The meeting was called to order at 7:45 P. M., by the Moderator who then read the call for the meeting and the constable's return.
On the motion of William Moxham it was voted to omit the read- ing of the articles of the Warrant until they are taken up for action.
Article 1. Voted: On motion by Everett Webster, that Walter Riggs, Joseph F. Smith and Everett Webster be appointed Field Drivers, Joseph F .: Smith, Pound. Keeper. and George M. Roundy, Daniel Kelleher and Joseph F. Smith, Wood Measurers for the ensuing year.

Article 2. Voted: On motion by Elmer Smith to accept the report of Town Officers, as published.
A moment of silence was observed in memory of the late George W. Peavey, Everett B. Richards and Sidney Eaton, all former officials of the Town of Lynnfield.
Article 3. Voted: On motion by Theodore Palizzolo that the Town vote to authorize the Town Treasurer to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan- uary 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 4. Voted: On motion by Stanley Heath that the sum of $15,134.17 be raised and appropriated to cover the expense of the Gen- . eral Government of the Town, said amount to be apportioned as follows:

On motion by Everett Webster that the Town raise and appropriate the sum of $13,512.60 for the general expense of the Police Department as recommended by the Finance Committee and that the regular members of the Department consisting of four Patrolmen and Chief be granted an increase in salary of $5.00 per week each so that the annual salary of the Patrolman will be $2,340.00 and the annual salary of the chief will be $2,519.92. Said increase to be retroactive to January 1, 1946.
Article 6. Voted: On motion by William Moxham that the Town raise and appropriate the sum of $500.00 to cover the cost of putting new tires on both Fire Trucks (Mack and Maxim).
Article 7. Motion was made by William Moxham that the sum of $2,223.00 be raised and appropriated to cover the maintenance of the Board of Assessors' Office for the year 1946.
This motion was voted on and not carried.
Motion was made by Milton Doremus, that the sum of $1,923.00 be raised and appropriated for said purpose.

This motion was voted on and passed. It was voted, on motion by William Moxham, to reconsider Article 7.
William Moxham made motion that the sum of $2,223.00 of which $1,600.00 salaries, $623.00 for expenses be raised and appropriated to cover the maintenance of the Board of Assessors' Office for the year 1946. This motion was lost.
Motion was offered by Milton Doremus that the sum of $1,923.00 be raised and appropriated for the use of the Assessors department: $1,- 350.00 to be used for salaries and $573.00 to be used for expenses.
This motion was voted on and was carried.
Article 8. Voted: On motion by Joseph Cassidy that the Town raise and appropriate the sum of $1,450.00 to complete payment on new ma- chine equipment for the Assessors' Office.
Article 9. Voted: On motion by William Moxham that the Town raise and appropriate the sum of $5,790.00 for the expense of the Fire Department.
Article 10. Voted: On motion by Elmer Smith that the Town raise and appropriate the sum of $3,250.00 to cover the expense of Hydrant Rental for Fire Protection for the ensuing year.
Article 11. Motion was made by Henry Haskell that the Town ap- propriate the sum of $1,084.00 to cover other protections of persons and property apportioned as follows:

Article 16. Motion made by Minot Carter that the Town raise and appropriate the sum of $17,000.00 to cover the General Expense of the Highway Department, was amended by Ernest Lane, that the sum of $2,500.00 be added to the sum of $17,000.00 for the purchase of a sidewalk tractor.
An amendment was offered by Milton Doremus that the money for the sidewalk tractor be raised as follows: $1,500.00 to be taken from the machinery account and the balance raised by taxation.
This amendment was voted upon and lost.
The original motion as amended by Ernest Lane was then voted on and carried; 151 voting in the affirmative and 82 in the negative.
Article 17. Voted: On motion by Minot Carter that the Town raise and appropriate the sum of $3,000.00 to be used in co-operation with sums allotted by the Commonwealth of Massachusetts and the County of Essex in the reconstruction of Summer Street in accordance with the provisions of Chapter 90.
Article 18. Voted: On motion by Minot Carter that the Town raise and appropriate the sum of $500.00 to be used under the supervision of the Selectmen for cutting Brush along the highways.
Article 19. Voted: On motion by Wesley Munroe that the Town raise and appropriate the sum of $4,350.00 to cover the Expenses of the Welfare Department.

Article 40. Voted: On motion by Wesley Munroe that the Town raise and appropriate the sum of $1,500.00 for the payment of board and room of patients at the Essex County Sanitorium, under the super- vision of the Board of Health.
Article 41. Voted: On motion by Harold Hawkes that the Town ac- cept as a public way a further portion of a private way known as "Skin- ner Road" or "Pillings Pond Road" as described in Article 41 of the Warrant.

