REPORT OF STATE ACCOUNTANTS

Sir:


In accordance with your instructions, I have made an audit of the books and accounts of the town of Lynnfield for the period from June 14, 1947, the date of the previous examination, to June 11, 1948, and submit the following report thereon:


The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined, checked, and verified by compari- son with the records in the offices of the town accountant and the town treasurer.


The books and accounts of the town accountant were examined and checked. The cash receipts as recorded were checked with the departmental records and with the treasurer's books, while the pay- ments were compared with the treasurer's warrants and the treasurer's records.


The ledgers were analyzed, the appropriation accounts were checked with the amounts voted by the town as shown on the town clerk's record of town meetings, and the recorded transfers from the reserve fund were compared with the amounts authorized by the fin- ance committee, while other accounts were checked with the records of the various departments in which the transactions originated.


A trial balance was taken off, and a balance sheet, which is ap- pended to this report, was prepared showing the financial condition of the town on June 11, 1948.


The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and verified by comparison with the records in the several departments collecting money for the town, with other sources from which money was paid into the town treasury, and with the town accountant's books. The payments, as entered, were checked with the selectmen's warrants authorizing the disbursement of town funds and with the records of the town accountant.


The cash book was footed, and the cash balance on June 11, 1948 was verified by reconciliation of the bank balances with statements furnished by the banks of deposit and by actual count of the cash in the office.

The reported payments on account of maturing debt and interest were compared with the amounts falling due and with the cancelled securities and coupons on file.


The securities and savings bank books representing the in- vestments of the trust and investment funds in the custody of the town treasurer were examined and listed. The income was proved and all transactions and balances were verified.


The records of tax titles and tax possessions held by the town were examined and checked. The amounts added to the tax title ac- count were compared with the collector's records. The reported re- demptions and sales were checked with the receipts as recorded on the treasurer's books, and the tax titles and tax possessions on hand were listed, proved, and checked with the records in the Registry of Deeds.


It is recommended that prompt action be taken by the town treasurer to foreclose all tax titles which are ripe for foreclosure, as required by law.


The books and accounts of the tax collector were examined and checked. The poll, personal property, real estate, and water district taxes, together with the motor vehicle and trailer excise oustanding according to the previous examination, as well as all subsequent com- mitments, were verified and checked to the assessors' warrants for their collection. The payments to the town and the water district treasurers were verified, the recorded abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and proved.


Further verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town and water districts, the replies received thereto indicating that the accounts, as listed, are correct.


The collector's cash books were footed and the cash balance on June 11, 1948, including the petty cash in advance, was verified by actual count of cash in the office and by reconciliation of the bank balance with a statement furnished by the bank of deposit.


The financial records of the town clerk were examined and checked in detail, and the payments to the State and to the town were verified.


The records of departmental cash collections by the selectmen, sealer of weights and measures, building inspector, and plumbing in- spector, as well as by the public welfare, school, library, and cemetery departments were examined and checked. The payments to the town treasurer were verified, and the cash on hand in the several depart- ments was proved by actual count.


It was noted that receipts of the cemetery department for opening graves, foundations, etc., are retained by the employees who

do the work, in which connection it is recommended that all such receipts be paid into the town treasury as required by Section 53, Chapter 44, General Laws, and that the compensation of the employees be paid on authority of selectmen's warrants and charged to an ap- propriation provided therefor.


The surety bonds on file for the several town officials for the faithful performance of their duties were examined and found to be in proper form.


Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's, the tax collector's, and the town clerk's cash, summaries of the tax, excise, tax titles, tax possession, and departmental accounts, as well as schedules show- ing the condition and transactions of the trust and investment funds.


During the progress of the audit, cooperation was received from all the town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

REPORT OF BOARD OF SELECTMEN


To the Citizens of Lynnfield: December 31, 1948


Your Board of Selectmen is comprised of three members who also serve as the Board of Health and the Board of Public Welfare.


The reports of the Agent of the Board of Health and the Wel- fare Agent will be found elsewhere in this report and will cover the detailed activities of these departments.


Direct supervision over the departments whose heads are ap- pointed by the Board is vested in the Board of Selectmen. Our au- thority over certain departments whose heads are elected is definitely limited in scope but the cooperation of these departments has been forthcoming at all times and we feel that a great deal has been done in the past year to improve and co-ordinate the services for which your tax-dollars go.


However, the Town of Lynnfield is expanding very rapidly and the problems presented by this speedy growth must be met and dealt with efficiently and practically if we want to keep our town on its present high plane. We all feel that Lynnfield is, and can continue to be, just about the finest town in the country if we all pull together toward a common goal.


Constructive criticism and active, intelligent opposition is a part of Democracy and a vital necessity in our form of government. This is your town - make your feelings known. Take an interest in what goes on-all of our meetings are public (every Monday night at 8 p.m.) and you as a voter and a citizen have every right to attend these meetings either as a spectator or to voice your suggestions or criticisms. Please feel that your presence will be welcome.


