By order of the Board, Robert Towers, Commissary, was direct- ed to deliver Capt. Whyte, 12 pieces of Sail Cloth.
Resolved, That Capt. Brown, be ordered to Raise fifty able bodied Men for the Marine service of this Province.
That he be careful to inlist none but healthy Men, not under Six- teen years of age.
That he be allowed ten shillings per Man in Lieu of his recruit- ing Expences, and ten shillings per Week, for the subsistance of each Recruit, until they are provided for by the Commissary.
That he pay the greatest attention to the behaviour of the men while in quarters, and see their quarters discharged, at least once every week.
That no bought indented servants or apprentices be inlisted without the consent of their Masters, in writing.
That the Company consist of one Captain, two Lieutenants, two Serjeants, two Corporals, one fife, one Drum, and fifty Privates.
That a sum, not exceeding twenty Shillings, be advanced to each Recruit.
That £200 be advanced him for the Recruiting service.
By order of the Board, an order was drawn of John M. Nes- bitt, in favour of Capt. William Brown, for the sum of ££200, which is directed to be charged to his company of Marines for the Recruit- ing service.

Resolved, That a survey be made of the Channel between Reedy Point and the Pea patch.
Resolved, That Major Meredith, Capt. Wilcocks, Capt. Peters, & Mr. Peter DeHaven, be appointed to superintend and conduct the provincial Manufactory of Gun Locks in this city, and they are impower'd to contract for a convenient situation, and to erect all works necessary for carrying on the said Manufactory in the most beneficial Manner to the Public, and further to contract for the making fire arms, & see that the artificers who have already contracted in this city for that purpose, perform their Engagements faithfully, and this Board will supply them with such sums of Money as the business shall require.
Resolved, That the Commodore be desired to employ an experi- enced Pilot, and send him with all possible dispatch, with two dis- creet and capable Officers, in two of the Armed Boats down the River to Reedy Point, to sound the narrowest part of the Channel there, and take an accurate survey of the depth & breadth of the said Channel, with the various soundings across the same, for the information of this Board.

Resolved, That an order be drawn on John Nixon & others, the Committee of accounts, for five pounds, the value of said arms, which was accordingly done.
A Letter was this day wrote to the Committee of Chester Coun- ty, recommending the associators to be properly armed & furnished with ammunition, out of the public stock.
Resolved, That the Commodore order down to-morrow to Fort Island, three of the armed Boats that are in most readiness, where they are to remain 'til they are relieved by others, while they are down the River the Men are to be quartered at the pest House in the Rooms not occupied by Capt. Procter's Company, until suffi- cient Barracks on Fort Island are built.

Resolved, That the Commodore hire pilot Boats, and employ such skilfull and trusty persons to do that business, as he shall judge proper, & send them down immediately.
The Congress sent the following Resolves to this City, Viz't :

" Resolved, That the Secret Committee be directed to Return to the Committee of Safety of Pennsylvania, the arms borrowed of them for the use of the Continent.

The present scarcity of Blankets lays the Committee of Safety under the necessity of applying to the patriotic inhabitants for a supply for the Artillery Company raised for the defence of this Province ; Therefore, it is
Resolved, That Capt. Thos. Procter shall apply to such House Keepers as will be likely to spare any supernumerary Blankets which they may have, for the use of the said Company, and this Board will allow them a reasonable price for the same; and it is further
Resolved, That Captain Procter do Return to this Board the names of the Persons from whom he collects any Blankets, with the number which he shall collect, and their Value, which in the whole is not to exceed one hundred.
Resolved, That the pay master stop out of the pay of the non- Commission'd officers and privates in Capt. Procter's Company, three Dollars # month for their Cloathing, and pay the same to the Tradesmen who has furnish'd the said Cloathing, he producing his account, settled and approved by Capt Procter.
Upon application of Mr. Robert Morris for the payment of sun- dry merchandize ship'd by the Committee for importing Powder, arms, &ca., for the use of this Province, on board the Brig't Dol- phin, Jno. Prole, M'r, By order of the Board, an order was drawn an Mr. Jno. Nixon and others, the Committee of accounts, for £2038 3 7₺, in favour of Robert Morris, Esq'r., being the amount of the Invoice of said Goods.

