By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, in favour of Messrs. Th's Fitzsimmons and Joseph Moulder, for five hundred & fourteen pounds, to be charged to their accounts.


Resolved, That Colo. Wm. Montgomery purchase for the use of the Associators, in Chester County, a Quantity of Lead, and that he draw on this Board for the amount.


By order of the Board, an order was drawn on John Nixon, Esq'r, and others, the Committee of Accounts, in favour of Jno. Wilcocks and others, appointed to pay for Firelocks, and for the use of the Gun Lock Manufactory, for five hundred pounds.

COUNCIL OF SAFETY.


Patton, Esq'r, for five hundred pounds, being towards the payment of Canon Ball he has engaged to furnish this Board.


Resolved, That Capt. Charles Lawrence go as soon as possible down to Lewis Town with two of the Guard Boats, and that he de- liver one of them to Mr. Henry Fisher, to be employed for the de- fence of the Commerce of the Bay of Delaware.


That Capt. Lawrence immediately upon his delivering said Boat to Mr. Fisher, that he, with the utmost expedition, return to this City with all his hands.

By order of the Board, an order was drawn in his favour, on Michael Hillegas, Esq'r, for €150, for that purpose.


By order of the Board, Robert Towers, Commissary, was directed to deliver Daniel Lukens two Waggon Load of Brimstone, to be sent to Germantown to be stored there.


Resolved, That this Board go into the consideration of the ap- pointment of a Commodore to the Naval armaments of this Pro- vince on Wednesday next, and that the Members be noticed to attend on that day at 9 O'Clock in the Morning.


By order of the Board, Robert Towers, Commissary, was directed. to deliver Thomas Heinberger five hundred weight of Brimstone, to. be manufactured into Gun Powder.


Resolved, That Mr. John Britton & Mr. Thomas Cuthbert, be. desired to prepare the Flatts purchased for Hulks, by fitting them immediately with coarse, ordinary Hay and light Timber, agreeable to particular directions, accompanying this Resolve, and to pur- chase the necessary anchors and Cables to moor them at their re- spective stations. .

MINUTES OF THE


Resolved, That the Men employed in the service of this Province on board the Naval armaments thereof, be Allowed the following Wages to cemmence the first of this month :


Seamen, three pounds $ Month.


Landsmen, Fifty shillings per Month.


Resolved, That two additional arm'd Boats or Gondolas be im- mediately built.


That Major Sam'l. Mifflin, Capt. Nath'l Falconer & Capt. James Craig, jun'r, be requested to superintend the Building of the Boats.


That the said Gentlemen be requested to superintend the Build- ing the two Gondolas ordered for the Bay service.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, for one hundred and fifty pounds, to be charged to his account.


Resolved, That Mr. John Mitchell Continue Victualling the Officers and Men employed on Board the Naval Armaments and Artillery Company, in the service of this Province, from the 11th inst. to the 11th of Sept'r next, at the same price of his former contract with this Board.

Capt. Thomas Read's Letter of 5th June was this day read, where- in he desires to resign his Command of the Ship Montgomery, hav- ing been recommended to the Command of a Continental Frigate. -


Resolved, That this Board agree to his Resignation.


By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favor of Colo. Sam'l Miles, or his order, for three thous- and pounds, for the use of the Provincial Battalions, which is di- rected to be Charged to the account of this Board.


Robert Towers, Commissary, was directed to deliver to Bedwill & Walter, One Ton of Crude Sulphur for refining.


Upon application of Mr. Allen Cameron, to be put into the same Room with General McDonald, the Gaoler was directed to confine him in that Room, if agreeable to the General.


Resolved, That Mr. Owen Biddle employ Mr. Jacob S. Howell to purchase some tow or Hemp Linnen, for bed cases for the use of the Pest House, and that he have the same made up, with a Bolster case to each.


Sachervil Wood exhibited his account against Congress, for sup- plying the Continental Prisoners confined in the Gaol of this Coun- ty up to this day, amounting to &70 4 8, which account was ap- proved of & sign'd by the Chairman.


The two following resolves of Congress are ordered to be enter'd on the Minutes of this Board :


" In Congress, May 29th, 1776.


" Resolved, That Midshipman Draper be offered in Exchange for Captain William Budden.


" June 4th, 1776.


" Resolved, That the Committee of Safety of Pennsylvania be em- powered to negociate with Captain Bellew, on the best terms they can, for an exchange of the Prisoners on Board the Liverpool, pro- vided always, that this shall not be construed so as to enable them. to deliver up Lieut. Bogard & Lieutenant Ball in the Exchange. " Extract from the Minutes.

