Resolved, That the Troops under Capt Proctor's Command be augmented to two Hundred men, to be formed into two Companies, to be under the Direction of One Commanding Oficer with the rank of Major, and each Company to have one Captain Lieutenant and three Lieutenants.


Resolved, That the said Troops be Commanded by Thomas Proctor, Esq'r, with the rank, pay, and allowance of Major, and to be recruited by him for the same time, and on the same terms as those already raised have been.


Capt. Welpert having waited on this Board with the Compli- ments of Mr. President Hancock, and to request that the Board would recommend some other Gentleman as first Lieutenant of the fifth Company of the German Battalion, to be raised in this State for the Continental Service, in the place of Lewis Van Linkensdorf, heretofore recommended as first Lieutenant, who has also been ap- pointed Adjutant in the said Battalion; The Board, therefore, do recommend Mr. Bernard Hubley, jun'r, as first Lieutenant in the said Company, instead of the said Lewis Van Linkensdorf.

Permission was given to one Officers belonging to each of the Battalions of Prisoners confined at Lancaster, now on Parole at Car- lisle, to go to Lancaster and continue for such a Space of Time as is Sufficient to muster the Prisoners belonging to their respective Bat- talions, & directed to the Committee of Inspection of Cumberland.


By order of the Board, Mr. Rob't Towers was directed to deliver to Q'r M. Generals Assistant, 4000 Priming Wires & Brushes, 20,- 000 Flints, 200 Ramrods, 1 Ton Riffle Powder, Cannon Cartridge Paper, and a number of Musket Cartridges, (leaving a Sufficient number of for this State) to be Charged to Congress.

By order of the Board, Mr. Nesbitt was directed to pay Major Benja. Loxley £100, towards the the Cannon Foundry & Boring Mill erected for this State, to be Charged to his acco't.


By order of the Board, Mr. Nesbitt was directed to pay Col. Thomas Porter Fifty Pounds, to be Charged to his acco't.


By order of the Board, Mr. Nesbitt was directed to pay Capt. Wm. Brown £35 8 11, being the Balance of his acco't.


Messrs. Mease & Caldwell were requested to advance Lieut. Col. Wm. Clark One Hundred & Fifty Pounds, & Lieut. Col. Frederick Watts Ten pounds, in order to assist the Officers of their Battalion, as it will promote the Service in forwarding the men to Camp.


Resolved, That the Committee of Inspection and Observation of Lancaster County, be requested to assist Capt. Matthew Smith in the procuring 160 Rifles, and that they direct the Gun' Smiths in their County to make that Quantity of Rifles with all Convenient dispatch, so as not to hinder them from repairing the arms of the Militia now on their march to Head Quarters in Jersey.

Information being given that the Guards of this City are weakly maned, and that the duty has fallen heavy upon a few in Conse- quence of the neglect of some Associators to enrol themselves in the Companies stationed here, by order of General Roberdeau, agreea- able to the recommendation of the late Committee of Safety, and that uneasinesses have arisen amongst those who have done the duty of Guards from a misapprehension of the proper authority to be ex- ercised by the Commanding Officer; The Council having made en- quiry into the matter, are of oppinion that the Captain of the Guards has acted in the line of his duty, and has duely discharged the part of an Active and Prudent Officer. And to prevent any future complaint arising from the Causes aforesaid,


Resolved, That every Associator belonging to this City and Lib- erties, capable of doing Duty, who has not marched with the Militia. to the Camp in New Jersey, and who neglects to enrol himself in. some one of the four Companies of Guards, and to attend the ser- vice in his Turn, shall be deemed a Non Associator, and be subject to all fines and Penalties of such.


That the Associators on Duty as Guards in this City are actually in Continental Service, intitled to the same pay and Rations, and

Agreeable to the Determination of the Board Yesterday, Com- modore Davison & the Captains of the Gallies, were Summonsed to attend the Board on Thursday next, precisely at 2 O'Clock, After- noon.


James McConneaughy was brought before the Board, and was permitted to be enlarged from his Confinement, upon giving security that he would appear at the next Court of Judicature that may be held in the County of Chester for the trying of Offences and Mis- demeanors; and in the mean time to march to the Camp in New Jersey, and there remain untill the return of said Army; which was done accordingly, himself Bound in the Sum of £1000, & Wm. Graham in £500, for the Performance thereof.


