ACCOUNTANT'S CERTIFICATE


I have examined the cash receipts and securities in the various Trust Funds in the hands of the Treasurer and find them to be as stated in the Treasurer's Report.


The income from Trust Funds in the hands of others has been re- ceived for the year 1947 and credited to the proper accounts.


The receipts as reported by the Treasurer agree with the books and that payments of the town correctly present the financial status as of December 31, 1947.


In the past year this office has been obliged to assume the duty of making deductions from Town Employees salaries for Blue Cross, Essex County Retirement and Withholding Taxes. Two hundred sixty-four accounts were maintained for these purposes and the total deductions amounted to $12,268.79.


I would like to take this opportunity to thank all department heads for their co-operation in supplying me with the annual reports of their departments.

REPORT OF TOWN CLERK


RECORD OF SPECIAL TOWN MEETING HELD JANUARY 19, 1948


The meeting was called to order at 8:00 P. M., by the Moderator who read the call for the meeting and the Constable's return. Thirty- three persons present.


On motion by Everett Webster, it was voted to dispense with the reading of the Articles until taken up for action.


Article 1. On motion of Burton Barrows it was voted unanimous- ly to appropriate by transfer a sum of $3,865.94 from the "School Lunch Funds Available," to the use of the School Committee for the continuation of the hot lunch program, so called.


Article 2. On motion of Burton Barrows it was voted unanimously to raise and appropriate the sum of $792.23 to pay the unpaid balance of the account of the Town of Wakefield, the budget of the School Committee having been exceeded by reason of unexpected substitute salaries and fuel bill which had to be paid. Said sum to be raised and appropriated under authority of G. L. Ch. 44, Section 64.


Article 3. An amendment was offered on this Article by Mr. Cassidy, that the sum of money to be raised be corrected to $522.00 instead of $523.00. It was then voted that the Town raise and appro- priate the sum of $522.00, according to amendment offered by Mr. Cas- sidy, under authority of Gen. Laws, Chapter 44, Section 64, regarding payment of unpaid bills of a previous year, for the payment of the balance of the bill of W. E. Wilkinson, for snow removal from the pub- lic ways during the storm of Dec. 23 and 24, 1947. Vote was unanimous.

EMERGENCY ACTION TAKEN FEBRUARY 2, 1948


In accordance with Section 13 of Chapter 44 of the General Laws, as most recently amended by Section 17 of Chapter 358 of the Acts of 1946, it was voted by the Board of Selectmen, with the approval of the Finance Committee, to transfer from the Excess and Deficiency Fund the sum of $8,000.00, for snow removal as requested by the Highway Department.

On motion by Everett Webster it was voted to dispense with the reading of the Articles until taken up for action.


Article 1. Voted: On motion by Everett Webster that Walter Riggs, Joseph F. Smith and Everett S. Webster be appointed Field Drivers, Joseph Smith, Pound Keeper and George M. Roundy, Daniel Kelliher, and Joseph F. Smith, Wood Measurers, for the ensuing year.


Article 2. Voted: On motion by Milton Doremus that the re- ports of Town Officers and Special Committees be accepted as pub- lished.


Article 3. Voted: On motion by Theodore C. Palizzolo, that the Town authorize the Town Treasurer with the approval of the Select- men, to borrow money from time to time in anticipation of the reve- nue of the financial year beginning January 1, 1949 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, General Laws.


Article 4. Voted: On motion by Arthur Nelson, that the Town raise and appropriate the sum of $17,923.40 to cover the expense of General Government and be apportioned as follows:

Article 5. Motion, made by Everett Webster that the Town raise and appropriate the sum of $17,903.00 for the expenses of the Police Department for the ensuing year and that $500.00 of that amount be for the use of the Chief's car and an amount to provide for an extra man for days off and vacations.


An amendment was offered by Allen Rideout that the sum of $16,041.00 be raised and appropriated for the use of the Police De- partment. The amendment was voted on and passed.


Article 6. Voted: On motion by Thomas Ganley that the sum of $1,040.00 be raised and appropriated to provide for a raise in pay for the regular patrolmen, retroactive to January 1, 1948. A motion to in- definitely postpone action on this article was voted on and lost.


Article 7. Voted: On motion by Stanley Thwing that the Town raise and appropriate the sum of $3,240.00 to cover maintenance of the Board of Assessors office for year of 1948, said amount to be ap- portioned as follows: Salary for Chairman $800.00 and $700.00 for each of the two other members, and expenses $1,040.00.


