Upon application of Joseph Colier, for the payment of 50 Cart- ridge Boxes, Bayonets, Belts & Scabbards, delivered to the Commis- sioners & Assessors of Berks County, agreeable to their Certificate,


By Order of the Board, an Order was drawn on Mich'l Hillegas, Esq'r, for thirty pounds, being the amount of said Bill.


Upon application of Jacob Baldwin, for the payment of his acc't for repairing Firelocks belonging to Capt. Le Mar & Capt. Willet's Com'y, in the Bat'n late Colo. Bull's ; By Order of the Board, an Order was drawn on Messrs. Mease & Caldwell for Eight pounds nine shillings, being the amount of his account.


Resolved, That Mr. Nixon, Mr. Wharton & Mr. Whyte, be a Committee to superintend the armed Boats, & to furnish them with what necessarys they want, and to give orders for any necessary repairs.


Agreeable to a Resolve of Congress, this Board went into the choice of a proper person to be appointed as Capt. Lieutenant to the Company of Matrosses to be raised for the service of the United Colonies, when Gibbs Jones was made choice of; therefore,


Resolved, That the said Gibbs Jones be appointed Capt. Lieuten- ant of the said Company, for the service of Canada.


Upon application of Andrew Caldwell, Esq'r., Commodore to the Fleet, for a sum of Money for the Recruiting service; By Order of

the Board an Order was drawn on Mr. John M. Nesbitt, Paymas- ter to the fleet, for £120 for that purpose.


Resolved, That the Officers that shall be employed to recruit in the Country for the service of the Fleet, shall be allowed twenty, shillings per week each for their travelling Charges, and ten shil- lings per man for each Man they shall inlist, in lieu of all recruiting Expences, and also ten shillings per week for the subsistance of each of their Recruits, while they continue in the Country recruit- ing, and until they join the Corps at the Barracks.


Resolved, That Captain Campbell shall have access to Serjeant Morrison, now confined in the Gaol of this City, at reasonable hours, to settle his private affairs ; But that no other of the Prisoners con- fined for inimical practices shall be present.


Upon application of Capt. Richard Willing for the payment of Seventeen Firelocks purchased by him for the use of Capt. Jones' Comp'y in the Bat'n, late Colo, Bull's, By Order of the Board, an Order was drawn on Messrs. Mease & Caldwell, for seventy-one pounds fifteen shillings, being the amount of said account.


Resolved, That Mr. James Biddle furnish John Miers, of Berks County, on account of this Committee, with one hundred pounds, taking good security for the same, which sum is lent him for the purpose of carrying on the Manufacture of Salt Petre, and to be paid in that Commodity in twelve Months.


A Le'r was wrote, & signed by the Chairman, to Benj'n Ritten- house of Nottingham, requesting his attendance at this Board, in Order to confer with him respecting the mode & terms on which he would undertake to carry on a Manufactory of Gun Lock ma- king in an extensive manner.

Upon application of Mr. Patrick Rice, permission was granted him to have access to Doct'r Connolly, now confined in Gaol, in order to his settling an account with him, in the presence of Mr. Ch'r. Ludwick.


By order of the Board, an order was drawn on Mr. Jno. Nixon and others, the Committee of accounts, in favour of Mr. Owen Biddle, for one hundred pounds, being towards the payment of Pikes, &ca., ordered to be made by this Board.


The following Proposals were this day deliver'd to the Committee appointed to enquire for proper places to Erect suitable Works for manufacturing of Gun powder, vizt. :


That this Committee will encourage six Powder Mills, on the following terms :


1. " To lend to each person any sum not exceeding one hun- dred and Fifty pounds, on giving good security to employ it in erecting a powder Mill, and either repay it in Money or work.


2. " That this Committee will supply said Mills immediately with Fifty Tons of Salt Petre, in Proportion to the Quantities of Powder they deliver # week.


3. " That they will pay 8 dollars $ hundred for Powder Manu- factured and deliver'd in this City, this Committee only finding Salt Petre & half the expence of tight Casks, the powder Makers all the other Materials, and to be at all expence of carriage.


