounds ; the large program for the extension of water mains in the town has been brought to within approximately two months of com- pletion; additional work has been done upon some of our larger highways, including the drainage and re- construction of West Street, which has been suspended temporarily due to weather conditions and will be resumed in the spring; and in addition to the perma- nent sidewalks on Main Street under the sponsorship of the State Department of Public Works, several miles of permanent sidewalks have been constructed upon town roads, which will further insure the safety and convenience of the public.


From now until June 30th we have had accepted or under proposal various projects which will include additional permanent sidewalk construction, several drainage projects, additional repairs to public build- ings and public property, and the inauguration of a

mosquito control project which will consist of draining areas conducive to mosquito breeding.


During the past four or five years, it has been necessary for the town to expend considerable sums of money which otherwise would not have been neces- sary under normal economic conditions. This, to- gether with the fact that during the past several years the item of snow removal has increased to large pro- portions, has made it impossible to appropriate suffi- cient funds for highway maintenance without raising the tax rate to a point which would be beyond the ability of taxpayers to sustain. For this reason your Selectmen have asked recommendations by the High- way Surveyor for a list of streets to be incorporated in a blanket W. P. A. project in an attempt to remedy this situation which has accumulated over the past four or five years. We hope that during the next few months Randolph's quota of men for W. P. A. work may be increased, as there are many small projects which it has been impossible for us to put into opera- tion during the past nine months due to the arbitrary reduction in our personnel by the State W. P. A. head- quarters.


The reduction of our quota during the year from 220 men to 127 men has also had its effect upon the Welfare Department, resulting in an increased load upon this department. Whereas we had anticipated during the year 1936 a reduction in our case load, we actually have had during the year the same case load as in 1935, namely 232. The number of persons rep- resented by this case load have increased from 845 persons in 1935 to 880 persons for the past year.


During the year 1936 the federal Social Security law has become operative and with the reduction in