MINUTES OF THE


In Consequence of the above Resolve of Congress of 29th May, a Letter was wrote to Doct'r Bensell, of Germantown, desiring that Mr. Draper may be suffered to come to this City with Capt. Bud- den, in order to his being exchanged.


Captain William Brown being appointed by this Board to go on Board the Liverpool Man-of-War, the following instructions were sign'd by the Chairman and deliver'd him :


"You are to proceed with Mr. William Budden & Mr. John Draper, on Board the Liverpool Ship-of-War, and deliver Mr. Dra- per in exchange for Mr. Budden and his son, and treat with Capt. Bellew for a further Exchange of Prisoners, observing that this Committee are not impowered to offer either Lt. Ball or Lieut. Bo- ger to be exchanged. It cannot be expected that the seamen taken Prisoners, belonging to the King's Ships, can be render'd back in Exchange upon equal terms for Mariners who are taken in Mer- chant Ships, or Coasting Vessels, much less for Passengers or other Inhabitants that may be made Captive, who ought to be set on shore, as is the Custom of War; you are therefore carefully to attend to these distinctions, and procure such proposals from Capt. Bellew as this Committee can accept of, and which may serve as a Basis for future Exchanges."


The Commanding officer of the Fleet had this day orders to suf- fer the Marine Comp'y on Board the Provincial Ship to be en- tirely under the Command of their own Officers.


Pursuant to a Resolve of Congress of the fourth day of June, inst., impowering this Committee to negotiate with Capt. Bellew for an Exchange of Prisoners on Board the Liverpool, Capt. Wm. Brown is authorized and appointed to take Mr. John Draper, Mid- shipman of the Liverpool, on board the said Ship, in exchange for Mr. William Budden and his son, and to treat with Capt. Bellew for the Exchange of such other Prisoners as are on Board the said Ship.

mantown, to contain the Salt, Salt Petre, and other articles belong- ing to the Province, that may be thought necessary to send there for their better security.


That they be authorized to apply to Robert Towers, Commiss'y, who is directed to deliver any articles that he may have in Store belonging to the Province, for the purpose aforesaid.


That they employ a Proper Person at Germantown to receive and store the different Articles that may be sent there, and to deliver them out agreeable to the orders of this Board.


That they employ Waggons to take the said Articles to German- town.


John Montgomery, Esq'r, exhibited an account from the Com- mittee of Correspondence, & the Commissioners of Cumberland County, amounting to £343 16 1, being the amount of 46 quarter Casks and 359 lbs Powder, 41 2 0 of Lead, & 3364 lbs Lead, & 1421 Flints, with the charges thereon, purchased for account of this Province, (310 lbs of the above powder was sent to Westmoreland. County, and 90 pounds deliver'd to the Indian Commissioners,) which sum was directed to be paid by the Committee of accounts.


On an application from the Committee of Westmoreland County that the ammunition belonging to the Public, left in the care of Robert Hanna, Esq'r, be applied for the defence of the Frontiers of this Colony,


Resolved, That the said Committee be authorized to receive from Robert Hanna, Esq'r, all the Ammunition belonging to the Publick that he has in his care, which ammunition they are to dis- pose of in such way as will best conduce to the safety of the said County, and the said Robert Hanna, Esq'r, is hereby required to deliver it to the said Committee or their order.

Captain Richards having furnish'd a list of such necessaries as may be wanted by the Boats in time of Engagement,


Resolved, that the List be completed, and that he be directed to procure as soon as possible, every article contain'd in said List.


Resolved, That it be recommended to the Committee of Lancas- ter, to permit the makers of Rifle Guns in that Burrough, to Con- tract, under their care and Controal, with General Mckinley, or such person as he shall impower, for Forty Rifle Guns, for the use of the Delaware Companies, provided that a Certificate be produced to the said Committee from Colo. Miles, that his Battalion is fully supplied, before the said Contract shall take place.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, in favour of Mr. John Co- bourn, for three hundred pounds, which is directed to be charged to his account for sinking Chevaux de Frize.


Resolved, That Mr. Owen Biddle be requested to write to George Taylor, Esq'r, and desire he would send down to this Board one of his 4 pound Canon, and to inform what quantity of powder he used in proving the same.

It being inconvenient to Major Mifflin & Capt. Falconer & Capt. Craig to attend the Building of two Gondolas, directed to be built the 3rd inst. ; therefore,


Resolved, That Mr. Wharton & Mr. Howell, & Mr. O. Biddle attend the building of said Boats.


