Resolved unanimously, That Samuel Davidson, Esq'r, the Com- mander of the Floating Battery, be appointed Commodore of the Naval Armaments of this Province, and that he be directed to at- tend this Board on Monday next, at 11 O'Clock.


The Honorable House of Assembly having taken into pay a Company of Rifle Men in Westmoreland County, under the Com- mand of Capt. Vansweringen And Colo John Procter, of said County, applying for a sum of Money for their pay & subsis- tance,


By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, in favour of said Procter and for the uses aforesaid, for the sum of Four hundred pounds.


Resolved, 'That a Number of Chevaux de Frize be sunk as soon as possible across the Channel of the River at Billingsport, to be placed sixty feet distance from Centre to Centre of each of them, and of such a height that there will be not more than six feet Water over them at low tide.


That Mr. Robert Smith be fully empowered to purchase Mate- rial and employ a sufficient number of Hands to carry the above Resolve into immediate execution.


Resolved, That Capt. Whyte & Mr. Sam'l Morris be requested to give every assistance and advice in their power to forward the execution of the said Resolve.


Resolved, That the Commissary make up sixty rounds of Car- tridges, with powder for each of the Gallies, The Floating Battery and the Ship Montgomery ; those for the 32 pounder are to be filled with the following quantity of Powder, viz't .: 40 Rounds with 11} pounds, 10 ditto with 114 pounds, and 10 ditto with 12} pounds. Those for the 24 pounders are to be filled as follows : 40 Rounds with 84 pounds, & 10 Rounds with 84 pounds, 10 Rounds with 93 pounds. Those for the 18 pounder are to be filled as follows : 40 Rounds with 6} pounds of Powder, 10 Rounds with 64 pounds,

and 10 Rounds with 72 pounds ditto; and that the Commissary is hereby required to observe the same proportions as a rule in making up Cartridges in future, not to be deviated from on any account, without special orders from this Board.


By order of the Board, Robert Towers, Commissary, was di- rected to deliver Henry Hoover, or his order, half a Ton of Salt petre, 1 & ¿ Cwt. of Sulphur, to be manufactured into Gunpowder.

Henry Shade, of a Rifle Company in the service of this Province, for a sum of Money for the use of his Company, By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in his favour, for One hundred pounds, which is directed to be Charged to the account of John M. Nesbitt, Esq'r, Paymaster to the Troops.


Upon application of Mr. Owen Biddle for the payment of the balance of his account against the Provincial Salt Petre Works, as settled by the Committee of Accounts of Assembly, By order of the Board an order was drawn on Michael Hillegas, Esq'r, in fa- vour of said Biddle, for £473 2 52, being the balance of said. account.


A Letter was wrote to Gen'l Washington this evening, inclosing the Resolve of Congress respecting the fortifying Billingsport, re- questing he would send an Engineer to view the Ground and fur- nish pians for carrying the same into execution.


By order of the Board, an order was drawn on John Nixon, Esq'r, and others, the Committee of Accounts, in favour of Doct'r Robert Harris, for One hundred pounds, which is directed to be charged to his account for manufacturing of Gun Powder.


By order of the Board, Doct'r Rush was directed to procure 6 sets of Surgeon's Instruments to be made for the use of this Pro- vince.

A Letter was this day wrote to Mr. Worrel & Mr. Robertson, de- siring they would on application of Mr. Robert Smith for their workmen, desist carrying on the Buildings at Fort Island.


By order of the Board, Robert Towers, Commissary, was directed to deliver Mr. Jacob Leverswell, for the use of the Troops under the Command of Colo. Miles, five hundred pounds Rifle powder, and half a Ton of Lead, a Receipt to be taken for the same.


Colo. Atlee was this day directed to order his whole Battalion up from Chester, to be quartered in the Barracks of this City.


The signers, of the Public Money not keeping the Treasury sup- plied equal to the demands of this Board, a Letter was wrote to Robert Morris, Esq'r, requesting he would apply to Congress for a Loan 30 or 40 thousand dollars.


