Upon application of John Maxwell Nesbitt, Esq'r, a Commission was granted to John Hunn, Commander of the Schooner Security, of 30 tons Burthen, 8 Carriage Guns, & 11 Men.
Capt. Benj'a Loxley having made proposals for casting Brass Artillery for the use of this Province, as follows, Vizt :
" That the Furnace, Metal, Fuel, & other necessaries to be found, and every incidental Expence paid this Committee, and that he have such compensation for his trouble in superintending and Con- ducting the Business as shall be thought a reasonable equivalent thereto.
Resolved, That the said Proposals of Capt. Loxley, be agreed to.
By order of the Board, Robert Towers was directed to deliver Colo. Samuel Miles, or his order, what Rifles he has in store be- longing to this Province.
Resolved, That Robert Towers, Commissary, be directed to get made Two ton of Rifle Powder, as soon as possible.
That the Cartridges he make up in future have an addition of three Buck Shot in each Cartridge.
In Consequence of Intelligence Just Receiv'd, Colo. Miles is requested immediately to march his Battalions to this City, & sus- pend the sending a Battalion to Billingsport 'til further orders.
Upon application of James Craig & Wm. Erskine & Co., Own- ers of the sloop Chance, James Robertson, M'r., burthen 30 tons, 6 Carriage Guns and 34 Men, a Commission was granted to him, the said Capt. James Robertson.
Ordered, That the Commissary deliver to Capt. Loxley such of the Ordinance & Military Stores required for his Artillery Com- pany as he can supply, & Capt. Loxley is authorized to procure the remainder on the most reasonable terms, and bring in his ac- count to this Committee.

Letters were this day wrote to the Colonels of the different Bat- talions of the Counties of Philadelphia, Bucks, Chester & Lan- caster, Requesting they would hold themselves in Readiness to March at an Hour's warning, with their Battalions, to this City.
Resolved, That Messrs. Parker & Owen Biddle have the Guard House at the Old Powder House removed to the New Magazine, And that Mr. Towers be authorized to Occupy the s'd Magazine as soon as he may think it suitable to Receive the public ammunition, and that an Officer's Guard be Mounted at the said Magazine, with orders that no Persons but the Commissary, and such as are em- ployed under him, be admitted on the Lot without Special Orders from the Committee of Safety, unless they be Members of the Board.
Resolved, That Mr. Towers have the Laboratory enclosed with a Fence; And that the Officer of the Guard be directed that no per- son be suffered to come within it but the Commissary and such as are employed under him, but by special order of this Board; or such as are Members of this Board.

By order of the Board, John M. Nesbitt, Esq'r, Paymaster, was desired to advance two Months' pay to Lieut. Emmes, of the Fire Brig't.
Lieutenants Boger & Ball having Refused to sign the Parole pre- pared for them, agreeable to the Resolves of Congress, & by this Board, of the 14th ult., Colo. In Consequence of the following Resolve of Congress, a Letter was wrote to Colo. Miles, requesting he would give orders for the most Speedy March of the Rifle Battalions to this City, And to Colo. Atlee of the Musket Battalion, desiring his attendance on this Board :

" The Congress took into Consideration the letter from the Con- vention of New Jersey ; Whereupon,
" Resolved, That the Committee of Safety of Pennsylvania be Requested to send as many of the Troops of their Colony as they can spare to Monmouth County, in New Jersey, to the assistance of the Inhabitants of that Colony, & to be subject to the orders of the Commander-in-Chief, the said Troops to be allowed the same pay and Rations as the Troops in the service of the Continent, from the time of their March until their Return.

Colo. Atlee attended the Board, and informs that the Firelocks belonging to his Battalion are in very bad order ; that upwards of 200 of them are now in the Hands of the Gun Smiths : that he will make Report to-Morrow Morning of defficiencies of Arms & Accoutrements in his Battalion.
Resolved, That all Officers Prisoners of War, in this Province, on coming into it, do, in future, wear their Uniform whenever they go abroad ; And if any Officer shall be found hereafter transgress- ing this order, he shall be taken up and Confined.

