Robert Towers, Commissary, Reports, his having Receiv'd by Capt. Bethel, on account of this Board, 15 bbls. Gun powder, sup- posed to weigh 1500 lbs.


Resolved, That any Person who shall manufacture any quantity of good Salt Petre, and deliver the same to this Board, or to any Person appointed by them, after the first day of January next, and from that time until the first day of April next, shall receive one fourth part of the weight in Gun powder, and the other three fourths in money, at the Rate of five Shillings $ pound.


Resolved, That upon any application that may be made to this Board by the Honorable Congress, or any other Body, to spare them any Part of the Men, Arms or Ammunition belonging to this Province, that this Committee will not consider of, and come to any resolution upon such Application, without sending a written no- tice to every Member of this Committee residing in the City, men- tioning that such particular Business is to come under their delibe- ration.

Governor Hopkins this day deliver'd the following Resolve of Congress to the Board.


" In Congress, 19th December, 1775.


" Resolved, That the Committee of Safety for Pennsylvania, be requested to supply the Armed Vessels nearly ready for sailing, with four Tons of Gun Powder, at the Continental Expence.


" That the said Committee be requested to procure and lend s'd Vessels as many stand of Small arms as they can spare, not exceed- ing 400, to be repaid by the Congress, either in kind or value, as the Committee may desire.


"Resolved, That if the powder and arms that may be supplied and lent to the Continent, for the use of the said Armed Vessels, shall not be replaced on or before the first day of February next, the Congress engages that their whole influence and authority shall then be exerted immediately to replace the same, by procuring pow- der and arms from some other part of the Continent.

The Board have taken the above Resolves into Consideration, and after some time spent thereon, Do


Resolve, That they spare to Congress all the Powder now in store, except the Battle powder, & that which is made into Cartridges.


That this Board will immediate Collect all the Arms belonging to this Province, and will spare to the Committee of Naval Affairs all that they can, consistent with the safety of this Province.


That this Committee do agree that the Naval Committee may enlist from on Board the Armed Boats, any Number of Seamen not exceeding one hundred.

Sacherwall Wood's account for furnishing Provisions to the Prisoners confined in Gaol by order of Congress, was examined, and £34 9 recommended to be p'd by Congress.

Upon application of the Navy Committee of Congress, By order of the Board, Robert Towers, Commissary, was directed to deliv- er 36lbs. Salt Petre & 100 Muskets and Bayonets, to them or their order.


Resolved, That Mr. Towers take the Powder belonging to the Armed Boats as they come up to town and put it into Store, and deliver it to those whose Tour of Duty it is to go to their Stations at Fort Island.


Upon application from the Committee of Naval Affairs by Colo. Gaddesden, that General Hopkins of the Alfred, or any other Com- mander of the Continental Ships of War, be permitted to search any outward bound Vessels for Seamen or others belonging to any of the above Vessels.


Resolved, That such permission be chearfully granted, but this Committee recommend a Discreet Exercise of this Power, so as to occasion as little delay as possible to the outward bound Vessels, and that an officer, whose prudence may be depended on, may be sent on this Service.


By order of the Board, Mr. Towers, Commissary, was directed to deliver to Shawnia John, an Indian, disabled at Coble Hill, One pound of Gunpowder.

Upon application of Capt. Le Mar, for the Payment of 13 Fire- locks purchased by him for the use of his Comp'y in Colo. Bull's Battalion, an order was drawn on Messrs. Mease & Caldwell for £51 14 3, the amount of the same.


Upon application of the Naval Committee for some Lead for the use of the Congress, By order of the Board, Robert Towers, Com- missary, was directed to deliver Two Rolls of Lead to Capt. Nathani- el Falconer, & Report the weight to this Board.


Ordered, That Lieutenant Symmonds forthwith take upon him the Command of the Artillery Company, and repair with them with all possible dispatch to Liberty Island, and there remain for the Protection of the Battery, Artillery and Stores, until further Orders of this Board.


Ordered, That the Agent Victualler furnish two Week's Provi- sions for the Company, to be taken down with them, and keep them supplied while there.


Ordered, That the Commissary provide a Cart or Waggon for conveying the Baggage of the said Company to the said Island, and furnish each Man with 12 Rounds of Cartridges, likewise 36 Cart- ridges for the Canon.


Resolved, That Lieutenant Hugh Montgomery take the Command of the Warren, in the absence of Lieutenant Symmonds.

Mr. Whitehead, Work-House keeper, produced his account, amounting to £23 19 11, for the maintenance of the Prisoners confined by this Board by direction of Congress, which was examin- ed and recommended to be paid.


Resolved, That for the further Defence of this Province, a Float- ing Battery be Built.


That Samuel Howell, Robert Whyte & George Clymer, be a Committee to have the said Battery compleated as soon as Possible, and that they purchase the Guns and other necessaries for her.

Capt. Thomas Procter having applied to this Board to be rein- stated in his Command, and Submitting to make the acknowledgments: to Capt. Williams and Lieut. Watson, as formerly recommended by this Board, and Lt. Watson having declar'd that he did not ex- pect or require such acknowledments to be made him, it is


Resolved, That upon Capt. Procter's giving Capt. Williams the satisfaction as directed by this Board, he be immediately restored to his Command.