4. "When unrefined Salt Peter is deliver'd, 10 $0 ct, be allowed for refining, and the Return of powder be proportion'd thereto ; Salt Petre to be manufactured to the best advantage, and not less than 146 pounds of good Powder being to be deliver'd for 1001bs of Salt Petre.


5. " That 100 Dollars be allowed as a premium for the first ; 50 for the second ; 30 for the third Powder Mills which shall deliver one Ton each of Powder.


6. " That the above Mills have the preference by this Committee, of all Powder Mills hereafter Erected, in the supply of Salt Petre and the Materials for 12 Months, they making the same into pow- der on equal Terms with other persons.


7. "No Powder maker engaging in this Contract to sell any pow- der, directly or indirectly, and to be under Oath, if required, to this purpose."

Resolved, That Matthew Whitlow be appointed First Lieutenant to the Company of Matrosses, directed by the Congress to be raised in this Province for the service of Canada.


A letter from the president of the Congress, requesting that the Battalions of this City would furnish a Number of Men equal to one Battalion, in order to be detached to New York, was read and taken into Consideration ; Therefore,


Resolved, That this Committee request the Field Officers of the several Battalions in this City, to meet as soon as they conveniently can, to fix on Officers to go upon that service, and to take the pro- per steps to carry the above request into execution.


That the Riffle Battalion be requested to furnish one Company, to be added to the Battalion to be detached.


Resolved, that Mr. Dickinson be directed to apply to the Hon'ble Congress to replace the whole number of Arms that this Board has supplied them with.

Upon application of Lewis Grant for a quantity of Brass for making furniture for Firelocks engaged by Capt. Wilcocks & others, By order of the Board an order was drawn on Robert Towers, Com'ry, for two hundred pounds of Brass.


Resolved, That Joseph Fox, Esq'r, advance to Messrs. Gouger, Dunwick & Kinder, three Men employed by him in making Fire arms for the use of this province, Fifty pounds each, for which they are to deliver thirty five stand of arms without receiving any pay- ment, and Mr. Fox is desired to take their seperate obligations.


Colo. Dickinson deliver'd at this Board the following Resolve of Congress:


"In Congress, Feb'ry 12, 1776.


" Resolved, 'That fifty tons of Salt petre be delivered by the Se- cret Committee to the Committee of Safety for Pennsylvania, who are requested to have the same manufactured into Gun powder in the cheapest and most expeditious manner, and that this Congress will Confirm any Contracts made for the above purpose.

Dickinson, agreeable to a Requisition of Congress.


Resolved, That Doct'r Samuel Kennedy be appointed Surgeon to the 4th Battalion of Penn'a Troops in the service of the united Colonies.


Resolved, That William Moulder be appointed Second Lieu't in the 4th Battalion of Pennsylvania Troops in the Service of the United Colonies, in the room of Thomas Holland, who has resign'd, having been appointed in another County.

Upon application of Francis Wade for a Sum of Money, an order was drawn in his favour on John Nixon & others, the Committee of Accounts, for £300, being towards the payment of Provisions Supplyed the Boats & Artillery Comp'y.


Thomas Austin having appeared before this Board agreeable to promise, and having nothing further to offer in defence of the charges alledged against him, as a person inimical to the liberties of America, he sign'd the following declaration, which is ordered by the Board to be published in the Public papers, vizt :


"In Committee of Safety.


" PHILAD'A, 14th Feb'y, 1776.


" As the Committee of Safety for this Province have adjudged. my late conduct to be inimical to the cause of American Freedom, I am sincerely sorry that I have given any displeasure to my Countrymen, and do solemnly declare, that I never intended, by anything I have said or done, to obstruct the measures carried on for the maintaining the Liberty of these Colonies. I do further, in the like solemn manner, declare and promise, that I will not, for the future, throw any Reflections on the public measures aforesaid, or the advisers or promoters of them, nor in any manner whatever, endeavour to obstruct or discredit such measures.


"I do also, Resign my seat as a member of the Committee of Inspection & Observation for this County.

The following Resolve of Congress was this day delivered to this Committee :


"In Congress, 13th Feb'y, 1776.

Resolved, That Capt. Robert Whyte & John Nixon be directed to apply to Simon Shurlock, and in their name to request him to finish the Ship now building for this Province, with the greatest expedition, and to employ an additional number of Men for that purpose.

