By order of the Board, the Chairman wrote to Mr. Henry Fisher, directing him to furnish Mr. Nathaniel Rumsey with a Pilot & Boat for the above mentioned purpose.
Lt. Cammeron, taken with Mr. Connolly, and confined by order · of Congress, as a person inimical to the Liberties of America, was this day brought before this Board, and being examined, and found to have acted an inimical part in the present dispute between Great Britain and these Colonies, was remanded to Gaol, & there to remain 'til the further order of Congress and this Board.
Joseph Fox, of this City, Black Smith, having informed this Committee that Peter Cribs, his apprentice Lad, is inlisted on the Continental Service by Lt. Collier, of Colo. Magau's Batt'n, and it appearing that the said John Fox has paid a consideration for the time of the said apprentice, the Commanding officer of said Bat- talion is hereby desired to discharge him from his Enlistment, on being repaid all the Charges attending it.
Resolved, that no business be gone into before the minutes of the preceeding day's being read.
That the Minutes of this Board for the day, be constantly read before the Members seperate.
That no Member leave this Board without the permission of the Board.
Resolved, That this Board will, on Monday the fifth day of Feb- . ruary next, appoint officers for a Company of Matrosses, to be im- mediately raised in this province for the service of Canada.
And this Resolve to be published in the Newspapers, to the end applications may be made by such as choose to enter into the said service.
Mr. Apty finding it inconvenient to victual the people Confined by order of Congress in Gaol, Sachervil Wood was directed to pro- vide them with the usual allowance, for Ts. 6 } Week each Man, to Commence to-morrow. .

Upon application of John Handlyn for the payment of his ac- count for repairing a number of Firelocks for Capt. Dorsey's Comp'y, in the Batt'n late Colo. Bull's, an order was drawn on Messrs. Mease & Caldwell, for &22 16, in his favour.
Resolved, that Capt. Whyte procure the timber for making fifty large Canon Carriages.
Upon application of Capt. Wm. Williams for the payment of 4 firelocks purchased by him for the use of his Comp'y, in the Battalion late Colo. Bull's, an order was drawn in his favour for £16 10, on Messrs. Mease & Caldwell, paymasters.
By order of the Board, the following advertisements were sent to Messrs. Hall & Sellers, & to Messrs. Bradford's, & the other Printers of this City, requesting them to publish them in their next papers.
"As Rags and Lint are essentially necessary for the public ser- vice, this Committee most earnestly request the Inhabitants of this City to collect what old Linnen they have and can spare, and in the course of next week, persons properly authorized, under the Hand of the Secretary of the Committee, will call at their Houses to receive it.
" Such persons, also, as have Salt Petre to dispose of, are hereby notified that Robert Towers, Commissary, next door but one to the Presbyterian Meeting House, in Market Street, will receive the same, and pay them therefor."

Petre Works in this City, to be instructed in the Manufacture of that Commodity, and to set up works at their Respective Houses in Bucks County, for the Instruction of the Inhabitants. James Wal- lace, being also by said Committee recommended as the officer for receiving and paying for the Salt Petre made in Bucks County,
Resolved, That on application of said James Wallace, he shall receive a sufficient sum of Money & Gunpowder for the purposes aforesaid, agreeable to the advertisement from this Board.
Agreeable to direction of Congress, this Board went into the Ex- amination of Doct'r Connelly, and find him to be a person inimical to the Liberties and dangerous to the safety of these Colonies; there- fore, was remanded to Gaol, 'til the further orders of Congress or this Committee.
Upon application of Mr. King for the payment of his Bill for a quantity of Grape Shot made for and deliver'd to this Board, this Committee came to the follow'g
Resolve, That he be paid 4d. + pound for said Shot, and that he be allowed £55 as a recompence for his having undertaken this business, and for the unexpected disappointments he met with on carrying it into execution.

