Article 38. To see if the Town will vote to raise and appropriate a sum of money to landscape the grounds of the Town Hall.

Article 39. To see if the Town will vote to raise and appropriate a sum of money to cover the cost of the blanket insurance due in the year 1944.

Motion was made by Roger Lummus that the Town raise and appropriate the sum of $898.28 to cover the cost of Blanket Insurance due in the year 1944.


An amendment was offered by Ernest Lane that the sum of $729.28 be. raised and appropriated for said purpose. The amendment was voted upon and carried.


Article 41. To see if the Town will vote to raise and appropriate the sum of $80.00 said amount to be used by the Selectmen for the purchase of three dozen metal folding chairs, to be placed in Chemical Hall No 2, or what action it will take thereon.


Article 42. To see if the Town will vote to raise and appropriate a sum of money to be used by the Selectmen for the purchase of twelve metal folding chairs, said chairs to be placed in the Town Hall.


Voted: On motion by William W. Moxham that Article 41 and 42 be taken up jointly and that the sum of $110.00 be raised and appro- priated for the purchase of four dozen metal folding chairs, three dozen to be placed in Chemical Hall No. 2, and one dozen in the Town Hall.


Article 43. To see if the Town will vote to raise and appropriate a sum of money to improve the triangular plot of land at the junction of Lowell and Chestnut Streets, including proper directional signs and to direct how and by whom the money is to be expended, or what action it will take thereon.


Voted: On motion by Carl Russell that the Highway Superintend- ent be directed to install proper directional signs, and that all other work be indefinitely postponed. Cost of installing said signs to be taken from the Highway appropriation.


Article 44. To see if the Town will vote to accept the provisions of Chapter 133, Acts of 1938, the same being an act providing for the avoidance of multiplicity of proposals for the same change in the zoning by-laws now in force, or take any action in relation thereto.


Voted: On motion by Louis B. Tuck that the Town accept the pro- visions of Chapter 133, Acts of 1938, the same being an act providing for the avoidance of multiplicity of proposals for the same change in the zoning by-laws now in force, also known as Chapter 40, G. L. Sec. 30 A.


Article 46. To see if the Town will vote to accept as a public way "Priscilla Road", extending from the northerly side of Main Street, in a northwesterly direction for a distance of two hundred eighty one feet more or less, as laid out on a plan of land, dated Dec. 5, 1940, Dana Perkins, surveyor, being plan No. 271 of 1940, and recorded in Essex South Registry of Deeds, Book 3242, page 101, for a width of forty feet,

and as laid out by the Board of Selectmen, upon the furnishing of the necessary releases to the town.

The meeting was called to order at 8:10 P.M. by the Moderator Joseph Smith, who read the call for the meeting and the Constable's return.

TOWN OF LYNNFIELD


On motion by Mr. Joseph Cassidy it was voted to omit the reading of the articles of the warrant, until taken up for action.


Article 1. To see if the Town will vote to accept as a public way that portion of a private way known as "Rossmore Road" for a distance of about six hundred thirty (630) feet, more or less, beginning at a point on the northeasterly side of Fairview Road, as shown on a plan of land by Otis W. McIntosh, C. E., dated February, 1937, and recorded in Essex South Registry of Deeds at Salem under certificates of title Nos. 9764 and 10798, said portion running in a northeasterly direction, for a width of forty (40) feet, to be known as "Rossmore Road", pro- vided that proper releases are obtained from all abutters and the own- ers of the fee, or what action they will take thereon.


Voted: On motion by Mr. Joseph Cassidy, that the Town accept as a public way that portion of a private way known as "Rossmore Road," as described in article one of the warrant.


Article 2. To see if the Town will vote to appropriate by transfer from the School Lunch Reserve Fund the funds available therein or any portion thereof to the School Committee for use in the continu- ation of the hot lunch program, so called, or what action they will take thereon.


Voted: On motion by Mr. Burton Barrows that the Town appro- priate by transfer from the School Lunch Reserve Fund the sum of $3,500.00 to the School Committe for use in the continuation of the hot lunch program, so called.


Article 3. To see if the Town will vote to raise and appropriate, or appropriate by transfer from existing funds in the hands of the Town Treasurer, a sum of money for the necessary alteration and equipment of the Town Hall to provide suitable quarters for the clerk, files and records of the Board of Assessors, Tax Collector and Town Treasurer, and for the renovation of an existing room, now used for 'storage, to provide an office for the use of the Town Counsel, the Chief of Police and the care of the Town's legal library, or what action they will take thereon.


Voted: On motion by Mr. Joseph Cassidy that the Town raise and, appropriate the sum of $550.00 for the necessary alteration and equip- ment of the Town Hall as stated in article three of the warrant.


All articles in the warrant having been disposed of the meeting dissolved at 8:23 P.M.
