NINETY-EIGHTH ANNUAL REPORT


annual report covering the calendar year 1933, is submitted, showing the condition of the trust consisting of the build- ing, library, and funds, together with the reports of the Librarian and Treasurer and so much of the reports sub- initted to the Trustees by the various committees as seems of general interest.


The Library Committee reports that the books, charts, and furnishings are in good condition and that all books belonging to the library are accounted for by the Librarian.


The Building Committee reports that during the latter part of the year it appeared that substantial funds might become available under the auspices of the Civil Works Administration for repairs on the building. A sur- vey was taken of the building's needs and estimates were made of the number of men who might be advantageously employed and the number of hours of work required. The proposal covering the project was submitted and approved by the State Board having such matters in charge and the work was done. It included repairs to a considerable por- tion of the slate on the top of the building, the painting of all of the exterior woodwork, the renewal of window glass which had become defective, the replacement of worn out flashings, the removal of deteriorated mortar between the stones wherever discovered, and the rejointing of the masonry in all such areas. All of the work was done by residents of Randolph on the lists of the unemployed and, aside from the benefit to the building, constituted a sub- stantial contribution to the well being of the community.


In addition to the above, certain minor repairs were made and paid for 'out of the Town's appropriation.


As a result of what has been done, the building seems, so far as can be ascertained, to be in excellent condition, but no building can be assumed to be beyond the need of

repairs for any future period and it would be unwise not to make a reasonable preparation for emergencies. Therefore, the Trustees ask an appropriation of $250.00 for the cur- rent year to cover the cost of such exterior and interior repairs as may be required. One proof of the wisdom of having such an appropriation available is to be found in the fact that if it had not been possible for the Town to con- tribute out of its 1932 appropriation $100.00 toward the cost of the Civil Works Administration project, it is ex- tremely doubtful if that project would have been approved by the State Board.


The Librarian's report again shows an increase in cir- culation, both of books and magazines.


The Trustees record with much sorrow the death on January 12, 1934, 'of their associate, Mrs. Helen White Saben, who had been a Trustee of the library since January 24, 1921. By her death the library has lost a valued friend and the board a loyal and faithful member.


The Trustees take this opportunity again to express their appreciation of the painstaking and efficient services and co-operation of the Librarian, Miss Eunice L. Belcher. and her assistants, Miss Ellen P. Henry and Miss Helen C. Elden.


A copy of each of the following reports is hereunto subjoined: the report of the Librarian; the report of the Treasurer showing the investment of the funds and the receipts and expenditures of the library ; and the report of the Finance Committee.

REPORT OF THE LIBRARIAN


To the Trustees of the Turner Free Library :


I have the honor to submit the annual report of the Librarian for the year ending December 31, 1933.


There have been 397 books added to the Library this year, 348 purchased and 49 given, making the accession number 33,075. Forty-four well chosen children's books were given by Mrs. Seth T. Crawford, for which we are very grateful.


The circulation shows a gain over last year, 29,213 books having been loaned and 765 magazines. 354 bor- rowers' cards have been issued.


We have co-operated with the schools by setting aside a number of books for the use of the Stetson High and Junior High pupils. We also have borrowed many books from the Inter-Library Loan for teachers, students and members of the Child Study Club.


The Librarian wishes to thank her assistants, Miss Henry and Miss Elden, for their help and faithfulness.


A large amount of mending of the books has been done this year by Miss Henry, which has saved the expense of rebinding.


The co-operation of the Trustees in giving advice and suggestions has been greatly appreciated by the Librarian.

Report of the Board of Health


To the Citizens of the Town of Randolph :


The Board of Health respectfully submits its report for the year ending December 31, 1933:


The Board of Health has inspected all stores and places where food and other goods are distributed, and has found them clean and safe for the sale of their goods. Sanitary conditions were up to the regulations of the Board.


In regard to the health conditions of the town-there were not as many contagious cases as in the year previous, due, doubtless, to the anti-diphtheric inoculation of over three thousand children. The treatment was administered by the physicians and nurses of the town, and by the State physicians. We wish to express our thanks to the doctors and nurses of our town who gave their time and work for the same.


The Dental Clinic was a success, while funds were available, but we need more money to continue this work, and thus combat one of the most important hindrances to public health.


