Voted: On motion made by Harry Jackson, and seconded, that the Town accept as a Public Way, as approved by the Lynnfield Planning Board and laid out by the Board of Selectmen, MAY- WOOD Road, running from the northeasterly side of Summer Street, for a distance of three hundred and seventy-five (375) feet, more or less, for a width of forty (40) feet as shown on a Plan of "Lakewood," Section "B", by Samuel B. Donovan and dated April 1928.
Article 58. Voted: On motion made by Harry Jackson, and seconded, that the sum of $1,386.00 be raised and appropriated for the construction and maintenance of MAYWOOD Road in 1950, and to cover the cost of an Engineer's Survey and a Plan and Profile Map of said MAYWOOD Road.

Voted: On motion made by Arthur Nelson, and seconded that the Town accept as a Public Way as approved by the Lynnfield Planning Board and laid out by the Board of Selectmen, Pinewood Road, running from the northeasterly side of Summer Streetfor a distance of five hundred (500) feet, more or less, for a width of forty (40) feet as shown on a Plan of "Lakewood", Section "B," by Samuel B. Donovan and dated April 1928.

Article 64. Voted: On motion made by Louis Tuck, and seconded, that the Town raise and appro- priate the sum of $1,075.63 for the expense of pre- miums on LIABILITY AND PROPERTY DAMAGE INSURANCE for 1950.
Article 65. Voted: On motion made by Roger Lummus, and seconded, that the sum of $499.17 be raised and appropriated and that the sum of $1,000.83 be transferred from Workmen's Compensation Fund for the expense of the annual estimated premium for the WORKMEN'S COMPENSATION POLICY for 1950.
Article 66. Voted: On motion made by Theodore Palizzolo, and seconded, that the sum of $500.00 be raised and appropriated to cover a wage to the IN- SPECTOR OF PLUMBING, of fifty (50) percent, of the fees collected by him in 1950.
Article 67. Voted: On motion made by Arthur Nelson, and seconded, that the Town raise and ap- propriate the sum of $5,953.73 for the expense of STREET LIGHTING in 1950, and to authorize the Board of Selectmen to install new street lights as needed in 1950.
Article 69. Voted: On motion made by Norman K. Wade, and seconded, that the Town authorize the Board of Selectmen to appoint a committee of six (6) voters of the Town of Lynnfield to study the ELECTRIC POWER AND LIGHT situation in that section of the Town which is served by the Peabody Municipal Light Plant, with an objective of improv- ing the service, and if no improvement is forthcoming, then to investigate the possibility of securing elec- trical service from some other source, and said
committee shall report the results of their investi- gations to the Board of Selectmen by June 1, 1950.
Article 70. Voted: On motion made by Ralph Howland, and seconded, that the Town raise and ap- propriate the sum of $25.00 to be used for general expenses during 1950 by the Committee appointed by the Board of Selectmen in 1949 to investigate, study and make recommendations as to the advisability of codifying and revising the Town's By-Laws, Rules and Regulations.
Article 71. Voted: On motion made by Allan Rideout, and seconded, that action on this article be indefinitely postponed until further legal investiga- tion can ascertain the true meaning of the act.
Article 72. Voted: On motion made by Harry Jackson that action on this article be indefinitely post- poned. This motion was duly seconded.
Article 73. Voted: On motion made by Ralph Howland, and seconded that the Town vote to replace Section 44 of its present TRAFFIC BY-LAWS; which were adopted March 17, 1930 and approved by the Attorney General on August 13, 1930 with the excep- tion of Sections 44 and 45; by adopting the following:
"Penalties. -- Any person violating any provi- sion of any ruling, regulation, order, or by - law regulating the parking of motor vehicles made by anyone authorized to make the same, shall be dealt with as provided in General Laws, Chapter 90, Section 20A as amended by Chapter 176 of the Legislative Acts of 1935 and Chapter 425 of the Legislative Acts of 1949, and any person violating any of the rules and regulations applicable to said highways made by the Department of Public Works, Common- wealth of Massachusetts, under authority of Chapter 85, Section 2 of the General Laws, shall be subject to the penalty provided in said rules and regulations.
Any person convicted of a violation of any rule, regulation, or by-law made hereunder except as otherwise provided, shall be pun- ished by a fine not exceeding $20.00 for each offense."