Robert Towers, Commissary, was directed to deliver Capt. Ro- bert Whyte, or his order, 16 pieces of light sail Cloth.
Resolved, That Capt. Samuel Davidson be appointed to the com- mand of the Floating Battery.
Resolved, That Mr. Towers cause to be made, 40,000 Musket Cartridges, for the use of this Province.
Upon application of Mordecai Davis, appointed by the Commit- tee of Chester County to receive & pay for the Salt Petre manu- factured in that County, Mr. Towers, Commiss'y, was directed to deliver him one Quarter Cask of Gunpowder, towards the pay- ment of what Salt petre he may receive.
Resolved, That Mr. Jno. Mitchell be appointed Commissary of Provisions to the Artillery, and the Naval Armaments of this Pro- vince, and that he be allowed 6s per week per Man, he supplying them with such Provisions as is set forth in an advertisement from this Board of the 1st instant, to commence the 11th instant, to the 11th of June.
Resolved, That Capt. William Richards, Capt. Nath'l Falconer & Capt. Thomas Reed, be fully impower'd to fix signals for giving alarm at Cape Henlopen, and at such other places on either side of the Bay and River Delaware, as they shall judge proper, and also to engage for Men and Horses to be in readiness to convey intelli- gence by Land, and to do every thing necessary to effect the said service, and draw orders on this Board for such sums as shall be requisite to carry the same into execution. WHEREAS, the Keeper of the Common Gaol of the City of Philad'a, hath made Complaints to this Board that certain prisoners in the s'd Gaol, Committed as Enemies to this country, have raised a dangerous Riot, assaulted the Gaoler and Turnkey, and now stand on their defence, and threaten to Break the Gaol and release all the prisoners, these are to require you forthwith to repair to the said Gaol with a sufficient party of your Men, and Assist the Sheriff and Gaoler to secure the said Rioters, for which this shall be your Warrant.
Directed to Capt. Tho's Procter.

By order of the Board, the following Letter was this day wrote, sign'd by the Chairman, and deliver'd to Colo. Jno. Shea.
The Committee request you would order a Guard of a non- Commission'd officer and six privates at the Gaol of this City, for the protection thereof, as there are many prisoners confined there by order of Congress, who have Assaulted the Gaoler and threaten to break the Gaol; they also request you would order a Guard on the Powder at the Powder-House and Cannon at the State House, and another on the Fire Rafts and Magazine at the Lower end of the Town.
Doct'r Bond having inform'd this Board that it is necessary for Powder being burnt in the Work House of this City for purifying the air, Robert Towers, Commissary, was directed to deliver Thomas Apty two pounds powder.
Upon application of the Assembly, by Joseph Parker, Esq'r, for 10 lbs. Powder & 40 lbs Lead, as a Gift to some friendly Indians now in this City, By order of the Board, Robert 'Towers, Commis- sary, was directed to deliver said powder and Lead to Mr. Parker, or his order.
Ed'd Chamberlain this day resigned his appointment of Master- at-Arms & Armourer of the armed Boats.

Andrew Stohl, a person who has purchased a number of Arms in the Township of Cushioppen & Limerick, informs this Board that they are detain'd by the Committees of Inspection of said Town- ships ; said Stohl having offered to sell the said arms to this Com- mittee, it was recommended to said Committees of Inspection to send the said arms to Rob't Towers, Commissary.
Upon application of Jno. M. Nesbitt, Esq'r, for a sum of Money for paying the Men employed on Board the Armed Boats, &c., By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, in favour of Mr. Nesbitt, for fifteen hundred pounds.
Resolved, That the Officers in this City who are prisoners of war, be desired forthwith to repair to the several places allotted for their Residence by Congress, and that such Officers be furnish'd with a Copy of this Resolve.
Resolved, That Arthur Donaldson be employed to launch the Chevaux-de-Frize built at Gloucester, and that he be fully autho- rized to procure anything for the purpose, hire persons under him, on the best and cheapest terms, and that he draw on this Board for the Expence.
Resolved, That John Cobourn be employed to take the Chevaux- de-Frize, when launched at Gloucester, and sink them in their proper places near Fort Island, and that he be authorized to procure anything for the purpose, hire persons under him, on the best and cheapest terms, and that he draw on this Board for the Expence.