By order of the Board, a Commission was granted the 15th inst., to Wingate Newman, of the Privateer Brig't Hancock, of 12 Car- riage Guns, owned by John Bayard, Joseph Dean & Company, agreeable to a Resolve of Congress.


Upon application of Colo. John Shee, to exchange fifteen new Rifles for as many good Muskets.,


Resolved, That this Board agree to said exchange, and that Mr. Robert Towers is hereby directed to examine said Rifles, and if good, to deliver Colo. Shee, or his order, in lieu thereof fifteen good Muskets.


Agreeable to a Resolve of Congress, and by order of the Board. a Commission was this day granted John Craige, Commander of the Sloop Congress, Privateer, burthen 70 tons, of six Canon & 30 Men, owned by John Bayard, Joseph Deane & Co.

By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favor of Matthias Slough, for One thousand pounds, for the use aforesaid.


By order of the Board, an order was drawn on Mich'l Hillegas, Esq'r, in favour of Colo. Matthias Slough, for three thousand pounds, for the payment of necessaries to be purchased for the use of the Provincial Troops.


An account was this day produced of 23 Firelocks purchased in Dock Ward, amounting to £45 16 9, which was passed in the Com- mittee, and directed to be charged to account of Congress.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, in favour of Capt. Jno, Wil- cocks, for £500 for the use of the Gun Lock Manufactory.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, and others, the Committee of Accounts, in favour of Robert Smith, for £200, which is directed to be charged to his account, for build- ing Chevaux-de-Frize to be sunk opposite Billingsport.


Mr. Nesbitt, Paymaster, was directed to pay Lieut. Webb his Wages now due.


Resolved, That the Secretary be allowed 10s. per day, or One hundred & eighty two pounds ten shillings per Year, from the time of his appointment, being the 4th July last.


Capt. William Brown, who went the 7th inst. to the Liverpool Ship-of-War, with Capt Budden & Midshipman Draper, in order to their being exchanged one for the other, agreeable to Re- solve of Congress, returned a few days past, And Report that he has effected that Business, and that Capt. Bellew is willing to Ex- change the Prisoners he has on Board his Ship for such others as may be Prisoners in this Province, belonging to the Ships of-War.


H. Dougherty, Jno. Rice, & Jno. Hamilton, in the names of themselves & of the other Captains of the Armed Boats, having sent to this Committee a Memorial setting forth their unwilling- ness and determination not to obey the Commands of Commodore

Upon application of John Vandegrift for some powder for prov- ing the Firelocks making in Bucks County, By order of the Board, Robert Towers, Commissary, was directed to Deliver 6 pounds powder, for uses aforesaid.


Mr. Abraham Kinsey, Tenant at Hog Island, was informed by the Committee of the necessity of laying that Island under Water on the near approach of the Enemy, and at the same time, was as- sured that whatever Injury he should sustain in Consequence, would be hereafter made good to him by the Publick.

Resolved, That Mr. Nixon be requested to lend this Board two thousand pounds of the Money in his hands belonging to Con- gress.


By order of the Board, an order was drawn on John Nixon, Esq'r, and others, the Committee of Accounts, for £61 4 3, being the amount of Lead, Salt petre, &ca., paid for by him.


Resolved, That Mr. Morris be requested to apply to Congress for the loan of one hundred thousand Dollars.


By order of the Board, Rob't Towers, Commiss'y, was directed- to deliver Bedwell & Walter all the Crude Sulphur now in store, as he may want it for Refining, taking Receipts for the Quantitys he may deliver.


Resolved, That the Delegates of this Province in Congress, be re- quested to inform Congress, that their recommendations relative to forming the flying Camp was not carried into execution by the Assembly, and desire to be informed whether it is their intention that this Board should take upon them the execution of the same.


A few days since, this Board wrote to Congress in respect to the Exchange of Prisoners with the Commander of the Liverpool Man- of-War, in answer to which, the President of Congress, in his letter of the 18th inst., Informs this Board that Congress judges it improper to exchange Men taken in the Merchant ships and River Craft, for seamen taken from the Enemy's ships.

