SPECIAL MEETING


January 19th, 1925


Pursuant to a Warrant issued by the Selectmen, the inhabi- tants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Med- field on the nineteenth day of January, 1925, at 7.30 p. m., and the following action was taken on the articles contained in the Warrant.


Article 1. To see if the Town will vote to rescind its vote of March 1, 1920, electing the Selectmen, one Selectman for one year, one Selectman for two years, one Selectman for three years, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 2. To see if the Town will vote to elect its Selectmen in the following manner: Three Selectmen for one year, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 3. To see if the Town will vote to elect its Superin- tendent of Streets, or do or act anything relating thereto.


Voted, that the article be dismissed.


This meeting is called as a result of the receipt by the Select- men of a petition containing all of the foregoing articles.


All the articles having been acted upon, the meeting was dissolved.

ANNUAL MEETING


March 2, 1925


Pursuant to a Warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the 2d day of March, 1925, at six o'clock in the forenoon; and the following action was taken upon the several articles in said Warrant :-


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit: One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year; One Selectman, One Assessor, One member of School Committee, Two Trustees of Public Library, One member of Board of Health, One Cemetery Com- missioner, One Water Commissioner, One member of Planning Board, all for three years, One member of Planning Board for four years, One member of Planning Board for five years.


To vote on the following question :


Shall license be granted for the sale of non-intoxicating beverages in the Town for the ensuing year? The vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at 6.15 o'clock in the forenoon and may be closed at 2 o'clock in the afternoon.


The ballot box was examined and found in good working order and at close of voting agreed with the check lists in the number of ballots cast.


The following named persons appointed by the Selectmen and sworn by the Town Clerk were assigned to duty as follows: Charles L. Bullard and Florence A .. Bearse to distribute ballots; George Washburn and Mary A. Weiker to check at ballot box; Edward H. Abell, Alex. Allan, Alex. A. Maclean, Frank J. Bell, Arthur W. Hobbs, Michael J. English, Albert L. Clark and Ira F. Penniman, Tellers. Constable Lawrence M. Dewar, in charge of ballot box.

Cards of Instruction and Specimen Ballots were posted as required by law. The polls were opened at six fifteen o'clock in the morning and closed at 2.00 o'clock in the afternoon. The ballots were counted in open meeting and the total vote cast was 602.


The following named persons having received the largest number of votes were declared elected to the several offices:

On the question "Shall license be granted to sell certain non- intoxicating beverages in the town for the ensuing year?" the vote was "Yes" 189, "No" 175, Blanks 238.


The ballots were counted and sealed up in open town meeting and endorsed by the proper election officers. All previous ballots have been destroyed.


In accordance with the usual custom the meeting was then adjourned to Monday evening, March 9, 1925, at 7.30 o'clock.

Article 3. To see if the town will vote to accept the reports of the several Town Officers for the past year.

Voted, that the work under item "North Street Special" be done by contract.


Voted, that the work on the Sewer Beds be done under the direction of the Water Commissioners.


Voted, item "Notes" that $1,102.28 be taken from Surplus War Bonus Fund and $2,397.72 be raised by Taxation.


Article 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the present municipal year to an amount not exceeding in the aggregate fifty thousand ยท dollars ($50,000.00), and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.


Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1925, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the 15th day of October of each year, and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the 15th day of October until such taxes are paid. It was also voted that the Collector receive one per cent on all taxes collected by him.


Article 7. To see if the Town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.


Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes remain- ing unpaid after the first day of December, 1925.


Article 8. To see what compensation the Town will allow the members of the Fire Department for the ensuing year.

Voted, that the members of the Fire Department be paid the sum of twelve dollars per year and one dollar per hour while working at fires.


Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year, or do or act anything relating thereto.


Voted, that the price for labor, per hour, on the highways be left to the discretion of the Selectmen.


Article 10. To see if the Town will appropriate and grant the sum of three hundred dollars ($300.00) toward the support of a Visiting Nurse as authorized by the Acts of 1911, Chapter 72, Section 1, or do or act anything relating thereto.


Voted, that the article be dismissed as the sum was included in the budget.


Article 11. To see if the Town will authorize the Selectmen, acting in conjunction with the Moderator, to appoint a com- mittee to draft and submit at some subsequent meeting new and more complete Town By-Laws.

Article 13. To see if the Town will vote to install six electric lights on Pine Street, grant and appropriate money therefor, or do or act anything relating thereto. (Petition.)


Voted, that the sum of one hundred dollars ($100.00) be granted and appropriated to install six electric lights on Pine Street.

Article 14. To see if the Town will vote to rescind its vote of March 1, 1920, electing the Selectmen, one for one year, one for two years, one for three years, or do or act anything relating thereto. (Petition.)

