BAY CITY.


ITS INCEPTION AND PROGRESS.


Bay City, the county seat of Bay county, is situated near the mouth of the Saginaw river, at the head of the Saginaw bay, and is a most remarkable example of rapid . growth in a permanent direction. In IS37, Bay City was a hamlet, of but a half dozen buildings, of a temporary character. So late as 1859, the county of Bay was finally organ- ized out of territory detached from Saginaw and Midland counties, comprising within its boundaries a population as shown by the government census of 1860, of but 1, 519 souls, 700 of whom were residing in the vil- lage of lower Saginaw, or Bay City, which obtained its charter as a village in IS59.


At this time several saw mills had been established within the limits of the village, and upon the river banks contiguous to it. This industry combined with that of the manufacture of salt, has constantly increased, forming the foundation of that remarkable growth, which has culminated in giving to the city a population numbering in IS65, when the village was transformed by the Legislature into a city, of about 5,000 souls, which at the taking of the census of 18to had ircreased to 7.064, nearly doubling in the shecoding for years From the most relia- ble data obtainable, we feel justined in claim- ing for 1877, a population of between 17,000

and 18,000. Unlike many other cities of rapid growth, its progress is still onward, and its increase of population so steady as to warrant the belief that the census of 18So will show Bay City to rank third among the cities of Michigan, in point of population.


The city occupies the east bank of the Saginaw river, extending over a distance of nearly five miles, north and south, by an average depth of nearly two miles, east and west, covering a tract of fully 5,000 acres.


The business portions of the city are sub- stantially built of brick. The public build- ings and business houses being of a character which are excelled by those of but few of the older cities of the nation, in point of architectural beauty, and imposing solidity. The private residences partake in a goodly degree of the same characteristics. The city was originally laid out with all the streets running at right angles to each other, a system which has been, adhered to in all subsequent additions of territory. The main avenues of the city are So and 100 feet in width, none of the streets being less than 60 feet, the blocks generally comprising twelve lots, of 50 feet by 100 feet each, an alley of 20 feet dividing the lots of each block. Several of the streets are improved with wooden pavement, the city owning the royalty of the Wycoff patent for paving, and having laid an aggregate of fully three miles of white cedar and pine blocks. The city is located on a plateau, high above the river level, affording ample drainage, as a result of which but few locali- ties in the state can boast of greater health- fulness, or lower death rate.


THE WATER WORKS.


The city is supplied with pure water, from the Saginaw Bay, four miles distant , by means of the Holly system of water works, the water reaching the pumps within the city limits by means of a conduit 30 inches in diameter, at an average depth of sixteen feet below the surface of the ground. It is then forced through 1812 miles of piping, traversing the streets of all the more thickly settled portions of the city ; 16,500 feet of thi, pipe being of iron, and about So,000 feet being of wood, strongly banded, a manu- factory of which is established in the city. The cost of the system has been about $350,- 000.00, which comprises the great bulk of the city's indebtedness, bouds having been issued having from fifteen to forty years to run from their date and bearing interest at 1 « rate of S per cent. per annum.


STREET TRANSIT ROAD.


A street raffroad, laid with T rail trav. erves nearly six miles of the water front of the city, operated by day with horses, and at night by a dummy engine transferring


cars from the Flint & Pere. Marquette Ry., and the Jackson & Lansing and Detroit branches of the Michigan Central R. R. to the various mills which line the river bank.


BRIDGES.


Three bridges connect Bay City with the villages of Wenona and Salzburg on the west bank of the Saginaw river, one of which is a railroad bridge built by the Michi- gan Central R. R. Co.


INDEBTEDNESS AND TAXATION.


The bonded indebtedness of the City at the close of 1876 approximated $421,000.00, divided as follows :

Water works 377 000 00


Other bonds 41 320 00


Total, $459 320 00


The assessment of city property for 1876 was : For real estate and personal, $1,718,- 175, while taxes were levied for city contin- gent, schools, highways, bonded interest and all other funds to the amount of $$8,000,00.


Assessments are made upon a supposed basis of one-fifth the cash value of the prop- erty, but unquestionably it is in fact more nearly one-eighth, which would show a true valuation of fully $13,000,000.00.


RELIGIOUS. INTERESTS.


The religious interests of the city are rep- resented by seventeen churches of the vari- ous denominations, . nearly all of which possess comfortable church edifices, while several of them boast of edifices which will vie with those of any city in the land.


SCHOOLS.


The schools of Bay City occupy seven school buildings, of which four are of brick, erected at a cost varying from $10,coo for the Ward schools to $75,000 for the High School building, the present valuation of school buildings being about 5135,000. The school census embraces 4,400 scholars, of which number about 2, Soo are in attendance on the schools. The expenses for the school year, embracing 1876-7 were $26,000.


PUBLIC LIBRARY.


The city enjoys the advantages of a public library of 5,500 volumes, belonging jointly to the Board of Education, and an associa- tion of citizens. Efforts are now being made for obtaining an act of incorporation. placing the library under the charge of trustees.


BANKS AND BANKING.


The city enjoys the financial benefits afforded by two National and two State chartered banky, with a combined capital of 5750,000, beside sarpius accumulations.

SECRET AND OTHER SOCIETIES.


The secret societies of the city consist of three lodges F. & A. M., one chapter Royal Arch, and one commandery K. T. Masonry, with a membership of about 600. The Odd Fellows have six lodges and one encamp- ment : the Good Templars two lodges, while there are eighteen miscellaneous organiza- tions of a public and private character, beside Co. D. 3d Regiment State Troops.


POLICE AND FIRE DEPARTMENT.


" The city is guarded by one chief of police and nine patrolmen. The city Recorder acts as Police Justice, and has jurisdiction over all offences in violation of the ordi- nances of the city. The fire department consists of four hose companies, controlling about 6,000 feet of hosc. The department consists of one chief engineer, with two assistants, one foreman, one driver, and five pipemen to each hose reel. The carts are handled by horses, and the department enjoys the advantages of 15 alarm boxes, connected with a complete system of Pond's patent fire telegraph.


MANUFACTURES.


The business of the city is at present prin- cipally confined to the manufacture of lumber and salt ; the mills of the city having cut, in 1876, 236,000,000 feet of lumber, while the product of salt reached 500,000 barrels. Other manufactures are rapidly being introduced into the city, which, with the development of the farming interests of a fertile, surrounding country, give to the. city fair prospects of a rapid and solid growth.


THE PRESS.


The press of the city consists of the Daily Evening Tribune (Ind., issuing a tri-weekly edition), the Weekly Chronicle (Rep.), Weekly Observer (Dem.), the Michigan Odd Fellow, semi-monthly ; the Lumberman's Gazette, weekly, and the " Growler," weekly, with no particular end or object.
