Report of the Board of Selectmen


In normal times the report of the Board of Select- men requires little more than the routine presentation of the financial statements of the various departments.


Periods of business and political disturbance, how- ever, bring forth a great deal of discussion of a sensa- tional character which naturally stimulates the circu- lation of unfounded statements concerning the finan- cial condition of existing institutions.


Discussion of this kind is destructive of public con- fidence and frequently creates false impressions which are detrimental to the community. Its effect can best be offset by sounding a note of optimism which is jus- tified by the facts.


Public discussion of municipal affairs should be encouraged. Honest inquiry should be respected. Helpful criticism should be welcomed. Intelligent sug- gestion should receive careful consideration. Such discussion, inquiry, criticism or suggestion, however, should be made in the spirit of cooperation and not for partisan advantage. He who seeks to capitalize a crisis, whether in war or in peace, is a profiteer and not a patriot.


Without minimizing the dangers which confront practically every municipal government in the land- dangers arising out of mounting costs of government, difficulty in raising revenue loans, and tardy tax collec- tions, it can be confidently asserted that the financial condition of the Town is fundamentally sound.

NINETY-SEVENTH ANNUAL REPORT


As a community we suffer from the afflictions which are common to all communities, but in lesser degree than most. Judged by every test and standard of municipal accounting we are better off than most of our neighbors.


In the matter of our public welfare activities we have been much more fortunate than the great major- ity of towns and cities in the Commonwealth. Our ex- penditures for this purpose are far below the average of other towns of similar or even smaller size. In short we have much to be thankful for and little to be critical about.


In our community the taxpayer has borne practic- ally the entire burden. The "drives" for unemploy- ment relief and the "benefit" performances which have been so common elsewhere, have not yet been re- sorted to in this town.


While intelligent economy must be practised it is difficult to see how appropriations can be cut in this particular department.


The citizens, however, can do much to hold the tax rate within reasonable limits by scrutinizing close- ly the expenditures of every department, by adjusting their activities to current conditions and by acting con- servatively upon new projects.

Assessor's Report --- 1932


The Board of Assessors submit their report for the year 1932 for the consideration of the Tax Payers of the Town of Randolph.


Poll List


We have made a separate Poll List which was com- mitted to the Tax Collector early in the year so that he would have a better chance of collecting from those who leave the Town and State.


Persons Listed


A book of persons listed by the Assessors has been compiled in conformity with the provisions of Section 4, 5, 6 and 7 of Chapter 51 of the General Laws.


Valuation


Increase in Real and Personal Property Valuation $154,400.00.


By reference to the table of assessed valuation ap- pended hereto it will be seen that the total assessed val- uation of taxable Real Estate indicates an increase of $142,350.00 and an increase in valuation of Personal Property $12,050.00.


The decrease of $117,500.00 of Excise Valuation was caused by the fact that 170 less cars were registered, also the retail prices on new cars were much lower than in 1931.

Reduction in Tax Rate of $3.60


Total Town Appropriations for the year 1932 were $11,587.01 less than in year 1931, this reduction being brought about through the co-operation of the Finance Committee and good judgment of the Citizens in Town Meeting.


The increase in value of Real and Personal Property, also the increase in credits picked up by the Assessors, enabled us to reduce the Tax Rate $3.60.

Report of Tax Collection Levy of 1932


Since the collection of taxes is inseparably con- nected with town appropriations and financing it seems that nothing can be gained by soft pedaling the present financial crisis confronting our town.


Unless expenditures are drastically curtailed or economic conditions vastly improve, bankruptcy will face the town.


This was averted during the past year, after bank loans in anticipation of taxes became impossible to get, through private "tiding over" loans secured from citizens and our local banks through the energetic efforts of our Town Treasurer. But these loans have simply postponed the day of reckoning and they must be repaid.


Were tax collections to be enforced as the tax commitment warrants call for, tax titles would accrue on two-fifths of the homes of the town.


It appears therefore that appropriations should be curtailed until the home owners who have to stand the burden, are in a position to meet them and pay their taxes. Were collections to be made by enforced tax titles sales, it would produce a lot of valueless tax titles credits, but bring little money into the town treasury. No one relishes the idea of a tax title sale upon his home, yet that is just what we are headed for unless citizens at the annual Town Meeting restrict ap- propriations to the ability of the home owners to pay for them.

The tax collection figures for 1932 speak for themselves, hardly better than 50 per cent.


One of the worst in the state, so they tell us at the State House.


It seems reasonable to expect that the auto excise tax should and must be paid. If one can afford to run an auto, one should also afford to pay the small excise tax for the privilege of operating it over the public highways which are built and improved largely through this tax.


On the small poll tax of two dollars and old age tax of one dollar, there should be more pride taken in the thought that they have been paid, than in the hope they won't be-unless they have to be.


When it comes to the real estate tax, largely on homes, a more serious situation confronts us. Due to the depression many are out of work and cannot pay now. If the whole amount cannot be paid at one time, save small amounts from time to time until one-quarter is accumulated and turn that in.


The daily deposit of 15 cents to 45 cents in some sort of home bank if one does not join a tax club at our local banks, would pay the taxes on seventy-five percent of all the homes in town.


Let's all awaken to a realization that the town's business is everyone's business and effects everyone personally ; take a personal interest in town appropri- ations and in selecting the people who administer them, and endeavor to pay the taxes which these town appro- priations produce, as promptly as economic and finan- cial conditions will permit.