Resolved, that Abraham Hays be appointed 3rd Lieutenant in one of the Rifle companies, in the service of this Province.
Upon application of Capt. Nath'l Falconer for a quantity of Grape Shot, for the use of the Marine committee of Congress,
By order of the Board, Robert Towers, Commissary, was directed to deliver One Cask of Grape Shot, for the use aforesaid.
By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, in favour of Captains Peters & Wilcocks, & Mr. DeHaven, for &500, & directed to be Charged to their Account.
Resolved, That One Battalion of five hundred Rifle Men be im- mediately got ready to proceed to Bordentown, under the Command of Lieut. Colo. Broadhead, to be employed agreeable to a Requisi- tion of the Honorable the Continental Congress, and that a Letter be wrote to the Convention of New Jersey to provide Waggons, to Transport the Men and Baggage to the place of Destination.
Mr. Owen Biddle having occasion to leave the Board, Mr. George Clymer took the Chair.
By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, in favour of Capt. Jno. Hazelwood, for £100, which is directed to be Charged to his ac- count.
Resolved, That Capt. Davis & Capt. McIlvaine be empowered and directed to take up six Shallops to transport a Battalion of Troops from this City to Bordentown, to sail to-morrow.

There being an immediate necessity of a great Number of Tents and Haversacks to be made up for the Publick service,
Resolved, That Messrs. Bridges, Smith, Kennard, & Collins, be authorized and directed to go through the Town and buy up all the Awnings that can be got; and Also that Messrs. Mason, Bridges, & Moulder, purchase all the Coarse Linnens they can meet with, suitable for the above purposes, the whole to be made up by them as the Board shall hereafter direct.
The following advertisement is ordered to be published in the different News Papers of this City :
"The Committee of Safety hereby Offer a Reward of One hun- dred Dollars to any Person who shall discover by whom the Pier intended to be sunk near Fort Island, was cut loose from its moor- ings and turned adrift."
Resolved, That the 6 Canon arrived from New London be sent down immediately to Fort Island, and that Capt. Procter be di- rected to fit Carriages for them and place as many of them, for the present, on the Platform at the Battery there as it will contain.
Resolved, That a Number of Rough Sheds be made at Billings- port, sufficient to accommodate and Lodge 500 Men, to be em- ployed on the Fortifications intended to be erected there.
That Mr. Robert Smith be directed to carry it into execution with all possible expedition.
The Committee taking into consideration the Memorial of the Board of officers of the City of Philad'a, & for establishing a Pa- trole of Associators for the safe guard and peace of the City, came to the following Resolution thereupon :
· Resolved, That there be three patroles of Associators for the City and suburbs-the Northern District to begin on the north side of Arch street and extend as far as Callow Hill street-the Middle District to begin on the South side of Arch street and extend to the North side of Walnut street, And the Southern District to be- gin on the south side of Walnut street and extend to Almond street; That each Patrole consist of a commission'd Officer, who shall be allowed five shillings & four privates, who shall be allowed 2s 6 each, for the Nights, and are to patrole from Eleven O'Clock until day Break.
Resolved, That it be Recommended to the Colonels or Com- manding Officers of the five Battalions in this City and Liberties, to order and direct the said Patroles and Regulate the Routine of duty in proportion to the strength of each Battalion, and to fix upon proper places for Guard Rooms.
Resolved, That the said Patroles be ordered and instructed care- fully to avoid giving any disquiet to the peacable Inhabitants, but to examine all persons of suspicious appearance found in the streets, and confine such as cannot give a good account of themselves, or deliver them to the care of the City Watch; to observe and get the best information of any dangerous meetings of disaffected per-

The Fly armed Vessel, having arrived at New York with 6 Canon for the use of this Province, being a part of the 20 order'd by Congress,
Resolved, That Messrs. Levi Hollingsworth & Tho's Richardson be requested to go to New York, and endeavour to Convey the said Canon to this City in the most Expedious manner.
That they be authorized to hire Carriages for that purpose, either in this City or any other place, as they may judge most proper.
Upon application of Congress for a Quantity of Flints for the use of the Army under General Washington, By order of the Board, Robert Towers, Commissary, was directed to deliver 30 thousand of them, and in order to their being conveyed to New York with the greatest expedition, four Chaises were employed for that purpose, two of which set off yesterday evening & the other two 4 o'clock this Morning, with a request to the different Commit- tees to aid & assist with Fresh Horses, if found necessary.

