Mr. Morris, by direction of Congress, deliver'd the following Re- solve of Congress to this Board, a Copy of which was deliver'd to Robert Towers, with orders to see the same Carried into execution.

Upon Motion of Mr. Thomas Wharton, one of the Committee for Importing and procuring of Powder, Arms, &c., for the use of this Province,
Resolved, That they, the said Committee, load the Brig Dolphin, Capt. Prole, with the produce of these Colonies, for the purpose of procuring said articles from Foreign parts, and that the following Certificate be Issued, viz't :
" This is to Certifie, that Messrs. Rob't Morris & Thos. Wharton, jr., has permission to load the Brig't Dolphin, Capt. Prole, with the produce of these Colonies, the same being for account of this Pro- vince, agreeable to a Resolve of the Honorable the Congress, dated 26th Oct'r, 1775."
Resolved, That the following advertisement be published in the different newspapers of this City, Viz't :
" Such persons as are willing to erect Powder Mills in this Pro- vince, within fifty Miles distance of this City, are desired to apply to the Committee of Safety, who will lend them Money, on Security, if required, for that purpose, and give them other Encouragement."
Resolved, That Colo. Wayne, Colo. Johnson, Mr. Bartholomew & Mr. Reiley, be a Committee to Examine the Firelocks, Cartridge Boxes, Knapsacks, &ca., as ordered by Assembly to be provided by Chester County, are made agreeable to the said order of Assembly, and to the patterns deliver'd the Commissioners & Assessors of said County, and make return of the same to this Board.
Upon application of Capt. Josiah Harmer, for the payment of 11 firelocks purchased by him for the use of his Company in Colo. Bull's Battalion, an order was drawn on Messrs. Mease & Caldwell for £23 12 6, being the amount of the same.
Resolved, That Joseph Fox, Esq'r., advance to Gouger, Dunwick and Kinder, three men employed by him in making Fire Arms for the use of this Province, Fifty pounds each, for which they are to

deliver thirty-five stand of Arms without receiving any payment, and Mr. Fox is desired to take their Seperate obligations.
Resolved, That Major Sam'l Meredith & Capt. Rich'd Peters, Jr., be appointed in the place of Colo. Shee & Colo. Cadwalader, who, with Capt. Wilcocks, were authorized by this Board to Con- tract for 1000 firelocks & Bayonets.

Mr. Alexander Hall having declined his appointment as an En- sign to one of the Companys in the four Battalions now to be raised by order of Congress, this Board proceeded to the choice of another Gentleman, as a fit person to supply his place, when Mr. Joseph Standley was agreed to be appointed.
This Committee being informed by Congress, through Andrew Allen, Esq'r, that there was some dispute about the Classing the Field Officers, upon inquiry do find that there was some small dif- ference between Colo. Sinclair & Colo. Wayne, respecting the ar- rangements of their Majors ; Therefore,
Resolved, That Nicholas Haussiger be appointed Major to Colo. Wayne's Battalion, & Joseph Wood be Major to Colo. St. Clair's Battalion.
" WHEREAS, it appears by a Report from the Committee of In- spection and observation of the City of Philadelphia, that they have without effect, taken every peaceable measure in their power to ob- tain certain goods belonging to Messrs. Joshua Fisher & Sons, now in the store of the said Committee, and applied for by this Board for the publick service, and it appearing to this Committee that the said Goods, consisting of Sail Cloth, Lead, Russia Sheeting, Ra- ven's Duck, Linnens, Redserge, White Lead, & Spanish Brown, are essentially necessary for the public Service; it is
Resolved, that the said Committee of Inspection and observation deliver said goods to Thomas Lawrence, Vendue Master, to be im- mediately sold at public Vendue, that this Committee may have an opportunity of purchasing them for the public service, and that this Committee will pay for the same, or be answerable for the payment when required.

Doct'r John Smith being brought to this City by Capt. Shryock as a person inimical to the liberties of America, was by order of the Board, committed to prison, agreeable to the following Com- mitment, viz't. :
"WHEREAS, Doct'r Jno. Smith stands charg'd before this Board with practices inimical to the Liberties of America, these are to au- thorize and require you to receive into your custody the said Doct'r John Smith, and him safely and closely keep confined, without ad- mitting any person to speak with, or have access to him, unless by special order from the Honorable the Continental Congress, or this Board, and without Pen, Ink, & Paper, until he be discharged by the said Congress or the Committee, and hereof you are not to fail, at your peril.
" By order of the Committee, "Sign'd JNO. NIXON, Chair'n. "To the Keeper of the Gaol of the City & County of Philad'a."
Order'd, That John Hall be authorized to purchase half a Tunn of Barr Iron for Lewis Prahl, for making Gun Barrels, and draw upon this Committee for the amount.

