Report of the Selectmen and Overseers of Public Welfare


In submitting their annual report for the year 1934 your Selectmen wish to express their sincere appreciation for the loyal cooperation of all departments of the town government.


During the year through allocation by the Federal government under the E. R. A., the sum of $102,400.00 was expended for labor on various projects throughout the town, providing employment for many needy families. This money was expended for the most part under the direction of Mr. Walter F. Stephens, administrator for the town, who gave freely of his time and received no compensation for his services. Mr. John Edmund Kelley, the present administrator, prepared the plans, secured the approval and supervised the work on a number of projects at no expense to the town. To both we express our gratitude.


Among the projects completed during the year were the rebuilding and widening of Center street, completion of a six inch water main on Russ street, providing water for many families on that street and adjacent thereto, diversion of certain poluted streams which for years have been a menace to the water supply for the town. Norro- way Brook, a direct tributary to the water supply, now in the process of completion, has been widened, deepened and cleaned. The athletic field in the rear of the High school has been drained, leveled and extended. These activities have reduced the expenditures for public wel- fare and soldiers' relief during the year.


With the ultimate tapering off of Federal funds for E. R. A. purposes the town will be placed in the position

of providing some means of a constructive nature for those unable to secure employment. From information gathered it would appear that that condition would pre- sent itself early in the year 1935.


Your Selectmen appeared at a hearing held at Ded- ham with the County Commissioners and the Commis- sioners of Public Works jointly, and secured $2,000.00 for materials and labor for the maintenance of the present Chapter 90, roads of the town, provided the town will raise and appropriate the sum of $1,000.00. We urge that the town cooperate and that said money be provided.


At the present time the Board of Selectmen act as the Board of Public Welfare and because of that connec- tion are unable to devote the amount of time necessary to the proper conduct of the office of Selectmen. We strongly recommend that the statue pertaining to the election of a Board of Public Welfare be adopted as soon as practicable.


Increased expenditures for the purpose of Old Age Assistance is inevitable, due to the many applications received for that form of relief, together with increased payments in certain cases. We are now carrying 63 cases and a number of applicants eligible because of neces- sity will require consideration.


Public Welfare in this town as well as all other cities and towns continues to be a matter of concern. During the year ending December 3:, 1934, 194 families were assisted, totalling 721 persons, of which 82 families were of unsettled status or with settlements in other towns for which reimbursement event nally will be made. Your Selectmen feel that those assisted by the town have a moral responsibility to the town, which in most cases does prevail, but there are those whose chief concern is

their ability to patronize those places where liquor is sold at the expense of the town and of their families. The town has the right to expect strict cooperation from all who thru unfortunate circumstances ask assistance.


For the past two years the town has adopted the theory that reduced expenditures for lighting the town ways has effected a saving. A saving has been made of approximately $2,000.00 each year, but when consid- eration is given the number of deaths and accidents that have occured during that period we are of the opinion that it has proven false economy. Proper lighting of the town ways should be provided for in the budget for the coming year.


Your Selectmen would be derelict to their duty if they failed to call to the attention of the citizens the condition of the town lockup situated in the rear of the Central fire station. This building is of wood construc- tion with no sanitation, and entirely surrounded with buildings constructed of wood. Housing of prisoners in this building unattended is dangerous from the stand- point of fire, and is is recommended that a committee be appointed at the annual town meeting to investigate the advisability of building a combination fire and police station with the aid of Federal funds.


In the budget for the year 1934 the town provided for the sum of $20,182.87 because of overdrafts and un- paid bills due to Public Welfare, Soldiers' Relief, Old Age Assistance, etc., carried over from the year 1933. That condition does not exist this year, and if the ordinary budget for 1935 does not exceed that of 1934, a reduction in the tax rate should be shown. It is up to you Mr. Tax- payer to take a personal interest in the expenditures for town government.

Report of Collector of Taxes


January, 19, 1934.


When a corporation or individual lacking reserves expends more than is received, inevitably, the end is bankruptcy. In this respect, the position of a town is no different from that of a corporation or a person, and this is the situation facing our town today.


It is common to blame our town officials for this state of affairs. The fact remains, however, that the budget, which is the amount of money expended annually in running a town, is voted at town meetings by the cit- izens who are there present.


Failure to hold appropriations within our present day ability to meet them should therefore be charged against the entire community. Public officials can be held responsible only so far as they fail to keep within the budget appropriated at the town meetings.


Tax collections the past year have been fair con- sidering conditions. Your Collector has tried to make collections of taxes on homes as little burdensome as pos- sible. In many towns, collection of the tax on homes is rigidly enforced within a short time after the issuance of the tax bills. The policy of your Collector has been to secure as large a percentage of cash payments as quickly as possible resorting to the less agreeable method of advertising the property only as a last resort, and when no other alternative remains.

A word in regard to collection of Personal, Poll and Auto Taxes. Most people intend to and do pay these taxes within a reasonably prompt time and some others, not then able to pay, report to the Collector how they are situated financially and are allowed further time in which to pay. Some few, however, do not seem to realize that if the Collector does not collect these particular taxes and they are not abated by the Assessors, or paid by those who owe them, the Collector must make good for them out of his own pocket. Possibly this may strike a few as a fine idea. However it is rough on the Collector. These few seem to have the Tax Collector confused with the Rockefeller Foundation.
