ANNUAL TOWN MEETING FOR THE ELECTION OF OFFICERS
March 3, 1952
Pursuant to the foregoing warrant the meeting was opened at 6:00 A.M. by the Moderator and after reading the warrant the polls were declared open. The ballot box had been checked and found in good working order, instruction to voters posted and specimen ballots displayed at the entrance and within the hall. The following persons were sworn in and assigned to their duties as follows: Mary Mair Etienne and Alice Ripley distributing ballots, Margaret Kennedy, Beatrice Bangs, Edward Flaherty, and William Owens as tellers, Frank Kennedy and Helen Kennedy checking at the ballot box and Coleman J. Hogan in charge of the Ballot Box.
The polls were declared closed at 2:00 P.M. and the results of the election were announced as follows:

The meeting was called to order by the Moderator at 7:30 P.M. and the following action was taken on the remaining articles in the warrant:

Article 6. Voted to authorize the Treasurer with the ap- proval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.
Article 7. Voted that the taxes shall be paid in two equal payments, July 1, 1952, and October 1, 1952, and the Collector shall receive 1% of the 1952 taxes.
Article 8. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 9. Voted to authorize the Selectmen to appoint one of its members as Clerk of the Highway Department.
Article 10 Voted that the Clerk of the Highway Depart- ment shall receive $25.00 per week.
Article 11. Voted to raise and appropriate the sum of $700.00 for the improvement of Chapter 90 Roads, providing the State or County, or both allot like amounts for this purpose.
Article 12. Voted to transfer the sum of $1,900.00 from the Road Machinery Fund to the Highway Operating Account to defray the expenses of the operation and maintenance of High- way Machinery.
Article 13. Voted to have the present committee which was appointed under Article 27 of the 1951 Annual Town Meeting, continue its work and report at the next Annual Town Meeting.

Article 14. Voted to have the Board of Selectmen in- quire into the feasibility of the Town aquiring a parcel of land for the site of a Public Works Building and report its findings at a future Town Meeting.
Article 15. Voted to have the Park and Planning Board inquire into the feasibility of the Town acquiring a parcel of land to be used for an "Off the Street" parking area and report its recommendations at a future Town Meeting.
Article 16. Voted to raise and appropriate the sum of $2,400.00 to reconstruct the bridge on Foundry Street.

Article 21. Voted to have the Park and Planning Board investigate the possibility of acquiring any land abutting the Public Dump for the purpose of future expansion of said dump and report at a future meeting.
Article 22. Voted to raise and appropriate the sum of $500.00 for the purpose of making certain repairs to the Town Offices.
Article 23. Voted to dismiss this article wherein a sum of money for the purchase of a "Pick-Up Truck" for the Highway Department was asked.
Article 24. Voted to dismiss this article wherein the sum of $4,000.00 was asked for the construction of a section of High Street.
Article 25. Voted to raise and appropriate the sum of $800.00 for tuition and transportation to Vocational Schools.
Article 26. Voted to raise and appropriate the sum of $448.00 for the retirement fund for teachers entering the mili- tary service as provided by Chapter 708 of the Acts of 1941.

Article 27. Voted to authorize the School Committee to dispose of or sell any obsolete materials now stored in School Department Buildings.
Article 28. Voted to appropriate the sum of $1,800.00 for the exterior painting of the Hannah Adams Pfaff High School and to meet said appropriation the sum of $1,400.00 be trans- ferred from the unexpended balance of an appropriation made under Article 5 of a Special Town Meeting held on August 2, 1950 and the sum of $400.00 be raised and appropriated for said purpose.
Article 29. Voted to have the Town withdraw from the existing School Superintendency Union now composed of the Towns of Medfield, Millis and Norfolk, such withdrawal to be effective August 31, 1952.

