In accordance with your instructions, I have made an audit of the books and accounts of the town of Lynnfield for the period from Sep- tember 21, 1943, the date of the previous audit, to September 1, 1945, and submit the following report thereon:
The records of financial transactions of the several departments receiving or disbursing money for the town were examined and checked with the books and records of the town accountant and the town treasurer.
The books and accounts of the town accountant were examined and checked in detail. The recorded receipts were compared with the cash book of the town treasurer and with the books and records of the sev- eral departments collecting money or rendering bills for the town. The disbursements as recorded on the town accountant's books were verified by comparison with the warrants of the selectmen authorizing pay- ments by the town treasurer.
The appropriations as recorded on the ledger were checked from the town clerk's records of town meetings, and the recorded transfers from the reserve fund were checked to the finance committee's author- izations for transfers. The ledger accounts were analyzed, the necessary adjusting entries were made, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on September 1, 1945.
In connection with appropriations for unpaid bills of previous years, attention is called to Section 64, Chapter 44, General Laws, which provides that such appropriations may be voted at an annual town meeting by a four-fifths vote or at a special town meeting by a nine-tenths vote, and which further requires that certain certificates be filed with the selectmen before the bills are paid.
Attention is also directed to Section 108, of Chapter 41, which provides that the salary and compensation of all elected officers of a town shall be fixed by vote of the town.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and compared with the records in the departments collecting money for the town, and with the other sources from which money was paid into the town treasury. The payments were checked with the selectmen's warrants authorizing the disbursement of town funds, and the cash balance on September 1, 1945 was proved by actual count of the cash in the office and by recon- ciliation of the bank balances with statements furnished by the banks of deposit.

The payments on account of maturing debt and interest were verified by comparison with the amounts falling due and with the cancelled securities on file.
The securities and savings bank books representing the investment of the trust and investment funds in the custody of the town treasurer were examined and listed. The income and other receipts were verified and the disbursements were proved.
The records of tax held titles by the town were examined and checked, and, after the necessary adustments were made, the tax titles held were listed and reconciled with the town accountant's books and were checked at the Registry of Deeds.
The books and accounts of the tax collector were examined and checked in detail. The town and water district taxes outstanding at the time of the previous examination and all subsequent commitments of taxes were audited and proved. The collections as posted on the commitment books were compared with the cash book entries and with the recorded payments to the town treasurer and to the treasurers of the water districts as shown by their respective cash books. The abate- ments as entered on the commitment books were checked with the as- sessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the town accountant's ledger.
Verification of the outstanding accounts was made by sending notices to a number of persons whose names appeared on the books as owing money to the town, the replies thereto indicating that the accounts as listed are correct except for one apparent clerical error which has been accepted by the collector and entered on the books.
The collector's cash book balances as of September 1, 1945 were verified by actual count of the cash on hand and by reconciliation of the bank balance with a statement furnished by the bank of deposit.
The computation of the tax rate by the assessors was checked and it was noted that in 1945 the amount raised exceeded the amount re- quired by $550.00.
The records of licenses and permits issued by the selectmen and the town clerk were examined and the payments to the State and to the town treasurer were verified.
In connection with the alcoholic beverages licenses, attention is called to Section 70, Chapter 138, General Laws, which provides that no such licenses shall be granted by the selectmen unless the fee therefor has been paid into the town treasury.
The accounts of the public welfare, library and cemetery depart- ments, as well as of all other departments collecting money or render- ing bills for the town, were examined and checked. The payments to the town treasurer were verified and the cash on hand in the several departments was proved by actual count.

It is recommended that all departments keep accurate and detailed records of money collected and bills rendered for the town, and atten- tion is called to Section 131, Chapter 140, General Laws, which pro- vides for the collection of a fee of fifty cents for each revolver permit issued.
The surety bonds of the several town officials required by law to furnish them were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's and the collector's cash, summaries of the town and district taxes, tax title and depart- mental accounts, as well as tables showing the trust and investment fund transactions.
During the progress of the audit, cooperation was extended by the various town officials, for which I wish, on behalf of my assistants and for myself, to express appreciation.

