READ CAREFULLY


The new ruling of the Department of Vital Statistics requires that Physicians and Midwives shall within 48 hours give notice to the Town Clerk with such data as may be procured at the time, regardless of child's name if not known.


Parents shall give notice, with such other data as may be necessary, within 15 days from the date of birth. Do not depend upon the Physicians or Hospitals, but be sure yourself that the Town Clerk is notified of the birth.


A fine of twenty-five dollars may be imposed for wilful neglect in com- plying with the above rules.


. The Town Clerk is required to record the exact date of return and to report all violations or neglect in making such reports.


Blanks will be furnished on application to the Town Clerk.

SPECIAL MEETING January 14, 1924


Pursuant to a Warrant issued by the Selectmen, the inhabi- tants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Unitarian Meeting House in said Medfield on the 14th day of January, 1924, at 7.30 o'clock in the evening, and the following action was taken on the article in the Warrant.


Article 1. To see if the Town will grant and appropriate a sum of money to help pay the operating expenses of the Med- way and Dedham Street Railway Co., as authorized by the Acts of 1923, Chapter 296, or do or act anything relating thereto.


The Warrant Committee recommended that the sum of one thousand dollars ($1,000.00) be granted and appropriated.


Voted, that the recommendation of the Warrant Committee be adopted.


Also voted, that the amount be taken from any unexpended balances in the treasury.


The article having been acted upon, the meeting was dis- solved.

ANNUAL MEETING


March 3, 1924


Pursuant to a Warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Unitarian Meeting House on the 3rd day of March, 1924, at six o'clock in the fore- noon; and the following action was taken upon the several articles in said Warrant :-


Article 1. To choose all town officers required to be elected annually by ballot, viz .: One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year; One Selectman for three years, One Assessor for three years: One School Committee for three years; Two Trustees of the Public Library for three years; One Member of Board of Health for three years; One Park Com- missioner for three years; One Cemetery Commissioner for three years; One Water Commissioner for three years.


Also to vote on the following question:


Shall license be granted for the sale of non-intoxicating beverages in the town for the ensuing year? The vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at 6.15 o'clock in the forenoon and may close at two o'clock in the afternoon.


The ballot box was examined and found in good working order and at close of voting agreed with the check lists in the number of ballots cast.


The following named persons appointed by the Selectmen and sworn by the Town Clerk were assigned to duty as follows: Charles L. Bullard and Mary H. Smith, to distribute ballots; George Washburn and Mary A. Weiker, to check at ballot box;

Cards of Instruction and Specimen Ballots were posted as required by law. The polls were opened at 6.15 o'clock in the morning and closed at 2.30 o'clock in the afternoon. The ballots were counted in open meeting and the total vote cast was 590.

On the question "Shall license be granted to sell certain non- intoxicating beverages in the town for the ensuing year?" the vote was "Yes" 190, "No" 157, Blanks 243.


The ballots were counted and sealed up in open town meeting and endorsed by the proper election officers. All previous ballots have been destroyed.


In accordance with the usual custom the meeting was then adjourned to Tuesday evening, March 11, 1924, at 7.30 o'clock.

Also Voted, that the Assessors be authorized to add to the estimated receipts the sum of $7,000.00, the same to be taken from free cash in the treasury.


Article 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the present municipal year to an amount not exceeding in the aggregate fifty thousand dollars ($50,000.00), and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.


Voted, that the Town Treasurer, with the approval of the. Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1924, to an amount not exceeding in the aggregate Fifty Thousand Dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the 15th day of October of each year, and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the 15th day of October until such taxes are paid. It was also voted that the Collector receive one per cent on all taxes collected by him.


Article 7. To see if the Town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.


Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes remain- ing unpaid after the first day of December, 1924.


Article 8. To see what compensation the Town will allow he members of the Fire Department for the ensuing year.


Voted, that the members of the Fire Department be paid the

sum of twelve dollars per year and one dollar per hour while working at fires.


Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year, or do or act any- thing relating thereto.


Voted, that the price for labor, per hour, on the highways be left to the discretion of the Selectmen.


Article 10. To see if the Town will accept the following named sums as perpetual Trust Funds for the care of lots in Vine Lake Cemetery, the interest thereof, or so much as may be · necessary, to be used for said care.

Voted, that the sum of $300 be granted and appropriated for the support of a Visiting Nurse.


Article 12. To see if the Town will vote to install twelve (12) electric lights on Philip and Foundry Streets and grant and appropriate money therefor, or do or act anything relating thereto. (Petition.)


Voted, that nine electric lights be installed on Philip and Foundry Streets and money sufficient for maintenance be granted and appropriated.


Article 13. To see if the Town will vote to install three (3) electric lights on Summer Street, and grant and appropriate

money therefor, or do or act anything relating thereto. (Peti- tion.)


Voted, that three electric lights be installed on Summer Street and sufficient money for maintenance be granted and appropriated.