Articles 32. Voted to dismiss this article wherein a sum of $2,400.00 was asked for the purchase of furniture for the Elementary School.
Article 33. Voted to authorize the Water and Sewerage Board to appoint one of its member as Water Superintendent.
Article 34. Voted that the sum of $1.75 per hour be paid the Water Superintendent.
Article 35. Voted to rescind the regulation adopted under Article 4 of the August 12, 1947 Town Meeting and substitute therefor the following regulation of the Water and Sewerage Board:
"For each extension of water mains voted by the Town in the future, the water takers from said extension shall pay an- nually for a period of ten years, in addition to regular water rates, an amount totalling three per cent of the cost of a six inch main extension, the proportionate share paid by each taker to be determined by the Water and Sewerage Board as fair and just; and said Board shall enter into contracts with said takers whereby said takers guarantee payment of said amounts for said period of ten years, and all such contracts shall be signed and delivered to said Board before any money shall be expended on said extension, said contracts to be forthwith re- corded by said Board in the Registry of Deeds at Norfolk County and to constitute liens on the premises affected there-

by; and every other person desiring to connect to said exten- sion within the ten year period shall, as a condition of being so connected, be obliged to pay, in addition to regular water rates, such proportionate share of said annual charge of three per cent as said Board determines to be fair and just for the re- mainder of the ten year period."
Article 36. Voted unanimously to appropriate the sum of $2,100.00 for the purpose of installing a six inch water main in Hartford Street for a distance of approximately 350 feet from the corner of East Main Street; and to meet such appro- priation the Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow in accordance with Chapter 44, General Laws, the sum of $2,000.00 and to issue bonds or notes of the Town therefor, such bonds or notes to be paid in not more than two years from date of issue of the first bond or note; the balance of $100.00 to be raised from taxes.
Article 37. Voted unanimously to appropriate the sum of $12,500.00 for the purpose of installing a six inch water main extension in Nebo Street from its present termination in a southerly direction a distance of approximately 2500 feet; and to meet such appropriation the Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow in ac- cordance with Chapter 44, General Laws, the sum of $12,000.00 and to issue bonds or notes of the Town therefor, such bonds or notes to be paid in not more than twelve years from date of issue of the first bond or note; the balance of $500.00 to be transferred from unexpended balances of previous appropria- tions namely: The Sum of $370.30 from Article 2 of the August 2, 1950, Town Meeting and the sum of $129.70 from Article 1 of the August 25, 1948, Town Meeting.
Article 38, Voted that this article be dismissed wherein the construction of a water main extension in Nebo street was asked.
Article 39, Voted to raise and appropriate the sum of $4,500.00 for the maintenance of Vine Lake Cemetery; also transfer the sum of $240.00 from the sale of Cemetery Lots Fund for the purpose of developing the new part of the Ceme- tery.
Article 40. Voted to raise and appropriate the sum of $500.00 for the hire of an ambulance for Town use.
Article 41. Voted to dismiss this article wherein the sum of $2,500.00 was asked for the conversion of the heating sy- tem in the Public Library.
Article 42. Voted to transfer from the Treasury to the Library Department the sum of $274.03 the same being the amount of fines collected by the Library during the year 1951.
Article 43 Voted to transfer the 1951 Dog Tax return of $573.44 to the Library Department.

