Resolved, That Mr. John Young & Mr. Adam Foulke be im- power'd to purchase all such good Fire Arms as shall be offer'd to them for the use of this Committee, on the best terms they can, not exceeding the Value that shall be put on them by the Com- missary, and that this Board will allow them five per cent. for their Trouble.


Resolved, That Robert Towers, Commissary, apply to Messrs. John Young & Mr. Adam Foulke for one hundred & thirty Muskets, now in their possession, for the use of this Committee.


That this Board allow the said Young and Foulke 5 # Ct. on the amount of the first cost of the said Muskets.


By order of the Board, Robert Towers, Commissary, was directed to deliver Capt. Dan'l Joy 500 Ibs. Gun Powder for proving Canon made by Mr. Old at Reading Furnace, and to deliver to Mr. Lush two pounds Gun Powder.

Richard Boger, Commander of an armed Vessel taken by Capt. Barry, and John Draper, another Officer of the said Vessel, being brought to this City as Prisoners, were agreed to be enlarged on their separately signing the following Parole, which they agreed to, and signed accordingly :


" I, Richard Boger the 2nd, & John Draper, being Prisoners in the united American Colonies, and enlarged upon our Parole, do, upon the Honour of a Gentleman and officer, Promise that I will not go further than two Miles from Germantown, where I am ordered to reside, without leave of the Committee of Safety of the Province of Pennsylvania, or of the Continental Congress, and that we will not bear arms against the said Colonies, nor carry on any Political Correspondence whatever on the subject of the dispute between Great Britain and these Colonies, nor give any Intelligence to any Person whatever, relative to American affairs, so long as we remain a Prisoner.


" Signed separately by "RICH'D BOGER, & "JOHN DRAPER."


The Vice President having occasion to leave the Board, Mr. Al- exander Wilcocks was appointed Chairman.


Resolved, That Doct'r Rush and Doct'r Duffield be appointed to Receive all Medecines belonging to this Province, for which they are to give receipts to be accountable for the same.


Edward Molloy, a Prisoner of War in the Gaol of this City, having made Oath that he will not bear Arms against the United American Colonies, is ordered to be set at Liberty.


Upon application of Caleb Davis for a sum of Money for the payment of Firelocks, &cu., made in Chester County, for the use of this Province, By order of the Board, an order was drawn on Micheal Hillegas, Esq'r, Treasurer, for fifteen hundred pounds, in favor of the Commissioners & assessors of said County.


Upon application of Caleb Davis for a sum of Money for the pay- ment of Salt Petre purchased by direction of this Board in Chester County, & for some Powder for the same purpose,

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of accounts, in favor of said Davis, for one hundred pounds, & an order on Rob't Towers, Commissary, for two quarter Casks Gun Powder, for the purposes aforesaid.


Resolved, That the Officers Prisoners of War at Reading, be removed from that Town to the Town of Lebanon, in Lancaster County, and that the Committee of the Town of Reading be de- sired to cause the said removal to be effected, and to draw on this Board for the Charges that shall be incurr'd in executing the same, and that the Committee of the Town of Lebanon be desired to pro- vide Quarters for the said Officers, and to take their Parole, and see that the same be faithfully observed.


resolved, That the Mariners taken Prisoners by Capt. Barry and brought to this City, be suffered to go at large, upon their promis- ing not to bear arms against the American Colonies, and not to leave this City without the consent of this Committee, or of Mr. Allen Moore, who is appointed to take care of them; and that they will appear before the said Allen Moore once every day.


Upon application of Capt. Thomas Forrest for a sum of Money to purchase Cloathing for his Marine Company, By order of the Board, an order was drawn on John M. Nesbitt, Esq'r, for thirty pounds, in favour of said Forrest, for which he is to be accountable to said Nesbitt.

In Consequence of the above Resolve of Congress, John Young has Liberty to purchase as many Firelocks as will compleat the said 1,000 stand, provided he compleats the number before the 1st day of May.

By order of the Board, Robert Towers, Commissary, was directed to deliver to Capt. Thomas Forrest, for the use of his Marine Comp'y on Board the Floating Battery, Thirty Firelocks, with twenty-three Rounds of Cartridges.


The sub-Committee appointed to consider what further defences are necessary for the River, agreed in opinion that a Floating Bat- tery of a similar, or nearly similar Construction with the one now in service, be immediately built; not doubting but the Committee, from their different Contracts, will be speedily supplied with a suffi- cient Number of suitable Canon to mount thereon.


The Board taking the above Report of the Sub-Committee into Consideration, do


Resolve, That a floating Battery be immediately Built, under the direction of Sam'l Howell, Robert Whyte, & George Clymer, a Committee hereby appointed for the purpose.


A Letter was this day wrote, By order of the Board, to Doct'r Chas. Bennett of Germantown, acquainting him that L't Boger & Mr. Jno. Draper, two Prisoners on their Parole, were going to reside at Germantown, & that their allowance was 15s each per week, which would be paid by this Board.

By order of the Board, an order was drawn on the Committee of accounts for 45s, payable to Adam Baldwin & Benja. Low, two Men who deserted from Lord Dunmore, being so much given them to assist them to go to New Brunswick to their Families.