By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favour of John M. Nesbitt, Esq'r, or his order, for Five thousand pound, which is directed to be charged to the account of this Board.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, in favour of Rob't Towers, for £171 0 10}, being the amount of his Account for Salt Petre, Lead, Arms, &ca., paid for by him.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, in favour of Mr. Owen Bid- dle, or his order, for two hundred pounds, being towards the pay- ment of intrenching Tools.


The Continental Troops being ordered from this city, and Guards at the Powder House, and over the Military Stores at the State House, and the Materials for the Fire Rafts, being necessary, Colo. Samuel Miles was by order of the Board, directed to furnish the necessary Guards from the Provincial Troops under his Com- mand.

Colo. John Shee this day made application to the Board for 30 Provincial Firelocks & Bayonets, for which he will give 30 Gun Locks and pay the difference of the Value; The Committee, desi- rous of forwarding the Service, do resolve That Colo. Shee do re- tain 30 Firelocks out of the number lent him by this Committee, he paying the difference between the Gun Locks and the Firelocks, Bayonets, & Belts so retain'd.

Robert Morris, Esq'r, Vice President of this Board, gave direc- tions to Robert Towers, Commissary, to deliver 26 Muskets & Bayonets to Capt. Robert Hardie, for the use of the Guard Boats sent down with Fire Rafts; also, an order to Capt. Granway to de- liver 4 of the Muskets in his Boat, to compleat the Compliment of six to each Boat.


Resolved, That the said order of the Vice President be Con- firmed by this Board.


Resolved, That Lieut. Richard Boger the 2nd, & Lieut. George Ball, now Prisoners at Germantown, be removed from thence to the Town of York, and that the Committee of that County take the usual Parole of them, and procure them suitable Boarding and Lodging, and that the said Committee pay for their Subsistance 15s for each, and draw on this Board for the same.


Upon application of Colo. Samuel Miles for a sum of Money for the use of the Battalions under his Command, By order of the Board, an order was drawn in his favour on Michael Hillegas, Esq'r, for one thousand pounds.

The following was this day sent to this Committee from Con- gress, and ordered to be entered on the Minutes :


"In Congress, June 14, 1776.


" A Memorial from the Committee of Safety of Pennsylvania was presented to Congress and Read, setting forth that a Commit- tee of Assembly, accompanied by the General Officers lately in town & a skilful Engineer, have viewed the River Delaware and the Fortifications and defences erected at the expence of the Colony of Pennsylvania, to oppose & prevent the passage of the Enemy's Ships, and that they have Judged it necessary, for further security, that a Redoubt should be erected at Billingsport, in New Jersey, and that a Boom should be there thrown across, or some other ob- struction fixed in the Channel; and praying, as the place for the redoubt is out of this Government, and their Colony has expended a very large sum for the defence of the River, that the Congress would direct these Works to be done at the Expence of the Conti- nent; Wherefore,

The Board having entered into an Engagement with Mr. Joshua Tomlinson for a Number of Gun Barrels, and an agreement to ad- vance him the sum of two hundred pounds, as will more fully ap- pear by his Bond, executed the 13th inst., By order of the Board, an order was drawn on John Nixon, Esq'r, and others, the Com- mittee of Accounts, for One hundred pounds, in favor of said Tom- linson, being a part of the said two hundred.


Resolved, That the two Chevaux de Frize prepared for stopping the Channel, be immediately ballasted and moored in proper sta- tions, that is one of them just above the lowest Buoy, and the other at the middle Buoy, and that Capt. Hazelwood and Capt. Cobourne apply for necessary assistance to the Commanding officer of the Fleet, so as to stop the passage effectually upon any emergency, and on orders for that purpose from this Board & that Capt. Ha- zelwood proceed down to the Cheveux de Frize and assist Capt. Co- bourn in fixing them in their stations without any delay.


Upon application of Samuel Hunter, Esq'r, for a quantity of Lead and Powder for the use of Northumberland County,


By order of the Board, Robert Towers, Commissary, was di- rected to deliver to Mr. Hunter Two hundred & fifty pounds of Powder & five hundred pounds Lead.

COUNCIL OF SAFETY.


The Honorable Jno. Hancock, Esq'r, President of Congress, by letter this day, requested this Board to take charge of a certain Mr. McLean, as a person Inimical to the Liberties of America, and to have him safely kept. In consequence thereof, the following Committment was Issued :
