Upon Application of Capt. John Wilcocks for a sum of Money for the use of the Committee appointed to direct the Manufactory of Guns, Locks, &c., By order of the Board, an order was drawn in favour of Capt. Wilcocks, on Micheal Hillegas, Esq'r, Treasurer, for Five hundred pounds.


Resolved, That Colo. Samuel Miles be empowered to purchase Ri- fles for the use of this Province.


Messrs. Samuel Potts & Thomas Rutter having engaged with this Board to cast a Number of Canon for the use of this Province, & requiring a sum of Money as an advance for putting their Works in proper order, By order of the Board, an order was drawn on Micheal Hillegas, Esq'r, in their favour, for the sum of ene thousand Pounds.


The following Advertisement was ordered to be published in the Different papers of this City.


" Resolved, That this Committee will give forty-five shillings for every hundred gross weight of good, merchantable Brimstone, of the Produce and manufacture of this Province, that shall be deliver'd to Mr Robert Towers, Commissary, in this City, within six months from this time."


Resolved, That Mr. Howell, Mr. Nixon, & Capt. Whyte, be a Committee to look out for two Vessels most proper for sinking in the passage between the Chevaux-de-Frize, and make Report of their proceedings to this Board.


A Letter was this day wrote to the Committee of Lancaster County, informing them that this Board have occasion for 300 Rifles, & requested they would apply to the Gun Smiths that have made the Muskets for the use of that County on the subject.


Resolved, That Mr. Morris be requested to purchase a sufficient Number of Logs for building two Piers, for fixing the Boom to for obstructing the Navigation.


That Capt. Whyte & Mr. Morris contract with some persons to build the said two Piers.


Resolved, That Mr. Samuel Mckenzie be appointed Surgeon to the 2d Batt'n of Pennsylvania Troops, in the service of the United Colonies.

Pryor, report to this Board that Angus McBean made application Yesterday to Nehe- miah Maul for his Pilot Boat to go on Board the Man of War, now in our Bay, with assurance that he had the consent of this Commit- tee, and that he, McBean, did guarantee said Boat in the sum of £130, in case he should be detained by the Man of War ; therefore


Resolved, That Capt. Thomas Houston immediately proceed down the River, and remand the said Boat, McBean & Davidson, who are passengers on Board, that they may answer to this Board for their conduct.

Resolved, That he be authorized to contract with workmen in any of the Back Counties for Compleating the Number of arms as or- dered aforesaid, and that he draw on this Board for the payment of the same.


Mr. Macbean being brought before this Committee and charged with endeavouring to go on board one of the King's Ships in Dela- ware Bay, contrary to the direction of this Committee, upon appli- tion to them for that purpose, Upon hearing his defence, and fully examining and considering the same,


Resolved, that Mr. Macbean's proceeding down the River, on his said design, might have happen'd through a misapprehension of the Verbal answer given by this Board upon his said application, as only implying a refusal to grant him their authority for that pur- pose, from which he infer'd that he was at Liberty to attempt it, without such authority, if he could effect it; and altho' this Com- mittee are of Opinion that his said Design was ill judged, and might have been attended with dangerous consequences, Yet it does not appear that there is any ground to charge Mr. Macbean with any evil intentions, to the prejudice of this Country.


By order of the Board, an order was drawn on Messrs. Mease & Caldwell in favour of Jno. Handlyn for £ 18 5, being the amount of his acc't for repairing Firelocks belonging to Capt. Jones' comp'y, & for repairing firelocks left by Colo. de Haas' Bat'n, & since de- liver'd to Colo. Wayne & others.

Upon application of John M. Nesbitt, Esq'r, for a sum of Money for the payment of the Wages of the Officers & Men employed in the Naval Armaments of this Province, By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favour of said Nesbitt, for two thousand pounds.


Resolved, That Maj'r Meredith, Capt. Peters, Mr. Jno. Wilcocks, & Mr. De Haven, be impowered to contract with - Tomlinson for making Publick the Art of boreing and Grinding Gun Barrels, and instructing such persons as they shall require to be taught that Art, and to give him a premium of fifty pounds for communicating the same.


By order of the Board, Robert Towers was directed to deliver to Capt. Procter one barrel of Gunpowder for the use of the Artil- lery.


The Congress having sent to this Board by Mr. Willson, an in- formation in writing against Sam'l Sample, an Inhabitant of Pitts- burg, supposing him to have some connections with Doct. Connolly, a prisoner in the Gaol of this County, Dangerous to the safety of America, and requesting this Board to take such steps as they think best for the Publick Service, This Board did, in consequence of said request, send a Letter this day by express to the Committee of Cumberland County, inclosing a Copy of the said intelligence & Resolve of Congress relative thereto, desiring they would use their utmost endeavours to stop the said Sample, with his servant and a Boy he took with him, & examine their Clothes, Saddles, &ca., for any l'rs they may have; & if he, the said Sample, his servant or Boy, is found to have in their possession any Letters or papers inimical to the Liberties of America, that the Letters or papers be sent immediately to this Committee, and their persons be detained in safe Custody until the further orders of this Board.

