Meeting called to order at 7:35 P.M., by Modera- tor Gordon Millar who read the call for the meeting and the Constable's return.


On motion of Harry K. Jackson, duly seconded, it was voted to dispense with the reading of the Articles until taken up for action.

Article 6. Voted: On motion made by Everett Webster, and seconded, that the Town raise and ap- propriate the sum of $1,100.00 for the purchase of a new CRUISING CAR for the use of the Police Depart- ment. This car to be purchased under the supervi- sion of a committee consisting of the Board of Select- men and the Chief of the Police Department, and to permit this committee to dispose of the present cruising car, and use the proceeds toward the pur - chase price of the new car.


Article 7. A motion was made by Everett Webster that the Town vote to accept the provisions of Section 111D of Chapter 41 of the General Laws of the Com- monwealth of Massachusetts, as established by Chap- ter 384 of the Acts of 1949, providing for vacations without loss of pay for all members of regular police and fire forces.


A subsidiary motion was made by Leslie Lus- combe that action on this Article be indefinitely post- poned. This subsidiary motion was seconded, voted on and carried.


Article 8. A motion was made by Leslie Lus- combe, and seconded, that the Town raise and ap- propriate the sum of $3,391.00 for the general expense of the BOARD OF ASSESSORS for 1950 to be allocated as follows:

Voted: On motion made by Harry Jackson, and seconded, that the Town authorize the Board of Selectmen to enter into a three (3) year contract for the COLLECTION OF GARBAGE in the Town of Lynnfield commencing April 1, 1950, and that the sum of $1,950.00 be raised and appropriated to be used for payment of collection of garbage for one (1) year.

Voted: On motion made by Arthur Nelson, and seconded, that the Town authorize the Board of Selectmen to enter into three (3) year con- tract for the COLLECTION OF RUBBISH, in the Town of Lynnfield commencing April 1, 1950 and that the sum of $2,775.00 be raised and appropriated for payment of collection of rubbish for one (1) year.

Article 28. Voted: On motion made by Theodore Palizzolo, and seconded, that the Town raise and appropriate the sum of $3,642.22 for the Town's share of the cost incurred during the year 1949, in main- taining the ESSEX COUNTY SANITORIUM, under the provisions of Chapter III of the General Laws.


Article 29. Voted: On motion made by Burton Cogswell, that the Town raise and appropriate the sum of $2,730.00 for the cost of VETERAN'S BENE- FITS during 1950 and the general expense of the VETERAN'S DIRECTOR during 1950, to be allocated as follows:

Article 31. Voted: On motion made by Orodon Hobbs, and seconded, that the Town raise and ap- propriate the sum of $750.00 for the care and main- tenance of MEMORIAL PLAYGROUND during 1950, said money to be spent under the direction of the School Committee.


Article 32. Voted: On motion made by Orodon Hobbs, and seconded, that the Town raise and ap- propriate the sum of $2,500.00 to increase the School Lunch Funds Available.


Article 33. A motion was made by Orodon Hobbs, and seconded, that the Town transfer from School Lunch Funds Available for the sum of $2,340.23 for continuation of the HOT LUNCH PROGRAM during 1950.


An amendment was made by Theodore Palizzolo, and seconded, that the Town transfer from School Lunch Funds Available the sum of $4,840.23 for con- tinuation of the HOT LUNCH PROGRAM during 1950.


A vote being taken it was declared that the motion as amended was carried.


A motion was then made by Arthur Nelson to re- consider the action taken on Article 32. This was seconded, voted on and carried, with the following results.


Article 32. Voted: On motion of Arthur Nelson and seconded, that the Town transfer from Excess and Deficiency Fund the sum of $2,500.00 to increase the School Lunch Funds Available.


Article 34. The motion was made by Joseph F. Smith that action on this article be indefinitely post- poned. This motion was seconded, voted on and lost.


Voted: On motion made by Arthur Nelson and seconded, that the Town authorize the Board of Se- lectmen to appoint a committee of five (5) voters of the Town of Lynnfield, to make recommendations to the Town as to the DISPOSITION OF THE OLD SOUTH SCHOOL, if and when it passes from the jurisdiction of the School Committee.


Article 35. A motion was made by Orodon Hobbs, and seconded, that the Town raise and appropriate the sum of $2,300.00 to make repairs to the OLD SOUTH SCHOOL as requestedby the Building Inspector, said money to be spent under the direction of the School Committee, or the Board of Selectmen if the building is transferred to their jurisdiction.


This motion was voted on and lost.


Article 35. Voted: On motion made by Orodon Hobbs, and seconded, that the Town authorize the School Committee to sell or otherwise dispose of certain equipment now stored at the Center School; namely an automatic coal stoker, formerly used to fire the Centre School boiler, and miscellaneous canning equipment.


Article 37. A motion was made by John Harriss, and seconded, that the Town raise and appropriate

the sum of $800.00 for the construction of a fence on the southerly side of the Center School property in 1950, said fence to be Chain Link, 500 feet in length and five feet high.


An amendment was made by Mr. Schilling that action on this article be indefinitely postponed which was seconded, voted on and lost.


The original motion was then voted on and carried.


A motion was made by Clifford Ham, and sec- onded, that Article 68 be taken up for action at this time. The motion was voted on and carried.


Article 68. Voted: On motion made by Clifford Ham, and seconded, that the report of the REGIONAL HIGH SCHOOL COMMITTEE which was appointed by the Board of Selectmen on May 9, 1949 in compli- ance with the vote of the Town on Article #60 of the 1949 Annual Town Meeting, be accepted as published


Article 38. Voted: On motion made by Harry Jackson, and seconded, that the Town do authorize the Board of Selectmen to appoint a committee of five (5) voters of the Town of Lynnfield to investigate conditions at Pillings Pond, and report to the Board of Selectmen not later than June 1, 1950, with recom- mendations as to what steps could or should be taken for the protection of the Town, and more particularly for the protection of property owners in the area of Pillings Pond, and that the sum of $100.00 be raised and appropriated for the general expense of this com- mittee.


Article 39. Voted: On motion made by James Y. Lake, and seconded, that the Town raise and appro- priate the sum of $1,500.00 for the general expense of the PUBLIC LIBRARIES for 1950.


Article 40. Voted: On motion made by Rudolph Schlenker, and seconded, that the money from County of Essex Dog License refunds be made available for the use of the Library Department.