Instructions to Commodore Samuel Davison, was drawn up and agreed to Yesterday, and delivered him this day, and are as follows :


"In Committee of Safety, 19th June, 1776.


" Sir :


" The Committee having thought proper to appoint you Commo- dore-in-Chief of all the Provincial Naval Armaments in the River Delaware, which you are to notify to the Officers of the Fleet by publishing to them your Commission, It becomes necessary to give you some Instructions to Regulate your Conduct in some Points of this Important Trust.


" And first, you are by all possible Means to establish such a proper sense of Subordination in the Fleet, that all the Orders you

think necessary to Issue, be punctually and implicitly obeyed, & loose and Relaxed Discipline utterly enfeebling every Military Es- tablishment, however respectable it may otherwise be in the Cir- cumstance of Number or Force.


" Secondly, As it is the Duty and Inclination of this Committee to maintain the Fleet in a constant state of preperation to receive the Enemy, you must immediately take an exact survey of its pre- sent Condition, and whatever may be wanting in its Equipment to make Report of to Capt. William Richards, who is appointed and directed by this Board to supply all its Deficiencies.


" Thirdly, an attack from the Enemy being highly probable, tho" the time uncertain, it is necessary that every part of the Fleet should have its proper station assign'd, in such way as to afford Mutual support, and that the whole may act to the best effect.


" Fourthly, you must particularly attend not only to the situa- tion of the Fleet, but take great care that the Officers and Men are not absent from their respective Vessels any length of time & at any great distance, but as it is probable that some of the Officers of the Boats may be desirous of coming up to this City, you may give leave of absence to them, but only to six Officers at one time, and that no more than three of that number shall be Captains, who shall not be absent more than Forty-Eight Hours at one time from their Respective Vessels.


" Lastly, Should any accident or Circumstance happen in the Fleet that has the least Tendency to effect the service, you are to give the earliest information of it to the Committee of Safety, that, they, if they have the means of Remedy, may apply such as the nature of the Case may Require.


"These being the Principal matters that have occurr'd to the Committee, they confide in your prudence and Discretion, which have directed their Choice, to supply their Omision in those Num- berless Circumstances and situations in which you may be placed, earnestly Recommending to you, however, that you endeavour to promote the Utmost Harmony between you and the Officers of the Fleet, and between one another, on which depends so much the success of every undertaking, where Men are to act in Concert, and Mutual Assistance is required.

By order of the Board, an order was drawn on John Nixon, Esq'r, and others, the Committee of Accounts, in favour of Thomas Ne- ville, for two hundred pounds, to be charged to his account for pur- chasing Lead for the use of this Province.


Resolved, that Edward Bingley be appointed Captain to the Fire Brig't in the service of this Province, and that he engage four Men for to navigate the said Brig't.

The Commodore had directions this day to distribute 50 Rounds of Gun Powder to each of the armed Boats, taking receipts for the Delivery from their Commanding Officers, and at the same time to take from them all the Powder they have now on Board.


A letter was this day wrote to George Bryan, Esq'r, Naval Offi- cer, desiring he would grant permits to the Captains of Vessels that may apply for Chevaux de Frize Pilots to the town of Ches- ter, taking a qualification that they will take no Pilot further down the River than Chester, unless it be such Vessels as go down the Bay under Convoy of Continental Ships of War, who are to be allowed pilots on their producing a Certificate from the Marine Committee that they are to be taken under Convoy, and that Priva- teers will always receive the necessary Papers from this Board.

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, in favour of James McLine, for £152 19 3, being the amount of 20 Rifles & 43 Muskets, pur- chased by him in Cumberland County, which is to be charged to Arms purchased for account of Congress.


By order of the Board, Robert Towers, Commissary, was direc- ted to deliver to Colo. Atlee or his order, as many Firelocks and accoutrements as he may have occasion for, to compleat his Bat- talion.