WHEREAS, It is represented to this Board by the Committee of the County of Philadelphia, that Thomas Austin is charged by several Witnesses with having utter'd many declarations inimical to the Cause of American Liberty, and tending to excite Ground- less fears and apprehensions in the minds of the Good People of this Province ; It is

Upon application of John Tyler for the payment of his acc't for repairing a Number of Firelocks belonging to Capt. Willet's Comp'y in the Batt'n late Colo. Bull's, an order was drawn on Messrs. Mease & Caldwell, in his favour, for £11 5 9.
Resolved, that Samuel Howell be joined to Robert Morris, Thomas Wharton, jun'r., & Robert Whyte, the Committee for importing Fire-arms, Gunpowder, Salt Petre, &ca., from foreign parts, for the use of this Province, to aid and assist them in that service.
Mr. Gratz having a quantity of Blankets and other Woolen Goods said to be proper for covering and Cloathing the Troops now raising for the Continental Service, this Board gave him directions to order the said Goods immediately to this City, and if they are found suitable for the above purpose, this Board will allow him a generous price for them.

Upon application of Mr. James Chapman, one of the Commis'rs of Bucks County, for a Sum of Money to purchase a quantity of Oeznabrigs for Knapsacks, for the use of that County,
By order of the Board, an order was drawn in his favour, on Mich'l Hillegas, Esq'r., for fifty pounds for that purpose.
" To the Honorable the Committee of Safety for the Province of Pennsylvania.
" Gentlemen :
" According to your request, we proceeded from hence into the Province of New Jersey, to the lower part of Billingsport on the River Delaware, and survey'd the shore from thence to the low- land near Mantua Creek. We determined the bearing and distance of the upper Pier at the Fort from thence, and likewise the breadth of the channel opposite Billingsport, which was readily done by means of the grounded Ice on each side of it. From Billings- port we went to Red Bank, and there by measuring two stations and taking several bearings, we ascertained its distance from the upper Pier aforesaid. From Red Bank we returned to Gloucester, where we took several bearings, which served to compleat the Draught which accompanies this, in which you will see the particular bear- ings and distances, laid down with as much accuracy as the time would admit. If we may presume to give our judgment with re- gard to fortifying any part of the Jersey Shore, we are unanimous in our opinion, that it is not adviseable, because any part of Bil- lingsport or Red Bank is at too great a distance from the Chevaux de Frize, for either Friends or enemys to annoy with certainty any Boats, &c., that may be stationed at them. And if a Fort were

built at either of those places, the Enemy could land above or be- low it, without any difficulty, (unless a superior army could be collected before, on the spot to oppose them,) and oblige our people to spike their Cannon and quit the Fort, or submit to be made prisoners, & the very means of our defence be made to operate against us, or at least, be dismantled ; To obviate which, we humbly offer a different manner of defence and annoyance to your Consideration, which is to have a number of Guns, 12 or 18 lb'rs, mounted on strong Traveling Carriages, and previous to the ene- my's approach, to raise Breast works at the most convenient places at Billingsport, Manus Hellem's, and other places, from whence those Guns, thus mounted, and well ply'd with Star and Cross Barr'd Shot, &c., will annoy the Enemy much ; and if they should land and press hard, our people can retreat, and make a fresh stand at suitable places.
" If the Enemy should land their whole force in the Jerseys, with an intent (as we may suppose) to Bombard this City, in such case the Bridges, after our Cannon are retreated over them, should be destroyed, with Houses, Barns, Fences, &c., which would assist them in crossing. And thus, if our cannon are well supported with Musquetry, every Inch of Ground may be disputed, with great in- conveniency and loss to the Enemy.

Nixon & others, the Committee of accounts, for fifteen pounds, and an order on Mr. Towers, Commiss'y, for one Quarter cask of Powder, for the above said purpose.
Upon application of Mr. Antis, an order was directed to Mr. Towers to deliver him six pounds of powder, to repay that Quantity

Robert Colebrook and James O'Neill, two persons taken with Capt. Campbel, confined in Gaol by order of Congress, were this day dis- charged from their confinement.
Jno. Brown, the servant of Dr .. Connelly, was order'd from the Gaol to the Work House, there to be kept in safe custody 'til the further orders of this Board.
In consequence of a Petition from John Hackett, late Steward on board the Dickenson, The Commodore was this day directed to dis- charge him from the Fleet.
Resolved, That the pay of the Captains of the Armed Boats be encreased to ten pounds $ month, or 263 Dollars ; & the Pay of the first Lieutenants be Seventeen Dollars # month; that the pay of the Second Lieutenants be fourteen dollars # month ; to commence the first instant.
Resolved, That all ships or vessels of War, with their Boats, Guns, Tackle, Furniture, and goods on Board, that shall be taken and made prize of in the River Delaware by any of the Vessels or Armed Boats fitted, or fitting out for this Province, and be con- demned as lawful Prize, shall be two-third parts thereof for the use of the Captors, and the remaining one-third part thereof to be ap- plied by the Assembly, or Committee of Safety of this Province, for the maintenance and support of such officers, soldiers, and Seamen, as shall be maim'd or disabled in the said service, and of the wid- ows and children of such as may be kill'd in the same, in such manner as the said Assembly or Committee shall think proper.
Resolved, That all other Ships or Vessels, Goods, Wares, and Merchandize, that shall be taken by any of the Vessels or armed Boats fitted, or fitting out by this Province, and condemned as lawful prize, shall be distributed according to the Resolves of the Congress.

