READ CAREFULLY


The new ruling of the Department of Vital Statistics requires that Physicians and Midwives shall within 48 hours give notice to the Town Clerk with such data as may be procured at the time, regardless of child's name if not known.


Parents shall give notice, with such other data as may be necessary, within 15 days from the date of birth. Do not depend upon Physicians or Hospitals but be sure yourself that the Town Clerk is notified of the birth.


A fine of twenty-five dollars may be imposed for wilful neglect in com- plying with the above rules.


The Town Clerk is required to record the exact date of return and to report all violations or neglect in making such reports.


Blanks will be furnished on application to the Town Clerk.

ANNUAL MEETING MARCH 1, 1920


Pursuant to a warrant issued by the Selectmen, the in- habitants of the town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the first day of March, 1920, at six o'clock in the forenoon ; and the following action was taken upon the several articles in said warrant :-


Article 1. To choose a Moderator to preside at said meeting.


The annually appointed Moderator being present no ac- tion was necessary.


Article 2. To choose the following named town officers, under the provisions of Chapter 835 of the Acts of 1913, namely: One Town Clerk, one Moderator, one Treasurer, one Collector of Taxes, Three Constables, one Tree Warden, all for one year; one Selectman for 1 year, 1 Selectman for 2 years, one Selectman for 3 years; one School Committee for 3 years, Two Trustees of the Public Library for 3 years, one Cemetery Commissioner for 3 years, one Assessor for 3 years, one Assessor for 1 year to fill vacancy, one Member of Board of Health for 3 years, one Member of the Board of Health for 1 year to fill vacancy, one Park Commissioner for 3 years.


Also to vote on the following questions :


First-"Shall Chapter 807 of the Acts of 1913 being an act to provide for compensating laborers, workmen and mechanics for injuries sustained in public employment and to exempt from legal liability counties and muni- cipal corporations which pay such compensation be accepted by the inhabit- ants of this town of Medfield?" The vote to be "Yes" or "No."


Second-Shall license be granted to sell intoxicating liquors in the town for the ensuing year? The vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at 6.15 o'clock in the forenoon and may close at two o'clock in the afternoon.


The ballot box was examined and found in good order. The following named persons having been appointed by the Selectmen were sworn and assigned as follows :-

Isaac B. Coding and Frank J. Bell to distribute ballots. Albert C. Clark and John H. Tuttle to check names at ballot box.


Edwin H. Abell and Walter E. Morris to count votes.


Alex. Allen and Edward J. Sheahan to supervise.


The polls were opened at six o'clock in the forenoon and were closed by vote of the town at half past two o'clock in the afternoon. The total vote cast was 306. The votes were. counted in open town meeting, and the following named officers were declared elected :-

Selectman, one year, Frank D. McCarthy. Selectman, two years, Frank E. Day. Selectman, three years, George H. Sauer. Treasurer, one year, John H. Tuttle.

Constables, one year, Cornelius P. McKeoun, B. Frank Rhoades and Levi C. Taylor.


School Committee, three years, Melvin R. Blood.

On the question of the acceptance of the "Act to provide for compensation of laborers, workmen and mechanics for injuries sustained in public employment and to exempt from legal liability counties and municipal corporations which pay such compensation" the vote was "Yes" 143; "No" 30; Blanks 133.

On the question "Shall licenses be granted to sell intoxi- cating liquors in this town for the coming year?" the vote was "Yes" 166; "No" 85 ; Blanks 55.


The meeting was then adjourned to Tuesday Evening, March 9, 1920.


ADJOURNED MEETING.


The remaining articles in the Warrant for the Annual Meeting were taken up and acted upon as follows:


Article 3. To choose Fence Viewers and Field Drivers.


Voted, that these officers be appointed by the Selectmen. The following named persons were appointed as Fence Viewers and Field Drivers: Joseph Mair, Frank J. Bell, Lewis S. Connors.


Article 4. To see if the town will accept the reports of the several Town Officers for the past year.


The reports were acted upon severally and all were ac- cepted.


Article 5. To grant and appropriate such sums of money as may be necessary to defray the expenses of the town for the ensuing year.

Article 6. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the present municipal year to an amount not exceeding in the aggregate thirty thousand dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.

Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the munici- pal year beginning Jan. 1, 1920, to an amount not exceeding in the aggregate Thirty Thousand Dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.


Article 7. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the 15th day of October of each year, and on all taxes remaining un- paid after the first day of November interest shall be paid at the rate of six per cent, per annum from the 15th day of October until such taxes are paid. It was also voted that the Collector receive one and one-quarter per cent. on all taxes collected by him.


Article 8. To see if the town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.


Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes remaining unpaid after the first day of December, 1918.


Article 9. To see what compensation the Town will allow the members of the Fire Department for the ensuing year.


Voted, that the members of the Fire Department be paid the sum of fourteen dollars per year and seventy five cents for the first hour while working at fires and fifty cents per hour for each subsequent hour of fire work.


Article 10. To see how much per hour the town will allow for work on the highways for the ensuing year or do or act anything relating thereto.


Voted, that the price for labor, per hour, on the highways be left to the discretion of the Selectmen.

Article 11. To see if the the town will accept the following named sums as perpetual trust funds for the care of lots in Vine Lake Cemetery, the interest thereof, or so much as may be necessary, to be used for said care: viz.


For care of Albert C. Shumway lot . $150.00


For care of Edward P. Tucker lot 100.00


For care of Oliver A. Clark lot 100.00


Voted, that the trusts be accepted.


Article 12. To see if the town will grant and appropriate the sum of three hundred dollars toward the support of a Visiting Nurse as authorized by the Acts of 1911, Chap. 72, Section 1, or do or act anything relating thereto. (Petition).


