Article 23. Voted, on motion of Harry K. Jackson, that the sum of $670.00 be raised and appropriated to be used for the Board of Health, Inspector of Animals and Inspector of Milk, which includes for salaries as follows:

Article 24. Voted, 'on motion of Joseph Cassidy, that the Town provide that the Collector of Taxes shall collect under the title of Town Collector all accounts due the Town, as provided by G. L. Chap. 41, Section 38A, as amended by Chap. 197 of the Acts of 1948.


Article 25. A motion was made by Joseph Cassidy that the sum of $500.00 be raised and appropriated to accept the provisions of General Laws Chapter 149, Section 33A, as amended by Chapter 657 of the Acts of 1948, providing for a forty hour work week of five days and compensation for overtime for ser- vice in addition to such forty hours in case of an emergency, and applicable only to laborers, work- men and mechanics of the Highway and Tree Warden's Departments, and to establish a rate of 1-1/2 times the regular rate for overtime work.


A vote was taken on this motion and declared lost. Article 26. A motion was made by Wesley Mun- roe that the Town raise and appropriate the sum of $5,340.00 to cover the expense of the Welfare De- partment.


An amendment was made by Leslie Luscombe that the Town raise and appropriate the sum of $5,340.00 to cover the expense of the Welfare Department, ap- portioned as follows:

Article 31. Voted, on motion of Burton Barrows, that the Town raise and appropriate the sum of $600.00 for the care of the Memorial Playground, said money to be spent under the supervision of the School Committee.


Article 32. Voted, on motion of Burton Barrows, that the Town raise and appropriate the sum of $1,490.00 to make repairs and alterations to the Center and South Schools as requested by the Build- ing Inspector, said money to be spent under the supervision of the School Committee.


Article 33. Voted, on motion of Burton Barrows, that the Town raise and appropriate the sum of $2,500.00 to increase the School Lunch Funds Avail- able.


Article 34. Voted, on motion of Burton Barrows, that the Town appropriate by transfer from School Lunch Funds Available the sum of $7,445.30 for continuation of the Hot Lunch Program.


Article 35. This article having been voted on previously, immediately after Article 4, it was voted to proceed with Article 36.


Article 36. Voted, on motion of Oscar Bray, that action on Article 36 be indefinitely postponed.


Article 37. Voted, on motion of Allen Rideout, that the Town raise and appropriate the sum of $6,100.00 to be spent, under the direction of a Com- mittee, to have all the real estate in the Town, -- but not the personal property -- revalued by a firm of outside appraisers for assessment purposes; said Committee to be composed of the three (3) members of the Board of Selectmen, the three (3) members of the Board of Assessors and one (1) member of the Taxpayers Association.


Article 38. Voted, on motion of Joseph Cassidy, that the Town raise and appropriate the sum of $350.00 to be spent under the supervision of the Town Treasurer, for the purpose of perfecting fore- closures proceedings on property held by the Town under Tax Title Procedure, with the authority to en- gage special counsel for assisting in this work.


Article 39. Voted, on motion of Louis Tuck, that the Town raise and appropriate the sum of $1,625.00 for the general expense of the Public Libraries.


Article 40. Voted, on motion of Louis Tuck, that the money refunded by the County from the dog li-


censes for the year 1948 be used by the Town for the support of the Libraries.


Articles 41. Voted, on motion of Kenneth Worthen, that the Town raise and appropriate the sum of $300.00 for the observance of Memorial Day, said sum to be spent by a Committee appointed by the American Legion Post 131 Inc. of Lynnfield.


Article 42. Voted, on motion of Theodore Paliz- zolo, that the Town raise and appropriate the sum of $3,539.04 to cover the Town's share of the cost in- curred during the year 1948 in maintaining the Essex County Sanitorium under the provisions of G.L. Chapter 111.


Article 43. Voted, on motion of Theodore Paliz- zolo, that the Town appropriate by transfer from Overlay Reserve account the sum of $2,000.00 to be used as the Reserve Fund. This action recommended by Finance Committee.


Article 44. Voted, on motion of Theodore Paliz- zolo, that the Town raise and appropriate the sum of $17,000.00 to cover the payment of notes maturing during the current year.


Article 45. A motion was made by Theodore Palizzolo that the Town raise and appropriate the sum of $1,000.00 to cover the payment of interest on debts and loans.


An amendment to this motion was made by Leslie Luscombe, that the Town raise and appropriate the sum of $1,200.00 to cover the payment of interest on debts and loans.


The amendment was voted on and carried.


Article 46. Voted, on motion of Arthur Nelson, that the Town raise and appropriate the sum of $250.00 to paint and repair the Man's Rest Room in Town Hall.


Article 47. Voted, unanimously, on motion of Theodore Palizzolo that the Town raise and appro- priate the sum of $82.00 to pay Traugott Hawley for labor performed during 1948 for the Park Depart- ment, under provisions of G.L. Chap. 44, Section 64. Count by tellers was 149 yes, no negative votes.


