Gentlemen:
I submit herewith a supplementary report of the examination of the accounts of the former Treasurer of the Town of Medfield.
The books of the Town Clerk, on which are recorded the votes taken at the varions Town meetings, were examined for the period from March 13, 1917 to July 30, 1923, for the pur- pose of determining the various bequests for cemetery perpetual care which had been accepted by vote of the Town, and it was found that five bequests had been accepted which did not ap- pear on the Treasurer's books as having been received.
On March 7, 1921, a bequest of $100.00 from Lucius Houghton and one of $100.00 from Alexander Ogilvie were accepted by the Town. At the time our examiner interviewed the former Treasurer, he denied having received these amounts, but I have since been informed that he has admitted that he received the $200.00 in question.
On March 5, 1923, a bequest from George Emerson of $50.00, one from Henry M. Parker of $100.00, and one from Hartshorn & Bishop of $450.00 were accepted by vote of the Town. From the information which I could obtain in Medfield, the bequest from Henry M. Parker has not been paid into the Town Treas- ury. However, the bequest of $50.00 from George Emerson and the one of $450.00 from Hartshorn & Bishop were re- ceived by the Treasurer and he has admitted having received these amounts, but the amounts do not appear on either the Treasurer's or the Town Accountant's records of receipts dur- ing 1923.
Therefore, the amount of the shortage reported in my pre- vious report, namely, $2,727.18, should be increased by $700.00, making the total shortage $3,427.18.

SPECIAL MEETING
January 29, 1923
On the morning of January seventeenth the Town House was destroyed by fire. At a special session of the Board of Selectmen held on the following evening it was decided to call a Town Meeting as soon as possible to consider reconstruction of said Town House.
Pursuant to a Warrant issued by the Selectmen the inhabitants of the Town of Medfield, duly warned and notified in the man- ner prescribed by law, met at the Unitarian Meeting House in said Medfield on the 29th day of January at 7.30 o'clock in the evening and the following action was taken on the several articles contained in the Warrant.
Article 1. To choose a Moderator to preside at said meeting.
The annually elected Moderator being present, no action was taken.
The Town Clerk being absent, Robert W. Baker was elected Clerk of the Meeting.
Article 2. To see if the Town will vote to appoint a com- mittee to consider the reconstruction of Town House and report at some future meeting, or do or act anything relating thereto.
Voted, that the Selectmen and four others elected by a major- ity ballot be a committee to present plans and specifications for rebuilding the Town Hall and report at some future meeting.
Allen A. Kingsbury, Fred A. Smith, Lewis K. Conant and Robert W. Baker were elected.

Article 3. To see if the Town will grant and appropriate a sum of money for the use of said committee, or do or act any- thing relating thereto.
Voted, to grant and appropriate the sum of five hundred dollars ($500.00) for the use of said committee.
All the articles in the Warrant having been acted upon the meeting was dissolved.

ANNUAL MEETING March 5, 1923
Pursuant to a Warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Unitarian Meeting House on the 5th day of March, 1923, at six o'clock in the fore- noon; and the following action was taken upon the several articles in said Warrant :-
Article 1. To choose all town officers required to be elected annually by ballot, viz .: One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year; One Selectman for three years; One Assessor for three years; One School Committee for three years; Two Trustees of the Public Library for three years; One Member of Board of Health for three years; One Park Com- missioner for three years; One Cemetery Commissioner for three years; One Water Commissioner for three years.
Also to vote on the following question :
Shall license be granted for the sale of non-intoxicating beverages in the town for the ensuing year? The vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at 6.15 o'clock in the forenoon and may close at two o'clock in the afternoon.
The ballot box was examined and found in good working order and at close of voting agreed with the check lists in the number of ballots cast.
The following named persons appointed by the Selectmen and sworn by the Town Clerk were assigned to duty as follows: Charles L. Bullard and Mary H. Smith to distribute ballots; George Washburn and Mary A. Weiker, to check at ballot box; Edward H. Abell, Alex. Allan, Alex. A. Maclean, Frank J.