Resolved, That the Letter receiv'd from Henry Fisher of Lewes, be immediately sent to the Delegates of this Province, to be laid before the Congress, and the said Delegates be requested to repre- sent it as the sense of this Committee, that if two or more fast sailing vessels of small draft of Water were properly equipt, they might protect the Trade of this & the Neighboring colonies in the Bay of Delaware, now infested with Tenders and small armed Ves- sels of the Enemy, and secure the supplies of Military stores ex- pected from abroad ; to apply to the Congress to take speedy meas- ures for that purpose, and also to suggest the propriety of ordering back to this Port the several outward bound Vessels now lying in the River, and employing the Seamen in this service, until the Trade of the Bay is more secure.


Resolved, That six Rooms in the New Gaol be supplied with strong doors on the outside of the Iron doors to said Rooms, more effectually to prevent communications with prisoners ordered to be kept in close custody, seperate from the other Prisoners in said Gaol, and that Colonel Roberdeau be requested to see this Resolve carried into Execution.

Upon application of Capt. Falconer for some arms & ammunition for the use of the pilot Boat station'd at Bombay Hook, By order of the Board, Robert Towers, Commissary, was directed to deliver 5 Muskets, 10 Rounds of Powder & Ball, & 8 Swivel shot.


Upon application of Matthias Keeler, for some money towards the payment of Firelocks making by him for the use of this Pro- vince, By order of the Board, an order was drawn in his favour for Fifty pounds.


Robert Towers, Commissary, was directed to deliver Matthias Keeler 56 Musket Ball, for proving Firelocks making by him for the use of this Province.


Resolved, That the officers of the armed Boats be instructed not to suffer any Pilot Boat or Pilot (except those employed by this Committee, to navigate from Chester to this City) to pass down the River, below the Chevaux de Frize, without producing a permit in writing from this Board or the Commodore.

Resolved, That Capt. Rice & Mr. A. Donaldson, be desired im- mediately to construct two Chevaux de Frize, for the purpose of stoping the passage between the Chevaux de Frize now sunk, and that they be made in such form that they may float, when proper loaded for sinking.


Resolved, That Capt. Jno. Hazlewood be impowered to nominate some discreet and judicious person to assist some other person to be

appointed by the Capt. of Mr. Vernon's Brig't, to appraise & Value the said Brig, & the Committee of Fire Rafts are hereby autho- rized to take the said Vessel at the Valuation of the said appraisers, & to fit her for a fire Vessel, for the defence of our River.


Upon application of Colo. Roberdeau, for a quantity of shot for the use of two privateers fitting out of this Port, By order of the Board, Robert Towers, Commiss'y, was directed to deliver Mr. Philip Moore three hundred pounds of different sized shot, taking a Receipt for the same.


Resolved, that Charles Lawrence be appointed Captain to one tier of Fire Rafts.

By order of the Board, Rob't. Towers, Commiss'y, was directed to deliver a quarter Cask for that purpose.


In consequence of an order drawn by Isaac Levan, Jr., one of Persons appt'd by the Committee of Berks to purchase arms for the use of the Province, for nineteen pounds twelve shillings, in favour of Doct'r Potts, for 9 Muskets, it appearing that they are Provin'l arms, & that the above is the price of repairing,


By order of the Board, an order was drawn on Jno. Nixon & others, the Committee of accounts, for said sum of £19 12, and the arms are order'd to be deliver'd to Capt. Herbert of Berks County, who is in the service of this Province.


By order of the Board, an order was drawn on Jno. Nixon & others, the Committee of accounts, in favour of William Forbes, for the use of Henry Fisher, of Lewes Town, for sixty pounds.

The following Resolves of Assembly was this day deliver'd to the Board by Colo. Miles.


" In Assembly, April 6th, 1776.


" Upon Motion,


" Resolved, That an Agent be appointed to provide necessary cloathing & accoutrements at Prime Cost, for the Troops ordered to be raised for the service of this Province, the Expence to be de- ducted out of the pay of such Troops; that such agent be al- lowed two and a half per cent. for his Trouble, and that he make no other Profit or Emolument whatever, by Contracts with the Tradesmen he may employ, or in any other manner.


" Resolved, That Matthias Slough, of Lancaster, Esq'r, be, and he is hereby appointed Agent for the purpose aforesaid.


" Resolved, That the Committee of Safety may draw orders on Michael Hillegas, Esq'r, Treasurer, in favour of the said Matthias Slough, for such sums of Money as they, from time to time, shall Judge necessary.


"Extract from the Journals. "Sign'd CHAS. MOORE, Cl'k of assembly."


Upon application of Matthias Slough, Esq'r, for a sum of Money for the payment of Cloathing & accoutrements for the Troops to be raised for the service of this Province, By order of the Board, an order was drawn on Michael Hillegas, in favour of said Slough, for three thousand pounds, for the purposes aforesaid.


