ANNUAL MEETING March 1, 1926


Pursuant to a Warrant issued by the Selectmen, the inhabi- tants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the first day of March, 1926, at six o'clock in the forenoon; and the following action was taken upon the several articles in said Warrant :-


Article 1. To choose all Town Officers required to be elected by ballot, to wit: One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year; One Selectman, One Assessor, One member of School Committee, Two Trustees of Public Library, One member of Board of Health, One Cemetery Com- missioner, One Water Commissioner, all for three years; One member of Planning Board, for five years.


Also to vote on the following question:


Will the Town add to the by-laws by adopting a zoning by-law as recommended by the Planning Board or with amend- ments thereto, as provided in General Laws, Chapter 40, Sections 25 to 30, inclusive? The vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at 6.15 o'clock in the forenoon and may be closed at 2 o'clock in the afternoon.


The ballot box was examined and found in good working order and at close of voting agreed with the check lists in the number of ballots cast.


The following named persons appointed by the Selectmen and sworn by the Town Clerk were assigned to duty as follows: Charles L. Bullard and Alice W. Conway to distribute ballots;

Amos C. Kingsbury and Mary A. Weiker to check at ballot box; Elmer B. Codding, Alex. Allan, Alex. A. Maclean, Frank J. Bell, Arthur W. Hobbs, Michael J. English, Albert L. Clark, and Ira F. Penniman, Tellers. Constable Lawrence M. Dewar, in charge of ballot box.


Cards of Instructions and Specimen Ballots were posted as required by law. The polls were opened at six fifteen o'clock in the morning and closed at two o'clock in the afternoon. The ballots were counted in open meeting and the total vote cast was 659.


The following named persons having received the largest number of votes were declared elected to the several offices:

On the question "Will the Town add to the by-laws by adopt- ing a zoning by-law?" the vote was "Yes" 154, "No" 281, Blanks 224.


The ballots were counted and sealed up in open meeting and endorsed by the proper election officers. All previous ballots have been destroyed.


In accordance with the usual custom the meeting was then adjourned to Monday evening, March 8, 1926, at 7.30 o'clock.

The meeting was called to order by the Moderator at 7.30 p. m.


Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.


Voted, that these officers be appointed by the Selectmen.


The following named persons were appointed as Field Drivers and Fence Viewers: Alexander Allan, Daniel C. Hinkley and Fred C. Chick.


Alphonso L. Allen was appointed as Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.


Voted, that the several reports be called over by the moderator and that whenever no voter interposes an objection, the report stand accepted and that whenever an objection is made, the report objected to be taken up separately and in order.


The reports were called by the Moderator and all were ac- cepted.


Article 4. To appropriate and grant such sums of money as may be necessary to defray the expenses of the Town for the ensuing year.

Voted, that the vote on appropriations be by acclamation unless some voter interposes an objection, in which case vote may be taken by ballot, if so voted.


Voted, item "Snow" that $3,660.77 be taken from the Treas- ury and $2,839.23 be raised by Taxation.


Article 5. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the present municipal year, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.


Voted, that the Town Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1926, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year. This was a unanimous vote.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the 15th day of October of each year, and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the 15th day of October until such taxes are paid. It was voted that the Collector receive one per cent on all taxes collected by him.

Article 7. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes re- maining unpaid after the first day of December, 1926.


Article 8. To see what Compensation the Town will allow the members of the Fire Department for the ensuing year.


Voted, that the members of the Fire Department be paid the sum of twelve dollars per year and one dollar per hour while working at fires.


Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year.


Voted, that the price for labor, per hour, on the highways be left to the discretion of the Selectmen.


Article 10. To see if the Town will vote to grant and ap- propriate a sum of money necessary to install three additional electric lights on South Street, at end of the present line. (Petition.)


Voted, that the sum of fifty dollars ($50.00) be granted and appropriated to install three additional electric lights on South Street, beginning at the end of the present line.


