Business of annual meeting. February 7. 1927.


In response to the foregoing warrant, the voters of Brim. field assembled in Town Hall.


The meeting was called to order at 10 A.M. by the Town Clerk on motion of P.A. Parker, the reading of the warrant was dispensed with and the election of a moderator was taken up, the check list being used. 5 votes were cast of which Munroe G. Tarbell received 5 und was declared elected and duly swow by the Town Clerk.

The election officers, previously appointed and duly sworn , being in their respective positions , the polls were declared open by the presiding election officer. At this time it was voted to recess until 10:30.


At 10 : 30 , business was resumed . On motion P. A. Parker , it was voted that in the event an adfirment became necessary, that said adjournment be valid Saturday following at 1:00 P.M. Voted to pass over . Lee under appropriations. Page 446.

Art. 32. Lengthy discussion on this article. on motion of 7. B. Fire Juck Haley, it was voted to appropriate $ 5,500.00 to purchase a motor driven fire truck, fully Equipt, 83 voting for and 67 against, the vote being by ballot, the check list being used by request of 10 voters. The previously chosen Committee on Fire Ap- paratus being a Committee to purchase same. Art. 33 Voted to accept the provisions of Sects. 42.43 and 44 Fire DEpt. of a fire department. of Chap. 48 of the Gent. Laws relating to the establishment Art. 34 Voted to pass over.


At 2 P.M., it was voted to extend the time of closing the polls one hour, until 3 o'clock at which time a recess was taken while the election officers canvassed the vote. At 3:15, business was resumed and the moderator announced that a total of 265 ballots had been cast.

whereas, the Trustees of Hitchcock Free Reademy have seen fit to terminate the contract with the town regarding the High School Whereas, the conditions of a new contract presented by the Trustees through their Committee at this meeting has not met with the approval of the Town, and


Whereas , the school is being most successfully operated under the present contract, and


whereas, the Town desires to continue a High School in the building controlled by the trustees under a contract substan- tially of the same provisions and conditions as the one to be terminated july next; therefor be it


Resolved: That the chair appoint two members of a com- mittee who shall choose a third member, to consult with the Board of Trustees in regard to a new contract, and that this committee use its influence to impress upon the Trustees, the desire of the Town to continue a High School in the Academy building; and be it further


Resolved : That this Committee solicit a contract more favor able to the Town and school than the one presented at this meeting; and be it further


Resolved: That the Town express to the Trustees through this Committee it's willingness to assemble in Town meeting at a future date to take action on another contract.

Special Town Meeting June 10, 1927.


The voters of Brumfield assembled at Town Stall in response to the foregoing warrant.


The meeting was called to order by the Town Clerk, who read the warrant and proceeded to


art. 1.


The ballot for moderator resulted in 22 votes cast for M. G. Tarbell and 16 for 7. n. Lawrence, Mr. Jarbell was declared elected and sworn by the Town Clerk.


Art. 2. C. B. Brown offered a by-law providing for the appointment of a finance committee and moved same be adopted! R. J. Hamilton offered, the following as an amendment and Mr. Brown, accepting the same a motion was put , duly seconded, that the same be adopted by the Town. motion carried and it was so voted


Finance By-Law Committee 1. There shall be a Finance Committee of The Town who shall perform the duties set forth in the following sections and be governed by provisions thereof . Said Committee shall consist of q voters who shall be owners and taxpayers of real estate and shall be appointed as provided in the following section and no person holding an elective or appoint i've town office shall be eligible to serve on said committee There shall be at least one woman appointed on said committee.

The Selectmen shall immediately after this by-law has been adopted and approved by the attorney General, appoint Appoint- a Finance Committee of nine whose term of office shall expire ment at the adjournment of the annual town meeting in 1928. 3, To this committee shall be referred all articles involving the expenditure of money , in any warrant for a town meeting hereafter issued. The Selectmen after drawing any warrant for a town meeting shall transmit immediately a copy thereof to each member of the Finance Committee and said committee shall consider all articles involving the expenditure of money. A public hearing may be held upon all such articles, unless a public hearing by some other tribunal is required by low , and a notice of such hearing shall be given by posting a copy thereof in at least six public places in the town. After due consideration of such articles said committee shall report thereon, to the Town meeting such recommendations as it deems best for the interest of the town . 4 It shall be the duty of the finance committee to Consider the annual estimates and expenditures as prepared by the Town Accountant, and add another column to his prepared statement, giving the amounts which in its opinion shall be appropriated for the ensuing year , and shall add thereto such explanation and suggestions in relation to the proposed appropriations as it may deem expedient, and report thereon as provided in section 3. 5. whenever any vacancy shall occur in said com- mutter by resignation, removal from town, death, failing to qualify or otherwise - said vacancy shall be filled by said committee, And if any member is absent from five meetings of said committee, except in case of illness, said commutter shall consider his position vacant and proceed to fill the same. The term of office of all persons chosen as aforesaid to fill vacancies shall expire at the love of or final adjournment of the gunmal Town meeting next suc- ceding said vacancy ; and said annual John meeting the Selection shall appoint a successor to fill out the nelpired term of Each member whose office has been so vacated , in the same manner as the original appointment

Annual Report


It shall be the duty of said committee to make an annual report of its doings, with recommend- ations relative to financial matters, to be printed with the annual reports of the other town officers .