Bounty to be paid one Month after their enlistment, and the said Seamen to be continued in the service until discharged by this Board.
That those able-Bodied Seamen that are at present in the ser- vice, shall receive 7 dollars per Month, to commence the 15th inst.
Mr. Nixon having occasion to leave the Board, Mr. Samuel How- ell was unanimously chose Chairman.
Resolved, That Mr. Thomas Forrest be appointed Captain of a Company of Marines, to be raised for the service of this Province, to be employed on Board the Floating Battery.
Resolved, That all able Landsmen who shall enter into the ser- vice of this Province, on Board the Naval armaments thereof, be paid 2 dollars as a Bounty.
Resolved, That Capt. Rice be applied to, to assist in taking down and sinking the Chevaux-de-Frize, and that he attend this Board to-morrow Morning.
Resolved, That 5 small Guard Boats be built, on the same con- struction with the one already built.

Upon application of John Fox for the payment of his Bill for repairing Firelocks, belonging to Capts. Allen, Willett, Williams & Jones' Companys, belonging to Colo. DeHaas' Battalion, in the service of the United Colonies, By order of the Board, an order was on Messrs. Mease & Caldwell, for £94 1 11, being the amount of said accounts.
Upon Motion, the following advertisement was directed to be published in the different News papers of this City.
"All persons that can give information to this Committee of Sul- phur ore, in this or any neighboring Colony, are desired to give speedy intelligence, and this Board will receive proposals from any

person or persons that are willing to engage in procuring Sulphur for the public use."
Resolved, That the Commodore send such Officers as he shall think proper, to recruit Seamen and able-bodied Landsmen for the Naval Service of this Province, to such place as he shall judge most likely to get recruits.
That the Recruiting officer be allowed twenty Shillings $ week each, for their expences, and ten shillings per Man for every Re- cruit, in lieu of all recruiting charges, and ten Shillings per Week for each Man's Subsistance, until they are brought to this City & supplied by the Commissary, and that each Officer be furnish'd with a Copy of the Resolves of this Committee Relative to the pay & bounty of the Men.
Resolved, That agreeable to authority Deligated to this Board by Congress, one-half of the Officers, prisoners of War, who are or have been, by any former order, station'd in the Burrough of Lan- caster, be removed to the Town of Carlisle, and the other half re- moved to the Town of York, and that the Committee of Lancaster take order in this matter, and have full authority to make the arrangement, according to their best judgment.
Resolved, That Colo. Roberdeau draw up a Letter to the Com- mittee of Lancaster, Cumberland & York Countys on this subject, and furnish them with the resolution of Congress and this Board, respecting the disposition of the Officers ordered to be removed, agreeable to the Resolution of this day; also with a form of the parole said officers are to take.

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of accounts, in favour of Capt. John Rice, for &£ 150, he being employed in sinking the Chevaux de Frize.
Resolved, That Capt. Rice be employed to take the Chevaux de Frize, when launched at Gloucester, and sink them in their proper places near Fort Island; and that he be authorized to procure any thing for the purpose, hire persons under him, on the best and Cheapest terms, and that he draw on this Board for the Expence.
Resolved, That Capt. Thomas Proctor of the Artillery, be allow'd 263 dollars per Month.
By order of the Board, John M. Nesbitt, Esq'r, was directed to settle with Capt. Procter, & pay him 26 & 3 Dollars per month for his own pay, from the date of his Commission to the first inst .; and also 2 Months' pay of 2 Serjeants at 10 Dollars, 2 Corporals at 9 Dollars, & 23 privates at Six Dollars per month, from the first of Jan'y to the 29th Feb'ry inclusive.
Upon application of Colo. Shea for some Firelocks, for the use of the Troops under his Command, for mounting the necessary Guard to this City, By order of the Board, Robert Towers was directed to deliver Colo. Shea 24 firelocks for the said purpose, taking his receipt for the same, to be return'd in good order on demand.
Upon application of James Chapman & Jno. Vandegrift, of Bucks County, for the payment of Arms, &ca., to be furnish'd by that County for the use of the Province, By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, Treasurer, in favour of said Vandegrift, one of the assessors, for £ 500.