Article 11. To see if the Town will vote to grant and ap- propriate the sum of $525.00 to purchase a New Ford Truck, the old truck to be used as part payment, namely $200.00. (Selectmen.)


Voted, that the sum of five hundred twenty-five dollars ($525.00) be granted and appropriated to purchase a New Ford Truck, the old truck to be used as part payment, namely two hundred dollars ($200.00).


Article 12. To see if the Town will vote to authorize its Selectmen to enter into a contract with the Buffalo Springfield Roller Company for the purchase of one steam roller. Said Steam roller to be paid as follows: $1,997.00 each year for three succesive years, together with interest thereon at the

rate of six per cent, and to authorize the Treasurer, with the approval of the Selectmen, to issue notes therefor, the sum of $1,997.00 to be appropriated from municipal revenue for the current year, or act anything relating thereto.


Voted, that the article be dismissed.


Article 13. To see if the Town will vote to grant and ap- propriate the sum of $600.00 for the purchase of one Water Wagon, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 14. To hear and act on the report of any com- mittees appointed at previous meetings, grant and appropriate money, if necessary to carry out recommendations, or do or act anything relating thereto.


Voted, that report of the Committee investigating school housing conditions be postponed to a special meeting.


Article 15. To see if the Town will vote to grant and ap- propriate the sum of $265.00 for the purchase of the Traffic Beacon now installed at junction of South and Main Streets. (Selectmen.)


Voted, that the sum of two hundred sixty-five dollars ($265.00) be granted and appropriated for the purchase of the Traffic Beacon now installed at junction of South and Main Streets. '


Article 16. To see if the Town will vote to grant and ap- propriate the sum of $1,000.00 to rebuild and scarify Harding Street from Mason's Corner to the foot of Ice House Hill.


Voted, that the sum of one thousand dollars ($1,000.00) be granted and appropriated to rebuild and scarify Harding Street from Mason's Corner to the foot of Ice House Hill The same to be done by contract.


Article 17. To see if the Town will vote to grant and ap- propriate the sum of $900.00 to scarify and tarvia South Street from High Street to the residence of Benjamin Kimball.


Voted, that if the Superintendent of Streets sees fit the work be done, and the cost of same be taken from the regular highway appropriation.

Article 18. To see if the Town will vote to grant and ap- propriate the sum of $3,000.00 to gravel Hartford Street.


Voted, that the sum of one thousand dollars be granted and appropriated to gravel Hartford Street.


Article 19. To see if the Town will vote to grant and ap- propriate the sum of $1,000.00 to gravel Pine Street.


Voted, that the sum of three hundred dollars ($300.00) be granted and appropriated to gravel Pine Street.


Article 20. To see if the Town will vote to grant and ap- propriate the sum of $3,500.00 to reconstruct Farm Street from North Street to the Railroad, and to scarify and tarvia Farm Street from the Railroad to the Dover line.


Voted, that the sum of three thousand five hundred dollars be granted and appropriated.


Voted, that Article 16 be reconsidered.


Voted, that under Article 16 that one thousand dollars ($1,000.00) be granted and appropriated and that the work be done in conjunction with Article 20, the same to be done by contract.


Article 21. To see if the Town will vote to grant and ap- propriate the sum of $16,000.00 for permanent construction of Main Street from the residence of William A. Weiker to the Millis Town line. Work to be done in conjunction with State and County aid. The Town to be reimbursed to the extent of $12,000.00.


Voted, that the sum of sixteen thousand dollars ($16,000.00) be granted and appropriated for permanent construction of Main Street. Work to be done in conjunction with State and County aid. The Town to be reimbursed to the extent of $12,000.00, and the work to be done by contract.


Article 22. To see if the Town will vote to grant and ap - propriate the unexpended balance of last year's cement side- walk appropriation, namely, $376.75, to build a cement sidewalk on Miller Street, bordering the School property. (Selectmen.)


Voted, that the sum of three hundred seventy-six dollars and

seventy-five cents ($376.75) be granted and appropriated to build a cement sidewalk on Miller Street.


