REPORT OF THE TREE WARDEN
January 15, 1934.
To the Citizens of the Town of Randolph :
The public shade trees of your town are in danger. With the building of new highways and widening of the roads for automobile travel, little regard is shown for the preseervation of the trees.
With the rebuilding of North Street it looks as though we would lose more of our beautiful trees.
While I made application for some C. W. A. funds for pruning and removing dead branches, I was unable to ob- tain any money for this work.
Roadside trimming was carried on as far as possible. Much more work could be done.
I still advocate establishing a nursery for the raising of new trees for street planting.
I also recommend setting out some new trees this year.
Let our motto be: Plan to Plant Another Tree.

REPORT OF THE MOTH SUPERINTENDENT
January 15, 1934.
To the Honorable Board of Selectmen :
The Gypsy and Brown Tail moth situation for the year ending December 31, 1933 was very satisfactory.
The town this year was fortunate, owing to the C. W. A., to be able to scout all of the woodland, something that has never been done before.
Spraying was carried on during the Spring and early Summer as far as our appropriation lasted.
All Gypsy moth egg clusters have been creosoted where found and Brown Tail nests destroyed.
The Elm tree beetle situation in the town was very serious. Spraying for this pest must be carried on this year in order to keep it under control and save our fine old Elms.
The Tent caterpillar and Fall webworms were bad; more work should be done in regard to this evil.
The Satin moth, or the Japanese beetle, was not found in the town.
The spraying machine needs to be overhauled and some new parts will be needed for same.

I herewith submit my report as Inspector of Animals for the year ending December 31, 1933 :

The stables housing these animals were inspected and recommendations for thorough cleaning and more light and ventilation were given, which have been carried out.
Two new stables have been erected by their owners to displace some that were old and unsanitary. Three herds have been added to the list of those under Federal Supervision making six in town which have passed the test as free from Tuberculosis.
The demand of the State for more sanitary conditions in the production of milk has had its effect as results show since the inspection of 1932.
Seventeen dogs were quarantined by this department, but none were found rabid.

There have been 57 permits issued to install plumbing ; of this number, 54 have passed inspection and three are held over for final inspection. There have been installed in new and old buildings the following fixtures :
Fifty-six closets, 45 wash bowls, 40 sinks, 37 bathtubs, 31 pressure boilers, 25 wash trays, four shower baths, one slop sink, one urinal, two drinking fountains, one glass washer, one refrigerator-the estimated value of which was $12,991.
The number of old and new buildings in which plumb- ing was installed is, as follows: forty-one old houses eight new houses, two old stores, two new stores, one addi- tion to schoolhouse, one old schoolhouse, one dining room, and two ice cream stands.

The apparatus and appliances of this department are in good condition at the present time.
It will be necessary to shingle the roof of station No. 2 this year and both buildings should be painted.
Firemen Paul Anderson and John Boyle have attended ( and have been graduated from the Firemen's Drill School ) conducted by the Massachusetts Department of Education at Brockton, Mass.
Two other members will enroll as soon as a new class, is started.
In conclusion I wish to thank the town officials and citizens for the co-operation and assistance rendered this department during the past year.

TAX COLLECTORS REPORT Levies of 1932-33
Of those citizens interested in town government, and particularly in the financial side of it because they have to foot the bills, I ask a re-reading of my report for 1932 on pages 107 and 108 in last year's (1932) town book. Every statement contained in that report I repeat and re-empha- size this year.
The immense amount of outstanding unpaid taxes as of January 1, 1934, should give cause for sober reflection to every honest intentioned citizen of the town. It is one thing to vote large sums of money at town meetings, or place in the warrant articles calling for a vote on them. It is quite another when the financially over-burdened citizen and taxpayer, who wants to pay his bills, if he can, is called upon later to meet the cost of the unbridled ex- penditures voted at previous town meetings.
Yet so long as those who have to foot the bills do not make their influence and votes felt at town meetings, where the appropriations are made, nothing apparently except the prompt return of better times can halt the inevitable bankruptcy toward which the town is headed.
There comes a time for every tax collector when pa- tience ceases to be a virtue. To protect himself and cover his bond he must clear his books. That time is now close at hand on the outstanding unpaid accounts of 1932. Those unable to meet their obligations, now nearly two years outstanding, should consult with the mortgagees. In cases where mortgagees are agreeable and no other possible

financial aid is procurable, the home owning taxpayer should without further delay get in touch with the Home Owners' Loan Corporation of Devonshire Street, Boston.
Poll and old age taxes if still due should be paid promptly. If for any good reason one is still unable to pay, the Tax Collector or Board of Assessors should be promptly advised, in which case a further extension of the time for payment may be granted, or in case 'of inability to pay be- cause of absolute irretrievable poverty or any other just cause, an abatement may be granted.
In regard to the auto taxes, I have always felt that anyone who can purchase, insure, register, and operate a car, can also afford to pay the comparatively small excise tax assessed upon it. Therefore, unless abatements of pay- ment are obtained, this tax must be paid, or will be collected.
