To the Citizens of the Town of Lynnfield:
I have examined the Cash Receipts in the various Trust 'Funds in the hands of the Town Treasurer and find them to be correct. The income from Trust Funds in the hands of others has been received for the year 1944 and credited to the proper accounts.
The receipts as reported by the Treasurer agree with the books and the payments by the various departments were as stated in the foregoing report to the best of my knowledge and belief.
I take this opportunity to express my appreciation to the various departments for their co-operation and it has been a pleasure working with them. With great regret I have submitted my resignation due to the fact that this position consumes more spare time than I have.

RECORD OF ANNUAL TOWN MEETING HELD MARCH 5, 1945
The meeting was called to order at 7:40 by the Moderator, who then read the call for the meeting and the Constables return.
On the motion by George Peavey it was voted to omit the reading of the articles of the warrant until they were taken up for action.
Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper, and Three Wood Measurers.
Voted: On motion by George Peavey that Everett Webster, Joseph F. Smith, and Walter Riggs be appointed Field Drivers, Joseph F. Smith, Pound Keeper, and George M. Roundy, Daniel Kelleher and Joseph F. Smith, Wood Measurers for the ensuing year.
Article 2. To act upon reports of Town Officers and Special Com- mittees as published.
Voted: On motion by Joseph Cassidy to accept the report of Town Officers, as published. It was also voted, on motion by William Mox- ham, that a vote of thanks be given the Finance Committee for the commendable work they had done.
Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1946 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: On motion by Theodore Palizzolo that the Town vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946 and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal

Voted: On motion by Everett Webster that the sum of $700.00 be raised and appropriated to cover the expense of Private Moth work.
Article 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden, for trimming and caring for trees along the highways.
Voted: On motion by Benjamin Griffin that the sum of $800.00 be raised and appropriated for the use of the Tree Warden, for trim- ming and caring for trees along the highways.
Article 12. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspector of Milk.
Voted: On motion by Stanley Heath that the sum of $655.00 be raised and appropriated to be used for Health and Sanitation, said sum to be alloted as follows:

Article 13. To see if the Town will vote to raise and appropriate a sum of money to cover the General Expense of the Highway Depart- ment.
Voted: On motion by Minot Carter that the sum of $14,765.00 be raised and appropriated to cover the expense of the Highway Depart- ment.
Article 14. To see if the Town will vote to raise and appropriate or transfer from available funds, sums of money for Chapter 90 main- tenance or what action will be taken thereon.
Voted: On motion by Leslie Luscombe that the Town vote to raise and appropriate the sum of $1,000.00 and transfer from Surplus Rev- enue $500 for Chapter 90 Maintenance provided however, that reim- bursement from the State when received be credited back to Surplus Revenue.
Article 15. To see if the Town will vote to raise and appropriate a sum of money to be used under the supervision of the Selectmen for cutting Brush along the highways.

Voted: On motion by Minot Carter that the sum of $500.00 be raised and appropriated to cover the cost of cutting brush along the highways, said money to be spent under the direction of the Select- men.
Article 16. To see if the Town will vote to raise and appropriate a sum of money to cover the Expense of the Welfare Department.
Voted: On motion by Wesley Munroe that the sum of $3,550.00 be raised and appropriated to cover the expense of the Welfare De- partment.
Article 17. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Aid to Dependent Children.
Voted: On motion by Wesley Munroe that the sum of $1,200.00 be raised and appropriated to cover the expense of Aid to Dependent Children.
Article 18. To see if the Town will vote to raise and appropriate a sum of money to cover the Expense of Old Age Assistance.
Voted: On motion by Wesley Munroe that the sum of $15,200.00 be raised, and appropriated to cover the expense of Old Age Assistance.
Article 19. To see if the Town will vote to raise and appropriate a sum of money to cover the Expense of Soldiers' Relief.
Voted: On motion by Wesley Munroe that the sum of $1,500.00 be raised and appropriated to cover the expense of Soldiers' Relief.
Article 20. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the School Department.
Voted: On motion by James Houghton that the sum of $62,093.00 be raised and appropriated for the General Expense of the School Department.
Article 21. To see if the Town will vote to raise and appropriate a sum of money for the Memorial Park to be spent under the super- vision of the School Committee.
A motion was made by James Houghton that $100.00 be raised and appropriated for the care of Memorial Park, to be spent under the supervision of the School Department. An amendment was offered by Carl Russell that the sum of $200.00 be raised and appropriated for the care of Memorial Park, and to pay any outstanding bills for work done at said Park. The motion as amended was voted on and passed.
Article 22. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Public Libraries.
Voted: On motion by Malcolm Eaton that the sum of $850.00 be raised and appropriated to cover the General Expense of the Public Libraries ..

Article 23. To see what disposal the Town will make of the money refunded by the County from the Dog Licenses for the year 1944 ..
Voted: On motion by Malcolm Eaton that the money refunded by the County from dog licenses, be used for the support of the libraries.
Article 24. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Park Department.
Voted: On motion by William Moxham that the sum of $500.00 be raised and appropriated for the General Expense of the Park De- partment.
Article 25. To see if the Town will vote to raise and appropriate a sum of money for the Observance of Memorial Day and determine by whom it will be spent.
Voted: On motion by Carl Russell that the sum of $225.00 be raised and appropriated for the Observance of Memorial Day, to be spent under the direction of the American Legion Post No. 131 Inc.
Article 26. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's Share of the cost incurred during the year 1944 in maintaining the Essex County Sanatorium under the Provisions of Chapter 111 of the General Laws.
Voted: On motion by Everett Webster that the sum of $2,427.41 be raised and appropriated to cover the Town's share of the cost in- curred during the year 1944 in maintaining the Essex County Sanator- ium, under the Provisions of Chapter 111 of the General Laws.
Article 27. To see if the Town will vote to raise and appropriate a sum of money to be used as the Reserve Fund.
Voted: On motion by Stanley Heath that the sum of $2,000.00 be raised and appropriated to be used as the Reserve Fund.
Article 28. To see if the Town will vote to raise and appropriate a sum of money for the use of the Cemetery Commissioners for the care of the Town Cemeteries.
Voted: On motion by Raymond Pearson that the sum of $750.00 be raised and appropriated for the use of the Cemetery Commissioners for the care of the Town Cemetery.
Article 29. To see if the Town will vote to raise and appropriate a sum of money to cover the payment of notes maturing the current year.
Voted : On motion by Carl Russell that the sum of $5,000.00 be transferred from the Excess and Deficiency Fund to cover the pay- ment of notes maturing during the current year.
