Upon application of Capt. Williams, of the Pennsylvania Bat- talion, in the Service of the united Colonies, for the payment of fourteen Firelocks, purchased by him for the use of his Comp'y ; By order of the Board, an order was drawn in his favour of £52 15 s 3 d, on Messrs. Mease & Caldwell, Treasurers to the said Bat- talion.
The Honorable House of Assembly, on the 25th November last, having drawn up and approved of sundry articles of Asso- .ciation, Rules and Regulations, for the better Government of said association, and Resolutions directing the mode of levying Taxes on non- associators in this Province,
Resolved, That Mr. Peter Miller be directed to print in the German Language, 400 copies of the above mentioned Rules, Regu- lations & Articles of Associations, and Resolutions directing the mode of levying Taxes on non-associators.
That William & Thomas Bradford be directed to Print in the English Language 1000 of the same.
Upon application of Mr. John Pringle, By order of the Board, a Certificate was given him, that he had imported and sold to this Committee a quantity of Powder, amounting in Value to Eighty- five pounds, and that he had Liberty, by the Resolve of Congress, to Export to that amount in the produce of these Colonies.

locks, to be made according to pattern, and to be delivered to and approved of by Captains Shee, Wilcocks and Cadwalader, for the use of this Committee, at the rate of twenty-two shillings and six- pence each lock, the whole to be delivered within the space of three months.
Resolved, That the sum of One hundred pounds be advanced to the said Wigfall and Blackwood, to enable them to proceed in the said Manufacture with greater vigour, and that an order be drawn for paying the said sum into the hands of Messrs. Nixon & Whar- ton, Who are to advance the same to the said Wigfall and Black- wood, and at the same time take a Contract from the said Wigfall and Blackwood, & Robert Craig, whom this Committee approve of, as their security for fulfilling the same.
Resolved, That Mr. James Biddle & Colo. Roberdeau, be a Com- mittee to propose to the Committee of Inspection and Observation of this City, the taking up the Sea Coal, which that Committee had ordered to be thrown into the River from Mr. Stewart's Ship, That the same may be used at the Air Furnace, intended to be built for the Casting of Canon.
Upon application of Mr. Thomas Wharton, one of the Commit- tee for Importing and procuring Powder, Arms, &ca., for the use of this Province,
Resolved, That they, the said Committee, direct Mr. John Wil- cocks to Load the Schooner Polly, Thomas Woodhouse, M'r, with the produce of these Colonies, for the purpose of procuring said articles from foreign Parts, and that they be furnished with the following Certificate.

thrown into the River Delaware, disclaim any right to said coal, or any further measure in the line of their duty. That as the Com- mittee of Safety have occasion for them for the Public Service, Mr. Thomas Hopkins & other Members of their Committee offers their ser- vice in pointing out the several places in the River in which the Coal lay. That as to the property of said Coal, they apprehend no per- . son has any claim; that the owner had offered them to the Commit- tee Gratis, which had been refused.
Upon information to this Committee that Capt. Proctor & Lieut. Procter, had behaved in a manner unbecoming officers, to Capt. Williams and Lieutenant Watson, of Colo. Bull's Battalion, and this Committee have heard the parties and their evidences, and upon full consideration, unanimously agreed that the charge was fully proved, and recommended to the said Capt. Proctor and Lieut. Proctor, to make a suitable acknowledgment to the parties injured, which they have peremptorily refused to comply with; It is therefore
Resolved, that the said Capt. Proctor and Lieut. Proctor, be dis- missed the service.
Resolved, That Nathan Boyce be appointed Captain of one of the arm'd Boats.

Resolved, That Col'o. Roberdeau wait on the sub-Committee of the Committee of Inspection and Observation of this City and Lib- erties, and Request that some Members of that Body will take the trouble to procure an account of all the Sea Coal now in possession of the Inhabitants of this City above Market Street, including the North Side of that Street.
Resolved, That a Committee of this Board make the same en- quiry from Market Street downwards.
A number of applications was this day Read for Supplying the officers & men employed on Board the armed Boats with Provisions and other Necessaries, as set forth in an advertisement from this Board the 30th November last.

By order of Congress, Robert Morris, Esq'r, made application to this Board that they would supply with Provisions the Women and Children belonging to the Ministerial Forces taken at St. Johns, and to give the necessary directions for their being conveyed to Reading, York & Lancaster, the places of their destination.
Resolved, That Mr. Mease & Colo. Roberdeau, be a Committee to see the above request of Congress carried into Execution.
That Mr. Clement Biddle be requested to supply them with Pro- visions while in Town.

Resolved, That he have liberty to resign his Commission.

Resolved, That three of our Armed Boats, with their Officers and Crews, be constantly at Liberty Island, and that there be a relief of that Number of Boats every three days; and that this duty begin with the Eldest in command, & the rotation be continued accord- ing to Seniority, & by equal duty through the Fleet.
Resolved, That Joseph Fox, Barrack Master, do provide for the use of the Men employed in the Service of this Province, who are to be immediately order'd into the Barracks, Two hundred Blankets or Rugs, 100 Bed Cases, a Sufficient quantity of Straw, 100 Cords of Wood, and what other necessarys that may be wanting for the accommodation of four hundred Men.
That Mr. Fox draw Orders on this Board for the amount of what he may purchase for the use aforesaid.
Resolved, That Capt. Dougherty be ordered up immediately from Liberty Island with his Boat, and that Capt. Hamilton & Capt. Alexander, inform him of this Resolve.
Resolved, That Mr. Clement Biddle be requested to see that the Barracks are in proper order for the reception of the People on Board the Armed Boats, and that the Necessaries requisite for their accommodation are procured, & make report of his proceedings to this Board.

Garret Hulscamp having made application for liberty to have his Boat go down the Bay to take him out of Capt. Johnson's Ship, of which he is Pilot,
Resolved, That the liberty he prays for be granted, provi'd he goes no farther than the Brown, & that he avoid going or being taken on Board any British Ship, or other Vessel of War.

This Board being informed that part of the New Gaol is now in order for the Reception of Prisoners, and the Gaoler and Work House Keeper of this City, having inform'd that the badness of the Gaol and Work House is dangerous & inconvenient to the Prisoners; Therefore,
Resolved, That the Prisoners confined by this Board, agreeable to the directions of Congress, be removed to the New Gaol, and that the following order be delivered :

"You are hereby required to conduct the Soldiers & the three Sailors from Rhoad Island, now Prisoners in your Gaol, to the New Gaol in this City, and there deliver them into the Custody of Mr. Thomas Apty.

By order of the Board, the order drawn agreeable to a Resolve of the 26th Sept'r, and dated the 29th, in favour of the Commission- ers & Assessors of Berks County for four hundred pounds, was this day delivered to Mr. Michael Bright of that County.
Upon motion,
Ordered, That Mr. Towers, Commissary, furnish this Board to- morrow with an account of the quantity and sizes of shot now in store.