Article 16. To see if the Town will vote to elect its Highway Surveyor or Superintendent of Streets by a ballot, or do or act anything relating thereto. (Petition.)

Article 17. To see if the Town will vote to grant and ap- propriate a sum of money with the State, County, and N. Y., N. H. & H. R. R. for abolishing the crossing and decreasing grade on Asylum Road, so called Asylum Hill. Appropriation to be determined by vote. (Petition.)


Voted, that the article be dismissed.


Article 18. To see if the Town will vote to grant and ap- propriate a sum of money for building a sidewalk from Asylum Gate to Harding Post Office, or do or act anything relating thereto. (Petition.)

Article 19. To see if the Town will vote to grant and ap- propriate a sum of money for installing large lights on North and Main streets, in the Square, not exceeding sixteen (16) lights, or do or act anything relating thereto. (Petition.)


Voted, that the article be dismissed.


Article 20. To see if the Town will vote to petition the N. Y., N. H. & H. R. R. for gate tender service for twenty-four hours instead of the present sixteen-hour service. (Petition.)


Voted, that the article be referred to the Selectmen.


Article 21. To see if the Town will grant and appropriate a sum not exceeding $3,500.00 for the purpose of replacing the

present worn-out wrought iron pipe in Cottage and Adams Streets with 6-in. cast iron pipe, which will become a part of whatever new system is eventually adopted for the whole Town. New pipe to commence at North Street, run west 450 feet in Cottage Street to Adams, then 972 feet in Adams Street to Dale Street. (Water Commissioners.)


Voted, that the sum of three thousand five hundred dollars ($3,500.00) be granted and appropriated for the purpose of replacing the worn-out water pipe in Cottage and Adams Streets with 6-in. cast iron pipe. New pipe to commence at North Street, run west 450 feet in Cottage Street to Adams, then 972 feet in Adams Street to Dale Street.


Article 22. To see if the Town will finance the foregoing Water Department Article by notes on a three-year basis and authorize the Treasurer, with the approval of the Selectmen, to borrow money for said purpose, and issue three notes of one thousand dollars ($1,000.00) each therefor, the first of said notes being payable in 1927, the second in 1928, and the third in 1929, the balance of five hundred dollars ($500.00) to be paid out of current taxes of the present municipal year, or do or act anything relating thereto. (Petition of Water Com- missioners.)


Voted, to finance the foregoing Water Department Article by notes on a three-year basis and authorize the Treasurer, with the approval of the Selectmen, to borrow money for said purposes, and issue three notes of one thousand dollars ($1,000.00) each therefor, the first of said notes being payable in 1927, the second in 1928, the the third in 1929, the balance of five hundred dollars ($500.00) to be paid out of current taxes of the present municipal year.


Article 23. To see if the Town will vote to appropriate and grant a sum equal to the unexpended balance of last year to complete the work on Spring Street, to wit: the sum of $196.24, or do or act anything relating thereto. (Petition of Water Commissioners.)


Voted, that the sum of one hundred ninety-six dollars and

twenty-four cents ($196.24) be appropriated and granted to complete the work on Spring Street.


Article 24. To see if the Town will vote to appropriate and grant the sum of one hundred sixty dollars ($160.00) for re- pairs on the Town Clock, or do or act anything relating thereto.


Voted, that the sum of one hundred sixty dollars ($160.00) be appropriated and granted for the purpose of repairing Town Clock.


Article 25. To see if the Town will vote to appropriate and grant the sum of four thousand dollars ($4,000.00) for the pur- pose of draining the surface water on Miller Street, or do or act anything relating thereto. (Petition.)


Voted, that the article be dismissed.


Article 26. To see if the Town will vote to direct the Select- men to petition the General Court for the necessary legislation to confer the duties of Sewer Commissioners upon the Water Commissioners, for the purpose of creating a Water and Sewer- age Board. (Petition.)


Voted, that the Selectmen be directed to petition the General Court for the necessary legislation to confer the duties of Sewer Commissioners upon the Water Commissioners, for the purpose of creating a Water and Sewerage Board.


Article 27. To see if the Town will appoint a special com- mittee to study the cost of additional schoolhouse facilities, if they find such to be necessary, and to report to a future meeting not later than the annual meeting for the year 1926, said com- mittee to be seven in number and to include the school com- mittee, and to instruct said committee to give said matter thorough study, particularly with reference to our future needs, and to prepare and distribute to the voters a printed report of its findings two weeks at least before the meeting at which said report is to be rendered. (Petition.)


Voted, that a committee of seven be appointed, to consist of the School Committee, and four others to be nominated from the floor and elected by ballot.

