ACCOUNTANT'S CERTIFICATE


To the Citizens of the Town of Lynnfield:


I have examined the Cash Receipts in the various Trust Funds in the hands of the Town Treasurer and find them to be correct. During the year the Arkansas Power & Light Company bond in the George N. Blake Library Fund was called and the bank did not report such con- dition until long after the Town's book's were closed. Therefore, an adjustment in the income of said fund will be necessary for the year 1944.


The receipts as reported by the Treasurer agree with the books and the payments by the various departments were as stated in the foregoing report, to the best of my knowledge and belief.


In the past year this office has been obliged to assume the duty of keeping a record and reporting to the Internal Revenue Department all taxes withheld from Town employees. 174 accounts were maintained for this purpose and the total amount of tax withheld amounted to $3,883.27.

TOWN OF LYNNFIELD


RECORD OF ANNUAL TOWN MEETING HELD MARCH 6, 1944.


The meeting was called to order at 7:42 P.M. by Moderator Joseph Smith who read the call for the meeting and the Constable's return.


On Motion by Carl Russell it was voted to omit the reading of the articles in the warrant.


Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, One Pound Keeper, and Three Wood Measurers.


Voted : On motion by Milton Doremus, that Joseph Smith, Vincent Nutile and Everett Webster be appointed as Field Drivers; Joseph Smith as Pound Keeper; and George M. Roundy, Daniel Kelleher and Joseph Smith as Wood Measurers for the ensuing year.


Article 2. To act upon reports of Town Officers and Special Com- mittees as published.


Voted: On motion by Milton Doremus, to accept the report of Town Officers and Special Committees as published.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1945 and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Voted: On motion by Leslie Luscombe, to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1945, and to issue a note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To see if the Town will vote to, raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon.


Voted: On motion by Arthur B. Maddison, that the sum of $13,- 547.50 as recommended by the finance committee, be raised and appro- priated to cover the expense of the General Government of the Town, as outlined in the article; that this amount be apportioned as follows:

On motion by Everett Webster it was voted to take action on Article 49, at this time.


Article 49. To see if the Town will vote to accept the provisions of G. L. (Ter. Ed.) Ch. 40, Section 6B, for the appropriation of money for the purchase of uniforms for permanent members of its police and fire departments.


Voted: On motion by Everett Webster that the Town vote to accept the provisions of G. L. (Ter. Ed.) Chapter 40, Section 6B, for the appro- priation of money for the purchase of uniforms for permanent members of its police and fire departments.


Article 5. To see if the Town will vote to raise and appropriate a sum of money for the expense of the Police Department.


Voted: On motion by Everett Webster that the Town raise and appropriate the sum of $11,931.00, for the expense of the Police Department.


Article 6. To see if the Town will vote to raise and appropriate a sum of money for the expense of the Fire Department.


Motion was made by Milton Doremus that the sum of $6,060.00 be raised and appropriated for the expense of the Fire Department, said sum to be apportioned as follows: for yearly Salary of Chief $1,500.00, for Deputy $200.00, for Captains $400.00, for Lieutenants $225.00, and for eight call men, $600.00. Balance of appropriation to be used for hourly wages and general expense. 1


An amendment was offered by Ernest Lane that $4,300.00 be raised and appropriated for said purpose. The motion as amended was voted on and lost.


The original motion was then voted on and passed.


Article 7. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental for Fire Protec- tion for the ensuing year.


Voted: On motion by William W. Moxham, that the sum of $3,250.00 be raised and appropriated to cover the expense of Hydrant Rental for Fire Protection for the ensuing year.

Article 8. To see if the Town will vote to raise and appropriate a sum of money to cover Other Protections of Persons and Property.


Voted: On motion by Stanley Heath, that the Town raise and appropriate the sum of $574.00, to cover Other Protections of Persons and Property.


Article 9. To see if the Town will vote to raise and appropriate a sum of money to cover the State Moth Assessment.


Motion was' made by Elmer Smith, that the Town raise and ap- propriate the sum of $3,450.00 to cover the State Moth Assessment.


An amendment was offered by Ernest P. Lane, that $3,000.00 be raised and appropriated for said purpose. The motion as amended was voted on and lost. The original motion was then voted upon and passed.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work.


Motion was made by Elmer Smith, that the Town raise and appro- priate the sum of $600.00 for Private Moth Work.


An amendment was offered by Ernest P. Lane that the sum of $500.00 be raised and appropriated for said purpose. The motion as amended was voted on and lost. The original motion was then voted upon and passed.


Article 11. To see if the Town will vote'to raise and appropriate a sum of money to be used by the Tree Warden, for trimming and caring for trees along the highways.


Motion was made by Elmer Smith, that the Town raise and appro- priate the sum of $800.00 to be used by the Tree Warden, for trimming and caring for trees along the highways.


An amendment was offered by Ernest P. Lane that the sum of $650.00 be raised and appropriated for said purpose. The motion as ámended was voted on and lost. The original motion was then voted upon and passed.


Article 12. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden to purchase and plant Shade Trees along the highways.


Voted: On motion by William W. Moxham that action on this article be indefinitely postponed.


Article 13. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspector of Milk.


Voted: On motion by Stanley Heath, that the Town raise and ap- propriate the sum of $356.00 to be used by Health and Sanitation in- cluding Board of Health, Inspection of Animals and Inspector of Milk.

REPORT OF TOWN CLERK


Article 14. To see if the Town will vote to raise and appropriate a sum of money to cover the General Expense of the Highway Department.


Motion was made by Minot Carter that the Town raise and appro- priate the sum of $12,260.00 to cover the General Expense of the High- way Department.


An amendment was offered by Ernest P. Lane, that the sum of $11,660.00 be raised and appropriated for said purpose. The motion as amended was voted upon and lost. The original motion was then voted upon and passed.


Article 15. To see if the Town will vote to raise and appropriate a sum of money to be used in co-operation with a sum allotted by the Commonwealth of Massachusetts, under Chapter 90 for the mainten- ance of Chapter 90 Roads.