Upon application of Colo. Miles for a sum of Money for the use of Colo. S'l Atlee, for the recruiting service of this Province, By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favour of said Atlee, for five hundred pounds.


The assembly having recommended to this Board to appoint a proper person Marshall to the Court of Admiralty for this Pro- vince, the Board having considered the application of the different Candidates, Do Resolve, That Mr. Matthew Clarkson be, and he is hereby appointed Marshall to the Court of Admiralty for this. Province.


Mr. Peter De Haven was this day desired by Letter to apply to Mr. Frailey, of Germantown, to purchase the arms in his posses- sion that are or can be made fit for the service of this Province.


Mr. Towers, Commissary, was directed to apply to Adam Foulke to' view and purchase the arms he bought of Andreas Stall, pro- vided they are fit for the service of this Province ; & also, to in- spect & take an account of all other fire arms in possession of said Foulke, and make report of the Number & quality to this Board.

By order of the Board, an order was drawn on Michael Hille- gas, Esq'r, in favour of John Nixon, James Mease, & Thomas Wharton, Jun'r, the Committee of accounts, for Ten thousand pounds.


Resolved, That Mr. David Rittenhouse be added to the Canon Committee of this Board, in order to assist in carrying into execu- tion the different Resolves of this Committee respecting the pro- curing and casting Canon for the use of this Province.


Mr. Nixon having occasion to leave the Board, Mr. James Mease was chose Chairman.


Letters was wrote this day & signed by Mr. Mease, to the Com- mittees of Lancaster, & Berks counties, requesting they would fur- nish Capt. Ab'm Dahauff & Capt. The Commodore or Commanding officer at Fort Island, was this day directed to suffer all Kiver Vessels not having Pilots on Board, to pass the Chevaux de Frize, and was a few days since directed not to suffer any Sea Vessels to pass without a permit from this Board.


Upon representation of Colo. Miles, that there is not a sufficient Number of Houses or other Buildings, in or about the Towns of Chester & Marcus Hook, to quarter the Troops now raising for the defence of this Province,


Resolved, That Colo. Miles do procure for the use of the said Troops, 100 good Tents, on the most reasonable terms in his Power.


Upon application of Colo. Slough, for the payment of 261 lbs of Salt Petre, manufactured by him in this Province, By order of the Board, Rob't Towers, Commiss'y, was directed to deliver him 50 lbs Powder, and an order on the Committee of accounts for £52 15, in favour of said Slough, which powder & Cash is the amount of said Salt Petre.

Upon application of Mr. Briton for the payment of Fifteen Firelocks, purchased by him & Capt. Williams, which were dl'd Mr. Towers for the use of this Province, By order of the Board, an order was drawn on Jno. Nixon, Esq'r., & others, the Com- mittee of accounts, in favour of Capt. Williams, for £51 8 6, being the amount of the same.


Resolved, That Doct'r Matthew McHenry be & he is hereby ap- pointed Surgeon to the Provincial Ship Montgomery.


As it is found necessary that a powder Magazine be built for the use of this Province, capable of holding 1000 Barrels of Gun powder,


Resolved, That Mr. Isaac Coats & Mr. William Moulder be em- powered to contract with persons for Materials for building said Magazine & to employ suitable workmen, & that they draw orders on the Committee of accounts for the Expences of the same.


That they be requested to prepare a plan of the same and lay it before this Board for their consideration.


The following Resolves of Congress, receiv'd this day, were or- der'd to be enter'd on the Minutes of this Board :


" In Congress, April 11th, 1776.


" Resolved, That it be recommended to the several Assemblies, Conventions, & Committees or Councils of Safety of the United Colonies, to use their best endeavours in communicating to foreign Nations the Resolutions of Congress relative to Trade."

" Resolved, That the Assemblies, Conventions, Committees or Councils of Safety, of the Colonies respectively, in which prisoners are or shall chuse or be appointed to reside, be impower'd to re- move such Prisoners from place to place, within the same Colonies, as often as to such Assemblies, Conventions, Committees or Coun- cils of Safety, respectively, it shall seem proper, having regard to the former Resolutions of Congress concerning Prisoners.

" In Congress, 9th April, 1776.


" Resolved, That a list of the Prisoners of War in each Colony be made out and transmitted to the Ilouse of Assembly, Conven- tion, Council or Committee of Safety, of such Colonies respectively, and that they be authorized and requested to cause a strict ob- servance of the terms on which such prisoners have been enlarged, and also to take especial care that none of those confined by order of Congress be suffered to escape, and also that the allowance to

each prisoner be punctually paid by the president of the Convention, or of the Council or Committee of Safety of the Colony in which he resides, and where there are no Conventions by the Speakers of Assembly, which said president or Speakers are hereby authorized, from time to time, to draw for the sums advanced in pursuance of this Resolution upon the president of the Congress.