By order of the Board, an order was drawn on Jno. Nixon others, the Committee of Accounts, in favour of John Fulton of Chester County, for fifty pounds, to be Charged to his acco't, for purchasing Arms on account of Congress.


Resolved, That Jobm Hazelwood, Esq'r, be appointed Captain and superintendant of the Fire Vessels & Fire Rafts, and to the Guard Boats, and that he be allowed for his Services 36 Dollars month & 4 Rations, to commence the day of his first appointment, being the 28th December last.


In Consequence of a Resolve of the 19th inst., Robert Morris, Esq'r, applied to Congress, and deliver'd the following Memorandum to the Board, taken by him in Congress :


" In Congress, June 20th, 1776.


" Robert Morris, one of the Delegates from the Province of Pennsylva'a, reminded the Congress that the Assembly of said Province had Adjourned on the 14th inst., without having been able to Carry into Execution the Resolves of Congress of the 3rd Inst., for Raising 6,000 Militia for establishing a flying Camp; and then informed the Congress that their said Resolve, not being directed in Terms to the Committee of Safety, but address'd to the Colony, the said Committee were in doubt whether it would be expected from them to execute said Resolve, as they are in Recess of Assembly the Executive Body of this Province ; He Also alledged that if the Congress expected the Committee to proceed in this Bu- siness it would be necessary or adviseable that they should recom- mend it expressly to them, for under the present Circumstances of the Province; he much doubted if they would be obeyed unless so authorized, and added that, if the Congress did not see proper to take further order in this matter, he hoped the Committee of Safety would always be held blameless, as they now gave Congress this necessary information for the express purpose of having an Explicit "declaration, if they were expected to act in this important business, which they were ready to undertake if so desired. This applica- tion was made by Mr. Morris as declared, By order of the Com- mittee of Safety, and after a debate of Considerable length, and

two Motions made and seconded, one was withdrawn, the other de- termined in the Negative. In Consequence whereof, I have made this Memorandum immediately on the spot, to appear when it may. be necessary, and to prevent blame being cast where it is not merited.

Resolved, That Colo. Cadwalader, Capt. Whyte, & Mr. Parker, be a Committee to employ proper Persons to build 6 Flat Bottom Boats, agreeable to a Resolve of yesterday.


By order of the Board, Robert Towers, Commissary, was di- rected to deliver the following quantities of Ammunition to the Colonels of the different Battalions of Associators in Chester County, vizt :


To Colo. James Moore-2300 Cartridges, for Provincial Mus- kets. 2070 de., sorted, for the other different Bores of Firelocks.


1500 flints.


To Calo. Thom's Hockley-2300 Cartridges for Provincial Mus- kets. 2300 do., sorted, for the other different Bores of Firelocks.


1600 flints.


To Colo .. Hugh Lloyd-1840 do. for Provincial Muskets.


1610 do. sorted, for the other different Bores of Firelocks. 1200 fints.


To Colo. Wm. Montgomery-2760 Cartridges for Provincial Mus- kets. 2415 do. sorted, for the other different Bores of Firelocks.

Resolved, That Mr. Samuel Howell, Mr. George Clymer, & Mr. Owen Biddle, be a Committee to agree with Mr. Thomas Savage to carry on the Manufactory of Salt on the Jersey Shore, and make Report of such agreement to this Board, and that they, the said Committee, draw on the Committee of Accounts for such sums of Money as may be necessary to Compleat and carry on said Work.


Robert Towers, Commissary, his account for Wages up to the 4th inst. was this day directed by the Board to be paid, being for 334 days at 10s, amounting to £167.


By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, in favour of Robert Towers, for £53 5 5, being the amount of his account for making Cart- ridges for the pay of Lead, &c.


Resolved, That Doct'r Duffield & Dost'r Rush be directed to lay before this Board an account of the Quantities and Kind of Mede- cine, Surgical Instruments, Lint, Rags for Bandages, belonging to the Public, and Report their Opinion whether any thing is wanting for the use of the Hospital.
