Article 6. Voted unanimously to authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44, Section 17, General Laws.


Article 7. Voted that the taxes shall be paid in two equal payments July 1, 1954 and October 1, 1954, and that the Col- lector shall receive 1 per cent of the 1954 taxes.


Article 8. Voted to authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 9. Voted to authorize the Selectmen to appoint one of its members as Clerk of the Highway Department. It was also voted that the Moderator appoint a committee of three to determine whether it would be to the advantage of the Town to elect a Superintendent of Streets or Public Works; to deter- mine what his duties should include and the approximate cost to the Town and to report at a special town meeting.


Article 10. Voted that the Clerk of the Highway Depart- ment shall receive $25.00 per week.


Article 11. Voted to transfer the sum of $1,200.00 from the Road Machinery Fund to the Highway Operating Account to defray the expense of the operation and maintenance of High- way Machinery.


Article 12. Voted to raise and appropriate the sum of $1,- 000.00 for the improvement of Chapter 90 Roads, said money to be used in conjunction with like amounts allotted by the State or County or both for this purpose.


Article 13. Voted to raise and appropriate the sum of $5,000.00 for the construction of a section of High Street, said money to be used in conjunction with any money allotted by the County or State for this purpose.


Article 14. Voted to raise and appropriate the sum of $1,- 800.00 for the repair of Brastow's Bridge, said amount to be

used in conjunction with an equal amount appropriated by the Town of Millis and allotments made by the County of Norfolk and the Commonwealth of Massachusetts (D.P.W.)


Article 15. Voted to raise and appropriate the sum of $805.00 to defray the cost of making a drainage engineering sur- vey of Frairy Street and vicinity.


Article 16. Voted that this article be dismissed wherein a sum of money was requested for the purpose of installing a drainage system in Frairy Street.


Article 17. Voted to purchase a truck and plow for the Highway Department and to finance said purchase, raise and ap- propriate the sum of $2,500.00 and authorize the Town Treas- urer with the approval of the Selectmen to borrow the sum of $7,500.00 and issue notes to be paid in not more than five years from the date of issue. The Selectmen are authorized to sell, trade, or transfer the old truck to another Town Depart- ment.

Article 18. Voted to authorize the Selectmen to dispose of by sale, miscellaneous, unusable and obsolete Highway ma- terials and equipment.


Article 19. Voted to dismiss this article wherein a sum of money was sought for the repair of Millbrook Road.


Article 20. Voted to dismiss this article wherein a sum of money was sought for making repairs to the Town Offices.


Article 21. Voted to raise and appropriate the sum of $400.00 for the purpose of taking the State Decennial Census in the year 1955 as Required by Chapter 9, Section 7, of the General Laws as amended.


Article 22. Voted to instruct the Board of Selectmen to petition the Boston Edison Company to install one (1) electric light on pole No. 56, Main Street, the cost of installation to be taken from the appropriation for Street Lighting under Article 4.


Article 23. Voted to instruct the Board of Selectmen to petition the Boston Edison Company to install one (1) pole and street light on Janes Avenue, the cost of installation to be taken from the appropriation for Street Lighting under Article 4.


Article 24. Voted to take no action, pending further study, on the request for a sum of money to build a parking lot on the southerly side of Dale Street opposite the High School.


Article 25. Voted to authorize the Board of Selectmen in behalf of the Town of Medfield, to enter into an agreement with the Commissioner of Mental Health of the Common- wealth of Massachusetts for the purpose of having the Fire

Alarm System and Civil Defense System installed at and sound- ed from the Medfield State Hospital.


Article 26. Voted to raise and appropriate the sum of $5,000.00 for the purpose of installing the Fire Alarm System and Civil Defense System at the Medfield State Hospital.


Article 27. Voted to raise and appropriate the sum of $1,- 220.00 for the purpose of reconstructing the sidewalk and re- setting the curbing where necessary from in front of 489 Main Street and running easterly for approximately 117 feet to North Street and thence turning and running northerly for approxi- mately 152 feet along North Street on the westerly side.


Article 28. Voted to raise and appropriate the sum of $1,- 100.00 for the purpose of reconstructing the sidewalk on the southerly side of Main Street in front of St. Edward's Church and Rectory for a distance of approximately 95 feet.