Resolved, That Mr. Palmer & Mr. Nicholson be requested to examine and Value the Arms collected from the Non-Associators in this City, & make Report of such Valuation to this Board, and that they be paid a Reasonable allowance for their trouble.
Capt. Alexander was desired to deliver Robert Towers, Commis- sary, all the powder & Arms taken out of the Brig't Nancy, near Cape May.
As the Militia of this Province is immediately to be called into service, it will be necessary to collect a considerable quantity of Old Linnen for bandages and lint. The Committee, therefore, most earnestly request the good Women of this City to furnish as much as they can spare. The Bearer, , is empowered to receive the same; and such Charitable Ladies as will take the trouble to make' lint and furnish it, will merit particular thanks from the pub- lick.
Resolved, That Robert Eastbourne & be employed to collect the old Linnen, &c., as mention'd in the above Address.
Resolved, That Doct'r Thomas Bond, J'r, be requested to procure all the Rags in the Commissary's store, to be made into Bandages and Lint, and this Committee will defray the Expence.
It being Reported to this Committee that there is a present scar- city of suitable Linnen for making tents to accommodate the asso- ciators who are about to march to the assistance of our Brethren of the Colony of New Jersey, and that there is a number of Awnings in this City suitable for that purpose,
Resolved, That the Committee of Inspection & Observation be re- quested to apply to all such persons who are possessed of the same, to spare them to the publick upon this pressing Emergency, allow- ing them a Reasonable price for the same; & it is hoped that no persons will be so lost to all regard to the publick welfare as to re- fuse to spare the same; if any such there be, they are to return their names to this Committee, that a proper estimate may be made of their Attachment to their Country.

Resolved, That every Member of this Committee in or near the City, be ordered to meet at the Committee Chamber, before 12 o'Clock, on Monday, to proceed to the State House, where the De- claration of Independence is to be proclaimed.

Resolved, That Mr. Robert Towers, Commissary, deliver out as much Powder to each Battalion of Associators as will make Eight Rounds, to be used in training them, and it is Recommended to the Officers to have the Cartridges for that purpose, made up at the Rate of Eighty to the pound, which Mr. Towers will acquaint them of.
Resolved, That Mr. John Dunlap, Print 300 Copies of the Rules & Regulations for the Government of the Continental Army, for the use of the Associators going into Continental service.
Resolved, That the Iron Masters employed in Casting Canon or shot for the publick service, in the Counties of Chester, Lanc'r and Berks, be permitted to employ any of the soldiers, Prisoners of War, at Lancaster and Reading, as Labourers in the said Business, giving an Account to the Committees of Lancaster and Reading of the times of such soldiers as they shall so employ.
Resolved, That Capt. Boyce be requested to give leave of ab- sence for One Week, to Thomas Prudden, now belonging to his Boat, to assist Capt. Delaney in preparing necessaries for the Bat- talions.
Robert Towers, Commissary, was directed to deliver Colo. Sam'l Miles as many Knapsacks & Canteens, as he may have Occasion for for the use of the Provincial Battalions under his Command.
Resolved, That Doct'r Adam Kuhn be appointed Physician & director General of the Hospital, for the Provincial Troops under orders for New Jersey.
Resolved, That Doct'r Kuhn be requested to Adjust a plan for the Establishment of said Hospital.

Resolved, That Doct'r Charles Bensel, Joseph Ferree, & Leon- ard Stoneburner, be appointed to Collect all the Leaden Window weights, Clock weights, and other Lead in Germantown and its Neighborhood, for which the Liberal price of six Pence per pound will be allowed, and they are authorized to draw on this Board for the same.