Article 44. Voted to raise and appropriate the sum of $700.00 for the purchase of a new car for the Police Depart- ment and authorize the sale or trade of the present car as part of the purchase price.
Article 45. Voted to raise and appropriate the sum of $50.00 for Civilian Defense purposes.
Article 46. Voted to allow the members of the Fire De- partment the sum of $32.75 per year and $2.00 per hour while working at fires.
Article 47. Voted to raise and appropriate the sum of $400.00 to provide a bathing place, equip it with requisite fit- tings and conveniences and instruction in swimming.
Article 48. Voted to raise and appropriate the sum of $150.00 to provide instruction and facilities for recreational and physical exercises.
Article 49. Voted to appoint a committee of five members of the American Legion and authorize it to make arrange- ments to spend money appropriated under Article 4 for the observance of Memorial Day.
Article 50. Voted to raise and appropriate the sum of $100.00 for the purpose of sending out notices to the voters of Special Town Meetings.
Article 51. Voted to raise and appropriate the sum of $1,919.70 for the Norfolk County Retirement System as pro- vided for in Section 22, 7c, Chapter 32, of the General Laws.
Article 52. Voted to increase the number of the School Committee from three members to six members, such increase to take effect at the next Annual Town Meeting following the date of the passage thereof, at which time and annually there- after the Town shall elect two School Committee members for a term of three years.
Article 53. Voted to raise and appropriate the sum of $600.00 for a School Dental Clinic which shall be administered under the supervision of the Board of Health.
Article 54. Voted to accept as a Town Way a private road known as John Avenue, commencing at Lowell Mason Road and extending easterly for a distance of approximately 813 feet, as laid out by the Selectmen, as shown on the plan and lay-out on file in the Town Clerk's Office; and authorize the Selectmen to acquire by eminent domain or otherwise, such right, titles and easements on such land as is necessary therefor; and to raise and appropriate the sum of $1,355.00 for the purchase or taking thereof, and to provide for the construction and im- provement of the same.
Article 55. Voted to raise and appropriate the sum of $90.00 for the purpose of installing electric lights on Lowell Mason Road.

COMMONWEALTH OF MASSACHUSETTS

To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 10th day of March A.D. 1952 at 9:00 P.M. then and there to act on the following articles:

Article 1. To see if the Town will vote to amend the Zoning By-Law of April 5, 1938, by striking out Section 7, Paragraph 5, and inserting therein the following:
Lot Size. No dwelling shall be erected in an "A" residence district on a lot containing less than twenty thousand square feet or less than one hundred and twenty feet wide, nor in a "B" residence district on a lot containing less than twelve thousand square feet or less than one hundred feet wide, or industrial district on a lot containing less than seventy-five hundred square feet or less than sixty feet wide, provided that one dwelling may be erected on any lot which, at the time this by-law is adopted, is separately owned.
Article 2. To see if the Town will vote to re-establish "Establishment of Districts" under Section 1, Paragraph 1 of the Zoning By-law of April 5, 1938, by striking out said section and substituting the following Section:
SECTION 1. ESTABLISHMENT OF DISTRICTS.
1. Classes of Districts. The Town of Medfield is hereby divided as shown on the Zoning Map dated April 5, 1938, and more recently amended by Zoning Map dated February 11, 1952, filed with the Town Clerk, into 5 classes of districts:
"AA" Residence Districts "A" Residence Districts
"B" Residence Districts
Business Districts Industrial Districts
and, to see if the Town will vote to amend Section 1, Para- graph 2 of the Zoning By-law of April 5, 1938, by adding:
"A" residence district uses under Section 2 shall apply to the "AA" residence district, and the area regulations of Section 7, pertaining to the "A" residence district shall apply to the "AA" residence district except for the lot size specified for the "AA" district in Article 5.
And to see if the Town will vote to amend the Zoning By-law of April 5, 1938, by adding to Section 7, Paragraph 5, the following sentence:
No welling shall be erected in an "AA" residence district on a lot containing less than 40,000 square feet of less than 160 feet wide provided that one dwelling may be erected on any lot which at the time this amendment to the by-law is adopted, is separately owned and contained not less than 20,000 square feet and not less than 120 feet wide, and also provided that one dwelling may be erected on any lot which was separately owned on April 5, 1938.

Article 3. To see if the Town will vote to raise and ap- propriate a sum of money to repair and improve the tennis court at Meta'comet Park, or do or act anything in relation thereto.
Article 4. To see if the Town will vote to raise and ap- propriate a sum of money to replace the master meter through which water is purchased from the Medfield State Hospital, or do or act anything in relation thereto.
And you are directed to serve this warrant by posting an attested copy thereof, in the usual place for posting warrants in said Medfield, seven days at least before the time of holding said meeting.
