As the year 1957 goes into history the town of Lynnfield has nearly 7000 people in residence. Al- though the growth is not nearly as rapid as here- tofore, we still attract many new families. This growth is principally in the younger bracket.


Typical of the town's growth is the Saunders Road development. Some seventeen houses were started this year, with all but three ready for oc- cupancy. Families have already moved into half of the finished houses. The three unfinished houses are plastered and nearing completion. This one development alone will add $150,000 to the town's assessment.


This growth not only contributes to the value of the town but makes continued demands for ad- ditional schools and many other facilities such as police, fire, park and playgrounds, roads, lighting, churches, stores, transportation and sidewalks. All of these problems and necessities must be con- sidered by your Board of Selectmen for action and decisions. It is further a time-consuming task of


the various town officers and departments. The many hours of work and the diligent foresight have given the town the healthy growth it con- tinues to enjoy.


Both the police and fire departments have con- tinued a tightening of their standards. The fire, police and civil defense are to be commended for their tireless duties. The unforeseen emergency caused by the 1957 drought was particularly de- manding on these departments.


The Municipal Building Committee reported to the special town meeting on the needs for a new fire station, probably in 1958. A new police sta- tion would also be built at a later date. The com- bining of both departments is currently under consideration. The town's decision on this prob- lem will undoubtedly affect the final plans for a municipal building. The police ambulance and the cruiser ambuletts are in constant demand. This includes not only emergency calls but the trans- portation of patients to and from hospitals. Your

town is paying the entire cost of a personal am- bulance service. This places a great responsibility on an already overburdened police department. The town should consider charging for the non- emergency use of its equipment, such fees to be used for additional personnel thus relieving police personnel for more urgent duties.


Last summer's drought caused a serious short- age of water for the entire town. The Lynnfield Water District has under construction a new pumping station tied in with the MDC water sys- tem. This should alleviate the shortage of water. A new standpipe is also being built which will bring the water pressure up to normal. More wells are being sought for the center water district. Ways must be found for solving the long-term problem of merging the two water districts. It would appear that this would offer better control and economy.


Committees :


The Elementary School Committee reported in October 1957 to the School Committee and Select- men. The special town meeting voted $30,000 for the development of final plans and specifications. the final report is to be made at the Annual Meet- ing in 1958.


The Safety Committee will make its report to the Annual Meeting in 1958.


The Incinerator Committee is working with the neighboring cities and towns on a common in- cinerator. This committee should report at the Annual Town Meeting in 1958.


The Wage Study Committee has rendered a fine report. It is the result of many hours of hard work. The details of this report are so important and time not permitting their use in the budget preparations that this report will be held over and made to the town at a later town meeting.


The Citizens Committee appointed to evaluate the Lynnfield school system has not made its re- port. It is apparently their intention to report directly to the town at the March meeting.


The Parking Committee has still to make its final report. The committee is considering the problem and has approached several land owners.


The Precinct Study Committee has reported to the Selectmen. The Selectmen will report to the Annual Meeting in 1958.


The Selectmen wish to make particular note of the following events which occurred during 1957:


In April, Robert W. Peabody was appointed Clerk of the Board, Albert C. White having re- signed for business reasons.


Through the combined efforts of both Post- mistress Ann Cox and Senator Saltonstall, the name of the Lynnfield Center Post Office was changed to the Lynnfield Post Office.


The town in cooperation with civic organiza- tions redecorated Chemical Hall. This included new flooring for both the hall and stairs and a fresh coat of paint throughout.


On Memorial Day at the conclusion of the parade, Suntaug Park was formerly dedicated the Donald Newhall Park. Mrs. Newhall participated in the ceremonies.


At a public hearing attended by thirty-nine resi- dents, agreement was reached regarding the use of Pillings Pond. These temporary rules were discussed with the Department of Natural Re- sources. It was decided that at a future meeting including the Town Counsel, final regulations suit- able to both the town and state could be devised. This project is to be completed before the pond opens this spring.


In September the North Shore Shopping Center was formally opened. The town was represented by the Selectmen and two local children, Pamela A. Macker and Stephen R. Poole.


The Upper Town Hall was reduced in size to provide two new offices. These offices are cur- rently used by the Planning Board and the Harold Peabody Memorial. The former Board of Health office is now shared by the Police Department and the Civil Defense Director. The work on the roof and gutters of the Town Hall has now been com- pleted. The town must consider the urgent need of improved sanitary conditions for the police quarters.


Following a complaint concerning pinball ma- chines, the Selectmen investigated. At a meeting with the District Attorney it was decided that there was sufficient evidence. The police were ordered to remove these machines.


Main Street parking on the shopping center side running from Beaver Avenue to the fire house has been prohibited. This was a result of a six month trial which relieved the shopping area congestion. There is need for further investigation of the hazardous conditions that still exist.


The town welcomed a new Trinity Baptist Church. The services are currently held at St. Paul's Church by the Rev. Andrew Kilpatrick, Jr.


The new High School was completed and in service for the opening of school this fall.


The Road Commissioner deserves special com- mendation for the new Walnut Street road. Com- pletion up to Essex Street is anticipated by the spring.


Assisted by favorable weather the sidewalks voted at the special town meeting were completed from Summer Street to the new school including extensive retaining walls where needed.


Under the direction of the Board of Health, Asiatic Flu vaccine was administered to all town employees.

As required, on October 19, the Selectmen met with the Selectmen of Wakefield to perambulate the town boundaries. Those markers missing on that date were later verified by the Road Com- missioner.


The project of codifying the by-laws was com- pleted. These by-laws have been published and are now available to all citizens.


Action sought through the special town meeting on October 28 to increase the membership of the Board of Selectmen to five was defeated.


In compliance with the wishes and rules of the Alcoholic Beverages Commission, all liquor estab- lishments were inspected and closing regulations were established.


A permit has been issued for the building of a new Post Office on the site of the present building.


The town accepted the following roads: Stan- dish, Mitchell, Lander, Putney Lane, Roundy, Atherton Circle, Bancroft Street, Newhall, Trickett, Friars Lane, Lovell. Street lights have been authorized for these roads.


On December 5, there being no applicants for the office of Civil Defense Director, the Selectmen voted Chairman Flagg this assignment tempo- rarily. He is to serve without pay until a perma- nent appointee is chosen.


Early in the fall a small card was printed for the Police Department to use in educating the public on the proper parking of cars. It reads BY-LAW ARTICLE 5 SEC. 20 (a) Parking. - "Do not park a vehicle on the roadway other than parallel with the edge of the curb, headed in the direction of the traffic."


Two men have resigned from town offices and we wish to commend them for their efforts on behalf of the town and wish them well in their new duties. They are: Albert C. White, Jr., who retired for business reasons, and J. Bart Connors, who moved to Maine.


The Board of Selectmen named Commander Marion S. Lazowski, of the American Legion Post 131, as United Nations Day Chairman. A cer- tificate from the national organization in Wash- ington was presented to Commander Lazowski on October 10, 1957, in appreciation of his service.


During the year the town lost two of its good citizens :


Carl I. Cheever passed away on May 13, 1957. Carl, also known as "Chip", was a former Captain of the Fire Department, a World War I veteran, and a member and Chairman of the Board of Registrars for many years. Chip was a Past Master of Rainbow Lodge of Masons in Wakefield. He lived with his family on Stanley Road.


Roger A. Balser passed away on October 3, 1957. Roger was a business man in town and was a member of the Civil Defense Auxiliary Police De- partment. He and his family lived on Main Street.


In conclusion may I state that it has been an honor to have served the town as a member of the Board for three years, the last as Chairman. The members of the Board thank all the town officers, departments and everyone who has contributed to the support of the town government. The press has been most cooperative and accurate, and the committee members have served without com- plaint and have done an excellent job for which we extend our appreciation. Meetings of the Board are held every Thursday evening and are open to all interested.