This Board taking into their consideration the Report from the Committee of observation & Inspection for the City & Liber- ties of Phila., respecting the conviction of John Drinker, Tho- mas Fisher and Samuel Fisher, of the House of Joshua Fisher & Sons, for refusing the Continental Bills of Credit, being fully convinced of the fatal Consequences which must ensue on a Check given to the Circulation of our paper Currency, the refusal of which Is an Offence which strikes against the existence of our present struggle for life and Liberty, and considering that the latter part of the Resolution of Congress, which directs that such persons who are convicted as above mention'd shall be " treated as Enemies of their Country and precluded from all Trade or Intercourse with the Inhabitants of these Colonies ;" remains yet unexecuted upon these persons, And as the powers & authority of the Committee of Obser- vation and Inspection to execute the Resolve of Congress, have ex- pired with the time for which they were elected to serve as a Com- mittee; After due Consideration, the following Resolution was unanimously agreed to :

That this Committee go to the Houses and Stores of John Drin- ker, Hatter, & Joshua Fisher & Sons ; That they shall respectively cause all the- Books and papers of the said John Drinker, and such as belong to the said Thomas Fisher & Sam'l Fisher, seperately and Jointly with Joshua Fisker, to be deposited in Trunks, Chests or Desks; that the same shall then be locked and sealed and suffered to remain in some of their Stores, and then they shall cause all the Doors & Windows of their Stores and warehouses containing their goods, wares & Merchandize to be locked and Keyed, and the same to be fastened upon the out side by a wooden Bar being nailed a cross them.

Upon application of the Commissioners & Assess'rs of York county, for a sum of Money towards the payment of Firelocks making in that County for the use of this Province, By Order of the Board, an Order was drawn on Michael Hillegas, Esq'r, Treasurer, in fa- vour of Colo. Thomas Hartly, for three hundred pounds for the use aforesaid.


Resolved, that the Reverend William Linn be appointed Chap- lain to the 5 & 6th Battalion of Pennsylvania Troops in the service of the United Colonies.


Upon application of Samuel Holme for the payment of his ac- count for Bayonets, Scabbards, &c., for the use of the Captains Jones, LeMarrs and Harmar, Companies in the 1st Pennsylvania Battalion, in the service of the United Colonies, an Order was drawn on Messrs. Mease & Caldwell, for £28 10 6, in his favour, being the amount of said account.


Upon application of Colo. William Irwine, of the 6th Batt'n, of Pennsylv'a Troops, in the service of the United Colonies, for a sum of Money for the use of said Battalion,

In Consequence of the Resolution of Yesterday, Colo. Roberdeau, Mr. Wilcocks and Mr. Clymer, went to the House of Thomas and Samuel Fisher, and demanded their Books of accounts, in Order to be locked up in one of their Stores ; which they refused to deliver up, or to declare where they were deposited, construing either to be an active part in them, which they could not in conscience take, but would peaceably submit to the Execution of any Resolutions that should be taken respecting them.


Resolved, That Hugh Montgomery, at present first Lieut. to the Armed Boat Congress, be appointed Captain to the Armed Boat Effingham.


That Thomas Houston, at present first Lieutenant to the armed Boat Franklin, be appointed Captain to the armed Boat Experiment.


That Isaac Rotche, at present second Lieut. to the armed Boat Hancock, be appointed first Lieut. to the armed Boat Franklin.


That John Christie, at present second Lieut. to the armed Boat Dickinson, be appointed first Lieut. to the Armed Boat Chatham.


That Michell, at present second Lieut. to the armed Boat Chatham, be appointed first Lieutenant to the armed Boat Ranger.


That Francis Gilbert, at present Second Lieut. to the armed Boat Washington, be appointed first Lieutenant to the said armed Boat.


That Robert Hume, at present second Lieut. to the armed Boat Ranger, be appointed first Lieutenant to the said armed Boat.


That William Brown, be appointed Captain of Marines on Board the Provincial Ship now building.


Resolved, that under the authority given by Congress, this Board immediately proceed to errect on account of the Congress, a Powder Mill on a large stream, capable of manufacturing as nearly as posssible, four Tons of Gunpowder per week.


