Article 20. To see if the Town will vote to adopt the fol- lowing Resolution, or do or act anything in relation thereto:
RESOLUTION: Whereas the maintenance, repair of and removal of snow from existing Town sidewalks is a consid- erable expense to the Town and requires a maximum use of manpower and equipment; and WHEREAS the Town does not wish to be put to the expense of maintaining, repairing and removing snow from any new sidewalks which might be built and WHEREAS the present "Regulations Governing the Sub-division of Land in the Town of Medfield" as passed and promulgated by the Medfield Park and Planning Board under date of October 8, 1951, and now in force and effect, require without exception that any new sub-division of land requiring approval by the Park and Planning Board shall provide for sidewalks on both sides of any proposed new street or way and WHEREAS said requirement is onerous, unreasonable and contrary to the orderly development of the Town; NOW THEREFORE it is the sense and wish of this meeting that the Medfield Park & Planning Board shall modify its existing regulations so that the same will not require the construction of new sidewalks in sub-division unless the sidewalks at the terminus thereof at a pre- existing street or way shall be within 100 feet of an existing Town sidewalk. SPECIAL TOWN MEETING July 12, 1954
Pursuant to the foregoing warrant the meeting was called to order by the Moderator at 7:30 P.M. and due to the length of the warrant it was agreed to read and act on each article sep- arately.
Article 1. Voted to transfer the sum of $790.00 from the Road Machinery Fund to the Highway Operating Account to de- fray the expenses of operation and maintenance of Highway Machinery.
Article 2. Voted that the sum of $1,400.00 be appropriat- ed by transferring from the Road Machinery Fund the sum of $400.00 and by transferring from available funds in the Treas- ury the sum of $1,000.00 for the purpose of purchasing a self un- loading sand spreader for the Highway Department.
Article 3. Voted that this article be dismissed wherein a sum of money was sought for the purpose of cleaning and re- pairing Baker's Pond.
Article 4. Voted to accept as a Town Way a Private Way known as Pleasant Court beginning on the westerly side of Pleasant Street and extending in a westerly direction for a dis- tance of approximately six hundred and twenty-eight (628) feet as laid out by the Selectmen and to authorize said Board of Se- lectmen to acquire by purchase, eminent domain or otherwise, such rights, titles, and easements on such land as is necessary to accomplish said purpose.
Article 5. Voted to transfer the sum of $1,200.00 from available funds in the Treasury to defray a part of the cost of preliminary construction of Pleasant Court, the same to be re- imbursed and refunded to the Town by the abutters under the provisions of Chapter 80 of the General Laws as betterment as- sessments.
Article 6. Voted that this article be dismissed wherein a sum of money was sought for the completition of the construc- tion of Pleasant Court.
Article 7. Voted that this article be dismissed wherein a sum of money was sought for the completition of the construc- on the corner of Main and South Streets.
Article 8. Voted that the sum of $1,500.14 be transferred from available funds in the Treasury for the purpose of hiring another permanent officer of the Police Department.
Article 9. Voted that the report of the Cemetery Commis- sioners who were looking into the feasibility of acquiring addi- tional land be accepted.
Article 10. Voted to accept the offer of Mr. O'Mara that he would hold open until the next Annual Town Meeting an op-

tion for the Town to purchase a tract of approximately 4.03 acres of land adjacent to the Cemetery property on Bridge Street.
Article 11. Voted that this article be dismissed wherein a sum of money was sought for the purchase of approximately 20 acres of additional land adjacent to the Cemetery property on Dale Street.
Article 12. Voted to transfer from available funds in the Treasury the sum of $130.00 for the purpose of purchasing new tires and tubes for the Tree Department Truck.
Article 13. Voted unanimously to amend the Zoning By- law of the Town of Medfield, dated April 5, 1938 as most recent- ly amended June 29, 1953; by adding to Section 7, Area Regula- tions, Paragraph 5, Lot Size, the following language:
"The width requirements of this By-law shall be satisfied if the lot has the required width at any of the following places:
1. At the street frontage if the street frontage is a straight line. In the event that the street line is not a straight line, it will be measured on a straight line between the points where the side lines of the lot intersect the street line.
2. At the required building set back line or at the proposed location of the building on said lot to be measured by a straight line which shall be most parallel to the street. If the street line is not a straight line, then the set back line or line of proposed location of the building shall be meas- ured by a line parallel with a straight line drawn between the point where the side lines of the lot intersect the street lines.
In every case a lot shall have frontage on a public way of at least twenty(20) feet."
Article 14. Voted to transfer the sum of $1,596.00 from available funds in the Treasury for the purpose of defraying the cost of repairing the housing of the Town Clock.
Article 15. Voted that this article be dismissed wherein a sum of money was sought for the installation of an extension of the water main in Causeway Street.
Article 16. Voted that the report of the Swimming Pool Committee be accepted and the Committee continue in power.
Article 17. Voted that the report of the Committee appoint- ed for the purpose of arranging a new contract for the purchase of water from the Department of Mental Health be accepted.

Pursuant to the foregoing warrant the meeting was opened at 8:00 A.M. and after reading the warrant the polls were de- clared open. The Ballot box had been examined and found in good working order, instructions to voters and specimen ballots were posted as required by law. The following persons were sworn in and assigned to their duties as follows:

To see if the Town will vote to transfer from Overlay Reserves for previous years, the Veteran's Benefits ap- propriation for 1954 and available funds in the Town Treasury and/or borrow a sum of money to defray the cost of emergency storm expenditures and for affecting repairs to public ways and public places, or do or act anything in relation thereto.
Article 3. To see if the Town will vote to transfer a sum of money from available funds in the Town Treasury to the

Article 6. To see if the Town will vote to appoint a com- mittee to study Police problems and needs and to report its findings and recommendations at a future Town Meeting or do or act anything in relation thereto.
Article 7. To see if the Town will vote to transfer from un- expended balances and/or available funds in the Town Treasury and/or borrow a sum of money for the purchase and installation of a 6" water main in Winter Street for a distance of approxi- mately 500 feet in an easterly direction from its present termina- tion at the corner of North Street and Winter Street, or do or act anything in relation thereto. Voted to appropriate the sum of $2,500.00 for the purpose of installing a six-inch water main in Winter Street for a distance of approximately 500 feet from the corner of North Street; and to meet said appropriation the sum of $1,942.39 be transferred from the unexpended balance of an appropriation voted under Article 3 of the Special Town Meet- ing held on October 3, 1950, and the sum of $557.61 be trans- ferred from the unexpended balance of an appropriation voted under Article 17 of the Special Town Meeting held on June 29, 1953.
Article 8. Voted unanimously to raise and appropriate the sum of $3,000.00 for the purpose of installing an eight-inch water main in Adams Street for a distance of approximately 500 feet from its present termination; and to meet such ap- propriation the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $3,000.00 under authority of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than three years from the date of issue of the first bond or note.