Article 29. Voted to dismiss this article wherein a re- quest was made to reconstruct the sidewalk on the northerly side of Dale Street in front of the schools and the Park and Planning Board was authorized to make a study of the general sidewalk problem in the town.


Article 30. Voted unanimously to raise and appropriate the sum of $68.79 for the purpose of paying for Civil Defense expenses incurred in the years 1951, 1952 and 1953.


Article 31. Voted to raise an dappropriate the sum of $150.00 for the purpose of converting the present temporary honor roll for World War II Veterans which is located at the Town Hall so that it will include the names of veterans of the Korean Conflict.


Article 32. Voted to discontinue and abandon as unneces- sary for public use a Town Way in the northeasterly side of West Mill Street adjoining and running parallel to the property of the New York, New Haven and Hartford Railroad Company and which is more fully described as follows:


S. 43 deg .- 32'-35" E. a distance of 183.09 feet to West Mill Street and thence turning and running northerly for a distance of approximately 82.50 feet and thence turning and running northwesterly for a distance of approximately 157.50 feet and thence turning and running southerly a distance of approxi- mately 56.18 feet to the point of beginning.


Article 33. Voted to pay the members of the Fire De- partment $32.75 per year and $2.00 per hour while working at fires.


Article 34. Voted to raise and appropriate the sum of $1,- 200.00 for the purpose of purchasing a truck chassis for Forest Fire use.


Article 35. Voted to raise and appropriate the sum of $1,- 500.00 for the building of a tank and the mounting and piping of the same on the chassis for Forest Fire use.

Article 36. Voted to raise and appropriate the sum of $800.00 for Vocational Tuition and Transportation.


Article 37. Voted to raise and appropriate the sum of $153.00 for the Retirement Fund for Teachers entering Military Service as provided for under the provisions of Chapter 708, Acts of 1941.


Article 38. Voted to raise and appropriate the sum of $1,- 100.00 for a School Dental Clinic to be administered under the supervision of the Board of Health.


Article 39. Voted to dismiss this article wherein an am- plifying system in the High School Auditorium was sought.


Article 40. Voted to transfer the sum of $594.58 from the Dog Tax Return to the Public Library.


Article 41 .. Voted to transfer the sum of $307.77 from the Treasury to the Public Library, the amount being the fines col- lected by the Library during the year 1953.


Article 42. Voted to raise and appropriate the sum of $4,- 200.00 for the maintenance of Vine Lake Cemetery and transfer the sum of $460.00 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the Cemetery.


Article 43. Voted to accept the report of the Cemetery Com- missioners inquiring into the feasibility of acquiring additional land for developing Vine Lake Cemetery and have the Commit- tee continue in power.


Article 44. Voted to take no action pending further study on this request for a sum of money to purchase additional land adjacent to Vine Lake Cemetery.


Article 45. Voted to raise and appropriate the sum of $500.00 for the purpose of defraying the cost of laying out lots in the new part of the Cemetery.


Article 46. Voted to raise and appropriate the sum of $1,- 818,00 to add to a previous appropriation of $2,600.00 for the pur- pose of building a hard top tennis court adjacent to the public schools; said project to be under the supervision of the Park and Planning Board.


Article 47. Voted to authorize the Board of Selectmen to give the Town a definite estimate of the cost for removing the silt and dirt from Baker's Pond.


Article 48. Voted to purchase a car for the Police Depart- ment in 1954 and to finance said purchase, the sum of $998.78 be raised and appropriated and the sum of $202.22 be used from the unexpended balance of the Police Car Account voted under Article 44 of the Annual Town Meeting of 1952.


Article 49. Voted to authorize the Water and Sewerage Board to appoint one of its members as Water Superintendent.

Article 50. Voted that the sum of $1.75 per hour be paid the Water Superintendent.


Article 51. Voted that this article be dismissed wherein an extension of the sewer system from Park Street to the prem- ises of Alfred Colantonio was requested.


Article 52. Voted that a committee of five (5) appointed by the Moderator be authorized to make arrangements and to spend money appropriated under Article 4 for the observance of Memorial Day.