Article 14. To see if the Town will grant and appropriate a sum not exceeding nine hundred ninety dollars ($990.00) for the purpose of replacing four hundred and eight (408) feet of the present wrought iron pipe in Spring Street with six-inch bell and spigot cast iron pipe, same to commence at Main Street and extend beyond the spot opposite the residence of Lewis Dewar, where we have had all the trouble and expense from freezing. Above installation to become a part of whatever new system is finally adopted for the whole Town. (Water Commissioners.)


Voted, that the sum of fifteen hundred dollars ($1500.00) be granted and appropriated to extend the water pipes in Spring Street.


Article 15. To see if the Town will grant and appropriate a sum not exceeding two hundred dollars ($200.00) for the pur- chase, if possible, of one and six-tenths (1.6) acres of land belonging to Mrs. J. S. Hummer, said land being bounded Easterly by land of Mrs. R. E. Johnson; Northerly and West- erly by Vine Lake Brook and by Town land now used by the Water Department, and Southerly on other land of said Mrs. J. S. Hummer or, if the same can not be purchased, to take the same by right of eminent domain for the use of said Water Department, or do or act anything relating thereto. (Water Commissioners.)


Voted, that the sum of two hundred dollars ($200.00) be granted and appropriated to purchase one and six tenths (1.6) acres of land of Mrs. Hummer; if the same cannot be purchased to take the same by right of eminent domain.


Article 16. To hear and act on the report of any committees appointed at previous meetings, grant and appropriate money

if necessary to carry out recommendations, or do or act any- thing relating thereto.

Article 17. To see if the Town will vote to add the accumu- lated interest from the insurance money to the appropriation made and granted for the rebuilding of the Town House, or do or act anything relating thereto. (Building Committee.)

Article 18. To see if the Town will grant and appropriate the sum of two hundred dollars ($200.00) in addition to the two thousand dollars ($2,000.00) already appropriated for furnishing the Town Hall, or do or act anything relating thereto. (Build- ing Committee.)


Voted, that the sum of two hundred dollars ($200.00) be granted and appropriated.


Article 19. To see if the Town will grant and appropriate the sum of one hundred dollars ($100.00) for the purpose of repainting the street signs and numbering the houses in antici- pation of village delivery of mail, or do or act anything relating thereto, said sum to be expended under the direction of the Board of Assessors. (Board of Trade.)


Voted, that the sum of one hundred dollars ($100.00) be granted and appropriated for painting street signs.


Article 20. To see if the Town will grant and appropriate · a sum of money for setting out shade trees, or do or act anything relating thereto. (Tree Warden.)

Voted, that the sum of two hundred sixty-seven dollars and fifty cents ($267.50) be granted and appropriated for the pur- chase of the flashing traffic beacon.

Article 22. To see if the Town will appropriate and grant a sum of money sufficient for the purchase of one Ford Dump Truck for Town use. (Selectmen.)


Voted, that the sum of eight hundred dollars ($800.00) be granted and appropriated for the purchase of a Ford Dump Truck.


Article 23. To see if the Town will vote to authorize the removal of the watering trough on North Street at its junction with Main Street, and appropriate and grant a sum of money sufficient for said purpose, or do or act anything relating thereto. (Petition.)


Voted, that the article be dismissed.


Article 24. To see if the Town will vote to install one (1) , electric light on Cottage Street, and appropriate and grant a sum of money sufficient for said purpose. (Petition.)


Voted, that one electric light be installed on Cottage Street and sufficient money for maintenance be granted and appro- priated.


Article 25. To see if the Town will vote to have a committee appointed by the Moderator to consider the advisability of having the Town elect a Planning Board, or do or act anything relating thereto. (Petition.)


Voted, that the Moderator appoint a committee of three to submit a plan for the organization of a planning board for the Town, including its powers and duties.


Said committee of three to report at the next town meeting held.


The following were appointed :


ALBERT L. CLARK, LEWIS K. CONANT, ALICE M. DAY.


All the articles having been acted upon, the meeting was dissolved.

SPECIAL MEETING


June 2, 1924


Pursuant to a Warrant issued by the Selectmen the inhabi- tants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Unitarian Meeting House in said Medfield on the second day of June, 1924, at 7.30 p. m., and the following action was taken on the several articles con- tained in the Warrant;


Article 1. To hear and act on the report of any Committees appointed at previous meetings, grant and appropriate money if necessary to carry our recommendations, or do or act any- thing relating thereto.


Report of the Committee appointed to report the advisability of the Town electing a Planning Board.


To the Voters of the Town of Medfield:


Your committee begs leave to submit the following report:


Some years ago the State passed a law requiring cities and towns of over ten thousand inhabitants to elect a Planning Board, and advised all smaller towns to do so. The idea was that the growth of any town should be controlled so that it would develop along lines that would add to the beauty and commercial welfare of the town.


A haphazard growth causes unsightly buildings in the center of the town where public buildings and churches usually are, streets not laid out with an eye to future requirements, parks not properly provided for; with a most unfortunate result for the whole appearance of the town.