Article 48. Voted, on motion of Clifton Hodgdon, that the Town raise and appropriate the sum of $75.00 to be used for the purchase and erection of "No-Parking" signs.


Article 49. A motion was made by Joseph Cassidy that the Town raise and appropriate the sum of $1,200.00 for the General Expense of the Town Cem- eteries, apportioned as follows: wages $800.00, expenses $400.00, rate of pay to be $1.10 per hour and cemetery Commissioners to perform duties in cemeteries.


An amendment was offered by Raymond Pearson that the Town raise and appropriate the sum of $1,800.00 for the General Expense of the Town Cem- eteries, apportioned as follows:

Article 50. Voted, on motion of Arthur Nelson, that the Town appropriate by transfer from the "sales of lots for graves" the sum of $300.00 for the grad- ing of the cemetery.


Article 51. Voted, on motion of Roger Lummus, that the Town raise and appropriate the sum of $3,007.34 to cover the cost of premiums during 1949 on the blanket fire insurance on town buildings.


Article 52. Voted, on motion of Louis Tuck, that the Town raise and appropriate the sum of $987.26 to cover the expense of liability and property damage insurance on the motor vehicles of the Highway Police and Fire Departments.


Article 53. Motion made by Roger Lummus, that the sum of $1,151.93 be transferred from the Com- pensation Fund for payment of annual estimated premium for the Workmen's Compensation Policy.


An amendment was made by Theodore Palizzolo, that the sum of $727.96 be appropriated by transfer from the Compensation Fund for payment of annual estimated premium for the Workmen's Compensation Policy.


The amendment was voted on and carried.


Article 54. Voted, on motion of Wesley Munroe, that the Town raise and appropriate the sum of $500.00 for the payment of board and room for patients at the Essex County Sanitorium under the supervision of the Board of Health.


Article 55. Voted, on motion of Arthur Nelson, that the Town raise and appropriate the sum of $2,954.00 for the General Expense of the Park De- partment, and that the rate of pay be $1.10 per hour and that the Park Commissioners be authorized to perform duties in the parks.


Article 56. Voted, on motion of Theodore Paliz- zolo, that the Town raise and appropriate the sum of $500.00 to be used for the salary of the Plumbing Inspector, per year.


Article 57. Voted, on motion of Harry K. Jackson, that the Town raise and appropriate the sum of $6,133.87 for the expense of Street Lighting, and to authorize the Selectmen to install new street lights.


Article 58. Voted, on motion of Clifton Hodgdon, that the Town raise and appropriate the sum of $2,400.00 to be used for the payment of collection of garbage for one year commencing April 1, 1949, this being the final year of a contract for such col- lection.


Article 59. Voted, on motion of Arthur Nelson, that the Town raise and appropriate the sum of $3,000.00 to be used for the payment of the collec- tion of rubbish for one year commencing April 1, 1949, this being the final year of a contract for such collection.


Article 60. Motion made by Clifford Ham that the Town authorize the Board of Selectmen to appoint a committee of five citizens to confer with the School Committee or some other Committee or body that may be designated by other Towns as to the advis- ability of establishing a regional High School between the Town of Lynnfield and such other town or towns, said committee to submit a report of its findings to a future Town Meeting.


An amendment was offered by Orodon Hobbs, that the Town authorize the Board of Selectmen to appoint a committee of five citizens to confer with the School Committee or some other Committee or body that may be designated by other Towns as to the advisability of establishing a regional High School between the Town of Lynnfield and such other town or towns. That a member of the School Committee be appointed to serve on the original committee of five citizens


and that said committee make a report of its findings at the next Annual Town Meeting.


The amendment was voted on and carried.


Article 61. Motion made by Benjamin Cox, that the Town raise and appropriate the sum of $21,571.00 for the General Expense of the Highway Dept. and that the rate of pay for the Road Commissioner be fixed at $3,000.00, with an increase of 10ยข per hour for Highway workers retroactive to January 1st, 1949.


An amendment was offered by Mr. Hewitt, that the Town raise and appropriate the sum of $20,531.00 for the General Expense of the Highway Department, apportioned as follows:

and that the rate of pay for highway workers remain at $1.10 per hour.

Article 62. Voted, on motion of Benjamin Cox, that the Town raise and appropriate the sum of $1,000.00 for the extension of sidewalks.


Article 63. Voted, on motion of Theodore Paliz- zolo, the that Town raise and appropriate the sum of $531.10 and appropriate by transfer from "Pur- chase of Tractor" account the sum of $468.90 for the purchase of a road sweeper.


Article 64. Motion made by Benjamin Cox that the Town raise and appropriate the sum of $900.00 for drainage and reconstruction of Brook Drive.


An amendment was offered by Mr. Ferren that the Town raise and appropriate the sum of $800.00 for drainage and reconstruction of Brook Drive.


The amendment was voted on and carried.


