Art. 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1944 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Art. 5. To see if the Town will vote to raise and appropriate a sum of money for the expense of the Police Department.
Motion was made by Everett Webster that the Town raise and ap- propriate the sum of $12,485.00, for the expense of the Police Department.
An amendment was offered by Nelson B. Todd, that the Town raise and appropriate the sum of $2,000.00 for salary of the Chief of Police Department; $7,020.00 for salaries of three patrolmen, three of these at the rate of $35.00 a week each and one at the rate of $30.00 a week; $1,225.00 for equipment for the Police Department; and $380.00 for gen- eral expenses of the Police Department.
Henry Haskell offered an amendment to the amendment of Nelson B. Todd, that the Town raise and appropriate the sum of $9,065.00 for the Police Department to be apportioned as follows:
$2,000.00 for salary of the Chief of the Police Department; $5,460.00 for salaries of three patrolmen, at the rate of $35.00 a week each; $1,225.00 for equipment for the Police Department; and $380.00 for general expenses of the Police Department, and the amendment as amended, was carried.
Art. 6. To see if the Town will vote to raise and appropriate a sum of money for the expense of the Fire Department.

This sum of money to be raised and appropriated in accordance with and under Chapter 179, Acts of 1941.

RECORD OF SPECIAL TOWN MEETING HELD MAY 3, 1943
The meeting was called to order at 8:03 P. M. by Moderator Joseph Smith, who read the call for the meeting and the Constable's return.
On motion by George Peavey it was voted to omit the reading of the articles of the warrant, until they were taken up for action.
Article 1. To see if the Town will vote to authorize the Police Department to turn in the old cruiser car, said permission having been unintentionally omitted in the vote on Article 5 of Annual Town Meeting of March 8, 1943, and to reallocate the sum of $9,025.00 so voted there-

under to read Salaries, $8,075.58-new cruiser car, $475.00-general main- tenance, $474.42-Total, $9,025.00.
Voted: On motion by George Peavey that the Town authorize the Police Department to reallocate the sum of $9,065.00 so voted at the Annual Town Meeting of March 8, 1943, as follows:
Salary of Chief, January 1 to March 13, 1943 @ $50.00 per week $ 500.00

To see if the Town will vote to authorize the appointment of a committee of five citizens of the Town to investigate the needs of the Town for fire and police protection, the committee to report at a special town meeting to be held within three months; and to raise and appropriate a sum of money for the expenses of the committee.
Motion was made by Nelson B. Todd that the Finance Committee, be and thereby is directed to, investigate the needs of the Town for Fire and Police protection and to report at a Special Town Meeting to be held not later than July 31, 1943, and that there be raised and appro- priated the sum of Three Hundred Dollars ($300.00) to cover such ex- penses as may be incurred by the committee.
An amendment was offered by George Peavey that the committee publish and adequately distribute printed reports of the findings, to the registered voters of the Town, at least two weeks before the Special Town Meeting.
The motion was voted, as amended.
Art. 2. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of salaries for an additional man or men to increase the present Police Department to permit of twenty-four-hour police protection for the Town.
Voted on motion by Ernest Lane that action on this article be in- definitely postponed.
Art. 4. To see if the Town will vote to raise and appropriate the sum of $200.00 said sum of money to be used to enlarge and rebuild

portions of the chimney in Chemical Hall building, for the purpose of correcting the chimney draft, also to make some minor changes in the hall proper radiation, or what action it will take thereon.
Motion was made by Carl Russell that the Town raise and appropri- ate the sum of Two Hundred Dollars ($200.00), said sum of money to be used to enlarge and rebuild portions of the chimney in Chemical Hall building, for the purpose of correcting the chimney draft, also to make some minor changes in the hall proper radiation.
An amendment was offered by William Moxham that the work be done under the supervision of the Board of Selectmen and the Chief of the Fire Department.
The motion was voted, as amended.
Art. 5. To see if the Town will vote to raise and appropriate a sum of money to increase the salaries of members of the Moth, the Street, the Cemetery, the Park, the Tree Warden, the Police and Fire Depart- ments.
Motion was made by Ernest Lane that the Town raise and appropri- ate the sum of Seven Hundred Dollars ($700.00), and that said sum be expended by the Police Department to meet the expense of a temporary increase of Five Dollars ($5.00) a week in the salaries of the Chief and permanent patrolmen, the increase to be effective to the end of the present calendar year only, that there be a temporary increase in the wages to be paid to the employees of the Moth, Park, Fire, Cemetery, Tree Warden, and Highway Departments, of Seven and One-half Cents an hour, for the balance of the present calendar year, the increased compensation to be taken out of the appropriations made at the last Annual Town Meeting, held March 8, 1943, for their respective depart- ments.
An amendment was offered by George Peavey, that increases in this article continue to be in effect for the duration of the war.
An amendment to the amendment of George Peavey, was offered by Benjamin Griffin, that the increase be Twelve and One-Half Cents an hour for the employees of the Moth, Park, Fire, Cemetery, Tree Warden, and Highway Departments, and that the Town raise and appro- priate the sum of Seven Hundred Dollars ($700.00) said sum to be ex- pended by the Police Department to meet the expense of a temporary increase of Five Dollars ($5.00) a week in the salaries of the Chief and permanent patrolmen, the increase to be effective for the duration of the war. The motion as amended by George Peavey and Benjamin Griffin was voted upon and passed.
Art. 6. To see if the Town will vote .to authorize the transfer of $8,400.00 from the Excess and Deficiency Fund to the School Committee,

for the purpose of maintaining and continuing the School hot lúnch system.
Voted: On motion by William Haskell that the Town transfer the sum of Twenty-Five Hundred Dollars ($2500.00) from the Excess and Deficiency Fund to the School Committee for the purpose of maintain- ing and continuing the school hot lunch program, and that the said committee shall submit a report showing receipts and expenditures, at the Special Town Meeting to be held prior to July 31, 1943.
Art. 7. To see if the Town will vote to authorize the transfer of $1,100.00 from the Excess and Deficiency Fund to the School Committee for the purpose of sponsoring a Community Canning Project during the summer and fall of 1943.