The Board then adjourned to 5 o'Clock, afternoon.

" You are hereby required to Cause George Crows to be taken and brought before this Council to answer a Charge exhibited against him for Forgery by Francis Hopkinson, Esq'r, and for you so doing this shall be your order.

A similar order was given to cause Anthony Seyper'to be brought before the Council.


John Hatton of New Jersey was brought before the Council, he being suspected of Facilitating the escape of Col. Kirkland from his Confinement in this City, and after examination, he was admitted to be enlarged from the State Prison, on his entering into a recog- nizance of Five Hundred Pounds for the good behaviour. At the same time John Hale was brought before the Council and was ad- mitted to Bail for his Good and Peaceable behaviour, under a Pen- alty of £1000 himself and sufficient surety.

A Petition from Joseph Greenway, third Lieut. of the Ship Montgomery, in the service of this State, was laid before the Board, praying that he may have leave to resign his Commission, as he has an opportunity of serving his Country in a more essencial man- ner than he is now able to do, which request was granted, and he is discharged from the Service aforesaid.


Mr. Nesbitt was directed to pay Doct'r Fred. Otto, for attend- ance on a man wounded at Cape May, in the Service of this State, £6 11 3.


Mr. Nesbitt was directed to pay Richard Chew, £19 16 8, for 35 Barrels of Tarr delivered Wm. Richards.


Mr. Nesbitt was directed to pay Col. Jona. Paschall, 18s. 6, to altering Colours belonging to his Battalion, to be charged to his acco't.

Mr. Nesbitt was directed to pay Col. David Thomas, for meals victuals for Capt. Pauling & Capt. Howell's Companies of Associa- tors of his Battalion, Philad'a County, £6 11 9, to be charged to Congress, and £1 4 0 for Shot Pouches bo't by him for the use of his Battalion, to be charged to the Co'l.

John Maxwell Nesbitt, Esq'r, was directed to pay Col. Thomas Hockley £191 16 6, for Arms, Blankets, &ca, for the use of his Battalion, to be charged to Col. Hockley.


Mr. Robert Towers, Commissary, was directed to deliver Benja. Seyoe 4 Grubing Hoes & 4 Falling axes, to be delivered by him to Mr. Nicholas Hicks, at Billingsport.


Mr. Towers was directed to deliver Col. Hugh Lloyd, of Ches- ter County, 83 Cartouch Boxes, taking his receipt.


The Vice President being under a necessity of attending the Convention, Mr. Owen Biddle was requested to take the Chair.


In Consequence of an order granted the 20th Instant, George Crows was brought before the Board with his Trunk, in which. was found, among a number of Papers, the Sum of £498 0 8, in four Bundles, vizt. :


1 Bundle, £102 0 0, One Hundred and two pounds.

which was delivered to Mr. Frederick Kuhl, by order of the Board, and he requested to keep in his Possessions.

An order was drawn on John Maxwell Nesbitt, Esq'r, for £200, in fav'r of Robert Semple, Esq'r, to be charged to the Committee

of Inspection & Observation of Cumberland County, it being for the purpose of assisting the Families of poor Associators, who are now in actual Service.


An order was drawn on Mr. Nesbitt, in favor of Mark Bird, Esq'r, for £107 2 6, being for arms taken from non-Associators, for the use of his Battalion, to be charged to his account.


Messrs. Dehaven & Carter was directed to deliver Capt. Alexan- der Martin, of Col: Peter Grub's Battalion, of Lancaster County, 11 Stand of Arms and twenty Cartouch Boxes.


Mr. Nesbitt was directed to pay to Mrs. Connoly, £6 5 0, for 5 weeks' allowance, at 25s p. week, from 16 July to 21st Instant, agreeable to a Resolve of the late Committee of Safety, 16 July last.


After Examination of George Crowes, it appeared from his own Confession and Papers found in his Chest, that he was Guilty of Forgery and Fraud ; he was therefore sent to the State Prison, and the following warrant of Committment was granted :


" In Council of Safety for the State of Penn'a, " Aug't 22nd, 1776.


" You are hereby Authorized, empowered, and required to con- fine George Crows in a Room by himself in the State prison, with- out Pen, Ink, and Paper, and Feed him on bread and water, and Permit no person to hold any Intercourse with him, except by Spe- cial order from this Board, he being Guilty, (by his own Confes- sion) of Forgery and Fraud. By order of the Council.