Article 65. Voted, on motion of Theodore Paliz- zolo, that the sum of $2,500.00 be raised and ap- propriated and that $7,500.00 be transferred from the Excess and Deficiency Fund until reimbursed by Essex County and Commonwealth of Massachusetts, for re-construction of Summer St., in accordance with the provisions of Chapter 90.


Article 66. Voted, on motion of Theodore Paliz- zolo, that the sum of $2,000.00 be raised and appro- priated and that the sum of $1,000.00 be transferred from the Excess and Deficiency Fund, until re- imbursed by the Commonwealth of Massachusetts, under Chapter 90, for the maintenance of Chapter 90 roads.


A motion was made by Joseph Cassidy that Articles 67-68-69-70-71-72-73-74 be taken up for action as one Article.


This motion was seconded, voted on and carried. Voted, on motion of Joseph Cassidy, to indefinitely postpone action on Articles 67-68-69-70-71-72-73 - 74.


Article 8. Voted, unanimously, on motion of Louis Tuck, that the Town adopt Article 8 as per warrant. All articles in the warrant having been disposed of the meeting was declared adjourned at 10-40 P.M.

Record of SPECIAL TOWN MEETING Held May 9, 1949


Meeting was called to order at 8:04 P.M. by the Moderator, Gordon H. Millar, who read the call for the meeting and the Constable's return.


On motion of Harry K. Jackson, it was voted to dispense with the reading of the Articles until taken up individually.


Article 1. Voted, unanimously, on motion of Theodore Ferren, that the Town accept as a public way, as laid out by the Board of Selectmen, Rockwood Road, now leading in a northeasterly direction from Summer Street, as shown on a plan of land entitled "Section B - Lakewood Section of Lynnfield" by Shay and Shay, C.E., dated April, 1938 for Samuel B. Donovan, for a distance of four hundred eighty-four and 58/100 (484.58) feet, to within two (2) feet of Pillings Pond, for a width of forty (40) feet.


At request of Moderator, a statement was made at this time by Mr. Ferren that all streets, with the exception of the one mentioned in Article 12, had been approved by the Planning Board and Selectmen and that Finance Board were in favor of acceptance.


Article 2. Voted, unanimously, on motion of Theodore Ferren that the Town raise and appropriate the sum of $175.00 to be spent for an engineer's sur- vey and a "plan and profile" map of Rockwood Road.


Article 3. Voted, unanimously, on motion of Theodore Palizzolo, that the Town accept as a public way, as laid out by the Board of Selectmen, that por- tion of Pleasant Avenue, at the easterly end, for a distance of about two hundred ninety-nine (299) feet, and for a width of forty (40) feet, from Lots No. 109 to 113, inclusive, as shown on plan of Lakefield Park, recorded Essex South Registry of Deeds, Book 6, plan 27, April 29, 1891, being that portion of the said way connecting the southwesterly end of Crescent Avenue with the northeasterly side of said Crescent Avenue, to be known as Pleasant Avenue.


Article 4. Voted, unanimously, on motion of Theodore Palizzolo, that the Town raise and appro- priate the sum of $800.00 for the construction and maintenance of, and to cover the cost of an engineer's survey and a "plan and profile" map of, that portion of Pleasant Avenue, accepted as a public way by the action of the Town on the previous article.

Voted, unanimously, on motion of Leon Cobb, that the Town accept as a public way, as laid out by the Board of Selectmen, that portion of Cres- cent Avenue running from the intersection of Pros- pect Avenue by the northeast end of the way known as Pleasant Avenue, thence continuing in a southerly and southwesterly direction to its terminus at Pleas- ant Avenue for a width of forty (40) feet and a dis- tance of about one thousand eighty-six (1086) feet as shown on a plan of Lakefield Park, dated January 23, 1890, James A. Bancroft, Surveyor, property of F. J.D. Barnjum.


Article 6. Voted, unanimously, on motion of Ben- jamin G. Cox, that the Town raise and appropriate


the sum of $2,300.00 for the construction and main- tenance of Crescent Avenue and to cover the cost of an engineer's survey and a "plan and profile" map of said Crescent Avenue.


Article 7. Voted, unanimously, on motion of John J. McWeeny, that the Town accept as a public way, as laid out by the Board of Selectmen, Lockwood Road, running from the easterly side of Summer Street for a width of forty (40) feet, for a distance of five hun- dred sixty (560) feet, more or less, as appearing on a plan of Lakewood, Section A, dated April, 1928, by Shay and Shay, C.E. for Donovan Realty Service.


Article 8. Voted, unanimously, on motion of Ben- jamin Cox, that the Town raise and appropriate the sum of $1,050.00 for the construction and maintenance of Lockwood Road, and to cover the cost of an engin- eer's survey and a "plan and profile" map of said Lockwood Road.


Article 9. Voted, unanimously, on motion of Harry K. Jackson, that the Town accept as a public way, as laid out and approved by the Lynnfield Planning Board, Williams Road, beginning at the westerly side of Summer Street, for a width of forty (40) feet and for a distance of seven hundred (700) feet, more or less, as shown on a plan of Registered Land, Plan 7822C Certificate 18119.
