Article 37. To see if the Town will vote to raise and appropriate a sum of money for the payment of board and room of patients at the Essex County Sanatorium, under the supervision of the Board of Health, or to see what action they will take thereon.

Article 38. To see if the Town will vote to accept as a public way that part of Skinner Road (also called Pillings Pond Road) running from Essex Street in a general southerly direction to the branch line of the Boston and Maine R. R., for a distance of about one thousand six hundred eighty eight and fifty nine one hundredths (1,688.59) feet more or less, for a width of fifty (50) feet, more or less, as shown on a plan of "Land in Lynnfield, June 1943, by H. To see if the Town will vote to authorize the Board of Selectmen to petition the General Court in behalf of the Town to change the boundary line between the Town of Lynnfield and this Town so as to straighten said boundary line commencing at the Town bound at a point which is the dividing line of the Towns of Wakefield, Lynnfield and Reading and thence running in a Northerly direction in a straight line to the boundary line between this Town and North Reading at the location of a Town bound separating the Towns of North Reading, Lynnfield and this Town so that a portion of land now in Lynnfield will be included in Reading and a portion of land now situated in this Town will be relinquished to the Town of Lynnfield or what it will do in relation thereto.
Motion was made b by Joseph Cassidy that the wording of the article be amended because of a typographical error, and read as follows:

To see if the Town will vote to amend the present "Building Laws" by substituting therefor a revision thereof as pre- pared and compiled by the Board of Selectmen, entitled "Proposed Building Laws - Town of Lynnfield," copy of which is annexed hereto and posted herewith, and on file at the office of the Board of Select- men at the Town Hall, or to see what action they will take thereon.

Article 50. To see if the Town will vote to change from a residen- tial district to a business district, a parcel of land on the north west- erly side of Broadway, described as follows; viz-Beginning on the north westerly side of Broadway at the south westerly corner of land of Patrick F. Malloy, thence running north easterly along the north westerly side of said Broadway for a distance of five hundred fifty four (554) feet, thence turning north westerly for a distance of three hundred (300) feet, along land now or formerly of G. A. Buzzell, thence turning south westerly and running parallel to Broadway to the south westerly · boundary of land of Malloy, thence turning south easterly three hundred (300) feet to the point of beginning on Broadway; - or to see what action they will take thereon.
Voted: On motion by Carl Russell to indefinitely postpone ac- tion on this article.
Article 51. To see if the Town will vote to raise and appropriate a sum of money, to be spent under the supervision of the Board of Selectmen, for the purchase of a combination tractor-snowplow-grader- bulldozer for the use of the Highway Department, or to see what ac- tion they will take thereon.
Motion was made by Minot Carter that the Town purchase a combination tractor, snowplow-grader-bulldozer, for the use of the Highway Department, at a cost of $8,500.00-$3,500.00 to be raised and appropriated, and $5,000.00 to be transferred from the excess and de- ficiency fund. A further motion was offered by Everett Webster to in- clude in the wording of the article the following: That a committee of five be appointed to purchase a tractor for the Street Department. The committee to consist of one member of the Board of Selectmen, one member of the Finance Committee, the Street Commissioner, and two private citizens. This was voted on and passed.
Article 52. To see if the Town will vote to transfer from the Excess and Deficiency Account a sum of money for the purchase of War Bonds to provide a Post War Rehabilitation fund as provided by Chapter 5 of 1943 Acts or to see what action will be taken thereon.
Voted: On motion by Carl Russell that the Town vote to pur- chase twenty-seven U. S. Savings Bonds, "Series F" in the denom- ination of $1,000.00 each, to be registered in the name of the Town of Lynnfield, and that the sum of $19,980.00 to cover the purchase price of same to be taken from the Excess and Deficiency Account.
Article 53. To see if the Town will vote to transfer from the Excess and Deficiency Account a sum of money to retire the Bonded Debt, or what action will be taken thereon.
Voted: On motion by Carl Russell that the Town vote to ap- propriate the sum of $11,000.00 from the Excess and Deficiency Account

