The aforesaid described land is to be granted upon the condition that the 12" drain as shown on said plan will be at all times maintained, kept and repaired by the Town of Lynnfield, its successors, grantees and assigns. Together with the right, in common with others entitled thereto to pass and repass over all the streets and ways shown on said plan and other plans re- corded for Glen Meadow Park, for all purposes for which such ways are commonly used in Lynnfield Center.
ARTICLE 9. Voted, on motion duly made and seconded, that the Town appropriate by Transfer from the Police Cruiser Fund the sum of $500. 00 for the IMPROVEMENT AND MAINTEN-
ANCE of the PLAYGROUND and RECREATIONAL AREA de- scribed in the preceding Article 8, and that this sum be spent under the jurisdiction of the Park and Cemetery Department.
ARTICLE 10. Voted, on motion duly made and seconded, that action on Article 10 be deferred to an adjourned date of August 15, 1955 at 8 P. M., to allow time for further study of drainage on land proposed FOR SCHOOL AND PLAYGROUND PUR- POSES.

Meeting opened at 8:00 P.M. by Town Clerk Harry W. Higgins.
In absence of regular Town Moderator is was necessary to elect a Moderator for Adjourned Town Meeting.
A motion was made and seconded, that Harry K. Jackson be elected Moderator.
On motion, made, seconded, and voted, nominations were declared closed.
Voted, unanimously, on original motion, that Harry K. Jackson be elected Moderator for Adjourned Town Meeting, whereupon he was duly sworn in as Moderator by Town Clerk Harry W. Higgins.
ARTICLE 10. Action on Article 10, held over from Special Town Meeting of June 13th was then resumed.
Mr. Jackson first read Mr. Wilkes's Amendment to leave out certain parts of Article 10 referring to engineering survey as follows:
"I move that the Town authorize and instruct the Board of Selectmen to acquire by eminent domain, purchase, or otherwise LAND FOR SCHOOL AND PLAYGROUND PUR- POSES, and for access roads thereto, said land being now or formerly owned by Howard A. Bouve, Alice Cleary, Anders W. and Ida Olson, Gordon B. and Frances A. Wilkes, and described as follows:
The proposed school site proper consists of 19. 7375 acres, more or less, in an area lying westerly of Main Street and southwesterly of Lowell Street and the access roads are two (2) strips of land, one strip leading from the proposed school site to Main Street containing approximately 27,613 square feet, more or less, and the other leading from the pro- posed school site to Lowell Street and being the parcel of land marked "19. 7375 acres" and the twostrips marked "access Road", all as shown on a plan entitled "Amended Plan of Proposed Elementary School Site in Lynnfield, Massachusetts, " H. Kingman Abbott, Reg. Surveyor, June, 1955. "
On motion made and seconded it was voted to accept the Amendment.
Tellers were then appointed and on motion made and second- ed that Article 10 be accepted as amended, the following count was returned:

Record of Action Taken at Special Town Meeting Held November 21, 1955
November 21, 1955
Meeting called to order at 8:00 P.M. by Moderator Gordon Millar who read the call for the meeting and the Constable's Return.
On motion duly made and seconded, it was voted to dispense with the reading of the Articles until taken up for action.
ARTICLE 1. Voted, unanimously, on motion duly made and seconded, that the Town accept the provisions of Chapter 520 of the Acts of 1955, which authorizes the Commonwealth of Mass- achusetts to convey to the Town of Lynnfield, for park, recrea- tional and playground purposes, a certain parcel of land known as "Reforestation Lot 128", situated in said Lynnfield, and to appropriate by transfer from the Excess and Deficiency account the sum of $1. 00 for purchase of said land.
ARTICLE 2. Voted, unanimously, on motion duly made and seconded, that the Town transfer from the Essex County Sana- torium account the sum of $200. 00, said sum to be spent under the supervision of the Board of Selectmen for a survey to be made of the land described in the preceding article, and for legal and other expenses connected therewith.
ARTICLE 3. On motion duly made and seconded it was voted to indefinitely postpone action on this article.

ARTICLE 10. A report of the Planning Board was read by Chairman Theodore N. Ferren, as follows:
Board of Selectmen Town of Lynnfield Massachusetts
Gentlemen:
As required by Chapter 40, Section 27 of the General Laws of the Commonwealth, the Planning Board of the Town of Lynn- field held a Public Hearing on the Matter of the proposed changes in the Zoning By-Laws of the Town of Lynnfield as set forth in Article 10 in the Warrant for a Special Town Meeting to be held November 21, 1955. Due notice of this hearing which was held in the Town Hall at Lynnfield Centre, October 5, 1955. was given by an advertisement in the Lynn Item of Lynn, Mass., September 1, 1955.
The Lynnfield Planning Board is currently in favor of Article 10, as presented in the Warrant, however, it unanimously re- commends that action on this Article be deferred until the Annual Town Meeting in March so that the Industrial Site Committee may complete a study being made of this area.

A motion was made to postpone action until the Annual Town Meeting in March of 1956. This motion was followed by an amend- ment to indefinitely postpone action on this Article. Both of these motions were withdrawn. A motion was then made, and duly seconded, to accept the Article, as printed in the Warrant; a counted vote showed 167 infavor, and 40 opposed. The Mod- erator then declared the motion carried.
ARTICLE 11. On motion duly made and seconded, it was voted unanimously to authorize the Board of Selectmen to appoint a HIGH SCHOOL BUILDING COMMITTEE of seven citizens; said committee to obtain preliminary plans and sketches, and estimates of cost for the construction of an addition to and expansion of the facilities associated with the present school building on Main Street known as the Junior High School. Provided, however, that the plans and sketches be submitted to the following Boards and Committees:
1. The Board of Selectmen 2. The School Committee
3. The Finance Committee
4. The Planning Board
and the approval of at least three of these Boards or Committees

of the plans and sketches to be secured before estimates are ob- tained; and the said High School Building Committee to report to the Town at or before the Annual Town Meeting in March 1956.
ARTICLE 12. Following the acceptance of an amendment to change the wording of the Article to read as follows;
To see if the Town will vote to appropriate by transfer a sum of money for Addition to the Junior High School to be spent under the super- vision of the High School Building Committee authorized under the preceding article, or what action it will take thereon.
It was voted unanimously to transfer the sum of $5, 000.00 from Available Surplus Funds, for addition to the Junior High School to be spent under the supervision of the High School Building Committee.
ARTICLE 13. On motion duly made and seconded it was voted unanimously to transfer the sum of $1, 800. 00 from the "Teacher
Salary" account, in the School Department appropriation, as voted at the Annual Town Meeting in March 1955, to the "Other Salary" account.
ARTICLE 14. On motion duly made and seconded, it was voted unanimously to authorize and instruct the Board of Selectmen to petition the Legislature of Massachusetts for authority to transfer to the jurisdiction of the School Committee of Lynnfield, to be used for school, schoolyard, and for other school purposes and for all purposes incidental thereto, but free and clear from any obligation to use or maintain the same as a public playground or recreation field or for any other public purposes, the following described parcels of land now owned and held by the Town of Lynnfield.
All Articles in the Warrant having been acted upon, the meeting was declared adjourned "Sine Die" by the Moderator.