Article 23. To see if the Town will vote to grant and ap- propriate the sum of $100.00 to purchase a Flag and Pole, and install the same on the Town House.


Voted, that the sum of one hundred dollars be granted and appropriated to purchase a Flag and Pole, and install the same on the Town House.


Article 24. To see if the Town will vote to grant and ap- propriate the sum of $325.00 to install a new supply pipe form Oak Street to Pound Street reservoir.


Voted, that the sum of three hundred twenty-five dollars ($325.00) be granted and appropriated to install a new supply pipe to Pound Street reservoir.


Article 25. To see if the Town will vote to grant and ap- propriate the sum of $200.00 for the purpose of conducting water to the Town Tennis Court, or do or act anything relating thereto. (Planning Board.)


Voted, that the sum of two hundred dollars ($200.00) be granted and appropriated for the purpose of conducting water to the Town Tennis Court.


Article 26. To see if the Town will vote to accept the re- vised Town By-Laws, or do or act anything relating thereto. (By-Law Committee.)


Voted, that the report be placed at the end of the list.


Article 27. To see if the Town will vote to grant and ap- propriate a sum of money necessary to install Ten Electric Lights on Pine Street from Winter Street to the residence of Ernest Olyott. (Petition.)


Voted, that the sum of two hundred dollars ($200.00) be granted and appropriated to install Ten Electric Lights on Pine Street.


Article 28. To see if the Town will vote to grant and ap- propriate a sum of money for the purpose of making a new

plan of Vine Lake Cemetery, or do or act anything relating thereto. (Cemetery Commissioners.)


Voted, that the sum of five hundred dollars ($500 00) be granted and appropriated for the purpose of making a new plan of Vine Lake Cemetery.


Article 29. To see if the Town will vote to grant and ap- propriate the sum of $3,500 00 to construct a sewer in Adams Street to connect with the present sewerage system. (Petition.)


Voted, that the sum of three thousand five hundred dollars ($3,500 00) be granted and appropriated to construct a sewer in Adams Street.


Article 30. To see if the Town will vote to rescind its vote of April 28, 1919, namely: That at the next Annual Meeting for the election of Town Officers, the Town shall elect one Selectman to serve for three years, one Selectman to serve for two years, and one Selectman to serve for one year, and shall annually thereafter choose one Selectman to serve for three years.


Voted, that the article be dismissed.


Article 31 To see if the Town will vote to elect its Select- men in the following manner: At the annual election in 1927, one Selectman for one year; in 1928, two Selectmen for one year, and thereafter three Selectmen to be chosen annually to serve for one year.


Voted, that the article be dismissed.


Article 32. To see if the Town will vote to grant and ap- propriate a sum of money necessary to install one Electric Light on Vinald Road opposite the residence of Fred C. Chick, or do or act anything relating thereto. (Petition.)


Voted, that the article be dismissed.


Article 33. To see if the Town will vote to grant and ap- propriate a sum not exceeding $600,00, in order that the Water Commissioners may get expert advice and assistance in driving or sinking a few test wells in the vicinity of our springs and thus settle the question of whether or not there is another water

bearing strata below the one which feeds our springs, or do or act anything relating thereto.


Voted, that the article be dismissed.


Article 34. To see if the Town will vote to grant and ap- propriate a sum not exceeding $3,250.00 for replacing the present worn out wrought iron pipe in Park Street, by 6-inch cast iron pipe, to extend whole length (1405 ft.) of the street, or do or act anything relating thereto.


Voted, that the sum of three thousand two hundred fifty dollars be granted and appropriated for replacing the present worn out wrought iron pipe in Park Street, by 6-inch cast iron pipe, to extend whole length (1405 ft.) of the street.


Article 35. To see if the Town will vote to finance the fore- going Water Department's Article 34 by three notes, and authorize the Treasurer, with the approval of the Selectmen, to borrow money for said purpose, and issue three notes of one thousand dollars ($1,000.00) each therefor, the first of said notes being payable in 1927, the second in 1928, and the third in 1929, the balance of two hundred and fifty dollars ($250.00) to be paid out of current taxes of the present municipal year, or do or act anything relating thereto.