Art. 3. A motion was offered by 7. A. Coolbroth that the Town authorize the School Committee to make a contract with the Trustees of the Hitchcock Free Academy as per the following form, which form of contract is hereby made a part of this motion


A form of contract was read which was substantially the same as the existing one, except that the Trustees proposed to pay the Town 1500, per year from the instruct lion fund. This motion was later withdrawn by Mr. Coolbroth after considerable discussion and a motion substituting $ 2000. for 1 500. was offered , seconded and put to vote and lost . Further discussion followed and a motion was made by Mr. Maddocks , seconded by Mr. madison, that the chair appoint a committee of three to meet the Trustees and see if they could not bring in a contract similar to the 1914 contract. This motion was lost.


A motion by Mr. Gifford to reconsider the vote taken on the previous notion was carried and the following contract thereby approved :-


Contract with Trustees At. F.A.


1. The Trustees hereby agree to place at the disposal of the School Committee of the Town beginning with the date hereof, the building, library and equipment of the stitchcock Free academy, for High School purposes, and to pay said Committee for said purposes, Two thousand dollars ($2,000. each year during the life of this agreement, from the Instruct ion Fund in the hands of said Trustees, and said Justees also agree to keep the outer walls, roof and outside of said building in repair, and said Trustees hereby further agree that the Town may also use said building for Junior High School purposes, if in the opinion of the School Committee such use becomes advisable. 2. The Town agrees to maintain in said building with said Equipment and with said sums, and with whatever

additional sums it may be necessary to appropriate, a Public High School under the General Laws of the Commonwealth, and to keep the glass of the windows and doors and all interior parts of said building including plumbing, heating and ventilating apparatus and futures in as good repair and condition as the same were on November 4 th , 1925, subject to the supervision of the said Trustees and to keep said Equipment and library in a state of repair and replacement satisfactory to the said trustees.


Said High School to be conducted according to lan; 3. under the order and superintendence of the Town, but baid Trustees shall have the sole management of said building and of all funds entrusted to them and shall have the supervision of all repairs and replacements under the foregoing section. This agreement may be terminated on the first day of July in any year upon notice by either party hereto , said notice to be given in writing on or before the first day of March' preceding any such July first, and this agreement shall continue in forcel until so terminated.


A witness whereof the said parties hereto, The Town by it's School Committee, duly authorized, and the Trustees by the President and Secretary of the Board, duly authorized, hereunto interchangeably set their hands and seals to this and one other instrument of like tenor, this first day of September, A.D. 1927. Ou motion of Our. Lawrence, it was voted that the office office abolished of Town Auditor be abolished .

In response to the foregoing warrant, the voters of Brumfield assembled in Town stall. The meeting was called to order at 8 P.M. by the Town Clerk, who read the war rant calling same,


Art. 1. A ballot was taken for choice of moderator, resulting as follows : - M. G. Tarbell received 28 votes and 7. N . Lauren 9, with I blank. Mr. Jarbell was declared elected and was sworn by the Town Clerk. Art. 2. The Finance Committee recommended an appropriation of 300. A motion by Mr. Hamilton that this article be acted ou in 2 separate parts was lost. on motion of C. B. Brown it was voted to raise and appropriate $300 .- to pay damage claim and counsel and appraiser's fees in the wu Duprey suit.


Art. 3. The finance Committee recommended an appropriation of 287.50 to be raised by taxation . An amendment by Mr . Madison that same be taken from Surplus Revenue , was carried and it was voted, that 287.50 be appropriated from Surplus Revenue to pay Counsel fees and other expenses incurred in case of Hamilton vs. certain town officials. Art. 4. Ow recommendation of Finance Committee, it was voted to appropriate 117.89 from Surplus Revenue for Forest Fires. Art. 5. The Finance Com recommended an appropriation from Surplus Revenue of $300. on motion of Mr. Lawrence, it was voted, to raise and appropriate 165 .- for Snow Removal. Art. 6. On recommendation of Finance Com. it was voted to raise and appropriate $307.83 for Interest.

Business of Special meeting December 5, 19 2%.


a response to the foregoing warrant. the voters of brumfield assembled in Town Hall. The Clock read the warrant and proceeded to article 1. M. J. Jarbell was the only nomination made for moderator, so on motion duly seconded, the Clerk cast one ballot for M. G. Jarbell for moderator. Mr Tarbell was sworn by the Town Clerk.


Art. 2. By vote of the meeting, this article was voted on by ballot, Recission of action being on motion of P.A. Parker that the vote mentioned Selectmen as be rescinded. Two ballots were taken, The first being declared Overseers, illegal by the moderator. The result of the second ballot was yes 49 (No 28


The vote taken 1923 to have the Selectmen act as overseers of the Poor was thereby rescinded.


On motion of R. J. Hamilton, it was voted, That the Town Clerk Clerk to be instructed and hereby directed to keep and preserve under seal preserve ballots all check lists and ballots used in voting on any and all measures of check lists in Town meeting, for a period of 90 days and shall produce the same at any time upon a petition of 15 legal voters.


At this time R. J. Hamilton rose to a point of order and called attention to the fact that a member of the Finance Committee was serving illegally, having been appointed Measures of wood & Bark, in violation of Section 1 of the by-laws . The meeting was adjourned for 30 minutes at the end of which time the Finance Committee stated that they could not legally act on the tour following articles at this time . The moderator therefor ruled that no action could be taken on articles 3-4-5 and 6.

This article was explained by C.B. Brown and was dis- Jussed at some length, but no action was taken. At 10:30 it was voted to adjourn without date.


During the meeting and before adjournment , The following resolution on the death of Mr. Orrin sticks was offered by the Town Clerk and unanimously adopted :-


Whereas, Orrin Hicks was a member of the Board of Selectmen for over 20 years and had served the town in various other offices, therefor , be it


Pisolution on death of orrin sticks Resolved. That we in town meeting assembled express our recognition of the long and faithful public service of Mr. Hicks