Article 28. To see if the Town will appropriate and grant the sum of five hundred dollars ($500.00) for the purpose of obtaining preliminary sketches of a new building, and to place said sum at the disposal of said committee to be expended by it for the foregoing purpose, and for costs of clerk hire and of publication of its report, or do or act anything relating thereto. (Petition.)


Voted, that the sum of four hundred ninety-nine dollars and ninety-nine cents ($499.99) be appopriated and granted for the use of this committee.


Article 29. To hear and act on the report of any committees appointed at previous meetings, grant and appropriate money if necessary to carry out recommendations, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 30. To see if the Town will vote to appropriate and grant the sum of two hundred seventy-five dollars ($275.00) for the purchase of one Flashing Traffic Beacon to be placed at the head of South Street, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 31. To see if the Town will vote to appropriate and grant the sum of one hundred forty dollars ($140.00) for the purchase of three Reflector Warning Signals, to be placed as follows: One at corner of North and Harding Streets; one at junction of Spring and Main Streets, and one at junction of Main and Pound Streets, or do or act anything relating thereto.


Voted, that the sum of one hundred forty dollars ($140.00) be appropriated and granted for the purchase of three Reflector Warning Signals.


Article 32. To see if the Town will vote to re-construct the platform in the Town Hall into a stage, appropriate money therefor, or do or act anything relating thereto. (Petition.)

Article 33. To see if the Town will vote to appropriate and grant the sum of $186.00 to be paid to Lucy Allen as damages for the taking of her land in relocating North Street. Said sum is to be refunded in full by the County Commissioners.


Voted, that the sum of one hundred eighty-six dollars ($186.00) be appropriated and granted to be paid to Lucy Allen for land damages.


Article 34. To see if the Town will vote to authorize its Selectmen to enter into a contract with the Buffalo Springfield Roller Company for the purchase of one steam roller. Said steam roller to be paid for as follows: $1,997.00 each year for three successive years, together with interest thereon at the rate of six per cent, and to authorize the Treasurer, with the approval of the Selectmen, to issue notes therefor, the sum of $1,997.00 to be appropriated from municipal revenue for the current year, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 35. To see if the Town will vote to appropriate and grant the sum of $500.00 for the purchase of one water wagon, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 36. To see if the Town will vote to appropriate and grant the sum of four thousand dollars ($4,000.00) for permanent construction of Main Street, provided the State and County will appropriate and grant the sum of twelve thousand dollars ($12,000.00) to be used for the same purpose, or do or act any- thing relating thereto.


Voted, that the sum of four thousand dollars ($4,000.00) be appropriated and granted for permanent construction of Main Street, provided the State and County will appropriate and grant the sum of twelve thousand dollars ($12,000.00) to be used for the same purpose, and the work be done by contract.

Voted, that the laying of sewer pipe in Main Street be done under the direction of the Water Commissioners.


Voted, that a rising vote of thanks be given to the American

Brick Company for the gift of the Tennis Court at the Athletic Field. (Unanimous.)


Voted, that the Town accept the gift of a Clock from Beck- with Post and Auxiliary of the American Legion. (Unanimous.)


Voted, that a rising vote of thanks be given to Beckwith Post and Auxiliary to show our appreciation for the gift of the Clock for the Town Hall. (Unanimous.)


Also voted, to extend a written vote of thanks to Beckwith Post and Auxiliary, the same to be placed on the records. (Unanimous.)


All the articles having been acted upon, the meeting was dissolved.

September 14th, 1925


Pursuant to a Warrant issued by the Selectmen, the inhabi- tants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield on the fourteenth day of September, 1925, at 7.30 p. m., and the following action was taken on the articles con- tained in the Warrant:


Article 1. To see if the Town will vote to raise and ap- propriate a sum of money for construction of a sewer line on Adams Street, or act anything thereon.


Voted, that a committee be appointed to consider the matter and report at the March meeting. The Water Commissioners to constitute this committee.


Article 2. To see if the Town will vote to amend the vote passed under Article 22 of the Warrant for the annual town meeting by striking out 1927, 1928 and 1929, respectively, where it occurs in said vote, and inserting in place thereof 1926, 1927 and 1928, so that the vote as amended will read as follows:

Article 6. To see if the Town will grant and appropriate the sum of seven hundred dollars ($700.00) for Liability In- surance, or do or act anything relating thereto.


Voted, that the sum of seven hundred dollars ($700.00) be granted and appropriated, the amount to be taken from the contingent fund.


Article 7. To see if the Town will accept Janes Avenue as a Town way, and grant and appropriate money therefor, or do or act anything relating thereto.


Voted, that the Selectmen have the road surveyed, confer with the owners, and report at the March meeting, and the sum of fifty dollars ($50.00) be appropriated to cover expenses.