RECORD OF SPECIAL TOWN MEETING HELD MAY 21, 1945
The meeting was called to order at 7:35 P. M. by the Moderator, Joseph F. Smith, who read the call for the meeting and the Constable's return.
On motion by Joseph W. Cassidy it was voted to omit the reading of the articles of the warrant until taken up for action.
Article 1. Voted on motion by Charles Griffin that the Town appro- priate by transfer the sum of $4,000.00 for the continuation of the Hot- Lunch Program, from the account of the School Lunch Funds Avail- able, to the use of the School Committee.

Article 3. To see if the Town will vote to accept as a public way a further section of Homestead Road, continuing from the end of the present accepted portion and starting at the southerly corner of Lot No.111A, for a width of about forty feet (40 feet) and running in a southeasterly direction for a distance of about three hundred thirty eight (338) feet to the southerly corner of Lot No. 108A, and again commencing at the northwesterly corner of Lot 100, at the junction with the earlier accepted portion of Homestead Road, running north- easterly for a distance of about two hundred thirty seven (237) feet, more or less, thence turning southeasterly to the easterly corner of Lot 105A for a further distance of about four hundred thirty three (433) feet, for a width of forty feet, as originally shown on Book 72, of 1940, Plan No. 67 with subsequent revisions up to and including Plan No. 337 of 1941, and recorded at Essex South Registry of Deeds at Salem, to be laid out by the Board of Selectmen, providing proper releases of parties in interest be furnished to the Town, or to see what action they will take thereon.
Voted: On motion by Duncan Donald that the Town accept as a public way a further section of Homestead Road, as described in Article 3 of the warrant of said meeting.

RECORD OF SPECIAL TOWN MEETING HELD OCTOBER 15, 1945
The following is the action taken at a Special Town Meeting held Monday evening, October 15, 1945, at the Town Hall.
Article 1. To see if the Town will vote to terminate the existence of the fund established for the use of the Civilian Defense Committee, so-called, or to see what action they will take thereon.
Voted on motion made by Theodore Palizzolo to transfer the un- used portion of the fund established for the use of the Civilian Defense Committee, to the Excess and Deficiency Account.
Article 2. To see if the Town will vote to transfer a sum of money . to cover an increase in salary for the permanent members of the Police Department from the Excess and Deficiency account or to see what .. action they will take thereon ..

Motion was made by Perley Burrill, "That the Town transfer the sum of $191,67 from the Excess and Deficiency Account for an increase in salary of $2.50 per week for the regular members of the Police De- partment, so that the annual salary of the Chief will be $2,389.92 and the annual salary of the patrolmen will be $2,200.00 said increase to become effective as of October 14, 1945. An amendment was offered by Ernest Lane to postpone action on this article until the annual March meeting. The motion as amended was voted upon and carried.
Article 3. To see if the Town will vote to transfer a sum of money from the Excess and Deficiency Account to the account of General Government and to. the account of the Board of Assessors, or to see what action they will take thereon.
Motion was made by William Moxham that the Town transfer from Excess and Deficiency Fund the sum of $850.00 for the use of General Government, and the sum of $3,000.00, for the use of the As- sessors. An amendment was offered by Frank O. Green that action on this motion be postponed until the Annual March Meeting. This amend- ment was voted on and not passed.
Carl Russell offered an amendment to the original motion that $750.00 be transferred from Excess and Deficiency Fund for the use of the General Government and that $1,500.00 be transferred from the Excess and Deficiency Account for the use of the Assessors. This amendment was voted on and passed.
Article 4 To see if the Town will vote to transfer a sum of money from Excess and Deficiency Account to the use of the Welfare Depart- ment or to see what action they will take thereon.
Voted: On motion by Wesley Munroe that $1,100.00 be trans- fered fro mthe Excess and Deficiency Account for the use of the Wel- fare Department.
Article 5. To see if the Town will vote to amend Section 11 of the present Building Laws, as adopted at the Town Meeting of March 12, 1945, and approved by the Attorney General on April 25, 1945, so that section 11 shall read as follows:
"Section 11. Every building hereafter erected shall have a fire resisting roof covering, and no existing wooden shingled roof, if dam- aged more than 25%, shall be renewed or repaired with other than fire resisting covering. Fire resisting covering may be laid over a previous covering of fire resistant material provided that the existing covering has not been laid over wooden shingles" or to see what action they will take thereon.
Voted on motion by William Moxham that the Town amend Section 11 of the present Building Laws, as adopted at the Town Meeting of March 12, 1945, and approved by the Attorney General "on