Bell, Arthur W. Hobbs, Michael J. English, Albert L. Clark and Ira F. Penniman, Tellers. Constable Cornelius P. Mc- Keoun, in charge of ballot box.
Cards of Instruction and Specimen Ballots were posted as required by law. The polls were opened at six o'clock in the morning and closed at 2.30 o'clock in the afternoon. The ballots were counted in open meeting and the total vote cast was 496.
The following named persons having received the largest number of votes were declared elected to the several offices:

On the question "Shall license be granted to sell certain non- intoxicating beverages in the town for the ensuing year?" the vote was "Yes" 144; "No" 140; Blanks 212.
The ballots were counted and sealed up in open town meeting and endorsed by the proper election officers. All previous ballots have been destroyed.
In accordance with the usual custom the meeting was then adjourned to Monday evening, March 15, 1923, at 7.30 o'clock.

Article 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the present municipal year to an amount not exceeding in the aggregate thirty thou- sand dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.
Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1923, to an amount not exceeding in the aggregate Thirty Thousand Dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.

Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.
Voted, that taxes shall be paid not later than the 15th day of October of each year, and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the 15th day of October until such taxes are paid. It was also voted that the Collector receive one per cent on all taxes collected by him.
Article 7. To see if the Town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.
Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes remain- ing unpaid after the first day of December, 1923.
Article 8. To see what compensation the Town will allow the members of the Fire Department for the ensuing year.
Voted, that the members of the Fire Department be paid the sum of twelve dollars per year and one dollar per hour while working at fires.
Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year, or do or act anything relating thereto.
Voted, that the price for labor, per hour, on the highways be left to the discretion of the Selectmen.
Article 10. To see if the Town will accept the following named sums as perpetual trust funds for the care of lots in Vine Lake Cemetery, the interest thereof, or so much as may be necessary to be used for said care, viz .:
For care of George Emerson lot. $ 50.00
For care of Pattee and Turner lot 100.00
For care of James V. Morang lot. 100.00

Voted, that the trust be accepted.

Article 11. To see if the Town will grant and appropriate the sum of three hundred dollars toward the support of a Visiting Nurse as authorized by the Acts of 1911, Chapter 72, Section 1, or do or act anything relating thereto. (Petition.)
Voted, that the article be dismissed.
Article 12. To see if the Town will grant and appropriate the sum of five hundred ($500.00) dollars for the erection and repair of guard rails on the highways at such places as may be considered necessary.
Voted, that the sum of two hundred dollars be granted and appropriated for the erection and repair of guard rails on the highways at such places as may be considered necessary.
Article 13. To hear and act on the report of any committees appointed at previous meetings, grant and appropriate money, if necessary, to carry out recommendations, or do or act any- thing relating thereto.
Voted, that the article be dismissed.
Article 14. To see if the Town will grant and appropriate a sum equal to the unexpended balance of last year, to complete the work on Pleasant and Oak streets, or do or act anything relating thereto. (Water Commissioners.)
Voted, that the sum of two hundred seventy-nine dollars and eight cents ($279.08) be granted and appropriated, and the amount be taken from the treasury.
Article 15. To see if the Town will grant and appropriate a sum equal to the unexpended balance of last year, to complete the work on Frairy Street, or do or act anything relating thereto. (Water Commissioners.)
Voted, that the sum of five hundred eighty-nine dollars and forty-two cents ($589.42) be granted and appropriated, and the amount be taken from the treasury.
Article 16. To see if the Town will grant and appropriate the sum of five hundred dollars ($500.00) for the Parks and Playgrounds. (Park Commissioners.)
Voted, that the article be dismissed.

Article 17. To see if the Town will vote to change the name of Asylum Road, or do or act anything relating thereto. (Peti- tion.)
Voted, that the name of Asylum Road be changed to Hospital Road.
Article 18. To see what action the Town will take relative to providing temporary quarters for Beckwith Post, American Legion, as permitted under Section 9, Chapter 40, General Laws, grant and appropriate money, or do or act anything re- lating thereto.
Voted, that the sum of one hundred twenty-five dollars ($125.00) be granted and appropriated to provide temporary quarters for Beckwith Post, American Legion, as permitted under Section 9, Chapter 40, General Laws.
Article 19. To see if the Town will accept the provisions of Sections 26, 27, 28 and 29 of Chapter 81 of the General Laws, as amended, be appropriated and expended in said Town by and under the direction of the Department of Public Works, Division of Highways, in accordance with the provision of said statute. (Selectmen.)
Voted, that the Town accept the above provisions.
Article 20. To see if the Town will vote to grant and ap- propriate the sum of two thousand dollasr ($2,000.00), pro- vided the State and County will each grant a like sum for repairing and resurfacing Asylum Road.
Voted, that the Selectmen confer with the Trustees of the Medfield State Hospital in regard to the relocation of Asylum Road.
All the articles having been acted upon the meeting was dissolved.