Many, many pages of this report might be taken up with a de- tailed listing of the years' activity but most of those items might well be of interest to but a few citizens at best so our report will reflect our attempt to touch only on the highlights of that period.


During the past few years there have been some special town meetings made necessary by the requirements of the School Hot Lunch Program. At the 1949 annual town meeting we plan to present for your approval a suggestion for eliminating such emergency meetings. An analysis of the articles presented at other special town meetings will quickly prove that criticism of the calling of numerous special town meetings is unfair and unjustified. It should always be remembered that a small number of voters can demand a special town meeting and even a smaller number can require the insertion of any article in any town meeting.


Our Town buildings are being used almost continually for either social or civic affairs. This constitutes an added strain on those re- sponsible for the maintenance of these buildings. We recognize the

need for close supervision of those responsible for the upkeep of these buildings and we are trying to solve the problems in connection with this maintenance without the addition of considerable expense to the tax-payers.


Minor repairs to town buildings and attention to details such as cleaning and overhauling of heating equipment will result in substantial savings. During the year it became apparent that a new roof at the Chemical Hall was needed at once and this work was done after the Finance Committee approved a transfer from the Reserve Fund.


All transfers from our Reserve Fund which is set up at each Annual Town Meeting must be approved by the Finance Committee. Any balance remaining in the Fund at the end of the year automati- cally reverts to our Excess and Deficiency account. Your board feels that all departments should be encouraged to figure their annual budgets as closely as possible and depend on authorized transfers from the Reserve Fund to finance emergency expenditures. Such a policy is advocated by State authorities and it makes good sense to us.


During the year, William Moxham, our Fire Chief and Building Commissioner, was taken from us. The Board, by a unanimous vote, appointed Josiah Poeton as Chief of the Fire Department and Howard Armerding as Building Inspector. Both of these men have assumed the obligations of their important offices with the dignity and efficiency required of those who wish to serve our town honestly and capably.


An increase from $200 to $300 in the salary of the Clerk of the Board will be requested in our 1949 Budget. To properly carry out the duties of this job requires considerable time and the constant growth of the town is reflected in additional work for our Clerk.


Additional fire insurance has been placed on all town buildings and an explanation of the requirements for leveling out the cost of this added insurance will be forth-coming at the annual Town Meeting.


In keeping with the law requiring perambulation of each of the town's boundaries at intervals of every five years we joined with the Reading Selectmen to check the Lynnfield-Reading line and bounds.


The Board appreciates the cooperation of those who supervise youngsters' activities at the Town Hall. Some folks carry on this sort of work at a great sacrifice to themselves and they must frequently perform their duties very energetically to keep large groups of children under control and prevent the disrupting of other activities taking place at the same time.


Our town is fortunate in having many thriving and properly sponsored activities for the younger boys and girls. The leaders of these groups are to be complimented for their excellent work and they should be given as much assistance as possible. A supervised program for the older children is badly needed and it is hoped that the Com-

mittee recently appointed to study the recreation needs of our younger people will come up with a solution to this problem.


At the very end of 1948 the Board accepted the resignation of Andrew Mansfield as custodian of Chemical Hall and appointed An- tonio Procurot to succeed him.


In recognition of the splendid work done by our American Legion Post 131 the Board expressed the Town's appreciation for its fine work in assisting at the funeral services of all returning veterans who had lost their lives overseas:

The matter of the nuisance known as the Peabody dump located on Route 128 in Peabody has had the attention of the Board but we are still seeking a satisfactory solution to the problem. It is our definite intention to take whatever action is needed to control and, if possible, eliminate this menace to the health and comfort of our residents.


Looking ahead to 1949 your Board anticipates many problems and it will take the combined efforts of all elected and appointed officials to keep our over-all picture in line.

REPORT OF SELECTMEN


At a meeting of the Board of Selectmen of the Town of Lynnfield


held on January 24, 1949, the following resolutions were adopted:


WHEREAS, God in His infinite wisdom has seen fit to separate us from William W. Moxham, Chief of the Fire Department for 24 years, Outstanding Citizen, Eminent Christian, Devoted Friend, and Husband and


WHEREAS, William W. Moxham gave to his Community many years of faithful service and


WHEREAS, His example of living has been a beacon to all with whom he has come in contact and


WHEREAS, This Board of Selectmen of the Town of Lynnfield with utmost reverence and deep affection honors him, so therefore with respect to his memory be it


RESOLVED, That the Board of Selectmen of the Town of Lynn- field fully realize the loss they have sustained from the separation, a loss of loyalty, honesty, service and affection beyond words they may use to express, and be it further


RESOLVED, That this resolution be inscribed upon the records of the Board of Selectmen of the Town of Lynnfield and as a token of our common grief a copy thereof be sent to his wife.
