To the Citizens of the Town of Lynnfield:
Your Board of Selectmen respectfully submit their report for your consideration, for the year ending December 31, 1942.
During the month of January, the annual budget involved con- siderable time, as did the preparation of the articles proposed for the Warrant to be submitted at the annual Town Meeting in March.
In the early part of the year many other important matters were brought to the attention of your Board, among which was the matter

of the Town fire insurance. Coverage on all Town properties was placed under a blanket policy, which affords the Town uniform cov- erage at a very substantial saving in premiums.
The Board was successful in obtaining Bus Service from Lynnfield Center to Lynn, and also to Wakefield, after requests were received from residents in that section. Arrangements also were made with the Boston and Maine Transportation Co. whereby buses on the Turn- pike accommodated commuters between Boston and Lynnfield, and other stops.
Your Board notes with great regret that it has been necessary for the management of the Community Bus Service to curtail the service from Lynnfield Center because of the lack of patronage, and we re- spectfully suggest that a continuation of the service will depend on the cooperation and patronage of those served by the schedule.
In accordance with the provisions of the Law, the Selectmen met with the surviving members of the Board of Assessors, after the un- timely death of Mr. Charles Jones, to elect a successor to fill the va- cancy. Mr. Albert E. Brown was elected by written ballot, receiving four out of the five votes and was duly sworn into office.
Your Board also appointed citizens of the Town, their names ap- pearing elsewhere in this report, to serve as Auxiliary policemen, in accordance with the powers granted under Chapter 719 of the Acts of 1941, which provided for the Safety of the Commonwealth in time of Military Emergency. The powers and duties of these Auxiliary Police were then determined by this Board in accordance with the authority vested in us.
Provisions have been made at the Town Hall for an office for the Rationing Board, whose duties have increased and will undoubtedly continue to increase in view of present conditions. This arrangement required the alteration of the "check room" on the first floor of the Town Hall, and resulted in the creation of two new offices for the use of the various Town departments.
We again registered our objection to the continuance of bill boards on the State Highways, which traverse our community.
Permits were granted for the location of new poles for the various public service companies, to improve the telephone and electric light service for the inhabitants.
For the further safety of the citizens, the Board authorized daily tests of the fire alarm system, to insure its efficiency.
Traffic regulations were amended to reduce the accident hazard at two points on Salem Street, and Grove Street and Fairview Road were made "Stop" streets at their intersection with Salem Street.
The curtailment of fuel for heating Town buildings required us to limit the use of these buildings to those organizations engaged in activi-

ties related to the war effort. We regret the necessity which compelled our decision, but we feel that present conditions allowed us no other choice in the matter.
We are pleased to report the acquisition by the Town of a new, completely equipped and modern ambulance. This was made possible by the generosity of Mr. and Mrs. Stanley W. Heath of Chestnut Street who presented the ambulance and the equipment to the citizens of Lynnfield, and in view of the innumerable errands of mercy where it has been of inestimable value, we feel certain that every citizen of Lynnfield joins your Board of Selectmen in expressing their appreciation of the unusual gift.
The members of the Board of Selectmen are very proud of the rec- ord made by the various department heads during the past year. The annual Town Report will demonstrate the efficient and economical manner in which they administered the affairs of their various depart- ments. Every department not only stayed within their appropriations -they have turned back a substantial amount, and the unexpended funds which revert to the Excess and Deficiency Fund will aid in build- ing up a reserve which will stand us in good stead in later years.

TOWN OF LYNNFIELD
RECORD OF PERAMBULATION OF BOUNDS BETWEEN LYNNFIELD AND WAKEFIELD, 1942
We the undersigned Selectmen of the Towns of Lynnfield and Wakefield, Massachusetts, in compliance with Chapter 42, Section 2 of the General Laws, met Sunday, November 8, 1942, at the corner of Haverhill Street and Bay State Road for the purpose of perambulation of the bounds between said towns.
We proceeded to the Rifle Range and viewed a stone monument, a true marker of the Town line between Reading, Wakefield and Lynn- field.
This marker is situated 11 feet northerly from the center of a road in the Rifle Range, and marked L-SR-R. This monument was found in excellent condition.