REPORT OF BOARD OF SELECTMEN
To the citizens of the Town of Lynnfield:
Your Board of Selectmen respectfully submits its report for the year ending December 31, 1945 for your consideration.
During January and February much time was devoted to prepar- ing the various articles for the Warrant to be submitted at the annual Town Meeting, together with making up the numerous budgets which come under the jurisdiction of the Board.
Early in the year the Board investigated and handled a number of complaints regarding persons having been bitten by dogs.
Your Board, fully aware of its duty to protect life and property and believing it to be the best interests of the town, placed property damage and liability insurance on all town-owned motor vehicles. The fire insurance on all municipal buildings was adequately increased to compensate for the additional cost of construction.
In January it appeared that the fuel oil ration allotted to the Town Hall would be inadequate to heat this building for the remainder of the year. Therefore, your Board ordered the use of the halls in this build- ing by various town organizations ceased. Late in March this situation was remedied after consultation with the Ration Board and the build- ing was again made available to the citizens.
In the opening months of the year your Board was faced with a number of unusual situations. First, in January the Town Accountant tendered his resignation to take effect March 1. This is a very import- ant town office and the Board wasted no time in investigating the qualifications of potential aspirants for the position. After careful con- sideration Mr. Theodore Palizzolo was appointed to fill this position for a period of three years.
Also in January your Board sanctioned the use of the Highway Department trucks to haul coal for citizens. This act undoubtedly alleviated great suffering and hardship as it was impossible for coal dealers to keep customers supplied with this heating fuel due to the acute manpower shortage and the excessive demand for fuel.
In February Skinner Road, also known as Pillings Pond Road, was laid out as a public way for a distance of about 1688 feet from Essex Street to the railroad tracks.
In March your new Board of Stanley W. Heath, Everett S. Web- ster and George W. Peavey was elected in that order.
In this same month it became necessary to appoint a new janitor of the Town Hall due to the illness of the present janitor, and Mr. George Westover was appointed.
The Commonwealth of Massachusetts takes a census every ten years, the actual work of compiling the statistics to be undertaken and paid for by each individual town. Your Board felt that this could best

be done by the members of the Police Department, and accordingly these officers undertook this task, working entirely on their own time. We wish at this time to thank these men for the efficient manner in which they fulfilled this job. Many hours were spent gathering and compiling the necessary statistics of a census and your Board is ap- preciative of their efforts. The final tabulation shows that there are 2921 persons and 860 families in town.
In July the entire town was shocked and grieved by the sudden death of Selectman George W. Peavey while performing his duties as Deputy Fire Chief. Mr. Peavey had served as Selectman for a great many years. He had a vast knowledge of municipal law and procedure and was ever alert to the needs and wants of the townspeople. At the time of his death he was working on a set of by-laws for which the town has a great need.
In October the Board perambulated the town lines with officials of all adjoining cities and towns and found all markers in good condition.

At a meeting of the Board of Selectmen of the Town of Lynnfield
held on April 2, 1945, the following resolutions were adopted:
WHEREAS, God in His infinite wisdom has seen fit to separate us from Everett B. Richards, holder of Town office since 1906, Out- standing Citizen, Eminent Christian, Devoted Friend, Husband and Father and
WHEREAS, Everett B. Richards gave to his Community many years of faithful service and
WHEREAS, His example of living has been a beacon to all with whom he has come in contact and
WHEREAS, This Board of Selectmen of the Town of Lynnfield, with utmost reverence and deep affection honors him, so therefore with respect to his memory, be it
RESOLVED, That the Board of Selectmen of the Town of Lynn- field fully realize the loss they have sustained from this separation, a loss of loyalty, honesty, service and affection beyond words they may use to express, and be it further
RESOLVED, That this resolution be inscribed upon the records of the Board of Selectmen of the Town of Lynnfield and as a token of our common grief a copy thereof be sent to his family.
