I have examined the cash receipts and securities in the various Trust Funds in the hands of the Town Treasurer and find them to be as stated in the Treasurer's Report.
The income from Trust Funds in the hands of others has been re- ceived for the year 1946 and credited to the proper accounts.
The receipts as reported by the Treasurer agree with the books and that payments of the town correctly present the financial status as of December 31, 1946.

REPORT OF TOWN CLERK
RECORD OF SPECIAL TOWN MEETING HELD JANUARY 13, 1947
The meeting was called to order at 8.10 P. M. by the Moderator who read the call for the meeting and the constable's return.
It was voted on motion by Everett S. Webster to dispense with the reading of the articles until taken up for action.
Article 1. Voted on motion by Nelson B. Todd that the Town accept as a gift a deed from Starr Parsons, of a parcel of land as described in the Article; also that a vote of thanks be extended to said Starr Parsons.
Article 2. Voted on motion by Everett Webster, that the Town authorize the Board of Selectmen in accordance with the requirements of General Laws, Chapter 115, Section 12, as amended by Chapter 599 of the Acts' of 1946, to appoint a "Director of Veterans' Services" and to raise and appropriate a sum of money for the compensation and expense of such office, as required by said Chapter 599, Acts of 1946, and that the sum of $1,070.00 be raised and appropriated for the compensation and expense of such office as required by said Chapter 599, Acts of 1946.
Article 3. On motion by Burton Barrows it was voted that the Town raise and appropriate the sum of $786.45 to pay the unpaid account of Lynnfield Community Inc., for transportation of school children, and the sum of $37.00 to pay the unpaid account of Lynnfield Town Taxi, C. A. Rich, proprietor, incurred by the School Committee by reason of addi- tional cost of two platoon system of classes, said sums to be raised and appropriated under authority of Chapter 179 of the Acts of 1941.
Article 4. Voted on motion by Joseph Cassidy, that the Town accept as a public way, as laid out by the Board of Selectmen, that portion of Skinner Road between the two portions already accepted by the Town, and running across the right of way of the Boston and Maine Railroad, for a width of 50 feet, and for a length of 60 feet, all in accordance with the order dated June 12, 1946 of the Dept. of Public Utilities, in accord- ance with the finding of the Commissioners of Essex County.
Article 5. Voted on motion by Everett S. Webster that the Town raise and appropriate, under authority of Chapter 179 of the Acts of 1941 (General Laws, Chapter 44, Section 64) the sum of $138.33 to pay the unpaid account of the Jenney Manufacturing Co., incurred by the Police Department.
Article 6. Motion made by Minot Carter that the sum of $18,000.00 be raised and appropriated for the construction of a new Highway Dept. Garage and Workshop, said sum to be raised as follows, $3,000.00 trans- ferred from the Excess and Deficiency Fund, and $15,000.00 be raised by the sale of notes, payable $5,000.00 each year for 3 years. An amend- ment was offered by William Moxham, that Article 6 be amended as follows:

That the following committee be and is hereby appointed to carry into effect Article 6. Committee: Mr. Stanley W. Heath, Chairman of the Board of Selectmen, and that the Selectmen shall appoint one other member of their Board to said Committee, also, Mr. Nelson B. Todd, and Mr. Minot Carter, Superintendent of Highways, together with the members of the Town Planning Board shall, and are hereby empowered as a Committee to select a proposed location for the Public Works De- partment site and building, and that they shall and are hereby in- structed to engage the same architects who are now at work on the pro- posed new School Buildings, namely, the Cooper Associate Architects.
And that the Town do raise and appropriate the sum of $100.00 said sum to be used by the Committee for sketches and specifications for a proposed Highway Department Building, and that the Committee shall report at the Annual Town Meeting next March a complete recommen- dation of their findings, and that they shall specify the sum of money required to fulfill the requirements of Article 6 for the proper and ade- quate housing of all Town, Highway, Moth and Tree Warden Depart- ment equipment.
The amendment was seconded, voted on and not carried.
The original motion by Minot Carter was now taken up for action; seconded, voted on and passed by a vote of 26 in favor and 1 opposed.
All articles in the warrant having been disposed of, the meeting was dissolved at 9.22 P. M.

RECORD OF ANNUAL TOWN MEETING HELD MARCH 10, 1947
The meeting was called to order at 7.30 by the Moderator, who then read the call for the meeting and the Constable's return.
On motion by Everett Webster it was voted to omit the reading of the articles of the warrant until they were taken up for action.
Article 1. Voted: On motion by Everett Webster that Everett Webster, Joseph F. Smith, and Walter Riggs be appointed Field Drivers, Joseph F. Smith, Pound Keeper, and George M. Roundy, Daniel Kelle- her and Joseph F. Smith, Wood Measurers for the ensuing year.
Article 2. "The following report by the School Building Committee was read by Stanley Heath:
The School Building Committee was authorized at the 1946 Town Meet- ing to prepare plans and specifications for an elementary school building at South Lynnfield. In the course of planning for this building it be- came apparent that the Centre School was also in a very serious condi- tion so that on Oct. 21, 1946 at a special Town Meeting, the Town au- thorized a 4-room addition to the Centre School, to be built immediately under the guidance of the same Committee.

REPORT OF TOWN CLERK
This Committee is pleased to report that the plans and specifica- tions for the Centre School have been approved by all concerned and are out for bids which are to be opened on Thursday, Mar. 13, 1947, at 7.30 P. M. Federal approval of this project has been secured and con- struction should start as soon as weather permits.
Preliminary studies of floor plans and arrangements for the South School have been made and final plans will be under way very shortly. The Committee has had the site on Salem St. surveyed and the infor- mation is in the architect's hands.
The Committee is also securing bids on the clearing of the site so that work may be started as soon as practicable after the Town author- izes it.
The Committee has been instrumental in arranging for State ap- proval of an extended borrowing capacity for the Town and the bill has been passed by the Governor.