Article 8. Voted: On motion by William Moxham that the sum of $6,962.75 be raised and appropriated for the use of the Fire De- partment. An amendment made by Gustave Koch that $500.00 be added to the appropriation asked for in order to increase the pay of the sub call men from $0.75 an hour to $1.00 an hour was voted on and not passed.


Article 9. A motion made by Carl Russell to indefinitely post- pone action on this article was not carried.


A motion was offered by William Moxham that the Town raise and appropriate the sum of $5,000.00, same to be used under Article 9, for the purchase of a new Fire Truck, and that we raise and ap- propriate the sum of $1,500.00 in the current levy of 1948; - $1,750.00 in the levy of 1949 and $1,750.00 in the levy of 1960, and the following Committee shall be appointed by the Moderator: - Mr. William W. Moxham, Chief of the Fire Department, Mr. Josiah Poeton, Deputy Chief, Mr. Chester Melanson, Captain of Company No. 2, Mr. Harold F. Kaler, Lieutenant of Company No. 2 and Mr. Arthur E. Morton, representative of the Goodrich Tire and Rubber Co.


An amendment was offered by Theodore Palizzolo that $3,000.00 be raised and appropriated and $2,000.00 be transferred from Excess

and Deficiency, and that the Moderator appoint one member of the Board of Selectmen to serve on the committee. The amendment was voted on and carried.


Article 10. Voted: On motion by Stanley Heath that the Town raise and appropriate the sum of $3,500.00 to cover the expense of Hydrant Rental for Fire Protection for the ensuing year.


Article 11. Voted: On motion by Arthur Nelson that the sum of $1,373.00 be raised and appropriated to cover Other Protections of Persons and Property, and that the following salaries be paid.

Article 12. It was voted at this time to take up Article 13.


Article 13. Voted: On motion by Elmer Smith that the Town raise and appropriate the sum of $700.00 for Private Moth Work.


Article 14. Voted: On motion by Benjamin Griffin that the Town raise and appropriate the sum of $1,500.00 for the care of trees along the highways by the Tree Warden.


Article 15. Voted: On motion by Benjamin Griffin that the Town raise and appropriate the sum of $400.00 to purchase and plant shade trees along the highway by the Tree Warden.


Article 16. Voted: on motion by Stanley Heath that the sum of $600.00 be raised and appropriated to be used for Health and Sani- tation, including Board of Health, Inspector of Animals, and Inspector of Milk, and that the following salaries be paid.

Article 17. Voted: On motion by Theodore Ferren that the Town raise and appropriate the sum of $13,224.00 to cover the general ex- penses of the Highway Department, and that the salary of the Road Commissioner be $2,600.00 per year.


Article 18. Voted: On motion by Theodore Palizzolo that the sum of $2,500.00 be raised and appropriated for Chapter 90 Highway Construction and the $7,500.00 be transferred from the Excess and Deficiency Fund until reimbursed by the State.


Article 19. Voted: On motion by James McNamara that the sum of $250.00 be raised and appropriated to be used under the super- vision of the Selectmen for cutting brush along the highways.

Article 20. Voted: On motion by Edward Pearson that action on this Article be indefinitely postponed that a sum of money be raised and appropriated for purchase of one new truck for the Highway Department.


Article 21. Motion made by Benjamin Cox that the sum of $9,000.00 be raised and appropriated for the purchase of a new tractor and plow for the Highway Department. This motion was not carried.


Article 22. Voted: On motion by Edward Galvin that the Town raise and appropriate the sum of $2,000.00 for the repair and main- tenance of Pillings Pond Road.


Article 23. Voted: On motion of Wesley Munroe that the Town raise and appropriate the sum of $4,312.00 to cover the expense of the Welfare Department.


Article 24. Voted: On motion by Wesley Munroe, that the Town raise and appropriate the sum of $3,600.00 to cover the expense of Aid to Dependent Children.


· Article 25. Voted: On motion by Wesley Munroe, that the Town raise and appropriate the sum of $21,550.00 to cover the expense of Old Age Assistance.


Article 26. Voted: On motion by Burton Cogswell that the Town raise and appropriate the sum of $1,710.00 to cover the expense of Soldiers' Relief and Veterans' Service Director.


Article 12. Voted: On motion by Benjamin Griffin, that the sum of $5,425.00 be raised and appropriated to cover the State Moth As- sessment.


Article 27. Voted: On motion by Theodore Ferren that Article 28 be taken up at this time.


Article 28. Voted: On motion by Nelson Todd to indefinitely postpone action on this Article "to see if the Town will vote to raise and appropriate a sum of money for the care of Memorial Park, and to see if the Town will vote to change control of Memorial Park from the School Department to the Park Department."