Record of SPECIAL TOWN MEETING Held January 23, 1950
Meeting called to order at 8:10 P.M., by the Mod- erator, Gordon H. Millar who read the call for the meeting, all articles in warrant and Constable's re- turn.
Article 1. Voted unanimously on motion made by Burton Barrows, and seconded, that the Town ap- propriate by transfer the sum of $2,446.70 from
"School Lunch Funds Available" account, so called, to the use of the School Committee for the continua- tion of the Hot Lunch Program.
Article 2. A motion was made by Oscar Bray, and seconded, that the Town vote to raise and appro- priate the sum of $45,000.00 for completion of the construction, furnishing and equipping of the new

Elementary School Building in Precinct Two, that the Treasurer be, and he hereby is authorized to borrow, with the approval of the Selectmen, the said sum of $45,000.00 and to issue bonds or notes of the Town therefor, said bonds or notes to be issued under authority of Chapter 27 of the Acts of 1947, as amended by Chapter 426 of the Acts of 1948 of the Massachu- setts Legislature, all of said bonds or notes to be payable inaccordance with the provisions of Chapter 44, of the General Laws of the Commonwealth, so that the whole loan shall be repaid in not more than twenty years from the date of issuance of the first bond or note, or at such earlier date as the Treasurer and the Selectmen shall determine; and finally that the funds hereby appropriated shall be expended for the purpose stated under the direction of the School Building Committee appointed under Article 1 of the warrant of the Special Town Meeting of November 1, 1948.
The following Amendment was made by Arthur Nelson, and seconded, "I move an Amendment to the effect that the Town vote to raise and appropriate the sum of $45,000.00 to be expended under the super- vision and direction of the New School Building Com- mittee, appointed by the Town in November, 1948, for the purpose of completing the New Elementary School in Precinct 2 and that the money be raised in the following manner:
$ 7,250 from the tax levy of 1950 $12,750 by transfer from the Excess and Deficiency Fund and $25,000 by the issuance of bonds or notes to be payable
$5,000 a year for five years, and the Town Treasurer with the approval of the Board of Selectmen is here- by directed and authorized to issue such bonds or
notes under Chapter 27, of the Acts of 1947 as amended by Chapter 426 of the Acts of 1948 of the Massachusetts Legislature."
An Amendment to the Amendment was then made by Allan Rideout to raise and appropriate the sum of $45,000.00 by transfer from the Excess and De- ficiency Fund. This motion was seconded, voted on and lost.

Meeting called to order at 7:45 P.M. by Modera- tor Gordon Millar who read the call for the meeting and the Constable's return.
On motion of Harry K. Jackson, duly seconded, it was voted to dispense with the reading of the ar- ticles until taken up for action.
Article 1. Voted: On motion made by Arthur Nelson, duly seconded, that the Town authorize the Board of Selectmen to dispose of the SURPLUS STOCK OF EVERGREENS now located at the rear of the Highway Department Garage in Lynnfield.
Article 2. Voted: On motion made by Arthur Nelson, duly seconded, that the Town appropriate by transfer from Excess and Deficiency, the sum of $200.00 to be spent by the Tree Warden, under the direction of the Board of Selectmen, for the purchase and planting of YOUNG EVERGREENS AND SHADE TREES, to replenish the nursery.
Article 3. Voted: On motion made by Ralph Howland, duly seconded, that the Town replace Sec- tion 44 of its present TRAFFIC BY-LAWS; which were adopted March 17, 1930 and approved by the Attorney General on August 13, 1930 with the excep- tion of Section 44 and 45, by adopting the following:
