Article 6. Voted, on motion of Richard Hobbs, duly seconded, "That there be and hereby is appropri- ated the sum of one million one hundred thousand dollars ($1,100,000.00) for the purpose of construct- ing and originally equipping and furnishing a new school building on the Perry Property, so-called, on Main Street; that to meet the said appropriation the sum of five thousand dollars ($5,000.00) be trans- ferred from the unexpended balance of the funds voted for the use of the School Building Committee appointed under Article 12 of the warrant for the Special Town Meeting held on June 25, 1951, and the Treasurer be and he hereby is authorized to borrow, with the approval of the Selectmen, the sum of one million ninety-five thousand dollars ($1,095,000.00) and to issue bonds or notes of the Town therefor, one million dollars ($1,000,000.00) of such bonds or notes to be issued under the authority of Chapter 723 of the Acts of 1951 and any act in amendment thereof, or in addition thereto, or under the authority of any other act of the Massachusetts Legislature, en- acted in 1951 or 1952 or under the authority of any or all such acts, and ninety-five thousand dollars ($95,000.00) of such bonds or notes to be issued under the authority of Chapter 44 of the General Laws, all of said bonds or notes to be payable in accordance with the provisions of said Chapter 44, so that the whole loan of said sum of one million ninety-five thousand dollars ($1,095,000.00) shall be paid in not more than 20 years from the date of issuance of the first bond or note or at such earlier date as the Treasurer and Selectmen shall determine; and that the said School Building Committee be and they here- by are authorized to secure detailed plans and specifications for the aforesaid building, its original equipment and furnishings, to secure bids thereon, to enter into contracts, in the name of the Town, for the construction of said building and for the supply and installation of said furnishings and equipment at a cost not to exceed the amount hereby appropriated, and to supervise and control the work."

HISTORY
OF THE
TOWN OF LYNNFIELD, MASSACHUSETTS
THE OLD MEETING HOUSE
Historically rich, the Town Meeting House, now known as Chemical Hall, is older than the Old South Meeting House, Faneuil Hall, or King's Chapel of Boston. From roof to foundation stones it is es- sentially sound and could be maintained for many coming generations.
It was built in 1714, over a half-century before the signing of the Declaration of Independence. It was originally known as the Meeting House of the Second Church of Lynn. The cost of the building was paid by subscription and it was constructed from the wood taken from the land on which it was erected.
Originally, nearly square in shape, it served as a church edifice and for the conducting of civil af- fairs, but through the necessity of the times was also used for the storage of gunpowder. The interior has an inverted ship-style roof construction which is rarely found today. This magnificently formed roof is considered one of the finest examples of this type of construction. The pews were square and orna- mented with "gingerbread" work.
The first of the many repairs and changes were made in 1751 when the building was clapboarded and shingled. A major alteration was accomplished thirty-one years later when the plain edifice, with its ponderous oaken beams, was enlarged by cutting it in two, moving one part and building in an addi- tional fourteen feet.
The pulpit and the pulpit windows were on the north side and there were doors on the other three sides of the building with a "horse block" by each to be used for dismounting from horses. Inside, galleries lined three walls. One side was set apart for the colored slaves. At that time, slaves were not uncommon in Lynn and Lynnfield. When their babies were born, they were brought here for bap- tism and presented by their masters.

The galleries were removed in 1837 and the building was made into a two-storied structure. Ex- tensive repairs were made, including underpinning, roofing, the addition of twenty-four new windows and twenty-four new lights, new pews and pulpit, and paint and plaster. The town paid for one-half the cost of repairs and one-half the upkeep of the lower floor, which was now used for town affairs. The up- per floor continued to be used for religious serv- ices. For many years afterward, the figures above the pulpit denoted the erection and remodelling of the building, viz., 1715-1837. Preaching was kept up for a few years and thenfor about ten years the Meeting House was closed until 1849, when it was reopened.
Several attempts were made to move this most historic building within the limits of the original Town of Lynn. Fortunately, none have succeeded.
Few other landmarks have served such a variety of uses, including public worship, ordinations, prayer meetings, organization meetings, lectures, balls, parties, levees, town meetings, schools, cau- cuses, trials, conventions, anniversaries, war meet- ings, suppers, dinners, picnics, and reunions; also, dancing, singing, writing schools, lyceums, funerals, and parades. Today, it houses part of the town's fire-fighting equipment.
In 1939, sufficient interest was shown to restore the "Old Meeting House". A committee was ap- pointed to make surveys, plans, and to procure es- timates of the cost of the necessary work. An ap- propriation of four hundred dollars was used for this purpose. The financial burden on the town at this time probably prevented the completion of this pro- ject. To date, little has been done to preserve and restore this priceless structure of early America.

TO THE HONORABLE BOARD OF SELECTMEN:
Gentlemen:
In 1951 a great deal of legislation affecting cities and towns, and departments therein, Was passed by the State Legislature. The various Acts were care- fully noted and passed on to the appropriate depart- ments. The only litigation of the year involved an appeal from the Board of Appeals, which was tried in the Essex Superior Court. The Court rendered a decree upholding the decision of the Board of Appeals.
As Town Counsel, I attended all meetings of the Board of Selectmen and also appeared before various other Boards when requested. Several contracts, easements, and other legal instruments were fur- nished when needed. Legal advice and opinions were given to various departments and to members of special appointed committees on numerous occasions when requested.

The Codifying Committee, after making great progress, suffered a setback when one of the members was forced to stop because of illness, the work of another required him to travel out of the state most of the time, and a third was called back into Service. However, it is hoped that this work will be brought to a successful conclusion in the near future.