We ask the people of the town to appropriate more money for cases which we are obliged to send to the hos- pital. The Board well knows it has been a year-I should say years-of depression; however, the fact remains that we have had more cases of hospitalization during 1933 than

ever before. No one knows what will happen during 1934, but please give us enough to do what is needed for the good of the people of the town to keep sickness down!

Report of the Water Commissioners


To the Citizens of the Town of Randolph :


The forty-eighth annual report of the Water Com- missioners is herewith submitted for the year ending De- cember 31, 1933.


Organization of the Board of Water Commissioners for the year 1933 was effected as follows :

During the past year 24 new services were connected.


For the year 1933 we repaired 17 service pipe leaks ; repaired 7 leaks on 6 inch mains; repaired 7 leaks on 14 inch mains; repaired 1 leak on 12 inch main; 36 services pumped and cleaned; renewed 8 services from main to street line; meters were installed on 51 services, bring- ing the total number of meters now in use to 1,369; re- paired 3 main gates; 7 main gate boxes raised to grade ; 2 hydrants broken, 2 hydrants re-located; 3 hydrants raised to new grade; 3 hydrants repaired with new bases.


Installed new 2 inch copper pipe main on westerly side of North Main Street from end of 8 inch main, opposite Billings Street to Johnson's Ice Cream Parlor, a distance of 750 feet, labor furnished by Welfare Department, mater- ial in part by the abutters ; this connection supplying water to 2 families, 2 filling stations, 1 riding school and at 3 other business places.

A new gasoline diaphragm pump for the use of the Department in draining the trenches while repairing leaks has been purchased.


All machinery at the Pumping Station seems to be in very good condition except the engine of our Epping-Car- penter Pump, which will need repairing before the heavy pumping season is due. No other extensive repairs needed this year so far as we know.


Standpipes were cleaned and painted inside and out and will probably need no outlay in the near future.


Until the people of Randolph and Holbrook are con- vinced of the need of filter beds for the protection of the waters of Great Pond, used by these towns, we will be 'obliged to get along with chlorinating the water.


One of the chlorinators at the station was in such con- dition that it was not worth the cost of repairs. We have ordered from Wallace & Tiernan of Newark, N. J., a new vacuum type MSVM chlorinator. As nearly as we can find out this is the most exact and up-to-date chlorinator pro- duced. We have also ordered 'one of the very latest out- fits for testing the water. With our new testing outfit it will be possible for the engineer to test the water as often as desirable and to know the exact amount of chlorine to inject into the water. This should insure the water being safe for drinking purposes. The new chlorinator will prob- ably be installed before you read this report. Our other Wallace & Tiernan chlorinator will be repaired and kept as a standby unit.


The expenditures of the Water Department will be found in the Town Accountant's Report.


Outstanding water rates will be found in the report of the Water Collector.

NINETY-EIGHTH ANNUAL REPORT


TOWN OF RANDOLPH, MASS. RULES AND REGULATIONS


The following regulations, until further notice, shall be considered a part of the contract with every person who uses water :


1. All applications for use of water must be made at the office of the Water Commissioners, and state fully the purposes for which it is intended to be used. Water will not be introduced to premises except on the written ap- plication of the owner thereof, or by a duly authorized agent. The property will in all cases be held responsible for the water rates.


2. All persons taking water must keep their water pipes and fixtures in good repair and protected from the frost at their own expense. They will be held liable for all damages resulting from their failure to do so. They shall prevent all unnecessary waste, and water shall not be left running to prevent freezing. The Water Commis- sioners or their agents may, from time to time, ascertain the quantity of water used, the manner of its use, and whether there is any unnecessary waste. They and their agents shall have free access to the premises supplied, to examine the apparatus, and if any fixtures are found not to be in good order, they shall direct them repaired, and if not repaired within two days the water shall be shut off and not let on again until such repairs are made, and the sum of two dollars paid for shutting off and turning on the water.


3. The occupant of any premises, when unnecessary waste of water occurs, shall be liable to a fine of two dol- lars for the first offense, and four dollars for the second

offense during the same year, and shall be notified thereof in writing; and if such waste is not prevented and the aforesaid fines paid within two days from the time when the said notice is given, the water shall be shut off the premises, and shall not be again let on for the same occu- pant until waste be stopped and the fine paid, together with an additional sum of two dollars for shutting off and letting on the water, and in case 'of a third or subsequent offense the water shall be shut off, and shall not again be let on except by a vote of the Water Commissioners and the payment of such fine, not exceeding ten dollars, as the Water Commissioners may impose.