Resolved, That William & Tho's Bradford print 2,000 English, & that Henry Miller print 300 German Rules & Regulations for the better Government of the Military association in Pennsylvania ; The Articles of association & the Resolutions directing the Mode of levying Taxes on Non-associators in Pennsylvania, agreeable to the Resolution of Assembly at their last sessions.


Resolved, That Rob't Towers, Com'ry, reserve 21 Firelocks for Capt. Brown, exclusive of the order for 26 deliver'd this day, and that he deliver in equal proportions to Colo. Dickinson, Colo. Rober- deau, Colo. Cadwalader, & Colo. Mckean, the remainder of the Firelocks which he has in his possession belonging to this Province, taking Receipts for the same.

Upon application of Colo. Sam'l Miles for some light sail cloth, for making Tents for the use of the Troops in the service of this Province,

By order of the Board, an order was drawn on Robert Towers, to deliver Capt. Hazelwood 6 cwt. of Brimstone, and one other order to deliver Peter De Haven, for the use of Lewis Prahl, 1001bs. Brass, for mounting to the Firelocks making by him for the use of this Province.


Upon application of Robert Towers, for the payment of two ac- counts for Firelocks, Salt Petre, &c., purchased and paid for by him, By order of the Board, two orders was drawn on the Committee of accounts in his favour, amounting to €160 13 42.


A Memorial was this day sign'd and sent to Congress, solliciting that Honorable Body for a few pieces of the heaviest Canon taken by Commodore Hopkins at Providence.


Letters was this day wrote to the Committees of Cumberland, York & Northampton Countys, requesting they would each send to the Com'y in this City, fifty-six Firelocks, Bayonets & accoutre- ments, out of the Number made in said Counties for the use of this Province ; the said Arms are requested for the arming the Battalion of Musketry raising for the immediate defence of this Province.


Resolved, that a powder Magazine be built on the Ground be- longing to the powder Mill of Congress, at French Creek, and that Clement Biddle & Capt. Jos. Cowperthwaite procure materials, and employ proper persons to carry this Resolve into execution.


Upon application of Ludwig Fohrer for the payment of his account for Firelocks, purchased of him by Capt. Jones, & for the repairs of sundry others, for his & Capt. Dorrey's Company in Colo. De Haas' Battalion in the service of the United Colonies, By order of the Board, an order was drawn on Messrs. Mease & Caldwell, in favour of said Fohrer, for £93 11 1, being the amount of said accounts.

Hart, for twenty-five pounds two shillings & 6d, being the amount of 10 Fire- locks purchas'd by Henry Wynkoop, in Bucks County, which sum is to be charged to the acc't of arms purchased for account of Con- gress.


Upon application of L't. Colo. Caleb Parry, for a sum of money for the use of the Musket Battalion in the service of this Province, By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, in favour of said Parry, for the sum of £250.

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of accounts, in favour of Colo. Hart, for the use of Henry Wynkoop, for £7 15, being the amount of 3 Firelocks purchased by him, which is to be Charged to the arms bought for account of Congress.

In Consequence of the Intelligence receiv'd that the Roebuck Man-of-War is aground upon Brandywine, Capt. Reed was ordered with the Provincial Ship Montgomery, to proceed down the River and Bay, and join the Commodore, who is already on his way with the armed Boats, in order take or destroy her. Capt. Reed was also order'd to make up his Compliment of Seamen out of the Floating Battery, and to take a detachment of Capt. Procter's ar- tillery.

Upon application of Colo. Sam'l Miles, for Medecines for the use of three Battalions of Pennsylvania Land Forces, By order of the Board, Doct'r Rush & Doct'r Duffield were requested to furnish the Surgeons of said Battalions with the necessary Drugs and Medecines.


The Sisterhood of Bethlehem having presented this Board with a quantity of Linen Rags, for the benefit of such as may be wound- ed in the service of their Country,


Resolved, That this instance of their Humanity be thankfully acknowledged.


Resolved, that Mr. Howell & Mr. Mease be a Committee to en- quire if two of the armed Boats can be fitted out, in order to go down to the Bay of Delaware, to be there station'd for the protec- tion of the commerce of this Province, and if they find that it is practicable to fit or alter two for that purpose, that they employ proper persons to carry the same into execution.


By order of the Board, the following Notice was order'd to be published in the papers :


" All persons who are now prisoners upon Parole, in the different parts of this Province, are strictly enjoined not to leave the dis- trict that has been appointed for their Residence, without the written permission of this Board, And all prisoners who come into this City by the Licence of the Congress, are directed upon their arrival immediately to communicate such Licence to this Com- mittee, And if any Prisoners shall be found tresspassing against this order, their Persons will be immediately seized and imprisoned.

Resolved, That Colo. Nixon & Capt. Whyte, be a Committee to direct the fitting out, to Cruize in the Cape May Channel for the pro- tection of the Trade of this Province, four of the Guard Boats now built and under the Command of the Captains Lawrence, Gamble, Greenway, & Hans.


Resolved, That this Committee in future meet every Tuesdays, Wednesdays, Thursdays, & Fridays, precisely at 9, & set 'till 2 O'Clock each day ; and if any Letters or business of Consequence, should be deliver'd, or come to the knowledge of the Secretary on any other day, that he immediately acquaint a Member of the Board therewith, that the other Members may be called together if thought necessary.