Article 53. Voted that the Town shall hold fitting dedica- tory services of the World War II Honor Roll and the Memorial School on Memorial Day, 1954, and have the Moderator appoint a committee to act in conjunction with the Memorial Day Com- mittee for the purpose of making arrangements for said services.


Article 54. Voted to raise and appropriate the sum of $1,- 000.00 to provide suitable quarters for the Beckwith Post No. 110, American Legion, in accordance with the provisions of Chapter 40, Section 9, General Laws (Ter. Ed) and amendments thereto.


Article 55. Voted to raise and appropriate the sum of $325.00 for the original placing and replacing of markers in Vine Lake Cemetery on the graves of veterans of the Revolutionary War, the Civil War, World War I and World War II.


Article 56. Voted to raise and appropriate the sum of $800.00 for the hire of an ambulance for the Town Use with the understanding that all Welfare Cases are to be transported free.


Article 57. Voted to raise and appropriate the sum of $823.50 for the purpose of leasing or renting an open bathing beach, equip it with requisite fixtures and conveniences and pro- vide swimming protection.


Article 58. Voted unanimously to raise and appropriate the sum of $135.00 in settlement of the suit brought by Philip W. Leeds against the County of Norfolk for land damages in the matter of the relocation of South, Spring and High Streets.


Article 59. Voted to accept the report of the Fire Station Land Committee and have it continue in power.


Article 60. Voted that the committee appointed under Article 34 of the Annual Town Meeting of 1953, with two addi- tional members to be appointed by the Moderator be designated as a Fire Station Building Committee with full authority for employing a competent person or persons for the sole purpose of drawing plans, specifications and estimated costs for build- ing a Fire Station.


Article 61. Voted that any expenditure of money by the Fire Station Building Committee for plans, specifications and estimated costs be withheld until a more complete study is made.

Article 62. Voted to accept the report of the Swimming Pool Committee and have it continue in power.


Article 63. Voted to accept the report of the War Me- morial Committee and consider said committee discharged.


Article 64. There were no reports to be heard under this article.


Article 65. Voted to instruct the Board of Selectmen to petition the Boston Edison Company to install one (1) street light on pole No. 49-25 on Philip Street, and one (1) street light on pole No. 22 on Philip Street, the cost of installation to be taken from the appropriation for Street Lighting under Article 4.


Article 66. Voted to instruct the Board of Selectmen to petition the Boston Edison Company to install one (1) street light on pole No. 16 which is located on Adams Street, and the cost of installation to be taken from the appropriation for Street Lighting Under Article 4.


Article 67. Voted to instruct the Board of Selectmen to petition the Boston Edison Company to install street lights on poles No. 64-2, 64-5 and 64-7 which are located on Johns Avenue and poles No. 66-1 and No. 66-3 which are located on Castle Avenue, the cost of installation to be taken from the appropria- tion for Street Lighting under Article 4.


Article 68. Voted to authorize the Board of Assessors to use the sum of $25,000.00 from free cash in the Treasury for the reduction of the 1954 Tax Rate.


Article 69. Voted to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care viz:

In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, quali- fied to vote in elections and in town affairs, to meet at the High School Auditorium, in said Medfield, on Monday the 12th day of July A.D. 1954 at 7:30 P.M. then and there to act on the follow- ing articles:


Article 1. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Op- erating Account to defray the expenses of the operation and maintenance of Highway Machinery.


Article 2. To see if the Town will vote to transfer from available funds in the Town Treasury a sum of money for the purchase of a self unloading sand spreader for the Highway De- partment, or do or act anything in relation thereto.


Article 3. To see if the Town will vote to transfer from available funds in the Town Treasury a sum of money to defray the cost of removing silt, dirt and other materials, and to repair the sidewalls of Baker's Pond, or do or act anything in relation thereto.


Article 4. To see if the Town will vote to accept as a Town Way a Private Way known as Pleasant Court beginning on the westerly side of Pleasant Street and extending in a westerly direction for a distance of approximately six hundred and twenty-eight (628) feet as laid out by the Selectmen to acquire by purchase, eminent domain or otherwise, such right, titles and easements on such land as is necessary therefor to accom- plish said purpose, or do or act anything in relation thereto.