Doct'r Jonathan Potts having sent to this City twenty Provincial Muskets, accompanied with his account of Sundry repairs made by the different People who he collected them from, and which he ap- plies for the payment of,
Resolved, That an order be drawn on the Treasurer of this Board for the same, which order was accordingly drawn in favour of s'd Potts, on Mich'l Hillegas, Esq'r, Treasurer, for £52 5 3.
Resolved, That the Committee appointed to view Liberty Island, repair as soon as the season will permit, to that place with Dav'd Rit- tenhouse, Robert Smith & John M'Neal, and determine on and lay out such works as they shall think sufficient to defend it, and that those Gentlemen employ such Persons as may be necessary to com- pleat said works, agreeable to the Report of the Committee appoint- ed for that business.
Resolved, That the Commodore be directed to cause four hundred Sea Men and Landsmen immediately to be recruited for the service of the armed Boats and other Naval Equipments, on the same Terms the other Men were raised.
Upon application of Capt. William Jenkins, for the payment of twenty-six Firelocks purchased by him for the use of his Com- pany, in Col'o. Bull's Battalion ; By order of the Board, an order was drawn on Messrs. Mease & Caldwell, for £88 4 6, in his favour, being the amount of s'd Firelocks.
Agreeable to a Recommendation of Congress, this Board dis- charged David Foster from his confinement, he being a person con- fined with others taken with Capt. Campbel.
Resolved, That Messrs. David Rittenhouse, Andrew Doz, Tho's Cuthbert, Dan'l Joy & Benj'n Harbeson, or a Majority of them, be appointed for carrying into execution the Contract which this Com- mittee have entered into with Morgan Bustead, for casting Canon, and they are hereby authorized to employ a sufficient number of Workmen, and to provide every Material necessary for that purpose, all orders from said Board on our Committee of accounts for the above said purposes, shall be duly paid. It is further,
Resolved, That the Canon Committee appointed from this Board heretofore, be desired to aid & assist the above mention'd Gentlemen as much as they Conveniently can, and to explain to them the nature of the Contract; the kind of Canon which are wanted, and of the plan this Committee had in view for prosecuting the said works.

"I, Duncan Campbel, Captain in the Regiment of Royal Highland Emigrants, now a prisoner in the United Colonies, being enlarged from confinement, do hereby promise, upon the Honor of a Gentleman, to go to Lancaster, in this Province, after which I will not go to or near any Seaport Town, nor farther than six miles from my place of residence, without leave from the Continental Congress ; that I will carry on no political Correspondence whatever, on the subject of the dispute between Great Britain and these Colonies, so long as I remain a prisoner.

The Committee of Safety having resolved to increase the Num- ber of Men in the pay of, and for the defence of this Province, Captain Procter is hereby directed to enlist seventy Voluntiers, who are to be instructed principally in the use and management of Artillery, but to be embodied in such manner, and employed occa- sionally upon such service as may be hereafter determined by the said Committee.
It being highly expedient in the present Exigency of our affairs, to employ a number of Powder Mills, in order to work up into Gun- powder the different Materials that may be imported from foreign Countries, or be procured at home by the public encouragement lately offered,
Resolved, therefore, that Major Bayard, Capt. Upon application of Capt. Francis Wade, An order was drawn on the Committee of accounts for three hundred and fifty pounds, in his favour.
Upon application of Capt. Williams for the payment of Eigh- teen Firelocks purchased by him for the use of his Comp'y in the Batt'n late Colo. Bull's, An order was drawn on Messrs. Mease & Caldwell, in his favour, for £65 2 6.
Colin Hamilton, a person taken with Capt. Campbel, & confined in the Gaol of this City, was, by order of the Board, discharged from his Confinement.
The following is the form of an Enlistment to be signed by the Voluntiers to be enlisted by Capt. Procter, Vizt. :
" We whose names are hereunto subscribed, do voluntarily agree to enter into the Service of the Province of Pennsylvania, to be instructed in the use and management of Artillery, Commanded by such officers as now are or may be hereafter appointed by the As- sembly of this Province, or Committee of Safety, and to be occa- sionally employed in such Military Duty and Service in this or the Adjacent Provinces, or the River Delaware, as the defence of this Province may hereafter require, and for which they shall receive the orders of either of the above Boards."
