Voted unanimously: On motion of Mr. Hodgdon, duly seconded, that the Town accept as a Public Way, that portion of Homestead Road, as ap- proved by the Lynnfield Planning Board, and laid out by the Board of Selectmen, running from lot #108A, for a distance of eight hundred (800) feet, more or less, to lot 105A, for a width of forty (40) feet, as shown on a Plan by H. The Board of Selectmen Town of Lynnfield Lynnfield, Massachusetts
Gentlemen:
At a Special Town Meeting held on June 5, 1950, Article 16 of the Warrant proposed an amendment to the Zoning By-Law whereby all dwelling houses should have a foundation- enclosed habitable area on the first floor of not less than 850 square feet.
Upon recommendation of the Planning Board it was voted to allow the Planning Board to further consider the question and report its recommendation to the Town at a subsequent Town Meeting but not later than the Annual Town Meeting in 1951.
The Board feels that additional study is nec- essary and recommends that no action be taken at this time.

Article 84. A report of the Planning Board rec- ommending the proposed change was read before action was taken on this article.
A motion was made by Mr. Ferren, duly seconded, that the Town amend the Zoning By-Law and the map or plan incorporated in and made a part thereof by altering said map or plan so as to establish an ad- ditional area to be included as a part of Single Res- idence District B, comprised of all the land within the following boundaries except that land which is now zoned as an Industrial District:
Beginning at the intersection of the center line of the railroad tracks of the Boston and Maine Railroad, Newburyport Branch and the boundary line between the Town of Lynnfield and the City of Peabody, thence in a general westerly direction along the center line of said tracks to a point 750 feet before reaching the intersection of the center line of said tracks and the center line of Summer Street, thence in a general southeasterly direction along a line parallel to and 750 feet from the center line of Summer Street to the center line of Crest Road, thence along the center line

of Crest Road to its intersection with the center line of Summer Street, thence along the center line of Summer Street to a point 200 feet beyond its inter- section with the center line of Moulton Highway, thence in a general easterly direction along a line parallel to and 200 feet from the center line of Moulton High- way to the intersection of the center line of U. S. Route #1, thence in a general northeasterly direction along the center line of said U. S. Route #1 to the boundary line between the Town of Lynnfield and the City of Peabody, thence along said boundary line be- tween the Town of Lynnfield and the City of Peabody to the point of beginning.

A motion was then made by Mr. Ferren duly sec- onded, that the Town amend the Zoning By-Law and the map or plan incorporated in and made a part thereof, by altering said map or plan so as to estab- lish a district designated as Single Residence District C comprised of all the land within the following boundaries except that land which is now zoned as an Industrial District, and that the area mentioned in the original article be amended as follows:
Beginning at the intersection of the center line of the railroad tracks of the Boston and Maine Railroad, Newburyport Branch and the center line of the Lynn water works transmission line, thence in a general Northerly direction along said Transmission line to a point 750 feet from its intersection with the center line of Main Street thence in a general Northerly direction along a line parallel to and 750 feet from the center line of Main Street to the center line of Lowell Street, thence along the center line of Lowell Street to its intersection with the boundary line between the Town of Lynnfield and the City of Peabody, thence along the said boundary line between the Town of Lynnfield and the City of Peabody to its intersec- tion with the center line of the railroad tracks of the Boston and Maine Railroad, Newburyport Branch, thence in a general westerly direction along the center line of said tracks to the point of beginning.
An amendment was made at this time by Joseph Smith that action on this article be indefinitely postponed.
The amendment was seconded, voted on and declared lost and action then reverted to the original motion.

(a) The Town of Lynnfield is hereby divided into six classes of districts, designated as:
1. Residence Districts
2. Single Residence Districts
3. Single Residence Districts B
4. Single Residence Districts C
5. Business Districts
6. Industrial Districts
and which are as shown on the map or plan entitled " Zoning map of the Town of Lynnfield, Massachusetts, 1928 revised as to zone areas 1951." and which together with all explanatory matter thereon is hereby incorporated in and made a part of this by-law.
This motion was duly seconded, and a two-thirds vote being required tellers were appointed with the following results:

A motion was made by Mr. Ferren, duly seconded, that the Town amend the Zoning By-Law by inserting the following Section 2C between Section 2B and Section #3.
Section 2C. Single Residence District C. All of the provisions of the Zoning By-Law applicable to Single Residence Districts shall apply to Single Residence District C, except that the minimum lot area shall be 20,000 square feet, and the lot shall have a street frontage of at least one hundred twenty- five feet upon the frontage street or way, public or private.
A two-thirds vote being required on this article tellers were appointed with the following results:

The removal, for sale or otherwise, from the Town, or from one lot to another in the Town, of sod, loam, clay, sand, gravel or quarried stone forming a part of the real estate in the Town, except when necessarily incidental to or in connection with the construction, at the site of removal, of a building for which a permit has been issued, or for grading or otherwise improving the premises of which such building as a part, shall be permittedonly if written permission of Board of Appeals be first obtained."

Meeting called to order at 8:10 P.M. by Modera- tor Gordon Millar who read the call for the meeting and the Constable's return.
On motion duly made and seconded, it was voted to dispense with the reading of the Articles until taken up for action.
Article 1. Voted: On motion duly made and seconded, that the Town transfer the sum of $500.00 from the Sales of Lots and Graves Account for IM- PROVING THE ROADS IN WILLOW CEMETERY.
Article 2. Voted: On motion duly made and sec- onded, that the Town accept Article 2 as read by the Moderator.
"That the Town will vote to accept the follow- ing By-Law in accordance with the provisions of General Laws (Ter. Ed.) Chapter 41, Section 108A as amended.

Certain positions of employment in the High- way Department, Moth and Tree Department, and Park and Cemetery Department classified and
minimum and maximum rates of compensation established therefore.

An amendment was made by Mr. Bray that the members of the Committee and all other persons who helped in the preparation of the Report be extended the grateful thanks of the Town.

carried, after which the original motion as amended was voted on and carried unanimously.
Article 12. Voted unanimously: On motion duly made and seconded, that the Town authorize the Board of Selectmen to appoint a School Building Committee of seven citizens; said Committee to ob- tain preliminary plans and sketches, and estimates of cost for the construction of a school building, to be built on the land known as the Perry property, Main Street. Said building to be of a size and type as recommended by recommendations #1 and 4 on pages 64 and 65 of the School Survey Report. Pro- vided, however, that the plans and sketches be sub- mitted to the following Boards and Committees:
1. The Board of Selectmen 2. The School Committee 3. The Finance Committee 4. The Planning Board
and the approval of at least three of these Boards or Committees of the plans be secured before es- timates are obtained; and the said School Building Committee to report to the Town at a special Town Meeting in November 1951.
Article 13. Voted unanimously: On motion duly made and seconded, that the Town appropriate by transfer from Excess and Deficiency, the sum of $10,000.00 for the use of the COMMITTEE appointed in Article 12 in carrying out the purpose for which said committee was appointed.
There being no further articles contained in this warrant, on motion duly made and seconded, the meeting was declared adjourned at 9:30 P.M. by the Moderator.
