REPORT OF SELECTMEN
Randolph, Mass., January 31, 1921. To the Voters of the Town of Randolph :-
In presenting the Selectmen's report for the year 1920 there is little need of any apologies on the part of the Select- men. The strong financial condition of the town is well known to the least observant.
During the past year there has been a number of over- drafts. Most of these occurred in accounts over which the Selectmen had no authority whatever. There was presented a bill for $962.18 covering commission on taxes collected for the years 1915-1916 and 1917. Upon rigid investigation we found that the bill was correct and as no appropriation was ever made to cover this bill, it was necessary to include this item among the overdrafts. We find also that there was no appropriation for commission on taxes for the year 1918. During that year the Collector of the taxes was allowed 1% as his commission but nothing was ever raised and included in the tax levy to provide for the payment of this bill. In order to give you a true condition of the finances of the town, we have reported all as unpaid bills, therefore, there will be due the Collectors of taxes when he collects his levy for 1919 and 1920 the sum of $1,349.39.
We find upon investigation that we have had less appropriation for the miscellaneous account than was avail- able 15 years ago. This, coupled with the fact that items. that are classified as miscellaneous have doubled in price,. has made it impossible for us to keep within the appropria-

tion, despite our efforts to spend no money during the past year that was not actually necessary. We desire to call to the attention of the voters that there is nothing in the way of business equipment to direct the affairs of the town in the town offices and we believe that steps should be immediately taken to provide some up-to-date office equipment for our offices. The volume of business done by the town requires that something of the nature be installed at once. There is far more detail connected with town work than the average citizen has any conception of, and, without the proper work- ing equipment, efficient work cannot be attained.
Under Chapter 763 of the Acts of 1913, otherwise known as Mother's Aid we are obliged to aid certain people, one-third of such aid rendered is reimbursed by the State. We believe that some provision should be made in the tax levy to meet this account. By so doing this would eliminate an overdraft on this- item.
There should have been no overdraft in the account of the Board of Health for the past year and we would have shown an unexpected balance had we received the proper credits from the State which we supposed we were receiving, but we are now happy to report that this leak has been stopped and the town is receiving the credits from the State to which they are and have been justly entitled to receive.
We are very fortunate during the past year in the matter of collections. We were unable to collect one bill of $456.73 from the Eastern Massachusetts Street Railway Co., for the removal of snow last winter. At first the railway authorities denied any obligations for this work but after many conferences with the Supt. of the Brockton Division, we succeeded in collecting the amount mentioned. This bill represented one half of the money expended in removing the snow from Main Street for which their plows were responsible. We also collected from the City of Boston the

sum of $330.00 for aid rendered the poor of that city in our town and $272.00 from the Town of Saugus.
Another item that represents considerable work is a col- lection of $3,150.06 from the State covering bills for the years 1917-1918-1919 and 1920, more than three-fourths of which seemed hopelessly lost to the town. As a result of our efforts every cent due the town from the State for the past four years has been collected.
In submitting our report to the voters for the year 1920 we take great pride in stating that this is the first year since- 1911 that the town will not be called upon to make an appro- priation for the overdrafts. We have aimed to give the citizens a true statement of the condition of the town and we have endeavored to conduct the affairs on business prin- ciples with the best interests of the town at heart at all times.