RECORD OF ACTION TAKEN AT ANNUAL TOWN MEETING HELD MONDAY, MARCH II, 1957


The meeting was called to order at 8:10 P.M. by the Moderator, who read the call for the meeting and the constables return.


On motion duly made and seconded it was voted to dispense with the reading of the Articles, until taken up for action.


ARTICLE 1


It was voted that the following Town Officers, not required to be chosen by ballot, be appointed : Field Drivers-Walter M. Riggs, Joseph P. Smith, and James Fletcher. Pound Keeper-Joseph P. Smith. Wood Measurers-Perley Burrill, Daniel Kelleher and Joseph P. Smith.


ARTICLE 2


It was voted to accept the reports of all Town Officers and Special Committees except that of the "Elementary School Plant Planning Committee", in which an amendment was voted, to change the reading of a paragraph, following a caption, "Why


a Special Room Designed for the Instruction of Mentally Retarded Children", on page 4, to read as follows: The Legislature has enacted a law, which requires any town or regional school district with at least five (5) or more mentally retarded children, to furnish special facilities and instruc- tion for their education. If there are five (5) or more such children, a town shall furnish these facilities. Since this room will be needed in the near future, it is felt that now is the time to in- clude this facility.


ARTICLE 3


It was voted that the Town transfer to the "Library Trustees" the Dog License money re- funded by the County of Essex, to be used for the general expense of the Libraries.

A motion was made and seconded that the Town fix the compensation of each of the elective officers as follows :

For ten years Mr. Millar, calm, patient, yet deliberate, has served as Lynnfield's modera- tor. A forty-one year resident he has decided to relinquish the gavel after having served the town during its critical growth. His Northeastern Law degree, membership in the Massachusetts Bar Association, and important responsibilities at United Shoe Machinery Corp. have provided the experi- ence so necessary in good government. With many of the new citizens coming from cities, Mr. Millar took great care to protect the citizens' rights and privileges under the town form of government.

An amendment was offered at this time that no retroactive payments be made, and this was sec- onded and voted. Another amendment was offered, that the salary of the treasurer be $2080.00 per annum, and that of the Town Clerk be $1560.00 per annum. This amendment was voted on and passed. The original motion as amended was voted.


ARTICLE 5


A motion was made that the Town vote to amend the by-law relating to certain positions of em- ployment, and salaries in the Highway, Moth and Tree, and Park and Cemetery Departments, of the Town of Lynnfield, as accepted in Article 2 of the Special Town Meeting of June 25, 1951, and sub- sequently amended, by deleting the classifications and pay scales so stated, and substituting there- for, the following classifications and minimum and maximum rates per hour.

The amendment was voted on and passed. The original motion as amended was now voted on and passed. A counted vote showed 438 in favor and 13 opposed.


ARTICLE 6


Following an explanation by the Moderator of how action should be taken on this article, which is to be handled under a new procedure relating to appropriations for operations and maintenance


of the various departments, a motion was made, "That the Town vote to raise and appropriate or appropriate from available funds, for the several specific purposes, hereinafter designated, together with authority to credit the purchase price of new equipment, with the value of the old equip- ment to be turned in, said sums of money to be expended only for such purposes, under the di- rection of the respective boards, committees or officers of the Town as follows: The Moderator then read the 123 items, with instructions to the voters to call out "Hold" at the time any item was read, which they wished to question; the result being that 39 items were questioned. The items held being as follows, 2, 6, 9, 10, 11, 14, 16, 18, 19, 32, 33, 35, 36, 37, 39, 40, 41, 42, 43, 47, 53, 63, 64, 67, 70, 72, 75, 76, 77, 81, 85, 87,94,99,100, 105, 110, 111, 114, 119. Action now reverted to items held as follows:


Item 2 Voted that the sum of $830.00 be raised and appropriated for the expenses of the Selectmen.