Article 5. To see if the Town will vote to transfer a sum of money from available funds in the Town Treasury to defray part of the costs of preliminary construction of Pleasant Court as required by Section 4 of the 1945 Town By-Law entitled "Specifications for Construction of New Streets through Priv- ate Property" the same to be reimbursed and refunded to the Town by the abutters under the provisions of Chapter 80 of the General Laws as betterment assessments, or do or act any- thing in relation thereto.


Article 6. To see if the Town will vote to transfer a sum of money from available funds in the Town Treasury to provide for the completion of the construction of Pleasant Court, or do or act anything in relation thereto.


Article 7. To see if the Town will vote to instruct the Se- lectmen to petition the Boston Edison Company to install one (1) electric light on the Northeasterly corner of Main Street and South Street, and transfer a sum of money from available funds in the Town Treasury to defray the cost of maintaining the same, or do or act anything in relation thereto.


Article 8. To see if the Town will vote to transfer a sum of money from available funds in the Town Treasury for the

purpose of employing and assigning additional personal to the Police Department, or do or act anything in relation thereto.


Article 9. To hear and act on the report of the Cemetery Commissioners appointed under Article II of the Special Town Meeting of June 29, 1953, to inquire into the feasibility of ac- quiring additional land for the purpose of developing the Vine Lake Cemetery.


Article 10. To see if the Town will vote to transfer from available funds in the Town Treasury and-or borrow a sum of money for the purpose of purchasing approximately 4.03 acres of additional land adjacent to the Cemetery property on Bridge Street, or do or act anything in relation thereto.


Article 11. To see if the Town will vote to transfer from available funds in the Town Treasury and-or borrow a sum of money for the purpose of purchasing approximately 20 acres of additional land adjacent to the Cemetery property on Dale Street for the purpose of developing the Vine Lake Cemetery, or do or act anything in relation thereto.


Article 12. To see if the Town will vote to transfer from available funds in the Town Treasury a sum of money for the purpose of purchasing tires for the Tree Department Truck, or do or act anything in relation thereto.


Article 13. To see if the Town will vote to amend the Zon- ing By-Law of the Town of Medfield as adopted May 18, 1938 and subsequent amendments thereto, by adding to Section VII, Area Regulations, Paragraph 5, Lot Size, the following language:


"The width requirements of this By-Law shall be satis- fied if the lot has the required width at any of the following places:


1. At the Street frontage, if the street frontage is a straight line.


2. At the chord of the arc, if the street frontage is on a curved line, said chord to be measured from the points where the side lines of the lot touch the curved street frontage line.


3. At the required building set-back line or at the pro- posed location of the building on said lot to be meas- ured by a straight line which shall be most parallel to the street provided that the lot has frontage on a Public Way (Access) of at least twenty (20) feet, or do or act anything in relation thereto.


Article 14. To see if the Town will vote to transfer a sum of money from available funds in the Town Treasury to defray the cost of repairing the housing of the Town Clock, or do or act anything in relation thereto.


Article 15. To see if the Town will vote to transfer from available funds in the Town Treasury and-or borrow a sum of

money for the purpose of the installation of an extension of a water main in Causeway Street from its present termination in a southwesterly direction for an approximate distance of seventeen hundred and fifty feet, or do or act anything in relation thereto. (Petition).


Article 16. To hear and act on the report of the Swimming Pool Committee appointed under Article 52 of the Annual Town Meeting of 1953 to make a survey of the feasibility of erecting a swimming pool on Town land on Green Street known as lot No. 120 on the Assessor's map.


Article 17. To hear and act on the report of the Special Committee voted under Article 3 of the Special Town Meeting of July 11, 1951 for the purpose of arranging a new contract for the purchase of water from the Department of Mental Health.


Article 18. To hear and act on the second interim report of the Special Water Supply Committee appointed under Article 30 of the Annual Town Meeting of 1953, or do or act anything in relation thereto.


Article 19. To see if the Town will vote to transfer from available funds and-or borrow the sum of $1199.55 to be paid to the Massachusetts Department of Mental Health for unpaid bills for water furnished in the years 1952 and 1953, or do or act anything in relation thereto.