Voted, to finance the foregoing Water Department's Article 34 by three notes and authorize the Treasurer, with the ap- proval of the Selectmen, to borrow money for said purpose, and issue three notes of one thousand dollars ($1,000.00) each therefor, the first of said notes being payable in 1927, the second in 1928, and the third in 1929, the balance of two hundred and fifty dollars ($250.00) to be paid out of current taxes of the present municipal year. (Unanimous.)


Article 36. To see if the Town will accept the following named sums as perpetual trust funds for the care of lots in Vine Lake Cemetery, the interest thereof, or so much as may be necessary, to be used for said care :-

SPECIAL MEETING


April 2, 1926


Pursuant to a Warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield on the second day of April, 1926, at 7.30 p. m. and the following action was taken on the articles contained in the Warrant:


The meeting was called to order by the Moderator at 7.30 p. m.


Voted, that this meeting be adjourned to Thursday evening, April 8th, at 7.30 p. m.


Adjourned Meeting, April 8, 1926


Article 1. To hear the report of the School House Investi- gating. Committee and do or act anything relating thereto.


Voted, that the report of the School House Investigating Committee be accepted and that the Town hereby commit itself to the expenditure of a sum not exceeding one hundred and twenty thousand dollars ($120,000.00) in the aggregate for the purpose of locating, constructing and equiping a new school, if permission is obtained from the General Court to borrow the necessary sums in excess of the statutory limit.


Article 2. To see if the Town will vote to appoint a Build- ing Committee consisting of seven members and to include the School Committee, said Building Committee to have full charge of erecting a school building, raise and appropriate a sum of money for the preparation of working plans, or do or act any- thing relating thereto.


Voted, that the article be dismissed.

Article 3. To see if the Town will vote to petition the General Court for permission to borrow outside the debt limit for erecting a school building, or for the purchase of land.


Voted, that the School Committee be authorized and directed to petition the General Court for authority to borrow a sum not exceeding ninety-five thousand dollars ($95,000.00) for the purpose of purchasing or otherwise acquiring for school purposes land in the town of Medfield and for the original con- struction of a school building on said land, including the cost of original equipment of said building, said indebtedness to be in excess of the statutory limit, this with the intent to provide, if the General Court so permits, a school at a cost for land, building and initial equipment not exceeding in the aggregate one hundred and twenty thousand dollars ($120,000.00) to be borrowed, twenty-five thousand inside the debt limit and the additional ninety five thousand dollars outside the debt limit.


Article 4. To see in what location the town will place the new school.


Voted, that the article be dismissed.


Article 5. To see if the Town will vote to rescind the vote cast at the annual town meeting held March 8, 1926, appro- priating $3,500.00 for a sewer on Adams Street, or do or act anything relating thereto. (Petition.)


Voted, that the article be dismissed.


Article 6. To see if the Town will vote to grant and appro- priate the sum of $2,032.00 to pay land damages on Main Street as ordered by the County Commissioners. The Town to be reimbursed to the extent of $1,016.00.


Voted, that the sum of two thousand and thirty-two dollars ($2,032.00) be granted and appropriated to pay land damages on Main Street.


Article 7. To see if the Town will accept the following named sums as perpetual Trust Funds, for the care of the lots in Vine Lake Cemetery; the interest thereof, or so much as may be necessary, to be used for said care:

The meeting was called to order by the Moderator at 7.30 p. m.


Voted, to commence with Article 5.


Article 5. To see if the Town will vote to appropriate and grant the sum of $4,000.00 for the maintenance of the highways. This sum to be reimbursed by the State.


Voted, that the sum of four thousand dollars ($4,000.00) be appropriated and granted for the highways. This sum to be reimbursed by the State.


Article 6. To see if the Town will vote to instruct the Selectmen to move the Town Watering Trough and to ap- propriate an amount necessary for same.