Resolved, That Colo. Reed, Mr. Mease and Mr. Owen Biddle, wait on the Naval Committee of Congress, and obtain of them an Order for all the Russia Sheeting which is not already appropriated to their particular use.


Resolved, That Mr. James Biddle wait on the Committee of Inspection and Observation, and request they would furnish this Board with a particular account of the Goods in their possession, the property of Joshua Fisher & Sons.


By order of the Board, Mr. Whitehead was directed to Discharge David Owen from his Confinement.


The Congress sent the following Resolves, which are directed to be enter'd on the Minutes of this Board :


"In Congress, December 21st, 1775.


" Resolved, That 40 Iron Potts be provided for the Soldiers while in the Barracks near Philadelphia.


" That the Commission'd officers of each Company be allowed every week, a quarter of a Cord of Hickory Wood, or other wood in proportion.


" That there be provided for the Battalion raised in Pennsylva- nia, one hundred Haversacks, a Camp Kettle for every six Men, a Tomhawk, a Canteen, Cartouch Box, Knapsack, and two Belts, for each Man.


" That a Coat of Uniform be provided for each Soldier, and that what the Coat Cost more than the Hunting Shirt (value 1} Dollar) that was to be given them, be deducted from their Wages.

" That the said Battalion be paid one Month's pay as soon as may be; that afterwards they receive monthly half a Month's pay only, until so much is retain'd as will amount to the Money ad- vanced for their Fire Arms, Cloathing, &ca., after which they shall receive their full pay Monthly.


"That it be recommended to the Committee of Safety of Penn- sylvania, to provide arms for the Three Companies that are ordered to March, and also to provide the articles ordered above, for the use of the said Battalion, with Drums, Colours & Fifes."


" December 26th, 1775.


" Resolved, That the Battalion raised in Pennsylvania be sup- plied with Gun brushes, Prickers, Double Worms, Screw drivers & Oil, and that it be recommended to the Committee of Safety for the said Colony to provide the same."


" December 28th, 1775.


" Resolved, That an order be drawn on the Treasurers, in favour of the Committee of Safety of Pennsylvania, for the use of the Battalion raised in said Colony, the said Committee to be accoun- table.


" October 12th-The Men enlisted to be furnish'd with a hunt- ing Shirt, not exceeding 1} dollar, & a Blanket, provided these can be procured, but not to be made part of the terms of enlist- ment.


" October 9th .- That each of the Privates be allowed instead of a Bounty, a Felt Hatt, a pair of yarn Stockings and a pair of Shoes, the Men to find their own arms.

Resolved, That Messrs. Mease & Caldwell see the Resolves of Congress respecting the Battalion therein mention'd, carried into Execution.


Colo. Reed deliver'd the Board the following Resolves of the Committee of the City and Liberties, which was this day sent to the Committee of Northampton County, when they were desired to send down as soon as possible the 14 quarter Casks Gunpowder mention'd in said Resolve.


"In Committee, December 19th, 1775.


"Resolved, That Major Bayard, Mr. Dean, Mr. Schlosser, and Captain Cowperthwaite, or any two of them, be a Committee to set- tle the powder accounts of the old Committee, and receive of the Committee of Safety the purchase Money of 14 Casks of Powder, to be brought from Reading.

Upon application of the Com'rs & asses'rs of Bucks Co., for some Gunpowder to prove the Gun Barrels for the use of that County, an order was directed to Mr. Towers to deliver 4 lbs. powder to the order of Mr. Vandegrift.


Mr. Rob't Towers, Commiss'y, was directed to apply to Mr. Dunwick, Blacksmith, for 46 Firelocks made by him for Chester County, and 40 firelocks made by him for this County, and to de- liver the same to Capt. Sam'l Nicholas, for the use of the Congress.


Resolved, That Mr. Reed, Mr. Cadwalader, & Mr. Wilcocks, be joined with Mr. Howell, Mr. Clymer, & Mr. Owen Biddle, as a Committee for appointing proper persons to instruct the inhabitants of the different Counties in the manufactory of Salt Petre, and to do what other matters they may think proper for the more speedy ob- taing the making that necessary article ; And to fix upon the num- ber of hand bills to be printed & distributed in the English & German Languages, setting forth the process for extracting and re- fining Salt Petre, as published in Dunlap's Paper of the 1st inst.


Robert Morris, Esq'r, by direction of Congress, acquaints this Board, that they received the Recommendation of the Eight Gent'n, sent up yesterday as suitable persons to fill the offices of Colonels, and that they agreed to appoint Arthur St. Clair, Esq'r, Colonel of the 2nd Batallion, John Shee, Colonel to the 3d Bat'n, Anthony Wayne, Esq'r, Col'o. to * , Magau, Col. to the 5th Batallion of the 4 Batallions of Pennsylvania troops, to be raised for the Continental Service.


Pursuant to a Resolution of Congress & this Board, this Com- mittee proceeded to the choice of a number of Gent'n, to be recom- mended to the Honorable Congress as persons to be appointed Field officers, for the four batallions, now to be raised, when the
