The old line in South Street also, is in about the same con- dition as the North Street one and would have gone out of com- mission several years ago but for the help we gave it by con-

necting the new 6-inch line in Oak Street with South Street in 1923.


We cannot safely recommend the proper size for new lines in either of these streets before the whole matter of a source of supply for the new system has been worked out by some com- petent engineer, adopted by the Town, and adequate tests have been made to settle the question of the necessary supply for fire purposes. The test we gave our present supply, in October, 1924, by pumping 200 gallons per minute for 56 hours, while the inside of the tank was being painted, would appear to indicate that our present source of supply would take care of the domestic needs, but did not indicate or prove that our location would supply at least 1000 gallons per minute, which would be required, for several hours, in the event of a large fire.


Another locality which is depending upon the above decision, is East Main Street, where permanent main piping certainly should be laid before the new type of road construction reaches the settled part of the town, which is liable to be during 1929.


The Water Commissioners feel very strongly that the ques- tion of the source of supply for the Permanent System, and the details, should be settled, and accepted by the Town right away, in order that all future work, whether it is done in sec- tions or the whole system undertaken at one time, may be done without the risk of making some very expensive mistakes.


Before making up our Budget for 1929, we consulted the Selectmen and have agreed to have the Town Treasurer pay the Water Notes and interest from the water rates we turn in to him, without providing for those items in the Water De- partment appropriation.


In order to meet the remaining items of the budget we ask for an appropriation of $3300.00.

SEWER DEPARTMENT


Sanitary Sewers


There were no very expensive stoppages in the main sewers during the past season, which left a little larger balance for use on the Beds, than we had in 1927.


On September 1, the 6-inch sewer connecting Mitchell Street with Cottage Street stopped entirely. On November 8 when we made a general inspection trip, found the North Street sewer, in front of Jacob Bruce's house stopped but had not backed up into the houses-cause appeared to be tree roots.


Sewer Beds


The regular routine of caring for the beds through the warm weather, was followed, and just before furrowing them for the winter, we were able to haul 100 single cart loads of sand into the lowest places, which improved the general condition a good deal.


We ask for an appropriation of $900.00 for 1929.

LIBRARY REPORT


To the Board of Selectmen, the Trustees of the Memorial Public Library respectfully submit the following report for the year 1928 :


The organization remains as in previous years with Mr. Crocker chairman.


There have been added to the library 224 books. Of that number seventy-five are fiction, fifty-nine non-fiction, sixty-two juvenile and twenty-eight gifts of used books.


There are on the tables about forty periodicals, several of them being annual gifts. To the donors of books and periodi- cals we express our thanks.


The circulation of books exclusive of magazines was 13,928, a slight decrease from the previous year, which is accounted for by the removal from town of several families who were con- stant patrons.


The fines collected and turned over to the town treasurer amounted to $84.00. As in recent years, all fine money reverts to the town funds, instead of to the Library, where the trustees and many of the townspeople feel that it rightfully belongs. We are asking an addition of $100 to the regular appropriation, or sufficient to cover the amount of fines. Therefore we recom- mend that the sum of $1850.00 which includes the dog tax, be appropriated for the maintenance of the Library for the year 1929.