Article 47. Motion made by Benjamin Cox that the Town re-zone the following described parcel land from a residential zone to a busi- ness zone: (See Article 47 of Warrant for description), was voted upon and lost.
Voted: On motion by William Amerding that Article 47 be reconsid- ered. Tellers were appointed, 187 in favor, 51 opposed.
The original motion was then offered by Mr. Nelson Todd. Louis B. Tuck read the report of the Public Hearing, held by the Planning Board on February 28, 1946. Tellers were appointed and a vote taken with the result as follows: 21 in favor, 192 opposed.
Article 48. Voted: On motion by Milton Doremus that action on Article 48 be indefinitely postponed.
Article 49. Motion was made by Minot Carter that the Town raise and appropriate the sum of $3,000.00 and $15,000.00 to be taken from

the excess and deficiency fund for the construction of a new Highway Department garage and workshop.
Amendment was offered by Arthur Nelson that the sum of $3,000.00 be raised and appropriated and $15,000.00 be raised by a bond issue payable in three annual installments of $5,000.00 each for the purpose stated, to be built under the supervision of the Board of Selectmen.
Tellers were appointed and a vote taken; 102 affirmative and 72 negative.
Voted: On motion by Burton Barrows that action be taken on Ar- ticle 57 at this time.
Article 57. Motion made by Burton Barrows that the Town appoint a Building Committee of six members to proceed with the plans and erection of a new elementary school in Precinct 2, such committee to be constituted as follows: One member, from the School Committee, one from the Board of Selectmen, one from the Finance Committee, one from the Planning Board; these members to be appointed by their respective committees, and two members at large, one taxpayer from each precinct who is not a member of any other Town Committee or Board, these two members to be appointed by a joint meeting of the School Committee and the Board of Selectmen.
An amendment was offered by Nelson B. Todd that a Building Committee of six members be hereby appointed, such Committee to be constituted as follows:
One member from the School Committee, one from the Board of Selectmen, one from the Finance Committee, one from the Planning Board - these members to be appointed by their respective Committees or Boards, two members at large, one taxpayer from each precinct who is not a member of any other town committee or board - these two members to be appointed by a joint meeting of the School Committee and the Board of Selectmen.
The Committee is authorized to proceed to obtain plans for the erec- tion of a new elementary school in Precinct 2 and for the complete layout of the grounds, and shall report with their recommendations at a subsequent town meeting. The cost for such plans shall be taken from the appropriation under Article 50.
The motion, as amended, was voted on and carried.
Article 50. Voted: On motion by Louis B. Tuck that the Town raise and appropriate the sum of $6,500.00 to secure plans and specifications for an elementary school to be located on the Salem Street property, recently purchased.
Article 51. Voted: On motion by Everett Webster that the Town raise and appropriate the sum of $500.00 for the re-covering of the roof of the Town Hall.

RECORD OF SPECIAL TOWN MEETING MAY 27, 1946
The meeting was called to order at 8:00 o'clock P. M. by the Mod- erator, Joseph Smith, who read the call for the meeting and the con- stable's return.
On motion by Everett Webster it was voted to omit the reading of the articles in the Warrant, until taken up for action.
Article 1. Voted: On motion by Burton Barrows that the sum of twenty-six hundred dollars ($2,600.00) be transferred to the School Com- mittee from the "School Lunch Funds Available Account" for the con- tinuation of the "Hot Lunch Program."
Article 2. Voted: On motion by Wesley Munroe that twelve hundred ($1,200.00) be raised and appropriated for the Soldiers' Relief Account.
Article 3. Motion was made by Benjamin Griffin that the salary of the members of the Moth Department and the Tree Warden Department be increased five dollars ($5.00) per week.
The motion was voted upon and lost.
Article 4. Motion was made by Harry Jackson that the Town vote to authorize the Board of Selectmen to sell the barn on the Perry estate, on Main Street, Lynnfield Center.
An amendment was offered by Burton Barrows that the Town au- thorize the School Committee to dispose of the barn on the Perry prop- erty, so-called, by sale to the highest bidder who would agree to remove all lumber and debris, demolish the barn foundation, fill in the excava- tion, and grade the remaining surface level, and that the money from said sale to be turned over to the Town Treasurer.
The amendment was voted upon and passed.
All articles in the Warrant having been disposed of, the meeting was dissolved at 8:20 P. M.