April 25, 1945, so that Section 11 shall read as follows: "Every Building hereafter erected shall have a fire resisting roof covering, and no existing wooden shingled roof, if damaged more than 25%, shall be renewed or repaired with other than fire resisting covering. Fire resisting covering may be laid over a previous covering of fire resist- ant material provided that the existing covering has not been laid over wooden shingles.
Article 6. To see if the Town will vote that the Collector of Taxes be elected for a three year term, or what action they will take thereon.
Votd on motion made by Joseph Cassidy that the Town elect a Collector of Taxes for a three year term, as of election of March, 1946.
Article 7. To see if the Town will vote to transfer a sum of money from the so-called Tractor Fund to the general purposes of the High- way Department or to see what action they will take thereon.
Voted: On motion made by Minot Carter that the Town transfer the sum of $2,000.00 from the so-called "Tractor Fund" to the general purposes of the Highway Department.
Article 8. To see if the Town will vote to transfer from the Ex- cess and Deficiency Account a sum of money for the installation of three street lights on Sylvan Circle, or to see what action they will take thereon.
Voted: On motion made by Everett Webster that the sum of $14.50 be transfered from the Excess and Deficiency Account for the in- stallation of three street lights on Sylvan Circle.
Article 9. To see if the Town will vote to authorize the sale of the Ford Fire Engine by the Chief of the Fire Department under the supervision of the Board of Selectmen, or to see what action they will take thereon.
Motion was made by William Moxham that the Town vote to auth- orize the sale of the Ford Fire Engine by the Chief of the Fire De- partment under the supervision of the Board of Selectmen. The motion was voted on and not passed.
Article 10. To see if the Town will vote to transfer from the Excess and Deficiency Fund a sum of money for the purchase of ad- ditional fire hose, or to see what action they will take thereon.
Motion was made by William Moxham that the Town vote to transfer from Excess and Deficiency Fund the sum of $1,500.00 for additional fire hose. An amendment was offered by Carl Russell that action on this article be postponed until the annual March Meeting. The amendment was voted on and not passed. Additional amendment was offered by Carl Russell, that the fire hose be purchased under the supervision of the Selectmen and that at least five competitive bids be obtained. This amendment. was voted on and passed.

Article 11. To see if the Town will vote to allocate space in the: present or any future Town Hall Buildings for the use of the "Harold P. Peabody Memorial" or to see what action they will take thereon.
Voted: On motion made by Norma McKillop that the Town allocate space in the present or any future Town Hall Buildings, for the use of the Harold P. Peabody Memorial.
Article 12. To see if the Town will vote to transfer a sum of money from the Excess and Deficiency Fund to the use of the School Com- mittee for repairs to the water system, plumbing, roof, porte-cochere, porches, barn and other necessary repairs of the so-called "Perry Property" on Main Street, or to see what action they will take thereon.
Motion was made by James Houghton that the Town vote to transfer from the Excess and Deficiency Fund the sum of $700.00 to the use of the School Committee for repairs to the water system, plumbing, roof, porte-cochere, barn, and other necessary repairs of the so-called "Perry Property." After the first vote was questioned tellers were ap- pointed and a second vote taken, resulting as follows: 29 in favor of the motion and 35 opposed.
