REPORT OF PLANNING BOARD
Lynnfield Planning Board submits its report for 1945.
During the past year the Planning Board has held 22 meetings and 2 Public Hearings,-one on a petition to change the Zoning By-Law, and two for new developments. On another occasion the Board ap- peared before the Parent-Teachers Association at the Centre and out- lined the proposed school program and asked for suggestions or criti- cisms thereon.
Acting as the Post War Project Committee for the Town, the Plan- ning Board has held several meetings with the School Committee con- cerning the present condition of the schools and their requirements for new buildings. These requirements were listed in our report for 1943 to wit:
New Grade School at Lynnfield
New High School
Addition to Grade School building at the Center.
During these conferences it was recommended by the Superintend- ent of Schools, and approved by the School Committee and Members of this Board, that a survey of the present condition and future re- quirements of the school buildings be made by an authority on this subject. For this purpose Dr. Davis of Boston University was engaged and has made a survey and report which include his recommendations for new buildings. This report is being considered by the School Com- mittee and Planning Board.
The school problem and building requirements of other departments of the Town have caused the Planning Board to secure the services of an expert on Long Range Financial Planning to produce a Budget showing how these Capital Investments can be made with the lowest possible cost to the citizens. This Plan will show the running expenses of the Town for the past ten years and estimate these expenses for the

next six years, together with such expenses for Capital Improvments that the voters decide. It will also show the tax rate for the next six years. This requires not only one versed in finance but requires a Planner with the necessary experience to anticipate the growth of the Town. The Planning Board has attempted to do this but found it a task beyond our capabilities. In addition to the projects listed in our report for 1943 we have been presented with an addition to the Fire Station on land adjacent to the Town Hall to include the Police De- partment and a place to house the vehicles owned and used by the Street Department. Confronted with the anticipated capital invest- ments we feel that our financial ability to handle them should first be established. This long range financial plan and budget will do that for us.
A member of this Board has attended all the meetings that have been held in this vicinity on Post War Projects. At the last meeting held at.the Hotel Statler in Boston by the New England Industrial As- sociation the theme of the meeting was that all Public Building and Improvements should be held up until the present housing shortage was relieved. It was stated that 6,500,000 homes are needed in the United States at the present moment, and every effort should be made to relieve this bottleneck. This condition is felt in Lynnfield. When material and labor are available this Town will have many new homes.
The two developments we have approved during the year 1945, have a total of thirty-two lots, and we have been presented with an- other development on the west shore of Suntaug Lake where forty- two lots are laid out. In this connection it is interesting to note that many of the lots in these two new developments are considerably larger than the ten thousand feet required by the Zoning By-Law. The aver- age is from eleven thousand feet for the small lots to thirty-five thousand for the larger ones.
In our 1941 report we recommended the Town purchase some wood- land for a Town Forest. This land is still available, and we are of the opinion that this should be purchased and set out with white pine trees. The day may soon come when this will be impossible.
We hoped to have the Master Plan of the Town completed at this time, but because so much of our time was taken with Post War Projects we have not been able to accomplish it. A Master Plan is quite helpful in sub-division control under Chapter 211. This will be our project for the coming year.
We have called upon the different Departments of our own Gov- ernment for assistance more this past year than ever before and wish to thank them for the co-operation they have given us, particularly the Selectmen for permitting us to use their room for our meetings. Signed

REPORT OF TOWN TREASURER
To the Citizens of the Town of Lynnfield:
I herewith submit my report as Town Treasurer and Custodian of Trust Funds, which is self-explanatory.
.In connection with the Tax Title procedure, authorized at the an- nual meeting in March, 1945, proceedings have been instituted with re- sultant collections aggregating $7,407.90 on old tax titles, some of which had been outstanding for some time. Foreclosure proceedings were completed on approximately seventeen others, with the Town taking title to those not redeemed. Six cases are pending in the Land Court for. foreclosure and three more. will be commenced in Land Court shortly, with seven additional titles maturing which will require low value foreclosure. In the remaining cases, some of the old tax titles, because of technical defects, were invalid, and further steps will have to be taken.
In my budget for 1946, I have requested the sum of $500.00 to fin- ish the current work, and to continue the necessary work in future cases which arise annually.

NEW ENDOWMENT FUNDS
On March 21, 1945 the Treasurer received from Benjamin Skinner, Cemetery Commissioner, the sum of $300.00 to be used as an endow- ment and known as the "Mabel Warner Fund."
On April 10, 1945, the Treasurer received from Benjamin Skinner the sum of $200.00, to be used as an endowment and known as the Samuel Phillips Fund.
Also on April 10, 1945, the sum of $100.00 was received from Benja- min Skinner, for an endowment to be known as the Charles J. Parker Fund.
The above mentioned funds were deposited in the Malden Savings Ban't.
SALE OF CEMETERY LOTS
On June 20, 1945 the sum of $50.00 was received for the sale of a lot at Willow Cemetery.
On July 30, 1945, the sum of $50.00 was received for the sale of lot 270 at Forest Hill Cemetery.