Voted, that the sum of Three Hundred Dollars be granted and appropriated for the support of a District Nurse.


Article 13. To see if the town will vote to construct a sewer on Adams Street to connect with existing sewer system, grant and appropriate money therefor, or do or act anything relating thereto. (Petition).


Voted, that this matter be referred to the Selectmen for a report as to cost of construction, and other data, to report at some future meeting.


Article 14. To see if the town will grant and appropriate the sum of Fifteen hundred dollars to be used in conjunction with the State and County, for the purpose of re-surfacing and improving grade of North Street, Southerly from the Dover town line provided that said State and County will each grant a like sum.


Voted, that the sum of Fifteen Hundred Dollars be granted and appropriated toward regrading and resurfacing North Street, southerly from the Dover line, provided that the State and County will each grant a like sum to be used in conjunction for the same purpose.


Article 15. To see if the Town will grant and appropriate the sum of $200.00 for the purpose of building a sidewalk on the Westerly side of Vinald Road. (Petition).


Voted, that the sum of Two Hundred Dollars be granted and appropriated for the purpose of building a sidewalk on the westerly side of Vinald Road.

Article 16. To see if the town will sell or dispose of discontinued apparatus not required by the Fire Department.


Voted, that the discontinued fire apparatus be sold or otherwise disposed of, except the old hand engine which shall be turned over to the Veterans' Fire Organization.


Article 17. To see if the Town will vote to adjust and establish the salaries of Town Officers, or do or act anything relating thereto.


Voted, that a Committee be appointed by the Moderator to make such recommendations as they think necessary and report at the next meeting. The Committee appointed were :- Robert W. Williams, Daniels Hamant, Hugh M. Smith, Lewis K. Conant and James L. Atherton.


Article 18. To see if the town will grant and appropriate the sum of Thirty-two hundred dollars for the purchase of a Howe-Ford Gasoline Fire Engine, or do or act anything relating thereto. (Petition).


Voted, not to grant or appropriate money for said pur- pose.


Article 19. To see if the town will grant and appropriate $610.69 assessed by the County for the construction of a Tuberculosis Hospital; said sum to be appropriated or borrowed as the town may decide.


Voted, that the sum of $610.69 be appropriated for pay- ing the assessment required by the County.


Article 20. To see if the town will grant and appropriate money for the purpose of resurfacing the sidewalks on Green Street, with tarvia, or do or act anything relating thereto.


Voted, that the necessary work on the sidewalks on Green Street be paid for out of the general sidewalk appropriation.


All the articles in the warrant having been acted upon the meeting was dissolved.

SPECIAL TOWN MEETING MAY 17, 1920


Pursuant to a warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield on the 17th day of May, 1920, at 7.30 o'clock in the evening and the following action was taken on the several articles contained in the Warrant.


Article 1. To hear and act on the report of the Selectmen in relation of a sewer on Adams Street, grant and appropriate money therefor or do or act anything relating thereto.


The report of the Selectmen giving the estimated cost of the sewer on Adams Street at $1,500, was accepted and after discussion it was voted that no appropriation be made. The article was dismissed.


Article .2. To hear and act on the report of the Committee appointed at the last Annual Meeting to recommend the "Adjustment of Town Officers' Salaries," grant and appropriate money therefor, or do or act anything relating thereto.


The report of the Committee on the adjustment of salaries was accepted and the recommendations adopted as follows:


Salary of the Town Clerk to be $200.00 per year.


Salary of Chairman of Selectmen to be $200.00 per year. Salary of Clerk of Selectmen to be $150.00 per year.


Salary of Third Selectman to be $100.00 per year.


Salaries of Assessors to remain as at present with $25 additional for clerk hire.


Salaries of School Committee to remain as at present with $25 additional for clerk hire.


Salary of the Board of Health to be $25 for each member.

The remainder of the Officers' salaries to remain as at present.


Article 3. To see if the town will establish an electric light on Dale Street near the railroad crossing.


Voted, that the light be established.


Article 4. To see if the town will vote to accept the provisions of Chap. 240, Acts of 1920, an act entitled "To permit under Public Regulation and Control certain Sports and Games on the Lord's Day." (Petition).


Voted, that the town accept the provisions of the Act relative to sports and games on the Lord's Day.


Article 5. To see if the town will grant and appropriate the sum of $1000 in addition to the sum of $1500 granted and appropriated under Article 14 at the annual meeting in the current year, for the regrading and resurfacing North Street from the Dover Town Line, southward, provided the State and County contribute each a like amount.


Voted, that the article be dismissed.


Article 6. To see if the town will grant and appropriate the sum of $400 for the purchase of a Street Sweeping Machine, or do or act anything relating thereto.


Voted, that the sum of $400 be taken from the regular highway appropriation for the purchase of a Street Sweep- ing Machine.


Article 7. To see if the town will accept the following named sums as perpetual trust funds for the care of lots in Vine Lake Cemetery, the interest thereof, or so much as may be necessary to be used for said care.


For care of Dr. Saunders' lot $42.50


For care of F. Sablome lot . 100.00


Voted, to accept the sum of $100.00 for the care of the F. Sablome lot, and that the amount given for the care of the "Dr. Saunders' lot" be returned to the donor.

Article 8. To see what action the town will take in reference to a Fire Pump, grant and appropriate money therefor or do or act anything relating thereto. (Petition).


Voted, to dismiss the Article.


All the articles having been acted upon the meeting was then dissolved.

75 NOVEMBER ELECTION, 1920


At the Annual State Election held in Medfield, November 2, 1920, for the purpose of choosing Electors for President and Vice-President of the United States; State and County Officers and to vote on questions presented on the ballot.


Total vote cast was 670: Males 377, Females 293, divided among the several candidates as follows :
