Report of SELECTMEN


TO THE CITIZENS OF LYNNFIELD:


The past year was the third successive year that your present Board has served the Town as Select- men, Board of Health, and Board of Public Welfare.


This report covers only our activities as Select- men, as the work of the Health and Welfare Depart- ments is covered in the reports of the Agents for those departments.


In our opinion the Town has continued its progress and another full year of real accomplishment has per- mitted us to keep abreast of the problems brought about by a continuation of the Town's almost un- believably rapid rate of growth.


All indications point to the probability of a further acceleration of development in Lynnfield, and unless all of us remain alert to this condition the years im- mediately ahead could very easily bring about some very serious situations.


The almost total lack of business and industry in our Town makes it necessary for home owners to carry almost the entire tax load and with the present tendency toward extreme extravagance in our State and Federal governments we might well begin to very seriously consider capitalizing Lynnfield's many assets to attract the type of business or industrial development that would be consistent with our plan for a better and even more attractive town.


We have asked the Planning Board to meet with us in January to discuss this problem and with the able assistance of that group we hope to see definite promotion plans prepared by the time this report is printed.


Once again we wish to use this Annual Report to emphasize the manner in which so many of our citi- zens have willingly accepted, and very capably dis- charged, important committee assignments. We have received the very highest degree of cooperation in this respect and we are very anxious that the efforts of all concerned be properly recognized at this time.


The School Survey Committee did an outstanding job and its report was heralded by many branches of the press as a glowing example of what can be ac- complished by a group of citizens working in harmony.


While this committee was appointed in 1950 and listed in our last year's report, we wish to again in- clude the make-up of that group which was as follows:

As a direct result of this survey and the resulting report "We Study Our Schools", the Town voted at a special Town Meeting in June, 1951, to instruct the Selectmen to appoint a School Building Committee of


seven members. The following appointments were made:

The committee worked speedily and efficiently to prepare its report to the Town and at a special Town Meeting on November 26, 1951, it was voted almost unanimously to proceed with a new school on the so-called Perry property and the sum of $1,100,000.00 was voted for that purpose. It was also voted that the school be built under the direc- tion of this same committee and this action was very gratifying to this Board.


Our Town Report Committee did another out- standing job on the 1950 report and once again Lynn- field received the third highest award for towns in the same population group in the State-wide competi- tion.


The same members were urged to serve again and they all agreed to do so. We are happy to re- port that we were also able to persuade Mrs. Pauline Chadwell to augment this Committee so the complete line-up for 1951 is as follows:

Under authority of Article 58 in the Annual Town Meeting we appointed an Employment Classification Committee and the recommendations contained in this Committee's comprehensive report were later adopted by the Town.

Our Codifying Committee was hampered in the conclusion of its efforts by some vacancies but the remaining members report that the work will be finished early in 1952.

Our Finance Committee (members are listed elsewhere in this report) continued to be a bulwark of strength in Lynnfield's program for maintaining financial stability in the face of rising costs and its efforts should be recognized and appreciated by every citizen in Town.


Leslie E. Luscombe, who had rendered invaluable service as member and chairman of the Finance Committee for several years, resigned when he moved to New Hampshire. His loss was keenly felt by all of us.


The post of chairman was filled by the election of Theodore N. Ferren who is presently a member of the Planning Board and a past member of the Finance Committee. The Town is fortunate in find- ing such a capable replacement for Mr. Luscombe.


Rubbish collection continued to be a problem throughout most of the year but everything indicates that a new schedule adopted at the very end of De- cember will probably result in a distinct improve- ment in this service. (We most fervently hope so.)


During the year extensive alterations to both in- terior and exterior of Chemical Hall have greatly improved the outward appearance and the general condition of this public building.


The New England Telephone Company's Lynn officials proved very cooperative in pushing the completion of its new exchange in Lynnfield Centre so that the operation of the new dial system went into effect on November 8, 1951.


The Board was disappointed in not being able to secure the promise of the Telephone Company that the entire Town would be listed under Lynnfield but the change in service and the elimination of the toll


charges for calls between Lynnfield Centre should prove most helpful and beneficial.


During 1951, that portion of Lynnfield receiving electric power from Peabody, received a reduction in rates and a decided improvement in service. The Committee appointed in 1950, to study the power and light situation did a splendid job and worked closely with us in following their recommendations and sug- gestions to a successful and happy conclusion.


General traffic conditions throughout the Town present an ever present problem. We are particular- ly concerned with the dangerous conditions which exist in the vicinity of the Common. The Board is seeking guidance and advice and possibly material assistance from the State Dept. Public Works. There should be developments in January or February, with this in mind the Board plans to include certain articles in the Warrant requesting funds for off-street parking on Town owned land as well as funds for installation of such safety devices as may be deemed necessary.


As this report is written our Chief of Police, Everett S. Webster, is critically ill and the date of his probable return to his duties is very uncertain. In his absence Acting Chief William Foley is carry- ing on with the Executive duties of the Chief in ad- dition to his own work and he is doing a good job.


Under the circumstances our long over-due manual of instructions and regulations for the Police Department will be further delayed, at least, until the department is again at normal strength.


With the knowledge that many activities and ac- complishments, which might well be worthy of men- tion in our report will be adequately covered else- where, we shall merely take this opportunity to extend our sincere thanks to all who worked with us so will- ingly and so effectively during 1951.


Your Selectmen solicit your continued support and your active cooperation to the end that we may grow, not alone in size, but in stature and in spirit. A unified Lynnfield, morally strong and financial- ly sound, will continue to be the best possible place in which to live.

Record of TOWN MEETING Held March 12, 1951


Meeting called to order at 7:35 P.M., by Modera- tor Gordon Millar who read the call for the meeting and the Constable's return.


On motion of Harry K. Jackson, duly seconded, it was voted to dispense with the reading of the Articles until taken up for action.


Article 1. Voted: On motion made by Clifton Hodgdon, duly seconded, that the following Town Of- ficers not required to be chosen by ballot be ap- pointed.

Article 2. Voted: On motion of Arthur Nelson, duly seconded, that the Town accept the Reports of Town Officers and Special Committees as published.


Article 3. Voted: On motion made by Theodore Palizzolo, and seconded, that the Town authorize the Town Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1952, and to issue a note or notes as may be given for a period of less than one year, in accordance with Section 17, of the General Laws.


Article 4. The following motion was made by Arthur Nelson, and seconded, "I move you that the Town raise and appropriate the sum of $23,794.65 for the general expense of General Government of the Town, namely, care of Municipal Buildings, Town Officers' salaries and expenses and Election and Registrations and that this amount be apportioned in the following manner:


$2,234.00, Selectmen, $ 1,300 for salaries, $500 for Chairman and $400 each for two others.

1,643.00, Treasurer, $1,100 for salary


2,385.65, Town Collector, $1,200 for salary