Resolved, That the said Mr. John Eddy be appointed first Lieu- tentant in said Battalion, in the place of Mr. Barnet Eichleberger.

Mr. Thomas Austin, agreeable to a Resolve of the 31st ult'o, ap- peared before this Board, and examined in answer to the deposi- tions of Josiah Hart, Marshall Edwards, Jacob Laughlin, & Casper Fetters, against him as a person inimical to the Liberties of America, and agreeable to his desire, the Board did not determine as to the Matters alledged against him, he having promised to attend on Wednesday next, which time was given him in order to his bring.

Resolved, That Mr. Towers Examine into the prices of the dif- ferent articles (except the repairing of arms) charged in Capt. Moulder's account, & if they are found reasonable, this Board will pay for them.

Upon application of Mr. Henry Wynkoop, an order was drawn on Robert Towers, Commissary, for six pounds powder for proving Musket Barrels made in Bucks County.
Agreeable to a Resolve of Congress, this Board went into the choice of a proper Person to be appointed Captain of the Company of Matrosses to be raised in this Province for the service of the united Colonies, when they made choice of Mr. Bernard Romans ; therefore,
Resolved, That the said Bernard Romans be appointed Captain of the said Company of Matrosses.
Resolved, That Thomas Hanson be appointed Quarter Master to the 2d Battalion of Troops to be raised in this Province for the service of the united Colonies.
By order of the Board, an order was drawn on Messrs. Mease & Caldwell in favour of Colo. Anthony Wayne, for one thousand pounds, being for the use of his Batt'n in the service of the Uni- ted Colonies.
Resolved, That the Brig't. Hetty, Capt. Lott, or any other ves- sel employed by Capt. Vanhorn for the Committee for importing Powder, Arms, &ca. from Foreign parts, be insured by this Com- mittee against all seizures, on account of her having such articles on Board for this Committee, and in case she may be so lost, this Board will pay for her, agreeable to her valuation by three indiffer- ent persons, to be agreed on by the owners of said Vessel and this Committee.
Agreeable to a Resolve of the 25th ult., the Gent'n therein men- tioned and appointed to consider of proper places to errect suitable works for the Purpose of Working up into Gunpowder the different Materials that may be imported or be procured at home for that use, Report :
That they have receiv'd several proposals from different persons, who are willing to errect Powder Mills, and which proposals they now leave with this Board.
Resolved, That Mr. Read & Mr. Wilcocks, be a Committee to wait on Congress with the above mentioned proposals, with a Me- morial from this Board, setting forth the necessity & importance of such Mills being errected, and that as all the Salt Petre now ready for use is the property of the Congress, that this Board tender Congress their assistance in promoting this business.
That Mr. Reed & Mr. Wilcocks apply to Congress & request they would repay this Board, the Fire Arms & Powder supply'd them at different times.
Mr. Reed & Mr. Wilcocks report that they deliver'd the above ment'd Mem'l to Congress, which would be immediately taken into consideration.

Resolved, That John Harper by appointed Quarter Master to the 4th Battalion of Troops to be raised in this Province for the ser- vice of the United Colonies.
Resolved, That Richard Collier be appointed Quarter Master to the 5th Battalion of Troops to be raised in this Province for the service of the United Colonies.
Resolved, That Garait Stedafort be appointed Qua'r Master to the 3rd Battalion of Troops to be raised in this Province to the service of the United Colonies.
Mr. Blith, a Gent'n recommended by the Committee of Cum- berland Co'y, to be instructed in the Manufacture of Salt Petre, having produced the ac't of his expence, amt'g to ££3 12 6; By or- der of the Board, the Committee of acc'ts was desired to pay the same.
