FINANCE


The school budget for 1952 shows a considerable increase which is due to the following factors: a continued increase in enrollment, a rising operating cost, as evidencedby more than 10% increase in high school tuition - an increase of $253.00 to $285.00 per pupil - and additional costs due to having our own superintendent. This latter change was recommended by the school survey. The School Union of Topsfield, Wenham and Lynnfield was dissolved by unanimous vote of the three school committees. The State Board of Education approved this dissolution in writing. The School Committee intends to maintain this budget at as small a figure as possible, consistent with sound educational policies.


In closing, the School Committee feels very proud to be entrusted with the operation of the school af- fairs of a town whose citizens have consistently voted for school buildings second to none. This fact was clearly demonstrated by the recent appropria- tion for a new school building on the Perry Property.

Low clouds are hung across the leaden sky that broods down on the shell of snow encrusting all the surface of the pond, concealing water's ice-snared flow.


Along the shore, gaunt trees stand motionless, their brittle branches rigidly encased in frozen sheaths that mark the air with sharp, metallic tracery.

THE CITIZENS OF LYNNFIELD:


For the fourth successive year of your Town's rapid growth and development your present Board has served in the multiple coacity of Selectmen, Board of Health and Board of Public Ifare.


Due to the complete co-operation of all departments and sincere co-operation of all who have been asked to serve various committees the transition of Lynnfield from a little ron to a bustling community with the fastest rate of growth in State has, to date, been accomplished with smoothness and w hout the financial upheaval with which so many municipali- tis have had to content.


From all indications the present rate of new home construc- tin will accelerate for at least the next year or two and all b inches of the Town Government with jurisdiction over planned delopments and actual construction must continue to be alert ires Trorder that the situation continues to be kept well under con- ires r.l.


Our School Housing Program is progressing remarkably well. Te New Junior High School Building Committee which is haded by Howard S. Armerding as Chairman has remained in- tot since its formation and all members have worked consci- eriously and diligently in carrying out the duties of this Com- m'tee.


By action at the 1952 Annual Town Meeting the Selectmen wre authorized to appoint a "Committee for Commercial De- vlopment" consistent with the general character of the Town. The following appointments were made

This Committee's efforts, if successful in attracting any considerable amount of suitable industrial construction, will rult in materially helping to control our tax rate.


While considering its appointments for the new year the Eard was notified by five members of the Finance Committee tit they would not accept reappointment. These men, all of om had given freely of their time and effort for varying peri- cs of service, were Theodore N. Ferren, Chairman, Arthur Morton, Arthur G. Schilling, Ross E. Coon, and John E. harris.


The make-up of the new Finance Committee is listed else- here in this report and we feel most people will agree that the w members, who were carefully selected, are well qualified carry on this most important work.


Our Town Report Committee together with our Town Ac- untant turned out what we considered was an outstanding anual Town Report for 1951 and the entire Committee agreed serve again.


A. George Gilman resigned from the Planning Board in May, ud John E. Harris was elected to replace him until the next sichsection, at a joint meeting of the Planning Board and the Se- ctmen.


In December, Robert W. Davis was elected at a joint meet- ing of the School Committee and the Selectmen to fill a vacancy on the School Committee due to the resignation of Gordon E. Emerson.


Early in 1952 Everett S. Webster, our Chief of Police, passed away after a prolonged period of illness. Patrolman William E. Foley who had served as Acting Chief during this period was appointed to continue in that capacity. Early in 1953 a certified Civil Service listing of those eligible for the permanent appointment will be ready and acted upon. Plans for regulations and possible changes in our police set-up have naturally been held in abeyance pending the appointment of a permanent Chief.


George E. LaCoste resigned as Civilian Defense Director on July 14, 1952. Selectman Jackson assumed his duties until Sept. 22, 1952 when Carl Shumway was appointed to the vacancy. The new Director is putting in a lot of time in an effort to comply with everything the State and Federal govern- ments require and it now appears that the Town would be well justified in paying a modest salary to the Director of Civil Defense. This would be consistent with the prevailing policy in almost all municipalities.


Our Codifying Committee has not as yet completed its work but Ralph Howland our Town Counsel reports that only the final touches remain to be done and the efforts of that Committee should soon be available in completed form.


Rubbish collections continued to be the prime headache among the various jobs and duties coming under our jurisdiction. The conditions and the factors involved in our going along with the present contractor, until the expiration of his contract in March 1953, are pretty generally known. Advertising for bids on a one year basis will be replaced in January 1953.


We are hopeful that a one year contract will prove more effective as experience has definitely proven that contracts for three years are not practical in a growing community.


The new parking space at the Town Hall, built by our High- way Dept., is proving most valuable in eliminating parking along the narrow and dangerous stretch of Summer Street. The additional authorized parking space beside the Centre Library will be built in 1953 in conjunction with the Chapter 90 per- manent construction of Summer Street.


During the year we have been besieged by requests for "no speeding" signs or signs of a similar nature in various sec- tions of the town. It is our experience that too many such signs are unsightly as well as ineffective. While some signs are nec- essary it is considered more effective to insist on police en- forcement drives on traffic violations and all dangerous areas should be reported so that we may insist on more efficient patrolling.


Except for routine repairs and redecorating the municipal buildings under our jurisdiction can be reported as being in good condition. Expanding requirements for office space may re- quire some alterations on the first floor of the Town Hall at an early date but no other major alterations or repairs are needed at this time.


By the fall of 1953 it may also be advisable to arrange for the full time employment of a well qualified individual whose

duties would include the present duties of the Town Accountant in addition to serving in an executive administrative capacity in connection with several town departments. This proposal is still in the discussion stage.


The Old South School has been turned back to us by the School Committee as it no longer fits into their plans for future housing of students. We plan to request the appointment of another committee to conduct a complete investigation and make recommendations for the disposition of this building.


Consideration is being given to a better method of con- trolling traffic at the junction of Summer and Salem Streets. The State Dept. of Public Works is assisting us in a study of this problem.


We have recently requested the State to take over Locust St. as a state road to be improved and maintained by the Com- monwealth. Our proposal is currently receiving consideration at the State House.


Last year the Town voted to change the terms of the three Selectmen from a single year to a period of three years with one vacancy arising each year. At the election in March 1953 and at each subsequent election only one selectman will be chosen. This practice is also consistent with the policy in the majority of Towns.


The sincere appreciation of the Board is extended to all co- operating Town officials and to all others who have given so willingly of their time and talents to help keep Lynnfield on an even keel.


Space does not permit inclusion in this report of the names and accomplishments of many individuals and groups but their work is apparent to all of us who are continuing to work for the development of an even better Lynnfield.


Wherever you go, whomever you talk with, you, like us, find many opportunities to take pride in your Town. Let's all continue to work together to keep it that way.