SPECIAL MEETING April 25, 1923
Pursuant to a Warrant issued by the Selectmen the inhabitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Unitarian Meeting House in said Medfield on the 25th day of April, 1923, at 7.30 p. m., and the following action was taken on the several articles contained in the Warrant.
Article 1. To see if the Town will hear and act upon the report of the Committee elected to present plans for rebuilding the Town House.
Voted, that the report of the committee be accepted, and they be extended a vote of thanks.
Article 2. To see if the Town will vote to grant and appro- priate any sum or sums of money for the purpose of repairing or rebuilding the Town House, or do or act anything relating thereto.
Voted, that Articles 2 and 3 be taken up together.
Article 3. To see if the Town will vote to authorize and in- struct the Selectmen or any other duly appointed representative of said Town to borrow any sum or sums of money within the statutory borrowing capacity of said Town for the purpose of repairing and rebuilding the Town House, and advise said repre- sentative as to the method of raising said sum or sums of money, or do or act anything relating thereto.
Voted, to rebuild on old lines, the cost not to exceed fifty thousand dollars ($50,000.00).
Also Voted, that the Treasurer, with the approval of the Selectmen, be authorized to borrow enough money to make fifty thousand dollars ($50,000.00) including the insurance. money. Total vote 211. Yes 168; No 43.

Article 4. To see if the Town will vote to elect a committee to supervise and direct the construction of said Town House.
Voted, that a committee of five be elected from the floor, and the following named committee was elected: George H. Sauer, Arthur F. Smith, Alexander MacLean, Carl Johnson and Isabelle Kingsbury.
Article 5. To see if the Town will vote to authorize the Selectmen or any other duly elected representative of said Town to petition the General Court for authority to borrow in excess of our statutory borrowing capacity up to any amount not exceeding $75,000 for the purpose of repairing, rebuilding or re- modeling the Town House and specify how said amount shall be raised, or do or act anything relating thereto.
Voted, that the article be dismissed.
Article 6. To see if the Town will vote to purchase a con- crete mixer and appropriate $250 for same.
Voted, to purchase a concrete mixer and the sum of two hundred fifty dollars ($250.00) be granted and appropriated for the same.
Article 7. To see if the Town will vote to install two electric lights on Curve Street and appropriate money for the same.
Voted, that two electric lights be installed on Curve Street and money be granted and appropriated for the same.
Article 8. To see if the Town will grant and appropriate the sum of $125.00 for the purpose of building a cement sidewalk on the westerly side of Miller Street and southerly side of Main Street from the residence of Albert L. Clark to the residence of Joseph M. Johnson, the abutter to pay half the cost.

Article 9. To see if the Town will vote to purchase 1000 feet of Fire Hose and appropriate $850.00 for same.

Article 10. To see if the Town will vote to grant and appro- priate the sum of $720.00 for garage rent for fire apparatus.
Voted, to grant and appropriate the sum of seven hundred twenty dollars ($720.00) for payment of rent of garage for the Fire Apparatus.
Article 11. To see if the Town will vote to purchase Helmets for the Fire Department and grant and appropriate $150 for same.
Voted, that the article be dismissed.
Article 12. To see if the Town will vote to purchase Smoke Masks for the Fire Department and grant and appropriate $50.00 for same.
Voted, to grant and appropriate the sum of fifty dollars ($50.00) to purchase Smoke Masks.
Article 13. To see if the Town will appoint a committee to consider a location and building of a Fire Station and report at some future meeting, or do or act anything relating thereto.
Voted, that the Moderator appoint a committee of three.