That the Committee will Contract with a number of persons, not exceeding four, to errect powder Mills, engaging to supply them with eight Tons of Salt Petre each, the profits of manufacturing which, to be Consider'd as a full compensation for the Expence and Risque of such undertaking; but if the Committee should not be able to comply with their part of the Engagement, then that they will immediately indemnify by Money the said persons in like

Manner as shall be adjudged by three indifferent Persons, to be chosen by the parties to the Contract, they having particular re- gard to the expence of the undertaking.


Resolved, That Mr. Clement Biddle be appointed to look out for, and without loss of time, fix on a suitable situation for the said Mill; to Contract with the Owners for the priviledge of errect- ing it, and to superintend the building; and also, to contract with Persons for errecting Mills on their accounts, on the terms before mentioned.


Resolved, That the Captains of the Provincial armed Boats be desired to meet together, and inquire into the Merits of such Per- sons who have applied to be appointed 2nd Lieutenants in the said Boats, and such others as may be properly qualified for that sta- tion, that would be willing to engage in that service; and to Report to this Board the Names of thirteen of them, who may be most de- serving, in the Opinion of a Majority of the said Captains

By order of the Board, an order was drawn on Michael Hil- . legas, Esq'r, Treasurer, for Fifty pounds 5 9, being the amount of said Bill.


Resolved, That Mr. Sam'l Morris, jun'r, waite on Mr. Wm. Richards, Capt. Falconer, & Capt. Reed, and inform them they are (with any other person they may fix on) appointed a Committee to fix proper signals in the River and Bay of Delaware, to give the most speedy intelligence of any Enemy Ships that may arrive at or within the Capes of Delaware.


That the said Committee appoint James Maul with his Boat, to . such station as they may think will best answer the purpose of Intelligence.


Resolved, That Commodore Caldwell immediately call together all the officers of the Provincial Armed Boats, fully consult them,

& make such arrangement of officers to the different Boats most agreeable to each other, and to the service in general, and to make a report to this Board of said arrangement, as also of what repairs &ca, are wanting to the respective Boats.


Resolved, That Mr. Nixon, Mr. Owen Biddle & Mr. Roberdeau, employ Wm. Robinson & Benj'n Worrel, as Master Workmen, to erect Barracks on Liberty Island for five hundred Men, agreea- ble to a plot to be delivered them, who are to employ a sufficient number of Carpenters under them to effect the said work in as short a time as possible.


Mr. James Biddle Reports, that agreeable to a Resolve of the 9th inst., he has paid to Mr. John Mears, of Berks County, one hun- dred pounds, to enable him to Carry on the Manufacture of Salt Petre, and now request the payment of said sum agreeable, to which Request, by order of the Board, an order was drawn on Mr. John Nixon & others, the Committee of accounts, in favour of Mr. Bid- dle for the said sum of ££100.


Resolved, That Jacob Myers be appointed Armourer to the armed Boats and Vessels, and to be employed at Fort Island.

Resolved, That Colo. Magau have liberty to make use of the Pest House, agreeable to his application.


The Committee taking into consideration what further Measures are necessary for the defence of this Province, came to the follow- ing Resolution :


That application be made to the Honorable the House of Repre- sentatives, praying that they will take order for the raising of Two Thousand Men to act in the defence of this Province, and this Board

Resolved, That the Members of this Board meet every day precisely at 10 O'Clock in the Morning, and 5 O'Clock in the af- ternoon, Saturday afternoons & Sundays excepted.


Upon application of Jno. Tyler for the payment of his account for repairing Firelocks belonging to Capt. Jones & Capt. Harmer's Comp'y, of the 1st Penn'a Battalion; an order was drawn on Messrs. Mease & Caldwell, for £7 15 3, being the amount of said accounts.


Resolved, That Lewis Nichola apply to the Commissioners of this County for the Key of the Old Gaol.


Resolved, That Capt. Joseph Coperthwaite be joined with Cle- ment Biddle, to carry the building of Powder Mills into execution, & they to purchase or rent suitable seats for that purpose, and do every other thing necessary for effecting it expeditiously.
